2014-2 Division I Governance Structure

Intent: To establish a new Division I governance structure, as specified.

Rationale: A new governance structure will enable Division I to operate in a more transparent, participative and streamlined manner, and to be more responsive to membership needs throughout the division, particularly to those of student-athletes. The model recognizes the diversity of the membership and the need for autonomy in terms of governance and legislative actions in certain areas while maintaining the overarching values of higher education. Significant improvement and alteration to the way Division I is governed should be achieved with the adoption of this model.

Effective Date: August 1, 2015 and Immediate

2014-2 Division I Governance Structure

Application to Other Conferences/Institutions

Legislation set forth as an area of autonomy may be applied by

other member institutions at each conference's respective

discretion, which may include delegation of such discretion to its

member institutions.

Proposals Sponsored by Other Conferences/Entities

A proposal that relates to an area of autonomy that is sponsored by

a conference or entity other than the five conferences named in

Constitution 5.3.2.1.1 will not be applicable to the five conferences

named in Constitution 5.3.2.1.1, unless such conferences act on

the proposal through the legislative process for areas of autonomy.

2014-5 Incentive Programs for

International Athletes Intent: To specify that an international PSA or international student-athlete may accept funds from his or her country's national Olympic governing body (equivalent to the U.S. Olympic Committee) based on place finish in one event per year that is designated as the highest level of international competition for the year by the governing body.

Rationale: Unlike other legislation related to benefits from the USOC or a national governing body, the exception for the Operation Gold program does not apply to international student-athletes. Establishing a similar exception for benefits provided by international equivalents of the USOC, while limiting the number of designated events to one international competition per year per country, promotes student-athlete well-being and fairness among elite level student-athletes and reduces compliance monitoring concerns.

2014-6 National Collegiate Women’s

Sand Volleyball Championship Intent: In sand volleyball, to establish a National

Collegiate Championship and to establish a six person

sand volleyball committee.

Rationale: Sand volleyball is the fastest growing NCAA

sport and has reached the minimum required 40

sponsoring institutions to request an NCAA

championship. The sport has met both the goals of sports

in the emerging sports for women program -- growth of

new women's participation opportunities and growth in

sponsorship to the championship level.

Effective Date: Sections A, B and C: August 1, 2015;

2014-7 Ineligibility for Banned Drug Other

than Street Drugs Intent: To specify that the penalty for a student-athlete who tests positive for use of a banned substance other than a "street drug" shall include withholding from consecutive regular-season contests or dates of competition equivalent to the maximum number of contests or dates of competition permitted per Bylaw 17.

Rationale: This revision provides greater clarity to the membership and affirms the intent that the penalty for a positive drug test includes withholding from a full season of contests or dates of competition as defined in the legislated maximum number of contests or dates of competition per Bylaw 17.

2014-9 Gene Doping

Intent: To specify that the practice of gene doping is prohibited and any evidence confirming use will be cause for action consistent with that taken for a positive drug test.

Rationale: Emerging efforts to medically manipulate genetic material for disease treatment have raised concerns that gene manipulations may be used for sports doping. This proposal allows the NCAA to honor suspensions for gene doping issued by the World Anti-Doping Agency (WADA). Pursuant to current legislation, a student-athlete under a drug testing suspension from a national or international sports governing body that has adopted the WADA code shall not participate in NCAA intercollegiate competition for the duration of the suspension. Such suspensions are only applicable to drugs and procedures that are also banned by the NCAA.

Entering recruiting evaluations directly into ACS is an

easy alternative to using the Recruiting Evaluation Form.

Once you have entered the information, the Compliance

Office can print a report from ACS and attach it to your

reimbursement.

This will take the place of the Recruiting Evaluation Form

when you submit your reimbursements to the business

office.

ACS Tip of the Month

Go to the Recruiting Coordinator Tab and then Activity Manager

Click Add Evaluation(s).

A new screen will appear. Enter the requested information, including date, time, and type of evaluation. If the evaluation occurred outside of the PSA’s academic year (i.e., summer), make sure to check the box at the bottom. When you are finished click continue.

You will be directed to a new page. If there was a host school for the evaluation, you can select the school on this page. If not, click “No Host School, Continue to Next Step.” Selecting a school will automatically add all PSAs from that school to the evaluation.

You will again be directed to a new page. Here you can select any other schools or teams that participated in the activity. Again, this will automatically add all PSAs connected with that school/team to the evaluation. When you are finished click “Continue to Next Step.” You are not required to select additional schools/teams.

ACS Tip of the Month

On the next page, you can select individual PSAs whom you evaluated. You can do this one of 3 ways:

Select PSAs already in your ACS recruiting database,

Create a new athlete profile directly from this page and automatically add him/her to the evaluation, or

Upload a spreadsheet with all PSAs evaluated.

The spreadsheet must contain at minimum first name, last name and grad year, but it may contain additional information, as well. Using this option will automatically create ACS profiles for any athletes not already in ACS and will map the evaluation to existing athlete profiles.

When you have selected all athletes, click “Continue to Next Step.”

You will be directed to the final screen. Here you will enter the additional requested information, such as assigned staff members. When you are finished click, “Save Activity.”

QUESTIONS? NCAA BYLAW 19.01.5 EXEMPLARY CONDUCT

Individuals employed by or associated with member institutions for the administration, the

conduct or the coaching of intercollegiate athletics are, in the final analysis, teachers of

young people. Their responsibility is an affirmative one, and they must do more than avoid

improper conduct or questionable acts. Their own moral values must be so certain and

positive that those younger and more pliable will be influenced by a fine example. Much

more is expected of them than of the less critically placed citizen.
