national development planning?(Objective 1)

Strategy document Roadmap to a Green Economy, which is a gradual process from 2013 to 2019.

The five year cycle Action Plan for Poverty Reduction, which Integrates policies, practices and actions for sustainable development including poverty reduction.

The Five Year Government Plan (2015-2019): - Establishment of the ground of the GE on the agenda of green growth in the national development priorities - Integration of the GE approach in the processes of planning and budgeting as well as national accountancy.

How has your government integrated Green Economy goals and targets to national development planning?

Some good examples: The FUNAE (1)

• The Energy Fund- (established in 1997)– A useful facility to promote off-grid renewable

energy development, both through direct projects and levering of private sector investments.

– By 2012, FUNAE had provided off-grid solar electricity to 115 villages, 298 schools and 300 clinics, supplying a total of 1 MW.

• Establishment of the world’s largest coastal reserve. The Primeras and Segundas reserve along with other marine reserves established in the country protect the long term foundations of both local fisheries and the growing tourism sector

Some good examples: Forest management (3)• Improvement of forest

management and reduce deforestation.

• Together with UN-REDD a number of pilot areas have been identified for the implementation of sustainable forest management policies,:– increasing the number of

long-term logging concessions,

– rehabilitating degraded forest areas,

– Creating a new forest reserves.

• Approval of the Plan for GE Transition • Establishment of the Multisectorial Green

Economy Group – Technical – Committee – A hearing process with stakeholders and decision-

makers

• Adopted Legal instruments towards GE such as the revised Constituion of the Republic (2014) that promotes initiatives that guarantees ecological equilibrium aiming to population well-being and environmental conservation and preservation;

• The adoption of the Policy and Territorial Planning; Bio-oil Policy and Strategy; Strategy of Informal Settlements; Gender Strategy; Strategy of Environment and Climate Changes, to name some.

Constraints 1) Green Economy a new Approach

The Green Economy it is an initiative that involves economists and experts worldwide.

• It is a new engine of growth; that it is a net generator of decent jobs, and that it is also a vital strategy for the elimination of persistent poverty. (www.UNEP.org 25th/02/2015)

• The country is still face with lack of jobs even though some slight growth through “Local Economic Development – the 7 Millions Meticais) – employment generation

• Poverty reduction is going slightly, however people are still vulnerable to natural disasters

• - the development of an ecological taxation reform,

• - development of green infrastructures for the mining sector,

• - improving the stock management in fisheries
