Warren Grimshaw AM Chair, Governing Board

On behalf of the Governing Board I have much pleasure in welcoming you to the Annual Public Meeting of the Mid North Coast Local Health District (MNCLHD). Since 2011 the MNCLHD has seen the largest capital invest-ment ever in health services for the region. Within that five-year period, MNCLHD has administered a total budget in ex-cess of $2 billion. Some of the services provided in that period include more than 500,000 attendances to Emergency Depart-ments and over 50,000 surgical procedures. Since the release of our first Strategic Plan the availability of services has continued to grow and expand. I am pleased to launch the new Strategic Directions 2017-2021 document which we believe will prepare the District for future health ser-vice need in a changing environment. The development of this plan provides a strategic framework to allow MNCLHD to work collaboratively with community and partners to ensure planning and service provision is aligned to the needs of the diverse population. MNCLHD is implementing integrated care, home-based treatment services, community services, innovation and research while continuing to maxim-ise the efficiency of hospital based services. Closing the Gap is also a strong commitment made by the Governing Board and we aim to reduce the disparities between the health of Aboriginal and non-Aboriginal people. The Governing Board, through the articulation of the CORE Values for NSW Health (Collaboration, Openness, Respect and Empowerment), will continue to work towards ensuring that the culture of our organisation embodies tolerance and respect. I acknowledge that our achievements would not be possible without the support of our staff and our volunteers. I extend my thanks to the staff who deliver health care and support services to the Mid North Coast communities every day. I also acknowledge the significant support provided by the many volunteers and community organisations who contribute to the comfort and well-being of patients and visitors at our facilities. The members of the Governing Board look forward to continu-ing the work to improve the health of our communities.

MNCLHD Governing Board Members

Warren Grimshaw AM

Warren Grimshaw was appointed Chair of the Mid North Coast Local Health District’s Govern-ing Board from 1 July 2011. He has had extensive senior experience in public administration as Executive Director/ CEO of the NSW Ministry of Education and Youth Affairs for 15 years where he demonstrated leadership and strategic vision in the formulation and implementation of Government Policy and was responsible for the co-ordination of strategic policy across schools, TAFE and higher education. He also served as Executive Director Coffs Harbour Edu-cation Campus from April 1995 to December 2005. Mr Grimshaw has an extensive knowledge of health issues and has had a long association with health on the Mid North Coast being a member of the former Mid North Coast Area Health Service Board (2002-2004) and a member of the North Coast Area Health Service’s Advisory Council (2004-2010). Mr Grimshaw is Chair of the North Coast TAFE Institute Advisory Council, Chair Coffs Harbour Technology Park Ltd Board, a Member of the TAFE NSW Higher Education Governing Council and a member of the North Coast Primary Health Network Board. He is Honorary Fellow of the Australian Council of Education Leaders and Honorary Fellow Southern Cross University. He was made a member of The Order of Australia (AM) in the Queen’s Birthday Honours List in June 1994.

Reverend Canon Dr John Barrett OAM

Dr John Barrett has had a long association with the Hastings Com-munity as a pharmacist, a former Mayor of Port Macquarie Has-tings Council, Member of the Port Macquarie Chamber of Com-merce, and Camden Haven Chamber of Commerce (President 7 years) and a Committee member of the Pastoral Care Services Port Macquarie Base Hospital 2010.

Dr Barrett is the Chair of the St Columba Anglican School Council, and Chair of Columba Cottage Early Learning Centre, member of the Grafton Diocese Anglican Schools Network, and a Corporate Trustee of the Anglican Diocese of Grafton.

In 2009, Dr Barrett was awarded the Order of Australia Medal (OAM) for his service to the community through local government organisations and to the Anglican Church of Australia. He has also received an AR Bluett Memorial Award which recognises local government councils for their progress, a Paul Harris Fellow from Rotary and the Centenary Medal from the Australian Government.

MNCLHD Governing Board Members

Dr Stephen Begbie

MBBS (Hons), FRACP

Dr Stephen Begbie is the Director of Medical Oncology Port Macquarie Base Hospital (PMBH) and the Director Clinical Cancer Research, MNCLHD. He is the former Chairman of the Port Macquarie Base Hospi-tal Medical Staff Council.

In 2004 Dr Begbie was awarded the Community Service Award (on behalf of the Oncology/Haematology Unit) in the NSW Premier’s Awards and the Community Service Award NSW Premier’s Awards in 2007.

Dr Begbie is an active member of a number of community organisations including the Hastings Cancer Trust, The Point Community Church, St Columba Anglican School Council and various sporting clubs within Port Macquarie. Dr Stephen Begbie

David Kennedy

David Kennedy’s background is in human and community services and he has worked in a number of roles relating to aged and disability care, so-cial services and health. Mr Kennedy holds a Diploma in Business Man-agement and was a co-recipient of the Royal Australian College of Gen-eral Practitioners’ (RACGP) 2010 Standing Strong Together Award in recognition of achievement in Aboriginal and Torres Strait Islander Health, awarded for work with ‘Give Up The Smokes’, an intensive smoking ces-sation program for Aboriginal and Torres Strait Islander People. The Program was specifically designed to assist people identifying as Aborigi-nal to quit smoking. Initial program development commenced in 2005 with Dr Gillian Gould and Mr David Kennedy engaging extensive commu-nity and Aboriginal Health Worker input, and with the assistance of Ga-lambila Aboriginal Health Service, the University of New South Wales Rural Clinical School and the Mid North Coast Division of General Prac-tice. He holds an Aboriginal Heritage Officer Certificate II. He has partici-pated in the Aboriginal Management Development Program at the Univer-sity of New England. David Kennedy

Neville Parsons

BEc LLB

Neville Parsons is currently the Chief Executive Officer and Director of Holiday Coast Credit Union Ltd, having been CEO since February 1988. Mr Parsons has served the credit union movement as a Director of Cuscal Ltd, Chairman of Credit Union Foundation Australia and Di-rector on the World Council of Credit Unions.

Since 1981 Mr Parsons has been a member of the Rotary Club of Wau-chope. He has served Rotary both at the Club and District level on many committees as well as being District Governor District 9650 in 2009-2010, and a director of RDU Pty Ltd and Rotary Down Under Inc since 1 July 2014.

He is currently Chairman Greater Taree City Council Audit Committee, a member of the New South Wales Life Education Board and a member of the Mid North Coast Local Health District’s Governing Board.

MNCLHD Governing Board Members

Janine Reed

Neil Porter Neil Porter has enjoyed a long career in local government, starting at Lake Macquarie City Council in 1981 before relocating with his family to Port Macquarie in 1986 to take up the position of Administration Manager with the then Hastings Council.

During his 24 years with the Council Mr Porter also served as Director of Corporate Services, Manager of Governance and Acting General Manager. In April 2011 he was appointed as Administrator of Port Macquarie-Hastings Council until the September 2012 local government elections.

Mr Porter brings to the role of Governing Board Member extensive experi-ence in the public sector, particularly in the areas of governance, risk man-agement and continuous improvement. He has strong connections with the local community through local business, local Rotary Clubs and other com-munity organisations such as Lifeline and sporting clubs.

Janine Reed From a background in administration Janine Reed re-located to the Mid North Coast more than 30 years ago to establish their family businesses. Mrs Reed has been a Director of the Nursery and Garden Industry Associ-ation of New South Wales, working very closely within that industry from Taree to Woolgoolga. She has also served as a member of Mid North Coast, State and Regional Development Board.

As a member of NSW Farmers, Mrs Reed has been involved in resource management issues and is currently a member of the North Coast Local Land Services Board. She is a member of the Utungun Community Cen-tre and the Macksville and District Chamber of Commerce and Industry and has been an advocate for all these organisations. Mrs Reed is the Chairman of the Board of Nambucca Valley Care Ltd, an organisation that provides aged care for many aged residents as well as lifestyle residences for retirees. Nambucca Valley Care is the largest em-ployer in the Nambucca Shire. For her work with this not for profit organi-sation Mrs Reed received a Paul Harris Fellow Award.

Mrs Reed was recently elected as a Nambucca Shire Councillor.

Elizabeth Ruthnam Elizabeth Ruthnam was born and educated in Scotland and worked as a registered Nurse and Midwife.

She lived and worked in South Africa with her husband in the early 1980s, before migrating to Australia more than 30 years ago to settle in Coffs Harbour.

Mrs Ruthnam has worked in many fields of health care both in the private and public health systems. She has worked at Baringa Private Hospital for the past 14 years.

Mrs Ruthnam is a Fellow of the Australian College of Nursing.

Dr Joanna Sutherland

MB BS(Hons), FANZCA, MHPol (USyd), MClSC (UAdel)

Dr Joanna Sutherland is a VMO Anaesthetist, Clinical Director of the Simulated Learning Environment Coffs Harbour and a Clinical Associate Professor at the University of NSW Rural Clinical School.

Dr Sutherland is a member of the Agency for Clinical Innovation (ACI) Anaesthesia and Perioperative Care Executive, and a member of the NSW Health Minister’s Advisory Committee for Rural Health. She is also a member of Federal Government Advisory Committees for the Thera-peutics Goods Administration. She is a Board member of the North Coast Primary Health Network.

Jan Ryan

Jan Ryan

Prior to moving to North Coast Jan Ryan had a long involvement working with people with disabilities, initially as a teacher and ongoing through a range of services for people with disabilities.

In 1986, following lengthy community consultations, Mrs Ryan established Coffs Harbour, Bellingen and Nambucca Community Transport, and continued to develop and manage the service until retir-ing in 2011. She received the NSW Premier’s Award for Community Service in 2008.

Between 2002 and 2010 Mrs Ryan was also the primary carer for three family members, which she describes as a huge learning experience, and during this period relinquished most other community activities.

Prof Gail Whiteford

Prof Gail Whiteford

BAppSc (Occ Therapy), MHSc, PhD

Prof Gail Whiteford has been a clinician, researcher, academic and man-ager in her home discipline of occupational therapy for over three dec-ades. She has received recognition for her contribution through national and international awards, is widely published and is a sought after speaker/facilitator including having worked on two EU projects. Until recently, Prof Whiteford was the Pro Vice Chancellor of Social Inclusion at Macquarie University, and Chair of Bridges to Higher Education, a consortium of five universities working with disadvantaged communities.

Previously, Prof Whiteford held the position of Professor and Chair in occupational therapy, headed up the School of Community Health, was a Research Centre Director, Head of Campus and held the position of Deputy Vice Chancellor Research (Acting) at a regional Australian uni-versity over a period of 10 years. She has facilitated a range of women’s leadership programs and was University Australia’s Executive Women's Forum convenor for two terms. Prof Whiteford is currently a Professor in the School of Allied Health Sciences at Griffith University and Principal of Whiteford Consulting based in Port Macquarie.

Over the past 12 months the Mid North Coast Local Health District (MNCLHD) has continued to deliver high quality public health services to Mid North Coast residents. The MNCLHD covers an area of 11,335 square kilometres which extends from Port Macquarie Hastings LGA in the south to Coffs Harbour LGA in the north. The MNCLHD pro-vides health services regionally to around 300,000 people. This year our facilities performed in excess of 23,000 opera-tions, treated more than 115,000 people at our Emergency Departments and admitted more than 71,000 patients to our Hospitals. MNCLHD has also commenced a series of education and leadership initiatives to increase development opportunities for staff. These initiatives have included the Elsa Dixon Pro-gram which supports young people to experience the opportu-nities for a career in health, WIFI - Women in Future Innova-tion and a range of events aimed at assisting our new and emerging leaders. This emphasis on educating our future health workforce will continue as we work closely with our partners in education. We have also commenced the process for becoming a White Ribbon accredited organisation. We continue to work in collaboration with health related ser-vice provider across the Mid North Coast including with the North Coast Primary Health Network, Aboriginal Medical Ser-vices, community and volunteer organisations. Here on the Mid North Coast, we see innovative practice from enthusiastic, skilled and dedicated staff every day. This, com-bined with our patient-centred approach, is integral to the delivery of quality health services in our local communities. As we look back on the past year I would like to thank the many volunteers who deliver exceptional services to the local hospitals, Community Health Centres and health programs across the Mid North Coast. I acknowledge and extend thanks to the Medical, Hospital, Community Health and Administration staff at our many facili-ties who continue to provide quality care in support of better health and quality of life for the community.
