    • Configuration analysis (Capacity)• Performance analysis

    • Parameter/feature analysis

    • Traffic analysis and Traffic forecast (traffic increase/decrease due to UMTS 900)

    Outputs :

    • New configuration plan (max configuration on re-farmed band)

    • New capacity plan (add 1800 sectors/move traffic to UMTS900/2100)

    • New frequency plan (Optimizer)

    • New HOC&POC plan

    Why Network re-design

    Objectives :

    • To Modernize the network

    • Common standard

    • Expansion readiness

    • Feature readiness

    • Simplify network, easy to control.

    • High quality, secure, save

    Re-design activities

Massive site evaluation is takes time to evaluate thedesign manually.

Using Automatic Cell Planning tool to evaluate thenetwork

NSN uses ACORN as ACP tool.

ACP tools mainly supports for Network configuration &optimization services - outcome:

    -  Heights-  Tilts (mechanical, electrical)

    -  Antenna Types

    -  Azimuth

    -  Power

Optimization - Traffic steering GSM DCS

    Objectives :

Is to reduce interference on GSM 900 layer, due to limited GSM 900 spectrum acarve for UMTS900.

Applying traffic steering strategy to offload GSM traffic into DCS, it reduces the spectrum.

Parameter Control and performance monitoring must be check closely.

    KPI Acceptance Method

The following methods are applied on acceptance process:

Acceptance will be based on KPI Achievement

Week of KPI Achievement is one week of the last optimization stage week.

KPI Achievement week shall be agreed by Indosat and Nokia Siemens Networks.

KPI Achievement is measured by accumulate used counters of 1 week data (7x24 hoto Sunday. The measurement data is based on hourly data. If any different data betwIndosat, the value will be verified using hourly data.

KPI formula to be used in the calculation are based on KPI formula defined by Indosa

Acceptance will be based on “Reward or Deduction” Scoring Systems.

Nokia Siemens Networks shall submit a complete and comprehensive acceptance reReporting chapter before the acceptance.

Indosat will issue the acceptance certificate if the target score is achieved.
