1. Executivesummary1.1AboutMITS:MeghalayaInformationTechnologySociety(MITS)wasestablishedin2008under the Meghalaya Societies Registration Act, 1983. It is the designated State NodalAgency under the Information Technology & Communications (IT&C) Department,GovernmentofMeghalaya.Itsfunctionismainlytoexecutevariouse-governance&capacitybuilding programs including those under Digital India. MITS has been driving various ICTprojects, ICT promotional schemes, capacity building programs and other ICT enablingactivitiesinthestateofMeghalayasinceitsinception.1.2AbouttheJEE&NEETCoachingProgram:1.2.1 About: The Government of Meghalaya wants to encourage meritorious & needystudentsoftheStatenotonlytoexcelintheirBoardExaminationsbutalsotogetadmissionintotopprofessionalcollegesinthecountrybysecuringhighranksinentranceexaminationslikeJointEntranceExamination(JEE)forEngineering&NationalEligibility-cum-EntranceTest(NEET)forMedical.Thestategovernmentalsoacknowledgestheneedforintense,dedicatedandfocusedpreparationbysuchstudentstosucceedinthesetests.However,forstudentsof a remote North Eastern State like Meghalaya, getting access to high quality content,teaching and preparationmethods from best in class JEE & NEET coaching providers is amajor challenge. Moreover, if such coaching is available, the enrollment cost into suchinstitutionscanbebeyond themeansof students frompoorsocio-economicbackgrounds.Tohelpsuchstudents,theInformationTechnology&CommunicationsDepartment,Govt.ofMeghalaya, throughMITS,plans to selectaCoachingPartner forenrollmentofabout50-60meritoriousClassXITribalstudentsfrompoorsocio-economicbackgroundsfortwoyears of JEE/ NEET coaching which will mainly be through digital means. 50% of theenrollmentshallbeforJEE&50%forNEET.1.2.2 Objective: At the end of the coaching period of two years, the state governmentexpectsall theenrolledstudents togetadmission into top rankingEngineeringorMedicalCollegesinthecountrybysecuringhighranksinentranceexaminationslikeJEE&NEET.1.2.3Role of Coaching Partner: (i) The Coaching Partner will provide online platform forstudents toapply for thecoachingprogrammeandthereafter toassistMITS inshortlistingmeritoriousstudentsfromamongstthosewhohaveappliedfortheprogrammeadvertisedbyMITS.(ii) The coaching is expected to be a blend of self-study, doubt-clearing session, contactprogrammes, all-India level tests and constant monitoring. The student will be providedofflinestudymaterialandtestquestionsinaTabletPC.(iii)Thestudentisexpectedtodevoteaverageminimumof1to2hoursdailyinstudyingthecontent, and the Coaching Partner is expected to accordingly tailor-make the content.Further,atleastonceamonth,thestudentisexpectedtotakeatestandthereafterconnectto thecoachingprovider’sportal through the internet tosynchronize thedataandupdatestudy/testmaterials.TheCoachingPartnerisexpectedtoschedulethetestsaccordingly.(iv)Thecoachingpartnerisexpectedtoprovideup-to-datestudy/testmaterials,analyzethestudent’s usage pattern, evaluate the test answers, periodically provide progress and All
India Ranking report to the student, their parents/ schools & MITS. To ensure that onlyseriousstudentsareintheprogramme,thecoachingpartnerisexpectedtoprovidedetailedperiodic reports toMITSon thestudents’usagepattern.Further thepartnerwill submitaSpecialStudents’UsageReportattheendofthefirstmonthoftheprogramme.BasedthisReport, decision will be made if any non-serious student needs to be dropped from theprogramandbereplacedbyanotherstudentfromthewait-listedcandidates.(v)Apartfromthis,continuousmonitoringwillbedonejointlybyMITSandcoachingpartner,andnon-seriousandnon-performingstudentsmaybedropped-outatanystagewhomaybesubstitutedbythenextdeservingstudentfromamongstthewait-listedcandidates.(vi) The coaching partner is expected to depute coaches/ counselors to Shillong forexplainingtheprogramobjectives,methodologies,expectationsatthestartoftheprogramtothestudentsandtheirparents.ThecoachingpartnerisalsoexpectedtoorganizecontactprogrammesatleastonceeveryquarteratShillong,duringthetwoyearcoachingperiod,toprovidetips,feedbackandmotivationtothestudents.Mocktestswhichwillsimulate/mimicthe real JEE/ NEET tests will also need to be conducted by the coaching partner atappropriate times and also just before the JEE/ NEET 2019 exams based on completesyllabus.Thepartnerisalsoexpectedtoprovideguidance/counsellingtothestudentswhilefillinginJEE/NEETformsandduringthecollegeselection/counsellingprocessaftertheJEE/NEET results are out. Students should also be able to contact the coaching partner’s callcenterthroughphonecalls,videocalls,emails,etc.1.2.4 Role of MITS: To facilitate the programme, MITS has setup an e-Learning CenterdedicatedtotheJEE&NEETdigitalcoaching.ThecenterislocatedattheNewITDepartmentBuilding, Shillong, Meghalaya. The e-Learning Center is equipped with facilities like high-speedWi-Ficonnectivity,PCs,Printers,Scannersamongstothers.Theenrolledstudentscanavailofthesefacilitiesduringspecifiedhoursonalldaysoftheweekforaccessingcoachingpartner’sportalthroughinternet,appearinonlineexams/mock-tests,onlineform-fillingforJEE/NEET, digital references etc. MITS will provide Class Room facility where Students’ContactProgrammescanbeorganized.MITSwillalsoprovidefacilityforconductingAptitudetesttoshort-listtheapplicants.1.2.5PaymentTerms:MITSshallpaythepartnerasperthetermsofthisRFP(i.e.45%ondeliveryofClassXIContent&Kick-offofthecourse,45%ondeliveryofClassXIIcontentandcommencementofClassXIIsessionandremaining10%oncompletionofthescopeofworkoftheprogramme&submissionofclosurereport).
2. InvitationtoBidsToachievetheobjectives,asmentionedinSection1above,theGovt.ofMeghalaya,throughMITS, floats this Request For Proposal (RFP) so as to select the best Coaching solutionprovider/partnerasper the termsand conditionsmentioned in thisRFP. ThisRFP canbedownloadedfromIT&CDept.websiteditmeghalaya.gov.in.Biddersareadvisedtocheckthewebsitefromtimetotimeforlatestannouncements/information(ifany)onthisRFP.KeyEventsandDates:

a. TheBidder shall furnish, aspartof itsBid, anEarnestMoneyDeposit (EMD)ofRs.15,000/-(fifteenthousandonly)byDemandDraftpreparedinthefavorof“MemberSecretary, Meghalaya Information Technology Society”, payable at “Shillong,Meghalaya”. The EMD of unsuccessful bidders shall be returned after the bidselectionprocessisover.
b. TheBiddershouldensurethatallthepagesoftheBidstobesubmittedaresignedandstampedbythecompetentandauthorizedsignatoryandalsoallthepagesarenumberedandproperlyindexed,failingwhichitwillbeliableforrejection.
4. ScopeofWorkoftheCoachingPartnerThesuccessfulBidder(CoachingPartner)shallberesponsibleforthefollowing:(i)TheCoachingPartnerwillprovideanonlinecustomizedplatformforcandidatestoapplyfortheprogrammeasperrequirementsofMITS.(ii)CoachingpartnerwillassistMITS inshortlisting themeritoriousstudents fromamongstthosewhohaveappliedforthecoachingprogrammeadvertisedbyMITS.50%oftheseatswillbeforJEEand50%forNEET.(iii)Thecoachingpartnershouldprovideasolutionwithablendofself-study,doubt-clearingsession,contactprogrammes,all-Indialeveltestsandconstantevaluation&monitoring.(iv)Thestudentshouldbeprovidedofflinestudymaterialandtestquestions inaSDCard.TheseSDcardswillbeprovidedbyCoachingPartnerandwillbemountedintheTabletPCstobeprovidedbyMITS.Thespecificationof theTabletPCsare:LavaModelMG7(MTAB),Androidv4.1,7inchscreen,1GBRAM,4GBROMexpandableto16GB.MITSwouldliketousetheseTabletPCswhichareinitsstock.However,MITSdoesnotwishtocompromiseonstudentsexperience while studying the content,hence,bidderwill need toquote for theTabletsseparatelywhichworksbestwithbidder’scontent.BidderwillhavetomentiontheMake&ModeloftheTabletPCalongwiththespecificationintheBidFormatasprovidedinthis RFP. The Tablets will necessarily have to be covered with minimum of two years ofwarranty.TheBidderswillhavetobringalongwiththemtheTabletofsameMake,Model&SpecificationfordemonstrationofthecontentfailingwhichtheymaybedisqualifiedduringtheTechnicalEvaluation.
(v) The coaching provider is expected to provide up-to-date study/ testmaterials, analyzethestudent’susagepattern,evaluatethetestanswers,periodically(atleastonceamonth)andprovideprogressandAll IndiaRankingreporttothestudent,theirparents&MITS.Toensurethatonlyseriousstudentsareintheprogramme,thecoachingpartnerisexpectedtoprovidedetailedperiodic reports (at leastonceaquarter) toMITSon the students’usagepattern.FurtherthepartnerwillsubmitaSpecialStudents’UsageReportonthe5thdayaftertheendofthefirstmonthoftheprogramme.BasedonthisReport,decisionwillbemadeifanynon-seriousstudentneedstobedroppedfromtheprogramandbereplacedbyanotherstudentfromamongstthewait-listedcandidates.(vi) Apart from this, continuous evaluation&monitoringwill be done jointly byMITS andcoachingpartner,andnon-seriousandnon-performingstudentsmaybedropped-outatanystageandmaybe substitutedby thenextdeserving student fromamongst thewait-listedcandidates.(vi) The coaching partner shall depute coaches/ counselors to the e-Learning Center inShillongtoexplainabouttheprogramobjectives,methodologies,expectationsatthestartoftheprogramtothestudentsandtheirparents.(vii) The coaching partner is also expected to organize contact programmes at least onceeveryquarteratShillongduringthetwoyearcoachingperiod,toprovidetips,feedbackandmotivationtothestudents.(viii)CoachingPartnershouldprovideatleast5MocktestsbasedoncompletesyllabusofJEE/ NEET which will simulate/mimic the real JEE/ NEET tests during the 1 month periodprecedingtheJEE/NEET2019exams.(ix)Thepartnerisalsoexpectedtoprovideguidance/counsellingtothestudentswhilefillinginJEE/NEETformsandduringthecollegeselection/counsellingprocessaftertheJEE/NEETresults areout. Students should alsobe able to contact the coachingpartner’s call centerthroughphonecalls, videocalls,emails,etc.7daysaweekandat leastbetween10amto10pm.ProvidecompleteTablet-basedofflinee-contentasperlatestsyllabusofJEEandNEETasperthequantityprovidedbyMITS.(x) Provide personalized support through at least quarterly face-to-face sessions,interactions, webinars and video—conferences. Further, at least one such face-to-facesessionshouldbescheduledduringtheinterimperiodbetweenBoardexamsandtheJEE/NEETExam.(xi)Provideend-to-endawareness&communicationsupportandfacilitationtotheenrolledstudentsrelatedtoJEE/NEET2019examsincludingaspectslikeform-filling,documents,etc.(xii) Provide support for career counseling by deputing one counselor at Shillong atappropriate time as specified by MITS, and should complete the counseling for all theenrolledstudents.
5. ResponsibilitiesandsupporttobeprovidedbyMITS5.1 To facilitate the programme,MITS has setup an e-Learning Center dedicated to JEE&NEET digital coaching. The center is located at the New IT Department Building, Shillong,Meghalaya.5.2Thee-LearningCenterisequippedwithfacilitieslikehigh-speedWi-Ficonnectivity,PCs,Printers,Scannersamongstothers.5.3Theenrolledstudentscanavailofthesefacilitiesduringspecifiedhoursonalldaysoftheweekforaccessingcoachingpartner’sportalthroughinternet,appearinonlineexams/mock-tests,onlineform-fillingforJEE/NEET,digitalreferencesetc.5.4 MITS will provide Class Room facility where Students’ Contact Programmes can beorganized.5.5MITSwillalsoprovidefacilityforconductingAptitudetesttoshort-listtheapplicants.5.6TabletPCswillbeprovidedbyMITS,wherethecoursewareinSDCardfromtheCoachingPartnerwillbemounted.ThespecificationoftheTabletPCsare:LavaModelMG7(MTAB),Androidv4.1,7inchscreen,1GBRAM,4GBROMexpandableto8GB.MITSwouldliketousetheseTabletPCswhichareinitsstock,However,MITSdoesnotwishtocompromiseonstudentsexperience while studying thecontent in theTablets,hence,bidderwillneed toquotefortheTabletsseparatelywhichworksbestwithbidder’scontent.5.7Facilitation/co-ordinationforexamrelatedinformation(likeformfillingdeadlines,examdates,documentsrequiredforfillingupentranceexamforms),collegeselection,andclassroommocktests5.8Conductawareness&communicationamongstthetargetedstudents5.9Finalizetheeligibilitycriteriaforselection,allocationofresources,periodicevaluationstagesandmilestonesforthetargetedstudents.5.10MITSwillpaytotheCoachingPartnerasperPaymentTermsoutlinedinthisRFP.
6. InstructionstotheBidders6.1 ProcedureforSubmissionofBids6.1.1 ModesofSubmissiona) ItisproposedtohaveaTwoCoverforthistender:TechnicalBid(includingpre-qualification)-(Hardcopies:1original&1copy.SoftcopyinCD)allinonesealedcover.CommercialBid-(Hardcopies:1original&1copy)allinonesealedcoverb) TechnicalBidandCommercialBidoftheTendershouldbecoveredinseparatesealedcoverssuper-scribing"TechnicalBid"&“CommercialBid”.EachBidshouldalsobemarkedas"Original"and“Copy”.PleasenotethatPricesshouldNOTbe indicatedintheTechnicalBidbut should only be indicated in the Commercial Bid, failingwhich the bidwill be liable torejection.c) ThetwoenvelopescontainingTechnicalBid(includingPre-Qualificationcriteria)andCommercialBidshouldbeputinanothersingleenvelopewhichshouldbesealedandclearlymarked “Tender for Selection of Coaching Partner for JEE & NEET 2019” and should besuperscriptedwithTenderNumberandthewordings“DONOTOPENBEFORExx:xxhoursonxx.xx.2017”
d) The cover thusprepared should also indicate clearly thename, address, telephonenumber, E-mail ID and Phone Number of the Bidder to enable the Bid to be returnedunopenedincaseitisdeclared"Late".e) Eachcopyofthetendershouldbeacompletedocumentandshouldbeboundasavolume.Thedocumentshouldbepagenumberedandmustcontainthelistofcontentswithpage numbers. Different copies must be bound separately. Any deficiency in thedocumentation may result in the rejection of the Bid, and no further queries would beentertained.f) As part of the bid, bidder should also provide the Technical Bid in Soft Copy (PDFFormat),intheformofanon-rewriteableCD(CompactDisc)asfollows:i. OnecopycontainingTechnicalBidinCD-TheCDscontainingBidsshouldbesealedalongwiththehardcopiesoftherespectiveBidsii. AllCDssubmittedbytheBiddermustbeinsealedcovers.ThesealedcoversaswellastheCDmediamustbedulysignedbytheBidderusinga“PermanentPen/Marker”,shouldbe super-scribed with “Technical Bid- Soft Copy (PDF Format)” (as the casemay be) andshouldbearthenameoftheBidderiii. Bidder must ensure that the information furnished by him in respective CDs isidentical to that submitted by him in the original paper Bid document. In case of anydiscrepancyobservedbyMITSinthecontentsoftheCDsandoriginalpaperBiddocuments,theinformationfurnishedonoriginalpaperBiddocumentwillprevailoverthesoftcopyiv. BiddermustensurethattheTechnicalBidCDdoesnotcontainanyCommercialitems/pricesg) Bidssent inelectronic formatwillnotbeconsidered.Allout-stationBids, if sentbypost,shouldbesentunderregisteredcover.h) Iftheouterenvelopeisnotsealedandmarkedasindicatedabove,MITSwillassumenoresponsibilityfortheBid’smisplacementorprematureopening.6.1.2 AuthenticationofBidTheBidresponseshallbesignedbytheBidderorapersonorpersonsdulyauthorizedbythefirm. A letter of authorization shall be supported by a written Power-of-AttorneyaccompanyingtheBid.AllpagesoftheBid,exceptforun-amendedprintedliterature,shallbeinitialedandstampedbythepersonorpersonssigningtheBid.6.1.3 ValidationofinterlineationsinBidThe Bid shall contain no interlineations, erasures or overwriting except as necessary tocorrecterrorsmadebytheBidder,inwhichcasethepersonorpersonssigningtheBidshallinitialsuchcorrections.6.1.4 CostofBiddingThe Bidder shall bear all costs associated with the preparation and submission of its BidincludingcostofpresentationforthepurposesofclarificationoftheBid,ifsodesiredbytheMITS.MITSwillinnocaseberesponsibleorliableforthosecosts,regardlessoftheoutcomeoftheTenderingprocess.6.1.5 ClarificationonTenderDocument
A prospective Bidder requiring any clarification on the RFP Document may submit theirqueries, inwriting, at themailing address and as per schedule indicated in “Invitation forBids/KeyEventsandDates” insection2.Thequeriesmustbesubmitted in the followingformatonlytobeconsideredforclarification:S. No

ThequeriesnotadheringtotheabovementionedformatshallnotbeentertainedbyMITS.6.1.6 Responsewillbemadeto requests forclarificationon theTenderDocumentwhichMITSreceivesthroughe-mailnotlaterthan30/06/2017only.Thebidderisadvisedtocheckdepartment website (ditmeghalaya.gov.in) from time to time for any announcement /instructionsregardingthisRFP.6.1.7 LanguageofBidsTheBidspreparedbytheBidderandallcorrespondenceanddocumentsrelatingtotheBidsexchangedbytheBidderandMITS,shallbewritteninEnglishlanguage.6.2 FinancialBidThe Commercial Bid, besides the other requirements of the Tender, shall comprise thefollowing:6.2.1 CommercialBidLetter6.2.2 SummaryofCostComponents6.3 BidPrices6.3.1.TheBiddershall indicateprice in theprescribed format, thechargesperstudent (orunitrates)itproposestoprovideundertheContract.Thepricesshallbeinclusiveofalltaxes,dutiesandlevies.6.3.2TheBiddershallpreparetheBidbasedondetailsprovidedintheTenderDocument.Itmustbe clearlyunderstood that the scopeofwork is intended to give theBidder an ideaabouttheorderandmagnitudeoftheworkandisnotinanywayexhaustiveandguaranteedby the MITS/ State. The Bidder shall carry out all the tasks in accordance with therequirementoftheTenderDocument.ItshallbetheresponsibilityoftheBiddertocarryoutitsduediligenceandfullymeetalltherequirementsoftheTenderDocument.Ifduringthecourseofexecutionoftheprojectminorrevisionstotheworkrequirementsaretobemadetomeetthegoalsoftheprogramme,allsuchchangesshallbecarriedoutwithinthequotedprice.6.4 FirmPricesPrices quoted in the Bid must be firm and final and shall not be subject to any upwardmodificationsonanyaccountwhatsoever.However,MITSreservestherighttonegotiatethepricesquotedintheBidtoeffectdownwardmodification.
6.4.1 The Commercial Bid should clearly indicate the price to be charged without anyqualificationswhatsoeverandshouldincludealltaxes,duties,fees,levies,workscontracttaxandotherchargesasmaybeapplicable inrelationtotheactivitiesproposedtobecarriedout. It is mandatory that such charges wherever applicable/ payable should be indicatedseparatelyaspertheformatgiveninthisRFP.6.5 BidCurrenciesThebiddersshallquotethepricesonlyinIndianRupees(INR).6.6 The successfulBidder shall furnishaPerformanceBankGuarantee (PBG)of10%ofContractvaluebeforesigninganagreement.ThePBGshouldbeissuedbyascheduledBankand ismeant to ensure that the Coaching Partner implements the programme as per theterms&conditionsmentionedinthisRFP.6.7 BidValidityPeriodBidsshallremainvalidfor90daysafterthedateofopeningofTechnicalBidsprescribedbyMITS. A Bid valid for a shorter period may be rejected as non-responsive. However, theprices finalized after opening the tenders shall not increase throughout the period ofimplementationandoperation.ThepricesofcomponentsquotedintheFinancialBidbytheBiddershallremainvalidfortheentireperiodoftheprogram.6.8 ExtensionofPeriodofValidityInexceptionalcircumstances,MITSmayrequesttheBidder(s)foranextensionoftheperiodofvalidity.Therequestandtheresponsestheretoshallbemadeinwriting.6.9 WithdrawalofBidsThe Biddermay withdraw its Bid after the Bid's submission, provided thatMITS receiveswrittennoticeofthewithdrawal,priortothelastdateprescribedforreceiptofBids.SigningandMarkingofNoticeThe Bidder’s withdrawal notice shall be prepared, sealed, marked and dispatched inaccordancewiththeprovisionssaidearlier.Scannedcopyofthewithdrawalnoticemayalsobesentbye-mailbutfollowedbyasignedconfirmationcopy,postmarkednotlaterthanthelastdateforreceiptofBids.6.10 OpeningofBidsDecisionofMITSwouldbefinalandbindinguponalltheBidders.6.11 EvaluationofTechnicalBidThe evaluation process of the Tender, will be adopted by MITS as indicated under theprovisionsofthisRFP.However,MITSreservestherighttomodifytheevaluationprocessatanytimeduringtheTenderprocess,withoutassigninganyreasonwhatsoever.6.12 EvaluationofPrerequisitesMITSwill examine theBids to determinewhether they are complete,whether the biddermeets theminimumpre-qualificationsasmentioned inSchedule9.MITSwillalsoexaminewhether theBid formatconfirms to theTender requirements,whetheranycomputationalerrorshavebeenmade,whetherrequiredEarnestMoneyDeposit(EMD)hasbeenfurnished,
a. A Bid determined as not meeting the Pre-Qualification criteria will be rejected byMITS
b. ABiddeterminedasnot substantially responsivewillbe rejectedbyMITSandmaynot subsequently be made responsive by the Bidder by correction of the non-conformity.
c. MITSmaywaive anynon-conformity in a Bidwhichdoes not constitute amaterialdeviation,providedsuchwaiverdoesnotprejudiceoraffect therelative rankingofanyotherBidder(s).
d. MITSmayatanypointoftimeseekclarificationswheneverrequiredfromtheBiddersforgettingmoreclarityon theproposal received.Theclarification shallbegiven inwritingimmediately,butnochangeinthepriceshallbesought,offeredorpermitted.
6.13 EvaluationofTechnicalBid
a. Afterdeterminingthatthebiddermeetsthepre-qualifyingcriteria,theTechnicalBiddocumentwillbeevaluatedaspertherequirementsspecifiedintheRFP.
b. Bidderswhomeetthepre-qualifyingcriteriawillbeaskedtodemonstratetheirJEE&NEETcontenttoEvaluationCommitteetobeconstitutedforthepurpose.Thebidderwillbeaskedtodemonstrate,onarandomsamplingbasis,anytopicfromanyofthesubjects covered in the JEE&NEET Syllabus andmarkswill be allotted as per the“Criteria forEvaluationandComparisonofTechnicalBids”mentionedbelow in thisRFP.
c. AftertheContentDemonstrationEvaluationiscompleted,Bidderswillberequiredtomake a Final Presentation on their over all proposal and solution to an EvaluationCommitteetobeconstitutedforthepurpose.
d. All the Bidders who score a Technical Score of (70%) ormore will be declared astechnically qualified. The Commercial or Price Bids of only the technically qualifiedBidderswillbeopenedforfurtherprocessing.Itis,however,clarifiedthat,subjecttoother provisions of this RFP, every Bidder will have to comply to the minimumtechnicalspecificationslaiddownintheRFPforbeingqualifiedtechnically.

Inordertoassistintheexamination,evaluationandcomparisonofBids,MITSmayatitsdiscretionasktheBidderforaclarificationregardingitsBid.Theclarificationshallbegiveninwritingimmediately,butnochangeinthepriceshallbesought,offeredorpermitted.However,whilegivingaclarification,aBiddermayofferabettersolutionormodelwithoutanyimpactonCommercialorPriceBidtobeopenedsubsequently.
f. The MITS may waive any non-conformity or irregularity in a Bid which does notconstituteamaterialdeviation,providedsuchwaiverdoesnotprejudiceoraffecttherelativerankingofanyBidder.
6.15ContactingMITSIftheBidderwishestobringadditionalinformation/concerntothenoticeofMITS/State,itshouldbedoneonlyinwriting,andaddressedtoMemberSecretary,MITS.6.16RejectionofBidAnyeffortbyaBiddertoinfluenceMITSonanymatterrelatingtothebidevaluationprocessor decisions from the time this RFP is published to the time the Contract is awardedwillresultinrejectionoftheBidder’sBid.6.16 NotificationofAwardBefore theexpiryof theperiodofvalidityof theproposal,MITSshallnotify thesuccessfulBidderinwritingthroughaletterandthroughascannedcopyoftheletterbye-mail,thatitsBidhasbeenaccepted.TheBiddershallacknowledgeinwritingreceiptofthenotificationofselection and shall send his acceptance to enter into agreementwithin seven (7) days ofreceivingthenotification.6.18SigningofContractThenotificationoftheSelectionshallbefollowedbysigningoftheagreement.Thesigningofagreementwill amount to award of contract and Bidderwill initiate the execution of theworkasspecifiedintheagreement.AtthesametimeasMITSnotifiesthesuccessfulBidderthat its Bid has been accepted, MITS will send the Bidders the Proforma for ContractAgreement, incorporating all terms & conditions between the parties. Within 7 days ofreceiptoftheContract,thesuccessfulBiddershallsignanddatetheContractandreturnittoMITS.TheContractwhichwillbesignedbetweenMITSandsuccessfulbidder (tobecalledCoachingPartner) shall remainvalid foraperiodof theproject for2 (two)years fromthedateofFinalacceptanceofthee-contentandTabletsasperrequirementsofMITS.6.19 ContractPerformanceGuaranteeOnor before the date of signing of theAgreementwithMITS, the successful Bidder shallfurnishContractPerformanceGuarantee toMITSwhich shallbeequal to10%of the totalvalueoftheContractandshallbeintheformofaBankGuaranteefromaScheduledBankasperformattobeprovidedbyMITS.6.20 The Coaching Partner shall ensure that its team is competent, professional andpossesses the requisite qualifications and experience appropriate to the task they arerequiredtoperformundertheScopeofworkdefinedinthisRFP.TheCoachingPartnershallensurethattheJEE&NEETcontent itprovidesandtheservices itoffersareinaccordancewiththetermshereofandtothesatisfactionofMITS.6.21DischargeofBidSecurityUpon the successful signing of the contract agreement, MITS shall promptly request theBidder toprovideperformanceBankguarantee.Onreceiptof theperformanceguarantee,theBidsecurityofthesuccessfulBidder,thereafterreferredtoasIAwillbereleased.6.22 BankGuaranteeforContractPerformance
a. ThesuccessfulBiddershall furnishtheperformancesecurity inaccordancewiththeTerms&ConditionsofContractonorbefore thedateof signingof theagreementwithMITS
b. FailureofthesuccessfulBiddertocomplywiththerequirementofthecontractshallconstitute sufficient grounds for the annulment of the award and forfeiture of thePerformanceBankGurantee. In caseof exigency, ifMITS gets theworkdone fromelsewhere,thedifference inthecostofgettingtheworkdonewillbebornebythesuccessfulBidder.
