1. Premessa
La presente relazione è stata redatta dai delegati all’attuazione del Programma Erasmus+ per il Dipartimento
di Architettura e Territorio (dArTe) dell’Università Mediterranea di Reggio Calabria, prof.ssa Francesca Giglio
e prof.ssa Alba Sofi. La finalità del documento è quella di presentare le attività svolte nel periodo dicembre
2019 – dicembre 2020 dal dArTe nell’ambito del Programma Erasmus+, evidenziando gli obiettivi raggiunti e
le criticità esistenti. La pandemia ha avuto molte ripercussioni negative su diverse attività avviate e
programmate nell’ambito del Programma Erasmus+. Si evidenzia, in particolar modo, la mancata mobilità del
corpo docente e degli studenti outgoing a causa delle restrizioni imposte dall’emergenza sanitaria. Il
documento ha altresì lo scopo di illustrare le azioni in corso e da intraprendere al fine di incentivare la
partecipazione al Programma Erasmus+, sia per gli studenti che per i docenti.
Si allegano al presente documento: i verbali della selezione Erasmus+ Studio per l’A.A. 2020-21 (Allegato A);
l’elenco degli accordi bilaterali attivi (Allegato B); la copia degli accordi bilaterali siglati con la Czech Technical
University, Praga, Repubblica Ceca (Allegato C) con la Dokuz Eylul University, Smirne, Turchia (Allegato D) e
con la London Metropolitan University, Londra Regno Unito (Allegato E).
2. Selezione Erasmus+ Studio per l’A.A. 2020-21
Il bando per la mobilità Erasmus+ Studio per l’A.A. 2020-21 è stato emanato con D.R. N. 247 del 06/08/2020.
L’emergenza sanitaria conseguente alla diffusione del COVID-19 ha comportato un notevole ritardo nella
pubblicazione del bando, precludendo la possibilità di avviare la mobilità ai fini di studio durante il primo
semestre dell’A.A. 2020-21, peraltro impedita dalle restrizioni sugli spostamenti tra i Paesi Europei.
La selezione Erasmus+ Studio per l’A.A. 2020-21 è stata operata il giorno 20 novembre 2020 da una
Commissione di Ateneo presieduta dalla prof.ssa Alba Sofi (decreto di nomina n. 342 del 19 novembre
2020). La Commissione si è riunita in modalità telematica attraverso la piattaforma Microsoft Teams
(Decreto Rettorale n. 86 del 13 marzo 2020 e ss.mm.). L’esito dei lavori è riassunto nei verbali (approvati
per via telematica) e nella graduatoria finale degli studenti ammessi al programma di mobilità per studio per
l’A.A. 2020-21 allegati alla presente relazione (Allegato A). Va segnalato che, a causa delle inevitabili
restrizioni alla mobilità dovute alla pandemia, solo 7 studenti del dArTe hanno partecipato al bando di
selezione.
Nel corso dello svolgimento dei lavori della Commissione per la selezione Erasmus+ Studio sono emerse
importanti criticità legate alla sottomissione della domanda di partecipazione tramite la piattaforma GOMP
che avrebbero avuto ripercussioni sul numero di candidature pervenute, sull’assegnazione della sede e sulla
conseguente mobilità degli studenti. In particolare, non tutte le sedi partner risultavano disponibili su GOMP.
Pertanto, molti candidati non hanno avuto la possibilità di indicare la sede di destinazione corrispondente
alla loro preferenza e alcuni hanno rinunciato alla sottomissione della domanda. ll Presidente della
Commissione, prof.ssa Alba Sofi, ha segnalato tali criticità alla dott.ssa Dattola, responsabile dell’Ufficio
Relazioni Internazionali e Servizi Linguistici. A seguito di tale segnalazione, con D. R. 346 del 19/11/2020, è
stata modificata la sola parte iniziale dell’art. 9.2 del bando per la mobilità Erasmus+ per Studio per l’A.A.
2020-21, al fine di consentire una maggiore flessibilità nell’assegnazione della sede di destinazione. Nella fase
successiva alla selezione Erasmus+ Studio, la dott.ssa Maria Teresa Ienna, responsabile dell’Ufficio
Internazionalizzazione del dArTe, e il tecnico Besmart dedicato si sono occupati della soluzione dei problemi
rilevati dagli studenti in fase di presentazione delle candidature nonché di migliorare la funzionalità della
piattaforma GOMP.

Il bando Erasmus+ Studio per l’A.A. 2020-21 è stato riaperto con DR 376 del 11/12/2020 e riservato agli iscritti
ai Corsi di Dottorato di Ricerca d’Ateneo che svolgano la loro ricerca nell’ambito della pianificazione
territoriale, per n. 3 borse di studio della durata di 3 mesi ognuna a cui è stata aggiunta n. 1 borsa, con DR n
48 del 22/02/2021, per la frequenza del corso residenziale intensivo “International Module in Spatial
Development Planning (IMSDP)”, presso la KU Leuven, Belgio (1 marzo-31 maggio). La Commissione
(nominata con D.R. 1 del 07.01.2021), composta da prof.ssa Flavia Martinelli (Presidente), prof.ssa Francesca
Fatta (componente), prof.ssa Carmelina Bevilacqua (segretario verbalizzante), si è riunita in modalità
telematica, su piattaforma Skype, l’11/01/2021. Sono pervenute n. 4 domande e l’esito dei lavori è riassunto
nel verbale e nella graduatoria finale degli studenti ammessi al programma di mobilità per studio per l’A.A.
2020-21 allegati alla presente relazione (Allegato A bis).
Il bando per la mobilità internazionale Erasmus+ per Traineeship per l’A.A. 2020-21 è stato emanato con D.R.
N. 364 del 2/12/2020. La selezione non è stata ancora effettuata. Il bando viene riaperto nei primi 10 giorni
di ogni mese fino e compreso marzo 2021.
3. Azioni svolte a favore del Programma Erasmus+
Le attività svolte dal dArTe nel periodo dicembre 2019 – dicembre 2020 a favore del Programma Erasmus+
sono state notevolmente ridotte a causa della pandemia. Di seguito si riporta un aggiornamento dei dati
relativi agli accordi bilaterali Erasmus+ attivi e alla mobilità di studenti e docenti.
3.1 Nuovi accordi bilaterali Erasmus+
Il numero di accordi bilaterali Erasmus+ attivi tra il dArTe e altri Atenei europei è pari a 37. Nell’A.A. 2019-20
sono stati sottoscritti 3 nuovi accordi con le seguenti sedi:
• Czech Technical University (CZ Praha 10), Prague (Repubblica Ceca), Area Architecture (Allegato C);
• Dokuz Eylul University (TRIZMIR 01), Smirne (Turchia), Area Architecture and city and regional
planning (Allegato D);
• London Metropolitan University (UK LONDON 142), Londra (Regno Unito), Area Architecture
(Allegato E).
Va segnalato che gli accordi con la Czech Technical University e con la London Metropolitan University sono
stati promossi, rispettivamente, dal prof. Valerio Morabito e dalla prof.ssa Marina Tornatora. L’accordo con
la Dokuz Eylul University è stato sottoscritto a seguito di una manifestazione d’interesse da parte della sede
partner.
Alla fine dell’anno 2020, tutti gli accordi bilaterali Erasmus in scadenza nel 2021 sono stati automaticamente
rinnovati per un altro anno, ossia fino al 2022, previa espressa volontà manifestata dalle parti. L’esame dei
dati sulla mobilità Erasmus condotto lo scorso anno aveva mostrato che molti accordi riguardano sedi con le
quali, almeno negli ultimi 5 anni, non è stato avviato uno scambio di docenti e studenti né è intercorsa alcuna
comunicazione. La situazione è rimasta pressoché invariata poiché la pandemia da COVID-19 ha ostacolato
la mobilità di studenti e docenti nell’A.A. 2020-21. L’efficacia delle azioni intraprese al fine di incentivare gli
scambi con le sedi partner potrà essere valutata nel lungo periodo, quando l’Europa uscirà dall’emergenza
sanitaria.

3.2. Mobilità ai fini di studio
Come era prevedibile, la pandemia ha avuto serie ripercussioni sul Programma Erasmus+ Studio. Nonostante,
la maggior parte delle sedi partner abbiano offerto la possibilità di frequentare i corsi da remoto, nessuno
dei 7 studenti del dArTe, utilmente collocati nella graduatoria di merito della selezione Erasmus+ Studio per
l’A.A. 2020-21, ha partecipato al Programma di mobilità. Questo dato non risulta sorprendente se si tiene
conto dell’incapacità della didattica a distanza di fornire il bagaglio di esperienze umane e culturali di cui
beneficiano gli studenti Erasmus durante la mobilità.
La pandemia ha avuto un impatto meno significativo sulla mobilità di studenti Erasmus incoming. Nonostante
il normale svolgimento delle attività didattiche in presenza sia stato impedito dalle misure di contenimento
della pandemia, nell’A.A. 2020-21 l’area di Architettura ha attirato 7 studenti Erasmus incoming, 6 dei quali
si trovano attualmente a Reggio Calabria. Sebbene esiguo, tale numero supera la media degli studenti
Erasmus incoming dei 5 anni accademici precedenti, pari a 6, come si evince dalla Tabella 1. Questa tabella
mostra i dati relativi alla mobilità di studenti Erasmus incoming dall’A.A. 2015-16 all’A.A. 2020-21. Per ciascun
anno accademico, è indicato il numero di studenti incoming e la sede di provenienza. In particolare, i dati
relativi all’A.A. 2020-21 riguardano 6 studenti incoming per il II semestre e uno studente per l’intero anno
accademico. Nonostante la nostra sede risulti ancora poco attrattiva, un modesto incremento degli studenti
incoming in uno scenario critico come quello che stiamo vivendo non può che essere visto come un segnale
positivo e servire da stimolo per intensificare le attività volte a promuovere la nostra sede.

Come già menzionato, per l’A.A. 2020-21, la selezione per l’ammissione al Programma di mobilità Erasmus+
ai fini di Traineeship non è stata ancora effettuata, pertanto non sono disponibili dati relativi alla

Alle ore 14:45 dell’11.01.2021si riunisce in modalità telematica, su piattaforma Skype, la Commissione di selezione per l’assegnazione di n. 3 borse Erasmus+ di Mobilità Studenti della durata di 3 mesi ognuna a destinazione KU Leuven (Belgio), riservata a Dottorandi dell’Università degli Studi Mediterranea di Reggio Calabria che svolgano la loro ricerca nell’ambito della pianificazione territoriale, urbanistica e ambientale, di cui al bando pubblicato sul sito di Ateneo (D.R. 376 dell’11.12.2020) con scadenza 30.12.2020.

Prima di procedere al colloquio per la selezione dei candidati la Commissione stabilisce i seguenti criteri per la valutazione comparativa, in ottemperanza a quelli indicati nel bando:
- corrispondenza tra progetto di ricerca dei candidati e offerta didattica della sede ospitante; - padronanza della lingua inglese.
Determina, pertanto, di chiedere a ciascun candidato di esporre brevemente in lingua inglese: a) il proprio progetto di ricerca; b) come questo si inserisce nel programma dell’International Module in Spatial Development Planning della KU Leuven e i benefici attesi.
Alle 15:00 la commissione inizia la seduta telematica pubblica dedicata al colloquio, sempre su Skype. Sono presenti i 4 candidati. La Commissione procede a svolgere i colloqui individuali nel seguente ordine:

Alle 15:45 si chiude il colloquio pubblico con i candidati e la Commissione si riunisce in modalità telematica privata, sempre su piattaforma Skype. Dopo approfondita discussione, la Commissione determina di dichiarare idonei tutti i candidati, secondo la seguente graduatoria di merito:
