1. Summary/Preface
Today,worldwidemorepeoplearelivinginurbanareasthaninthecountryside.Ofthismega-trendurbani-zationthatbreedsbothrisksandopportunities,theemergenceoftheMegacityisperhapsthemostvisibleexpression.Aimingtoanalysingthecomplexurbanprocesses,interactionsandfeedbackmechanismsthatturnmegacitiesintoariskhabitat,theinternationalandinterdisciplinaryRiskHabitatMegacityresearchini-tiativewasestablished.Byinvestigatingtheprocessesandassociatedrisksofmega-urbanizationanddeve-lopingimplementationsolutionsforsustainableurbandevelopmentinacomprehensiveandinterdisciplinarymanner,newknowledgefororientationandapplicationcouldbeprovided.
TheRiskHabitatMegacityresearchinitiativereflectsthejointworkofanetworkofaboutsixtynaturalandsocialscientistsandengineersfrommorethantenUniversitiesandresearchcentresfromLatinAmericancountries,includingtheEconomicCommissionforLatinAmericaandtheCaribbeanoftheUnitedNations(ECLAC/CEPAL),andtheHelmholtzAssociationinGermany.FiveHelmholtzCentresparticipated:theGer-manAerospaceCentre(DLR),theKarlsruheInstituteofTechnology(KIT),theHelmholtzCentreforInfectionResearch (HZI), the GeoForschungsZentrum Potsdam (GFZ), and the Helmholtz Centre for EnvironmentalResearch(UFZ)wheretheinitiativewascoordinated.ThefundingbytheHelmholtzInitiativeandNetworkingFundwasadecisivecomplementoftheinvolvedHelmholtzCentresthatlikewisecontributedbytheirownresources.
Thisfinalreportoftheresearchinitiativeaimsatsummarizinginbriefthevarietyofresultsthatevolved.Thisincludesboth,specificresultswithinthevariousresearchtopicsaswellasoverallresultsdevelopedbytheentireinitiative.Itistheoutcomeofaninnovativeresearchdesignthatincludesan‚integrative’approach,combiningandintegratingdifferentthematicperspectivesononeselectedcityregion,SantiagodeChile,thatledtoconclusionsofthecomplexsystemMegacity.Whileattemptingtodiscoverthestateofanddeve-lopmentinindividualrealmsofSantiagodeChile,theinitiativegainedamorethoroughunderstandingoftheentireurbansystemanditsconstitutiveelements.Withitsproblemperspectiveandcontext-specificinvesti-gation,thisapproachlinksthegenerationoforientationknowledgewithaction-orientedknowledgeandtheimplementationofsolutions.
Giventhatthenumberandsizeofmega-largeandmega-complexsystemswillcontinuetogrowinthefuture,thereissignificantpotentialforfurtherresearchinthisdirection.Itishopedthattheapproachanditsinten-tionofshiftinggovernanceinmegacities“fromresponsetoaction”andfrom“sectorstosystems”willmakeavaluablecontribution.Currently,theworkofRiskHabitatMegacitycontinueswithare-focusonclimatechangeadaptation.

A) Startingpoint
TheinternationalandinterdisciplinaryRiskHabitatMegacityresearchinitiativewasestablishedaimingtoanalysingcomplexurbanprocesses,interactionsandfeedbackmechanismsthatturnmegacitiesintoariskhabitat.Theworkoftheinitiativewasdrivenbythefactthattheyear2007wasmarkedbythe‘urbanturn’thatfindsforthefirsttimeinhistorymorepeoplelivinginurbanareasthaninthecountryside,withtheemergenceoftheMegacityasperhapsthemostvisibleexpressionofthemega-trendurbanization.TheHelmholtzresearchinitiativethereforebasedtheworkonthefollowingobjectivesthatwereexploredforoneselectedcase,theMetropolitanRegionofSantiagodeChile:
» Assesscharacteristicrisksandtheirdrivingfactorsandinterdependenciesbycombiningandapplyingnatural,appliedandsocialscientificriskresearchapproachestotheperspectivesofhazardouseventsandvulnerabilities.
» Design strategies and instruments for risk management as key tools for a more sustainable urbandevelopment.
» Developscenariosforfutureurbandevelopmentsandasystemofappropriateandlocallyadoptedindicatorsforevaluatingrisks.
» Develop implementation solutions that take institutional, political, economic and social backgrounds intoconsideration.
» Buildaplatformforcontinuousinterdisciplinary,cross-culturallearningandapplicationtointegrateacademicresearchandpractice.
» Createasuitableenvironmentforyoungresearchers,whereactivitiescomprisetrainingandeducationbytheChileanandGermanresearchpartners.
» Transferresultsandknowledgeintoacademicandprofessionalpractice.
Accordingtothesemainobjectives,theRiskHabitatMegacityresearchinitiativedevelopedaninnovativecompre-hensiveandinterdisciplinaryapproachthatcombinesbasictheoreticalandconceptualconsiderationswithempiricaland application-oriented analysis. By investigating the processes and associated risks of mega-urbanization anddevelopingimplementationsolutionsforsustainableurbandevelopment,itpresentsnewknowledgefororientationandapplication.
TheprojectwasstructuredaccordingtothreeCross-CuttingConcepts(CCCs)andsevenFieldsofApplication(FoA).ThethreeCCCsSustainability,RiskandGovernancerepresentedtheintegrativeconceptualframeworkoftheinitiative.Thesustainabilityconceptformulatesthetargetdimension(definingsustainabilitytargetsforthefuturedevelopmentofSantiagodeChile),theriskconceptsindicatetheproblemdimension(pointingattheseverityofcertainproblems)andthegovernanceconceptconcentratesontheactionside(providingstrategiesandinstrumentsformitigatingrisksandadaptingtorisks).TheseCCCshavebeenanalysedandevaluatedaccordingtothefollowingsevenmegacity-typicalempiricalFoA:Landusemanagement,Socio-spatialdifferentiation,Energysystem,Transportation,Airqualityandhealth,Waterresourcesandservices,andWastemanagement.

» Ad4and5:Basedonthescenarioresults,context-specificmeasuresandpolicyrecommendationsfor a consistent sustainability strategy forSantiagodeChileweredeveloped.Asummaryofresultswaspublishedasasynthesisreportin2010inEnglishandSpanish.Thereportwasdistributedamong local stakeholders and other Megacityresearchers.
The Regional Government (GORE) has beenintensivelyinvolvedinthediscussiononscenariosas they are currently developing a regionaldevelopment strategy for Santiago for the year2030. The main results of the research initiativehavebeenhandedovertothem,tobeincludedintheirdevelopmentstrategy.
» Ad 6: Results were transferred to other LatinAmerican megacities (Buenos Aires, Lima,Mexico, Sao Paulo, Bogotá). Several workshopswererealized inBogotá.AsolidresearchnetworkwasestablishedinLatinAmerica.Oneoftheresultsis a comparative Panorama on the sustainabilityof six Latin America megacities – published byCEPAL/ECLACin2011.
However, the efforts of transfer could not betransformedinto‘real’researchwithinallfiveme-gacitiesbeyondSantiagoasthesecondenvisagedimplementationphaseofRHM(beginningin2010)wasnotapproved.Thiswasthemainmodificationtotheoriginalworkplan.
ChangesinthefinancialplanningwerenecessaryasthescenarioprocessandtheembeddingoftheChileanPhDcandidatestookmoretimethanexpected.Afinancialprolongation was approved until February 2011.Accordingtothetimetable,giventheprolongationuntilFebruary2011,allmilestoneswereaccomplished.
Three outstanding features characterized the overallstructureandtheworkoftheinitiative:
1. An ‚integrative’ approach that combines andintegratesdifferentthematicperspectivesononeselectedcityregion,SantiagodeChile–thisleadstoconclusionsofthecomplexsystem“Megacity”
2. A future orientation that builds on scenariosand indicators – this guides the development ofsustainable development strategies for SantiagodeChile
3. Thetrainingandintegrationof20youngresearchersinaninterdisciplinaryandinternationalcontext.
B) Progressoftheworkcarriedout
Theresearchinitiativecarriedoutitsworkaccordingtothefollowingsixmainmilestones:
1. Problemanalysis
2. Riskanalysis
3. Scenarioanalysis
4. Development of measures for mitigating andadaptingtorisks
5. Integrationofmeasuresinrecommendationsforaconsistentsustainabilitystrategy
6. Transferring results to other Latin AmericanMegacities
» Ad 1: The problem analysis was finalized byall FoA. The results were presented at statusconferencesinJune2008inSantiagodeChileandinSeptember2009inLeipzig.
» Ad2:Basedonthreedifferentriskconceptsonurbanrisks that were selected and further developedfor thepurposeof the initiative (hazardous risks;sustainabilityrisks;systemicrisks),allFoAfinalizedthe risk analysis. The results were presented inMay2010inSantiagoandareinthefocusoftheRiskHabitatMegacitybookthatwillbepublishedin2011bySpringerPublisher.
» Ad 3: The scenario analysis builds on the workwithindicators–developedinintensiveexchangewith local stakeholders. Three alternativeframeworkscenariosweredevelopedfortheyear2030 (Business as Usual; Market Individualism;Collective Responsibility). These frameworkscenarioswerecontextualizedinallFoA,resultinginFoAspecificstorylines,andfutureperspectives.The results were presented at the stakeholderconference in October 2010. The scenarios and

The total number of PhD students financed by theinitiativeis20.PhDstudentsinChilearestillworkingontheirthesis,whileinGermanyallPhDstudentsareexpectedtogetfinishedintheyear2011,thefirstfourhavealreadydefendedtheirthesis(seeappendix).
Noexceptionalproblemswereencounteredduringtheduration of the research initiative. Among the mainchallenges were intercultural and interdisciplinarydifferences between the partners (quite a “normal”problem in an international context) that had to bedissolved. Some difficulties arose from the changesin the Regional Government (GORE) that made theexchange with political stakeholders especiallychallenging.ThesevereChilean2010earthquakewaslikewisereflectedintheworkoftheinitiativeassomeworkshopscouldnotbeheldasplanned.Nevertheless,none of the mentioned difficulties endangered thesuccessful accomplishmentof themainobjectivesoftheinitiative(seealsopointc)inthisreport).
C) Majorresults
TheRiskHabitatMegacityresearchinitiativedelivereda great variety of results on different levels: On theonehand,therearespecificresultswithinthevariousresearchtopics(FieldsofApplicationsaswellasCross-CuttingConcepts).On theotherhand,overall resultsweredevelopedbytheentireinitiative.
1. Selectiveresultsonthelevelofindividual researchtopics:
Inthedifferentresearchtopics,advancesinempiricalfindings,methods,models, toolsandmeasurescouldbeachieved.Thefollowingresultsrepresentaselectionofmajoroutcomes:
» A tour-based approach for modelling activity andtravel pattern considering time-space constraints
in Santiago de Chile was developed in orderto better understand existing individual travelbehaviour.Thisnewapproachextendsexistingtrip-basedtransportdemandmodelsandallows,basedontheanalysedexemplarytour,theapplicationtofurthertourtypestoestimatetheentiretransportdemandofSantiagocity.
» AreliablemodeloftheS-wavevelocity(thevelocityof secondary waves that typically follow theprimarywavesduringanearthquake)forthebasinofSantiagodeChilewasderivedthatindicatestheinfluence of local geologic conditions modifyingthe ground motion when earthquakes occur welloutside of the Santiago basin. Furthermore,seismichazardscenarioswerecalculated.
» Changes in runoffweremodelledbasedon land-use developments, urban planning laws, climatechange predictions, and expert interviews andallow for predictions about the changes in floodhazardwhichtheadjacenturbanareasarefacingafterheavywinterprecipitationevents.
» To gain a perspective on the future developmentof the energy system, an existing energy systemmodel was adapted for the case of Chile. Theintegrationinthefuturescenarioanalysisallowedfor conclusions on sustainability-related risks ofChile’senergysystem.
» Model calculations were performed to estimatethe amountof landfill gas emitted and to assesstheimpactofwastecompositionandthecapturingandflaringofthegasonlandfillgasemission.
» The main drivers of socio-spatial differentiationprocesseswereanalysedandhot-spots identifiedthat bear the potential of social exclusion. Ahouseholdquestionnaire surveyandexpert inter-viewswereundertakenforanalysingthepotentialofsocialintegrationinsociallymixedareas.

2. Overallresultsontheleveloftheentireinitiative:
Thetopic-relatedresultsrepresentessentialproductsthat have been integrated and synthesized at theoverall level of the initiative. The most importantoutcomesfortheimplementationphaseinSantiagodeChileregardingrisksandsustainabledevelopmentcanbesummarizedasfollows:
Riskanalysisandriskmanagementproposal
Regarding the risk analysis and risk managementproposals, three separate risk concepts weredevelopedandappliedforthedifferentFoA,followingtheideathatamultipleperspectiveisamoreadequateapproach to risk in complex situations than a singleperspective.This likewiseconsidersthatasingleriskconceptwouldfailtosatisfytheanalysisrequirementsforthebroadrangeofrisksconcernedinmegacities.This multiple risk approach refers to hazardous,sustainability and systemic risks. It extends thecurrentknowledgeofcomplexrisksinmegacitiesandcreatesaddedvaluetoriskdiscourses.Furthermore,itdeepenstheunderstandingoftheemergenceofrisksandtheirseverityandopensupanewperspectiveforresearchersandstakeholdersembeddedin“traditionalthinking”.Allresultsandconclusionswillbeavailableinthebook“RiskHabitatMegacity”thatwillbepublishedin2011.
Sustainabilityanalysis,sustainabilitydeficitsandrecommendations
The sustainability analysis of Santiago de Chile wasconductedbasedontheoperationalizingoftheHelmholtzAssociations’ Integrative Sustainability Concept thatservesasaframeworkofsustainabilitygoalsandrules.Theconceptbuildsessentiallyontheuseofindicatorsandscenarios.Aglobalexplorativeframeworkscenariowasdefinedbasedonasetofdriving factors.Basedon this, three alternative scenarios were formulated,each describing a different possible path for thedevelopmentinSantiagodeChileuntiltheyear2030(Business as Usual; Market Individualism; CollectiveResponsibility).Thedevelopmentofindicators,drivingfactors and storylines included intensive discussionwithexpertsandstakeholdersinSantiagodeChile.
The contextualization of indicators and scenariosin all FoA was the basis for the analysis of topic-specific current sustainability deficits as well asfuturedevelopmentpaths that lead in afinal step toconcretepolicyrecommendations.Theframework,theoverallanalyticalapproachofindicatorsandscenariosand its context-specific application represent aninnovative tool that helps to deal with uncertaintiesandcomplexities,tosensitizeforbehaviouralchange,
to create participatory processes and to supportdecision-making.ThemainresultsweresummarizedinaSpanishandEnglishsynthesisreportthathasbeenpublishedasanUFZ report in2010. This reportwasdistributed among stakeholders in Santiago de ChileandresearcherfromotherMegacityprogrammes.
3. Highlights:
Thereisagreatnumberoffurtheroutcomesthatarelistedbelow.Forpublicationdetailsandtheeducationofyoungresearchers,seeAppendix.
» Newknowledge.According to the interdisciplinary character ofthe initiative, interdisciplinary knowledge wasexchangedandapplied.Thisholdsespeciallytruefor jointpublicationsand theeducationof youngresearchers.
» Chilean-Germanexchange.Theoverallsuccessoftheinitiativewasguaranteedthrough continuous Chilean-German coordinationmeeting, and continuous exchange between theGerman and Chilean counterparts. Three annualstatusconferenceswereorganisedwithallprojectpartners. Two of them took place in Santiagode Chile (2008 and 2010). The 2009 statusconferencewasorganised inLeipzig.Eachof thestatusconferenceincludedaPhDspecificactivitylikepostersessionorindividualPhDworkshops.
» PhDeducation.ThestatusconferenceswereaccompaniedbyPhDsummer/winter schools (Los Andes, Naumburg,Santiago de Chile) whereof two were mainlyorganisedbythePhDthemselves.
» RegionalImplementation.Transdisciplinaritywasassuredbystrongcollabo-ration with the Regional Government (GORE) inSantiagoandintensiveexchangewithlocalexpertsboth scientists and practitioners in the differenttopics. In this context several workshops ondifferentlevelswereorganized.

» GermanPlatformonMegacityResearch.Intensiveexchangewithotherscientists,politicians,etc.aswellasrepresentativenessoftheresearchinitiativecouldbe achievedbyparticipating in several Innovation forum (BMBF), giving joint presentationswithotherMegacityresearchinitiatives(BMBF+DFG)atconferences(e.g.WorldUrbanForum),andthroughoutagoodreputationofindividualtopicsandtheoverallinitiativeatinternationalconferencesingeneral.
» InternationalProgrammes.AnexcellentresearchnetworkinChileandLatinAmericacouldbeestablishedandvisibilitywithinthebroaderscientific community (UGEC (Urbanization and Global Environmental Change) project of the InternationalHumanDimensionProgram-IHDP,WorldBank,Siemens,etc.)andamongpoliticianscouldbeachieved.Thiswasunderlinedbytheco-organisationoftheForumBogotá-Berlín–Beijing-DesafíosySolucionesparalasMegaciudades,asanintegratedscientificeventoftheExpoDeutschland2008inBogotá(Columbia).
» InternationalConference.Theresearch initiativeorganizedthe internationalconference ‘Megacities:Risk,VulnerabilityandSustainableDevelopment’withmorethan200participantsin2009inLeipzig.Thisconferenceofferedaplatformforexchangewithin the worldwide Megacity research community. The conference included more than 100 presentations,threekeynotespeeches,apostersessionandayoungresearchers’workshop.
» RegionalPlatformLatinAmerica.AmongtheresultsisaregionalPanorama,acomparativestudyonSustainabilityinsixLatinAmericanMegacitiesundertheauspicesoftheUnitedNationsEconomicCommissionforLatinAmericaandtheCaribbean.
» Web-basedmetadatasystem.Throughtheelaborationandestablishmentofametadatasystem,exchangeofdatabetweenallparticipatingpartnersoftheinitiativecouldbeguaranteedandfacilitated.
» Trilingualglossary.Aweb-applicationwithMegacity-specifictermsrelatedtoRisk,GovernanceandSustainabilitywaselaboratedandimplemented.Thisisaveryusefultooltostrengthenthecommonunderstandingacrossgeographicalanddisciplinaryboundaries.
» Videos.Forvisualizationandlearingn,aseriesofvideosweredevelopedexplainingtheoverallproblemsofSantiagodeChileandtacklingtheFoA-specificrisksandopportunities.BothGermanandLatinAmericaninvolvedscientistsstatedtheirproperpointsofview.
» Atlas.Thedevelopmentofanurbangeo-scienceSpanish-Englishweb-basedAtlasisstillunderconsideration.ThisAtlaswillmakethemainresultsintermsofmapsavailableforthepublic.
» UNDecade.Furthermore,theresearchinitiativewasawardedasanofficialprojectoftheUNdecade‘Educationforsustainabledevelopment’2009/2010.
» GermanministerShavanvisitingRHMproject.In2009theinitiativewasvisitedinSantiagodeChilebytheGermanministerofeducation(Mrs.Schavan).

D) Specialaspectsoftheproject1. FeaturesdecisiveforfundingAmongthemainfeaturesthatweredecisiveforfundingwas
a) Thegeneralincreasinginterestinmega-urbanizationgiven the fact that more than half of the worldpopulation is living in cities and the amount ofmegacities is increasing. In this context, LatinAmericanasoneofthemosturbanizedcontinentsrepresentsanespeciallyinterestingcasestudy.
b) Thegoodandlonglastingcontactswithresearchersand organisations in Santiago de Chile thatfacilitated theestablishmentofaChilean-Germanresearchconsortium.
c) The innovative integrative and interdisciplinaryresearchapproach.ThefocusliedoninvestigatingawiderangeofcomplexandoverlappingprocessesaswellasmultiplerisksinoneMegacity,Santiagode Chile. The research approach comprisesthe combination of conceptual, theory-basedknowledge with empirical findings, predictions inthefuture(scenarios)aswellastheexchangewithlocalstakeholders.
d) Thestrongintegrationofintotal20GermanandLatinAmerican PhD students. Thereby contributing tocapacitybuildinginaninterdisciplinary,interculturalandinternationalresearchenvironment.
2. Addedvalue
ThefundingbytheHelmholtzInitiativeandNetworkingFund was a decisive complement of the involvedHelmholtz Centres that likewise contributed by theirown resources. The additional funds were especiallyvaluableforthesupportofthe20PhDstudentsaswellastravelcoststhatallowedintensivecontactwiththe
Chilean partners. The funds therefore fostered theexchangebetweendisciplines,cultures,scienceandpolicyandhelpedtodevelopanintensivenetworkinLatin America. Without that additional funding, theprojectwouldnothavesucceeded.
3. Strategicbenefit
Among the strategic benefits is the ‘Positioning’and ‘Visibility’ of the Helmholtz Association withinthe Megacity research community in general andin Latin America in particular. Together with thetwo other German Megacity research initiativesof the DFG and the BMBF, a German Initiativeof Megacity research was established throughcontinuous exchange and joint representation.In general, the Risk Habitat Megacity researchinitiative serves as an outstanding example ofstrategic partnerships and its ‘Architektenrolle’ ininternationalprojectsandco-operations.

ThepartnersoftheRiskHabitatMegacityresearchinitiative recognized the potential for continuingtopic-specific work as well as integrative work ofhigh importance. The transfer of the conceptualframework, results and knowledge to other LatinAmericas megacities would have been a beneficialand logical continuation of the initiative. But as noadditional funding was available, this could not befollowedup.
Fortunately, Megacity research can be followed upwithintheClimateAdaptationSantiago(CAS)project.ThisprojectisfinancedbytheInternationalClimateInitiativeoftheFederalMinistryfortheEnvironment,NatureConservationandNuclearSafety(BMU).TheworkofRiskHabitatMegacitycontinueswitha re-focusonclimatechangeadaptation.

ThemainobjectiveoftheCASprojectisthedevelopmentof adaptation measures for the Metropolitan Regionof Santiago de Chile. The work includes a strongparticipatory process and the establishment ofa Regional Learning Network on climate changeadaptation in Latin American large agglomerations.Partners in this project are two Helmholtz Centres,the Karlsruhe Institute of Technology (KIT) and theHelmholtz Centre for Environmental Research (UFZ),coordinating the project. Among the Chilean partnerinstitutionsare thePontificiaUniversidadCatólicadeChile, theUniversitydeChileandtheUnitedNationsEconomic Commission for Latin America and theCaribbean.

The results of the Risk Habitat Megacity researchinitiative in formofpolicyrecommendationshavebeenhandedovertotheregionalandlocalstakeholderswhowill hopefully include them in development strategies.The project does not address business – thereforelicences,patentsandco-operationwithbusinesswasnotenvisaged.<<
