Please complete a Request to Comment form, which is located in the rear of the room, and then present the form to the Committee Clerk seated at the front table. Members of the public may address the Committee on any issue under the agenda item entitled Public Comments/Communications/Member Comments. Public speakers are limited to three minutes or less per person. The Committee may take action on any item appearing on the agenda.

Staff will provide an overview of Below 100, a national training program for law enforcement that focuses on what officers can do to increase their safety in the line of duty.

4. DRAFT FY 2019 PUBLIC SAFETY WORK PROGRAM AND BUDGET (RECOMMEND)

Dr. Cynthia Burke, Division Director, Criminal Justice Research Division, and Katie Mugg, Business Manager, Automated Regional Justice Information System (ARJIS), presented the draft budgets for their divisions.

Action: Upon a motion by Mayor Steve Vaus (North County Inland) and a second by Supervisor Horn, the Public Safety Committee recommended that the Board of Directors accept the Public Safety Work Program and Budget as part of the final FY 2019 Program Budget. ARJIS Director Pam Scanlon and Public Assistance Investigator Manager Enrique Banuelos, Bureau of Public Assistance Investigations, presented the Department of Child Support Services membership request for ARJIS.

Action: Upon a motion by Councilmember Ward and a second by Mayor Vaus, the Public Safety Committee recommended that the Board of Directors approve ARJIS membership for the Bureau of Public Assistance Investigations, Department of Child Support Services, as an Affiliate Member. FY 2019 PROGRAM BUDGET AMENDMENT: File Number 2346800 SPECIALIZED HOUSING SERVICES FOR HUMAN TRAFFICKING VICTIMS EVALUATION

Introduction

North County Lifeline (NCL) has been awarded competitive grant funding from the U.S. Department of Justice Office for Victims of Crime to support Project LIFE (Living in Freedom from Exploitation), an effort to provide specialized housing services to victims of human trafficking. The grant award includes $18,000 over a three-year period for SANDAG to provide technical assistance related to performance measure activities for this project. This information is being shared as an information item because the total grant funding received by SANDAG is under the threshold that would require Policy Committee approval.

Discussion

Through this grant, NCL will provide 150 traditionally underserved clients with emergency or short-term housing through the expanded options made available through this project. Additionally, awareness training will be provided to San Diego County service providers, community members, and stakeholders to increase their ability to identify human trafficking victims and engage them in services.

SANDAG Role

SANDAG will review and offer input into the project’s evaluation design and tracking systems for collecting and analyzing performance monitoring data, meet bi-annually to review the data and data collection processes, attend quarterly collaborative meetings as needed, and summarize monitoring outcomes at the completion of the project. Data that will be compiled will include the number and characteristics of clients; types of services provided; number and types of trainings conducted; and client outcomes pertaining to safety, well-being, and self-sufficiency.

SANDAG has partnered with NCL on other evaluations previously, including youth diversion, gang interventions, and another service provision efforts for human trafficking victims. This continued partnership will provide useful information to local stakeholders regarding human trafficking — a priority public safety issue.

PROPOSED FY 2019 PROGRAM BUDGET AMENDMENT: File Number 2352400 REDUCING RACIAL AND ETHNIC DISPARITIES EVALUATION

Introduction

In 2017, as part of its commitment to implement evidence-based practices, the San Diego County Probation Department (Probation) embarked on a comprehensive examination and substantial restructuring of the local juvenile justice system. As part of this process, Probation sought to better understand which youth were entering their system, with particular attention to Reducing Racial and Ethnic Disparities (RRED). Based on SANDAG’s current evaluation efforts of Probation’s Juvenile Justice Crime Prevention Act programs and prior research on Disproportionate Minority Contact (DMC, prior name for RRED), SANDAG was asked in May 2018 by Probation to conduct a similar study to assess and inform Probation’s RRED efforts.

Discussion

San Diego County’s DMC (now RRED) Committee is charged with identifying and monitoring RRED in the local juvenile justice system. As a member of this Committee since 2003, SANDAG conducted an in-depth study in 20081 that identified where, why, and with whom disproportionality in the juvenile justice system existed. This research included several policy recommendations, including the use of the Relative Rate Index, to regularly monitor RRED at key decision points (i.e., Probation referral, detainment in juvenile hall, petitions filed and sustained, and institutional commitments). A decade has passed since the initial study and stakeholders feel the issue could benefit from additional examination. SANDAG was approached to conduct another in-depth study to understand the factors contributing to possible differences in how youth of different backgrounds may flow through the system.

Recommendation

The Public Safety Committee is asked to approve an amendment to the FY 2019 Program Budget, accepting $240,000 in funding over three years from the County of San Diego to conduct the Reducing Racial and Ethnic Disparities Evaluation.

Next Steps

SANDAG has the staffing capacity to complete this study and continue its ongoing work to inform juvenile justice issues with regional partners committed to reducing disparities that may exist. As part of this three-year study, stakeholder interviews would be conducted, archival data reviewed, predictors of different decision outcomes identified, and recommendations compiled annually. The results of these analyses would be shared with the RRED Committee and Public Safety Committee.

OBJECTIVE

The objective for this work element is to conduct a retrospective study of youth entering the juvenile justice system to identify the existence of any racial and ethnic disparities for the San Diego County Probation Department's efforts to Reducing Racial and Ethnic Disparities (RRED). Emphasis in FY 2019 will be to support Probation's RRED efforts by conducting analysis to identify if disparities exist, and if so, what factors are contributing to it.

PREVIOUS ACCOMPLISHMENTS

The Applied Research Division of SANDAG is a trusted partner of Probation and conducted a similar study on Disproportionate Minority Contact in 2008.

Corporal Dale Hallman was killed in a single-vehicle crash while responding to a call at approx. 1:00 a.m., April 6, 2018.

His patrol car left the roadway and overturned while he was enroute to provide canine support in search of a subject who had fled into a wooded area. He was not wearing his seatbelt.

Corporal Hallman, who also served as a lieutenant with the Saluda County fire dept., was with Saluda County Sheriff for more than five years. He is survived by his expectant wife and two sons.

Police Officer Lance Whitaker was killed in a single-vehicle crash on northbound I-295, near Alta Drive, at approximately 4:30 a.m.

He was responding to another accident scene on the interstate when his vehicle left the roadway and struck a tree.

Police Officer Paul Morris was killed in a single-vehicle crash on Highway 18, near Highway 35, at approximately 12:00 p.m.

His patrol car left the roadway and struck a tree before becoming engulfed in flames.

Trooper Bullard was killed in a single-vehicle crash while involved in a pursuit.

He and another trooper were conducting a driver’s license checkpoint when a black BMW sped through, refusing to stop. The troopers pursued the vehicle but when the lead trooper no longer saw Bullard behind him, he broke off the pursuit and turned around. He found Bullard's vehicle fully engulfed in flames.

Trooper Bullard served with the North Carolina Highway Patrol for three years and was assigned to Surry County. Survived by his fiancée and parents.

Police Officer Charles Irvine was killed in a single-vehicle crash while pursuing another vehicle. His patrol car left the roadway and collided with a support wall of an overpass. His partner was transported to a local hospital with serious injuries.

Officer Irvine served with the Milwaukee Police Department as a sworn officer for two years. He had previously served with the department as a Police Aide for two years.
