PURPOSE

Renton Technical College is committed to supporting the welfare of its students, faculty, staff and visitors. This plan contains recommendations to follow during critical incidents that may occur on campus. This plan is intended to be informational in nature. It is designed to help individuals anticipate the effects of an emergency event and to take appropriate action before, during and after an emergency. It should evoke a sense of responsibility for institutional and individual preparedness as well as promote self-sufficiency and readiness. Students, faculty and staff should familiarize themselves with the guidelines provided in this plan to better understand their respective roles in preparation for, mitigation of, and response to critical incidents. This plan is created with the intention of preserving life, property, and restoring campus operations in that order of priority. Review this document frequently; know what you should do in an emergency situation.

This guide is made of content taken from RTC’s Emergency Response Guide to provide you with quick access to individual recommendations for responding to most emergency circumstances that we may encounter here on campus. Please take the time to review the Emergency Response Guide in its entirety at the Campus Security page on RTC’s Website.

PRESIDENT’S ADDRESS FOR EMERGENCY INSTRUCTION GUIDE

Renton Technical College places a high value on emergency preparation and response. We are committed to creating a safe learning and working environment for students, faculty, staff and visitors. Please take a moment to familiarize yourself with this guide. The contents provide helpful guidelines for you to consider when faced with urgent circumstances here at RTC. Thank you for being engaged in your safety as well as the safety of others on campus.

EVACUATE

• Leave the building you are in and move to the evacuation area noted on your Evacuation Map located in the emergency information wall holder• Do not use elevators if evacuating a fire• Evacuate a building; immediately after an earthquake, for a fire or gas leak, a hazardous substance spill or release, when two or more persons in the room suddenly experience sickness, or when directed to do so by a Building Marshall, Emergency Response Team staff, or first responders• Instructors/Staff should take this Emergency Instruction Guide, Evacuation Map, and class roster • Move quickly and orderly to the Evacuation Area• Avoid hazards in hall ways and point out hazards to others following you• Do not leave campus unless you are advised to do so by a Building Marshall from your building• Instructors/Staff should count heads and account for the individuals from their classrooms/office areas upon arrival at the Evacuation Area• Immediately consider moving to an Evacuation Area that is farther away from all hazards• Instructors/Staff should note injuries or other problems that people in their group have experienced • Instructors/Staff should report all emergency relevant information to their Building Marshalls

LOCKDOWN

If safe to do so:• Immediately lock classroom and office doors if they are not locked• Close blinds and block out door window panels with paper, clothing or furniture• Turn off the lights• Stay away from windows and remain out of sight• Stay low to the floor• Move to an area of the classroom/office where there is heavy furniture between you and the window or door• If there is no heavy furniture consider moving to the far corner of the room away from the doorway. Use student desks as concealment to hide behind. • Consider moving heavy furniture against the door(s)• Formulate a plan to escape, and/or fight if an armed intruder should they gain entry into your room• Silence all electronics • Only make cell phone calls that will assist in the apprehension of an armed intruder • Do not unlock or open your door until you are advised that it is safe to do so or if told to do so by first responders• Stay in Lockdown until you receive instructions to do otherwise

If instructed, do so in situations other than earthquake events:• Stay inside and do not leave the building • Close and lock doors and windows• Move away from windows or other potential hazards• Collect Evacuation Map, this guide, and class roster and keep it with you until the event is over• Consider moving from rooms that have direct entry from outside to interior offices, closets or classrooms• Stay together • Stay positive• Make notes of any special dietary or medicinal needs if the Shelter in Place instruction stays in effect for more than an hour• Remain in Shelter in Place until instructed to do otherwise• Pre-plan for evacuation from the building with Evacuation Map• Monitor Rave, Alertus, RTC phone system, and Building Marshalls for updates and intructions

ACTIVE SHOOTER/ARMED INTRUDER

LOCKDOWN immediately if your building is not under attack but an active shooter/armed intruder is on campus.

If your building or area is under attack:

Run• All avenues of escape should be evaluated and the route that provides safe distancing from the intruder should be taken• Evacuate even if others don’t or won’t• Consider climbing out windows • Help others escape, if possible• Prevent others from entering the area where the active shooter may be located as you are leaving that area• Do not attempt to move wounded people• Call 911 when you are safe and provide suspect description and their last known location and direction of travel

Hide• Find a location where the active shooter is less likely to find you• Hide when out of view from the shooter• Choose hiding locations that provide protection from gunfire (inside a locked office with solid door, or behind cement/rock walls and barriers, etc.)• The hiding spot should not trap you or restrict your ability to evacuate if it becomes possible or necessary• Lock and consider blocking doors with interlocked furniture and other heavy objects if doing so will not give away your position• Silence your cell phone, radios, TVs, or anything else that emits sounds

• Hide behind desks and cabinets • Remain calm and quiet• Call 911 if possible, to help police locate the active shooter and/if when you can, provide the possible location of the subject• Leave the phone line open if the subject is in close proximity and you are unable to speak

Fight As last resort:• Act as aggressively as possible against the shooter• Use improvised weapons• Verbalize your aggression• Commit to your actions• Continue to fight even if injured

When Officers are approaching:• The first officers on campus will be moving quickly to engage the active shooter/armed intruder• They will not stop to help injured persons• Remain calm and follow instructions• Drop items you are carrying• Raise your arms and keep your hands visible and open• Do not run towards officers, impede their movement or attempt to latch on to them• Do not scream or yell• Evacuate in the direction of where the officers came from• Move quickly

Providing information about the active shooter: (When asked by the responding officers or 911 dispatchers, provide) • Location of the active shooter/armed subject• The number of shooters/armed subjects, if more than one• Physical description of the shooter/armed subject• Number and type of weapons• Number of potential victims at the shooters location• If known, where the armed subject is headed and why

After an Active Shooter/Armed Intruder Event:• First responders will control of all areas of campus or individual buildings where evidence may be located • Persons will not access these areas until released by the authorities • Locations will be designated for witnesses to meet with first responders to gather information about the incident• Student Services Counselors, Advisers and Human Resources personnel may coordinate with regional and State Designated Mental Health Professionals to debrief and support those students, faculty, staff, and visitors impacted by the incident. EAP assistance may also be available for Faculty and Staff • The Administrative ICS Team will work closely with authorities to restore campus operations, communicate with all individuals with timely and succinct messages

EARTHQUAKE

Indoors (office or classroom):• Stay where you are• Drop, cover and hold. Take immediate cover under a heavy desk, table or bench and hold on to it, keeping it from moving away from you and the protection it provides• If you are in a hallway, move next to an inside wall• Turn away from windows and other glass• Stay away from tall cabinets and bookcases where they, or objects they contain, may fall on you• Cover your head and neck with your arms and close your eyes• If you are in a wheelchair, stay in it. Move to safe cover and/or set brake. If possible cover your head and neck with your arms a book or other object that provides protection• Do not attempt to evacuate until the shaking stops

Indoors (crowded venue):• Stay where you are, but move away from heavy overhead objects.• If you are in an auditorium or cafeteria get under the tables and/or chairs and hang on to them• Move to an inside wall• Turn away from windows and other glass • Cover your head and neck with your arms and close your eyes• If you are in a wheelchair, stay in it. Move to safe cover and/or set brake. If possible cover your head and neck with your arms, a book, or other object that provides protection• Do not rush to the doorways • Do not attempt to evacuate until the shaking stops

Outdoors• Move to a clear area away from trees, poles, signs, buildings or overhead wires• If you are driving, slowly pull over and stop• Avoid overpasses and underpasses, power lines, light poles, signs and other hazards• Stay in the vehicle until the shaking stops

After an Earthquake (actions to consider)• Check for injuries and give first aid• Assist those who need help• Evacuate to designated evacuation areas in a calm and orderly manner • Do not use elevators• Be aware that aftershocks may occur at any time • Watch for debris such as building materials and contents• Fire alarms and sprinklers may be activated• Do not use phone except for emergencies like summoning Fire or Aid, to prevent overloading of critical communications circuits• Go to designated evacuation areas• Report injuries, missing or trapped persons to the Building Marshall in the evacuation areas• When secure at the evacuation area, seek out faculty or staff members, classmates that you were with when the earthquake occurred. If you were not in a classroom yet, or had left one prior to the seismic event, go to your program’s evacuation location and check-in with your Building Marshall• Do not leave campus until you have checked in with faculty staff, supervisors, or Building Marshalls• Be aware of multiple routes home and check to make sure the roadways have been deemed safe to travel• Short term emergency provisions are stored at RTC in the event that some individuals are not able to leave campus after an earthquake

BOMB THREAT/SUSPICIOUS PACKAGE/SUSPICIOUS SUBSTANCE

Collect Threat Information• Take notes of everything that is said during the exchange. Note any identifying background noises, speech patterns, body language etc• Note caller ID numbers or name if available on the phone display. When a threat is received by other electronic means, note names, “handles”, headers, and any other identifying factors• Probe for specific information valuable in preserving the Priorities of Emergency Response; a. Location of the device b. What kind of device c. When it will go off d. Why they are doing this e. Cause or group affiliation

After threat• Persons receiving the threat will immediately report to the Building Marshall responsible for the appropriate area threatened• The Building Marshall will call 911 for Police• The Building Marshall will call Campus Security by radio or phone at (425) 235-7871 (7871 from an RTC phone)• The Building Marshall will issue an Evacuation instruction and individuals will move to designated emergency evacuation areas. Building Marshalls should be prepared to move the evacuated individuals to other areas of safety and may be directed to do so by Emergency Response Team • Individuals will not re-enter the building until it is deemed safe to do so and a Return to Normal Operations instruction is given by the Emergency Response Team and/or the Administrative ICS• Only the Administrative ICS will determine cancellation of classes or return to normal operations based on the status reports provided by the Emergency Response Team and information provided by emergency responders

SPECIAL NOTE TO ALL INSTRUCTORS

Whenever there is an emergency on campus and you are given instructions to take action, take this entire clear emergency document envelope with you. Please add a current class roster to the back of the envelope. Periodically update the roster to reflect Add/Drop so that a headcount can be made in the field during an emergency. Know who your Building Marshalls are for your building/floor and turn to them for assistance before, during, and after emergencies. They will be in contact with the emergency response teams and college leadership.
