1.0 Introduction/BackgroundThe Government of Ghana (GoG) in collaboration with the United Nation Development Programme (UNDP), with funding from the Adaptation Fund Board is implementing a four-year project titled “Increased resilience to climate change in northern Ghana through the management of water resources and diversification of livelihoods”. It aims therefore at addressing climate change-induced decreases in the availability and increasing unpredictability of water resources, and the associated negative impacts of these trends on the livelihoods of rural communities.The main objective of the project is to enhance the resilience and adaptive capacity of rural livelihoods to climate impacts and risks on water resources in the northern region of Ghana.

As part of the project institutional arrangement to ensure strategic guidance to the implementation of the Adaptation Fund Project (AFP), MESTI is required to establish a National Project Steering Committee in this regard. The Committee is expected to oversee and provide overarching guidance to the implementation and facilitate participation of all relevant stakeholders to ensure national ownership of the project.

In pursuit of the above, the Ministry of Environment, Science, Technology and Innovations held an inaugural meeting for the Project Steering Committee on the 23rd May 2017 at the Royal Lee Hotel in Tutu, in the Eastern region of Ghana.

1.1 Objectives of the meeting The following were the objectives of the meeting

Inagurate the AF Project Steering Committee Update the Committee on the activities and results of the first year

of the project Present activities and budget for the second year of the project for

approval.

1.1.1 Expected Output and deliveriesThe inaugural meeting resulted into the following immediate outputs:

A nineteen (19) member Project Steering Committee inaugurated First year budget/plan, expenditure and results ratified by the

Project Steering Committee Second year Budget and work plan approved by the Project Steering

Committee

1.2 Participants A total of 35 participants made up of four (4) females and (31) males participated in the maiden meeting. Out of the total number of participants 19 were nominated members of the Project Steering Committee and 16 were representatives from relevant institutions.

Participants were drawn from the Ministry of Local Government and Rural Development, Community Water and Sanitation Agency, Ghana Meteorological Agency, CSIR-Water Research Institute, Environmental Protection Agency (EPA), Ministry of Environmental, Science, Technology and Innovation (MESTI), Savanah Development Authority (SADA), UNDP, Volta River Authority (VRA), Ghana Irrigation Development Authority (GIDA), National Disaster Management Organisation (NADMO), Ministry of Food and Agriculture, Water Resource Commission (WRC), and World Vision International-Ghana. The media was also represented by the Ghanaian Times and Daily Graphic.

1.3.0 Proceeding

1.3.1 Opening remarks

1.3.2 Welcome addressDelivering welcome address on behalf of the Chief Director of the Ministry of Environment, Science, Technology and Innovation (MESTI) and Chair of the PSC the Ag. Executive Director, Environmental Protection Agency (EPA), Mr. John A. Pwamang praised the Adaptation Fund Board and UNDP for the project. He explained that even though the Government of Ghana in the past had received grants to collect data and build capacities of state agencies on climate change, the Adaptation Fund project was the biggest funded project in the area of climate change adaptation in Ghana. The Adaptation Fund Project, he noted would implement concrete interventions at the community level to improve on access to water for both domestic as well as to enhance livelihood activities such as dry season gardening etc, support communities to protect water resources by creating buffer zones and enhance alternative livelihood activities. He further noted the project would help build resilience among target communities against harsh climate change impacts.

Mr. Pwamang informed stakeholders that, the project undertook some key preparatory activities in the first year which would be presented to the Project Steering Committee. The second-year work plan, beginning from May 2017 until April 2018 for ratification and approval respectively.In concluding, participants were officially welcomed and urged to actively participate in the inaugural meeting.

1.3.3 Remarks by the United Nation Development Programme Mr. Louis Kuukpen, the Assistant Country Director, UNDP expressed his excitement for participating in the formal inauguration of the Adaptation Fund Project Steering Committee. He explained that the Project Steering Committee was the biggest platform to take stock and provide strategic direction to ensure the efficient, transparent and inclusive implementation of the project.

Stakeholders were informed that, the effective implementation of the project was one of the surest ways that collectively the country could reflect and uphold as an entry point to addressing and building strong resilience against issues of climate change. Mr. Kuukpen commended the leadership of MESTI and made particularly mention of Mr Fredua Agyeman, Director of Environment, the Project Coordinator, Mr. Peter Dery and Project Technical Officer, Dr Emmanuel Techie Obeng for their relentless efforts during the design and initial project implementation activities. He further acknowledged the immersed commitment of MESTI for providing office space for the Project Management Unit (PMU) which UNDP recognise as a resource contribution towards ensuring that the partnership was successful. Senior Officials from institutions participating in the inaugural meeting were acknowledged and Mr. Kuukpen explained that it was a clear demonstration of the commitment of these institutions to address issues of climate change in Ghana

Mr. Kuukpen concluded by reaffirming the commitment of UNDP to provide support from its global and national expertise to ensure timely, transparent and efficient implementation of the project.

1.3.4 Minister, Environment, Science, Technology and Innovation (MESTI) inaugural address Delivering the inaugural address on behalf of the Sector Minister, the Director of Environment, Mr. Fredua Agyeman acknowledged the support of stakeholders towards the development of the project. He noted that the project was expedient and timely in preparing major players in the environment and natural resources sectors together

with other related complementary sectors for the tasks to secure a resilient sustainable future in the selected communities.

Mr. Fredua Agyeman took stakeholders through Government of Ghana’s efforts in tackling climate change. He mentioned that Ghana has actively participated in international discussions on climate change from Stockholm to Rio De Janeiro, Kyoto to Bali and in 2015 where world leaders gathered at the United Nations which resulted into the Paris Climate Agreement. These meetings, stakeholders noted had achieved concerted efforts and notable progress in protecting the global environment and in tackling climate change issues. Mr. Fredua Agyeman observed that, the project was timely and relevant to enhance resilience and adaptive capacity of rural livelihoods to climate impacts and risks on water resources in the Northern region of Ghana.Stakeholders noted that, the institutional arrangements for the project include the establishment of a Project Steering Committee (PSC) at the national level to oversee and provide strategic guidance to project implementation, ensure national ownership and facilitate participation of all relevant stakeholders. The Project Implementation Manuel (PIM) identifies the responsibilities of the PSC co-chaired by Implementing Partner(MESTI) and UNDP, is responsible for

Providing strategic guidance to ensure smooth implementation of the Project.

Propose and organize selected tasks for Adaptation Fund Project implementation, including priority setting and action planning,

Review and approve annual work plans and budgets and other technical reports that may be presented by the Technical and Administrative Management Unit for AFP funding

Review the annual financial audit,

Mr. Agyeman entreated all to participate actively in the deliberations to ensure a smooth project delivery.

2.0 First Project Steering Committee Meeting

2.1 Project Presentation

2.1.1 Project Overview: The Project Coordinator, Mr. Peter Dery took members of the Project Steering Committee through the project title, objectives, overall cost, duration, donor and the implementing framework, project beneficiaries and the major interventions expected to be implemented over the four year period.

The following were the key highlights: Project title as Increase Resilience to Climate Change in

Northern Ghana through the Management of Water Resources and Diversification of Livelihoods and is focused on supporting Climate Change Adaptation in the 3 Northern Regions of Ghana.

Ministry of Environment, Science, Technology and Innovation (MESTI) as the main implementing partner with the United Nations Development Programme serving as the Multilateral Implementing Entity.

The project officially launched in May 2016 with a total funding of US$ 8,293,972.19 for a four year (2016-2020) period with funding from the Adaptation Fund Board.

The following were clarifications and comments raised by the Project Steering Committee members

It was recommended that the PMU should work to leverage on existing projects such Sustainable Land and water Project (SLWP) and the Ghana Agriculture Sector Investment Programme (GASIP) etc.

Commenting on the installation of cage fishing in project communities, it was noted that attention is given to the location of the cages and the quality of water. It was explained that the location and water quality were critical due to the tendency to create aquatic weeds. It was recommended that the PMU should learn from the Volta River Authority on a similar project.

It was recommended that the project should consider promoting and supporting communities to construct and use fuel efficient stoves (Clean Cook stoves). That was noted would help reduce the use of fuel wood to conserve the forest.

The PMU should include all missing relevant institutions on the project organogram.

In response to whether communities were involved in selecting priority interventions and the design of the project interventions, the Project Coordinator noted in the affirmative and enumerated that chiefs, community members and relevant institutions were consulted from the project initial development through to the inception and implementation.

Commenting on whether activities such as drilling of boreholes would be implemented directly or sublet to government mandated institution such as CWSA to implement. The Project Coordinator noted that the project requires MESTI to work with technical institutions such as CWSA to deliver on specific activities, particularly on specifications, design, and training.

It was advised that the project should avoid using political structures like Presiding Members to chair the local level committees to avoid partisanship.

It was recommended that the PMU should properly manage the roles and responsibilities of the diverse stakeholders to carry out and ensure the project achieve its targets within scheduled and quality

Concluding this session, the Director of Environment, Mr Fredua Agyeman, reiterated that the Project Steering Committee was a policy making and supervisory entity and encouraged members to always interrogate the work plan. He further explained that in subsequent reviews critical attention should be given to what would be implemented at each community. He pledged to ensure that all projects under his directorate

would be demand driven to sustain the interventions beyond the project period.

2.2 Year one project resultsIn presenting the year one project results, the Coordinator highlighted the following;

The project was officially launched on 23rd May 2016 in Tamale and establishment of the Project Management Unit at the premises of MESTI with the full complement of staff with administrative logistics.

Adopted inclusive and participatory methodology to select all 50 project beneficiary communities as presented below;

Six national consultants were recruited to undertake the following key milestone and are at various stages of completion; – Carry out the trend/historical analysis of the impact of climate

variability on the White, Black and Oti River basins; – Generate climate change projections for the White and Black

Volta and the Oti River basins; and – Conduct vulnerability analysis of communities along the White

and Black Volta as well as the Oti River Basins. – Develop Management and Investment plan of Oti and Black

Volta whilst – Develop Sub-catchment water management plans. – Develop Project Implementation Manual

Other key activities such as the establishment, inauguration of sub-national project structures and initial capacity building on responsibilities of stakeholders were presented by the Coordinator as successfully done during the period. The following were the sub-national structures; – Northern, Upper East and West Regional Climate Change

2.2.1 Financial Expenditure (May 2016 to April 2017)It was noted that, a total of USD $300,725 was received for the period spanning from May 2016 to April 2017 and a total expenditure of USD $ 412,819.94 was made. The excess expenditure of $112,094.94 was due to the implementation of some key preparatory activities that were necessary for a smooth start as well as other activities which were originally not part of the 1st year (e.g. borehole drilling was piloted in one district so lessons could be used for the subsequent years). The activities included - Project launch and inception - Community entry and consultation- Drilling of 10 boreholes

Attached annex 2: Slide 21-Financial expenditure

The project coordinator presented the following as the challenges encountered during the period; • Delay in commencement of the project resulting into time lapse

(with impact on unit cost of activities)• Delay in the recruitment processes of national consultants due to

single application.• Complexity of joint action with relevant institutions resulting in

delays (hold up)• Dealing with rising stakeholder sentiments due to the diverse nature

of the project. • Sudden reduction of project DSA rates due new DSA Policy.

2.2.2.1 Quick response by UNDPIn a quick response, the Assistant Country Director, UNDP, Mr Louis Kuukpen noted that decision on the revised DSA was taken by the heads of UN Cooperation in partnership with the Government of Ghana when it was realised that the local DSA component of expenditure was high in terms of the quantum of funds spent. He acknowledged that UNDP has received some reactions after the implementation of the policy on the revised DSA rates. Although he acknowledged that stakeholder should be motivate, he however underscored the need to save funding from DSA for actual implementation. He entreated stakeholders present to convene a meeting with the Head of Cooperation and the Government to provide feedback on the policy,

however he noted the implementation of the policy was a compliance and audit issue for UNDP.

In concluding the Project Coordinator took the Steering Committee through some lessons learnt during the period and presented the need for the project to develop and sign memorandum of Agreement (MOA) with relevant institutions as well as the communities to

– clearly articulate roles and responsibilities for a smooth implementation of interventions in a manner builds on the strength and expertise of stakeholders.

– clearly develop a shared understanding of targets and deliverable to implement activities on schedule

2.3 Action plan for year 2The Project Coordinator, Mr. Dery took the Project Steering Committee through the activities planned for the second year of the project as below

Attached annex 3: Action Plan for year two

The Project Coordinator, Mr Peter Dery concluded with a summary of the total planned estimated budget of one million nine hundred and fifty-six thousand, six hundred and sixteen United State of America Dollars (USD 1,956,616) for the Year two of the project, spanning from May 1st 2017 to 30th April 2018

2.3.1 Recommendation, Comments and clarification

- In response to a comment on the fund allocated to the rehabilitation of 12 dams/dugouts as being inadequate, the following were noted:

o That maiden budgets of projects are usually difficult to have actual figures and therefore the Steering Committee agreed to approve the estimates subject to variation after the estimated figures have been tested between 3 to six months

o The PMU was advised to organise emergency meeting for the PSC to approve to enable the PMU further spend if the need should arise.

- It was also recommended that since hydrological survey is the mandate of the Ghana Irrigation Development Authority (GIDA) and the PMU should collaborate with them for the rehabilitation of dams/dugouts. It was explained that since dams or water resources do not have regular figures if the appropriate institution is not consulted to support in the demarcation to prevent flooding of homes and crops.

- It was noted that the percentage of expenditure for the second year was low as against the four-year target of the project and therefore approval must be given relative to the targets so that the four-year targets could be achieve on schedule.

- It was recommended that the PMU should work to have the Memorandum of Agreement (MOA) signed by the next Project Steering Committee meeting.

- Commenting on the 10 boreholes constructed during the first year, it was recommended that the PMU should engage a consultant or

CWSA to conduct a water quality analysis on the boreholes since the beneficiary area has high levels of water quality issues. The PMU agreed to share the initial report submitted by the consultant with CWSA. Closely related was resolution for the Project Steering Committee to support the project to obtain environmental assessment approvals for the dams and permits (including water quality certification) at a project approval level to save time and cost.

- It was recommended that the PMU should clearly indicate the calendar year on the revised budget as well as show lines that are estimates for approval

2.3.2 Approval of Second year work plan and budget The Project Steering Committee approved the second-year work plan and budget, and further ratified the first-year work plan and expenditure after a motion was moved by Alhaji Yar Ishag Alhassan, of the Ministry of Local Government and Rural Development and seconded by Kwabena Kandam Yeboah, of CSIR water research institute.

3.0 Conclusion

3.1 Closing Remarks

3.1.1 Co-Chairman, UNDPMr. Louis Kuukpen, Assistant Country Director, UNDP and the Co-Chair of the Project Steering Committee thanked the committee for approving the budget and work plan as well as ratifying the 1st year budget and expenditure of the project. He further noted that UNDP would require speedy delivery as a delay in the implementation of the work plan would have consequence on the entire Country Programme delivery. He reiterated the commitment of UNDP to provide expertise and entreated the project team to call on UNDP to ensure timely and efficient implementation of the project.

3.1.2 Ministry of Environment, Science, Technology and Innovation’s remarks The Director of Environment, Mr Fredua Agyeman, speaking on half of the Ministry, acknowledged that the meeting was interactive and optimistic that it would enhance the implementation of the work plan. He entreated stakeholders to exhibit some level of flexibility and support to create a governance structure that would enhance the quality of work. He further noted the need for UNDP to quickly draw the attention of the Ministry any time it encounters any form of implementation challenges and assured UNDP of the Ministry’s support.

He sincerely thanked the Project Steering Committee for their active participation and was optimistic they would continue to provide support for the effective implementation of the project.

3.1.3 Closing remarks of the Chairman The Chairman, Ag Executive Director, EPA, Mr Pwamang was thankful for the active participation and efficient discussion. He was happy the second-year work plan and the first- year expenditure were approved and ratified respectively. He thanked members of the Project Steering Committee and was hopeful the project would continue to receive unflinching support to deliver its targets

Distinguish participants,

Ladies and Gentlemen,

It is an honor to share a few words with you on the occasion of this meeting to launch the Steering committee for the Ghana Adaptation Fund Project in Northern Ghana.

Let me first of all congratulate the organizers of this meeting and all who have contributed immensely towards the development of the Adaption Fund Project. I also applaud them for bringing together the key actors from all segment of our society who are united by a shared belief of a green, climate resilient and a prosperous Ghana to serve on the committee.

Indeed, this project, is expedient and timely in preparing major players in the environment and Natural Resources sectors in particular together with other related complementary sectors for the tasks that lie ahead in our quest to securing a resilient sustainable future for our people.

Climate change has a profound impact on the existence and development of mankind, and is a major challenge facing all countries.

This challenge to development is even worse with developing countries like Ghana and in areas such as northern Ghana in Particular. It is a threat to the supply of fresh water, our source of Life; it is a threat to the food supply, as rising temperatures and prolonged draught render fertile areas unfit for grazing or crops.

Distinguished Participants, in the last 37 years, from Stockholm to Rio de Janeiro, and from Kyoto to Bali, we have made concerted efforts and achieved notable progress in protecting the global environment and tackling climate change.

In 2015 world leaders gathered at the United Nations to discuss ways to tackle climate change which resulted in the Paris Climate Agreement. This is of great significance for catalyzing strong action by the international community to meet this global challenge.

At the national level we putting in place the necessary process to ensure that the Paris agreement implemented on schedule from year 2020. We have gone through a process and have reached consensus with all stakeholders; Government, industry, academia, civil society and communities at large through extensive consultations. We thereafter

tabled the agreement to representatives of our people in parliament and was ratified on14th August 2016.My Ministry with other stakeholders are preparing an investment and implementation plan on our Nationally Determined Contributions submitted to the United Nations in 2015.This investment plan is an all-inclusive business plan to ensure the private sector and other non- state actors are brought on board to meet our targets.The overall goal of Ghana’s adaptation is to increase climate resilience and decrease vulnerability for enhanced sustainable development.

Our adaptation actions fall in three strategic areas namely: (a) sustainable land use, (b) climate resilient strategic infrastructure and (c) equitable social development.

In Ghana, Agriculture remains a major contributor to the economy. In terms of employment the sector employs about 65% of the population with great impact on the key development goal of poverty reduction. Given its importance, every effort needs to be made to enhance productivity in that sector. The Adaptation Fund project aims to enhance resilience and adaptive capacity of rural livelihoods to climate impacts and risks on water resources in the northern region of Ghana. The Adaption Fund will build on existing projects and build the resilience and adaptive capacity of rural livelihoods to climate variability through improved management of water resources in ten (10) districts of the three Northern Regions of Ghana, in partnership with Government of Ghana and the United Nations Development Programme.The institutional arrangements for the project include the establishment of a Project Steering Committee (PSC) at the national level to oversee and provide strategic guidance to project implementation, ensure national ownership and facilitate participation of all relevant stakeholders. The Project Implementation Manuel (PIM) identifies the responsibilities of the PSC, as follows:The Steering Committee (SC), co-chaired by Implementing Partner(MESTI) and UNDP, is responsible for

Providing strategic guidance to ensure smooth implementation of the Project.

Propose and organize selected tasks for Adaptation Fund Project implementation, including priority setting and action planning,

Review and approve annual work plans and budgets and other technical reports that may be presented by the Technical and Administrative Management Unit for AFP funding,

Review and approve monitoring framework, Review and approve Action Plan of the Adaptation Fund Project, Review the annual financial audit, Facilitate and advise changes in project direction and definition of

approach Provide guidance, advice and recommendations to the Adaptation

Fund Project management Unit
