1. RESEARCH AIM The advancement of every community depends on the judicious use and mgt of available land resources. However, rapid urbanization indicates, impacts on urban land demands and provisions. This study is timely since to identify the impact of urbanization on increasing need of urban residential land in Hossana town.

Problem Statemento Growth in urban population goes with no equivalent growth in land supply.o Demand for urban land exceeds supply, creating shortage.

Research ObjectivesTo determine the impact of residential land shortage and to recommend strategies for long term sustainability of the town.

Research Questions/Hypotheses What are the determinant factors for residential land shortage? What are major land use classifications and proportions in urban area?What mechanisms used to undertake residential land delivery system? How does the residential land shortage leads to IS proliferations?

Significance of the Study This research helps, to take pro-active actions in planning correspondence with residential land demand of the study town

Scope of the Study Scope of the study covers currently planned areas and authorized as political administrative boundary of Hossana town

Limitation of the Study Problem of acquiring relevant documents due to its unavailability and lack of willingness by few officers was major limitation.

2. LITERATURE REVIEW Definition and Concept of Residential Area

A land use in which housing predominates including single family housing, multi family residential, or mobile homes.

Urban Residential Land Delivery Process In indigenous societies leaders assign land

use rights to the community Purchasing, Leasing, Inheritance, Squatting

illegally are major processes or types of accessing urban land for residential use

Urban Land Policy Measures Land ownership can be achieved by legislation limiting the amount of land holdings Land use regulations and controls are used to restrict the rights of private land holders, protect public interest in the use of private land

Research Gap∆ Researchers are not sufficiently addressed the legal frameworks for urban residential land shortage∆ Land development and its impact on land supply and demandnot addressed sufficiently

3. RESEARCH METHODS AND METHODOLOGYResearch Approach

Data is collected in both quantitative and qualitative approaches, analyzed and presented to give a clear picture of the effect on residential land provision of Hosanna town

Instruments and Methods of Ensuring Data Quality Questionnaires, field observation and semi structured interview used as main instrument

Sampling Design Households who applied for residential land since the year 2000 up to 2006 E.C which the sample were drawn

Sampling Frame Two kebeles in town administration and five officials were sample frame

Sampling Units Households who applied for residential land and haven’t got land for housing purpose and Hossana town municipality officials were sample units.

Sample Size To select the sample size from the target population ,the rule of thumb method of sample size determination is employed. That is, if the population size is less than and equal to 1000, it suggests to use 30% of the total population to determine the sample size as: n=383*30% = 115. In Bobicho kebele TP = 216, SS = 216*30% = 65 In Bethel kebele TP = 167, SS = 167*30% = 50 Total Target Population = 216+167 = 383 Total sample size = 65+50 = 115

Data Analysis Quantitative data is analyzed and interpreted using percentage, graphs and charts. Qualitative data would be analyzed using narrative after checking the data collected from the sample of households , coded and filled in to Microsoft excel.

4. FINDINGS AND INTERPRETATIONSResults and Findings of the Study

Land supply by the government is not cop up with land demand for Housing Development The process of land delivery system for housing purpose is not transparent. Administrative responses to supply urban residential land is not appropriate Land delivery system of the municipality is not satisfactory Major causes for the weakness of the municipality to supply available land are poor experience of workers in land administration and Corruption in land administration section Consequence of Poor Land Delivery System Applied by the Municipality leads the town to prone to Informal land transaction Role of lease system to respond demand for residential land is not appropriate Absence of land supply by municipality, Causes Informality Proliferations

Weakness in land administration and management and non consideration of demand size in plan preparation are the major implementation gaps Criteria and pre-conditions set by the municipality to acquire urban land is the major challenge for poor land supply and delivery in the town

Interpretation and Discussions Large Proportion of Land Use occupied by

outskirt farmland of the town administration, leads the expansion of the town towards informal settlements

Informal land tenure proportion indicates that land holding system for residential purpose dominantly occurring by informal settlement practice of the town

The demand of urban land for housing development is increasing from time to time and not cop up with supply. Constraints for Shortage of Land Supply;- Poor

municipal capacity, no legal framework about how to support the poor, rigid and time consuming municipal rules, procedures and process

5. CONCLUSIONS AND RECOMMENDATIONSConclusion;

Land supply system for housing development have been aggravated by the rising of population in number and high gap between the demand and supply of urban land for housing purpose The magnitude of the gap can be reflected by land speculation, informal settlement and encroachment of urban land at the periphery. The demand of urban land for housing purpose increases in the consecutive years and it was largely, Factors That Contribute for Inefficient and Ineffective Urban Land Supply System for Housing Development in Hossana Town; include, bureaucratic procedures, steps and requirements set by the municipality, shortage of skilled man power, policy related constraints and so on9

Recommendations Based on the findings of the study, the following recommendation improve the existing land supply system of the study area to bring an efficient, effective and transparent urban land delivery system for housing development in Hossana town. Available Land Supply Strategies The demand size and the criteria which ignore the low income groups should be revised to favor the low income groups Priority should be given to the low income groups in Lease Auction System Regularization of Informal Settlements through improving the land delivery system for housing construction in the town Controlling Land Speculation to avoid the increasing rate of land speculationEfficient Land Information System should be strengthen through introducing technologies Institutional Capacity Building, Trained Man Power and FinancialAllocate Appropriate Budget
