Foreword Speech From President of International Pencak Silat Federation (PERSILAT)
Mr. Prabowo Subianto
The objective of organizing JUNIOR WORLD PENCAK SILAT CHAMPIONSHIP 2018
is mainly to gather all the Silat participants from all around the word and let them compete
competitively while representing their own country.
After the previous management of Pencak Silat Association of Thailand hosted the
16th PENCAK SILAT WORLD CHAMPIONSHIP 2015 in Phuket ,Thailand and now with the
new line up of the management I would like to convey a heartiest congratulation to Pencak
Silat Association of Thailand (PSAT) and the organizing committee for the spirit to take up and
host JUNIOR WORLD PENCAK SILAT CHAMPIONSHIP 2018 which will be held in Songkhla
Rajabhat University Songkhla, Thailand.
Songkhla is one of the southern provinces of Thailand. In the north of the province
is Songkhla Lake, the largest natural lake in Thailand. Despite being smaller than the neighboring
city Hat Yai, Songkhla is the capital of Songkhla Province as well as the Mueang Songkhla
district (Songkhla town district). Due to its location at the opening of Songkhla Lake to the Gulf
of Thailand, Songkhla is a fishing town and also an important harbour. It is the major seaport
on the east side of the Isthmus of Kra.
As this is another platform to promote the sport of Pencak Silat to the world, the association
is making a commendable moves and I believe the world is looking forward to the championship.
I wish to thanks Pencak Silat Association of Thailand for taking a step and being pro-active towards
the development of the sport in and hosting it in a humble island. Hopefully, Pencak Silat
Association of Thailand will set an example to all other Pencak Silat Association and federation
in the world to inspire them to organize more sporting events in order to promote the sport and
bringing Pencak Silat to another level in the world.
Lastly I would like to extend a very warm welcome to all the participants and teams.
The camaraderie and relationship, as well as collaborations you formed here will help bond the
fraternity of Pencak Silat in the world. I wish all participants the best of luck and may the best
country win!

ABOUT PENCAK SILAT ASSOCIATION of THAILAND
PSAT OBJECTIVES
1. To promote & arrange domestic Pencak Silat activity & competition both amateur & professional category
2. To control standard of Pencak Silat competition& tournament arrangement that is set by the Pencak Silat Federation and Association.
3. To develop Pencak Silat Association officer & athlete to have the potential and relevant knowledge.
4. To coordinate with Sport Authority of Thailand, relevant private and government organization both domestic and international for signing agreement or activity arrangement.
5. To urge local Pencak Silat club to be created in each province in the country.
6. To support local club about the important factors of facility that specify in PSAT regulation.
7. To promote democracy system and campaign against political corruption by not providing fund to any political party.
PSAT VISION / POLICE 1. Clarity = Administration of Pencak Silat Association of Thailand should be clear and explicit.
The association must strictly adhere to the Thai government, rules & regulations.
2. Capability = The association have to train Pencak Silat athletes to be national effective athletes.
3. Coordination = The association should have a good relationship with the other organizations both domestic and international.
4. Motivation = The association have to make athletes have the confidence and also to stimulate them to be winner in a competition.

ABOUT PRESIDENT of PENCAK SILAT ASSOCIATION of THAILAND
Mr. Panut Uthairat was born on 12 February 1956 in Nong Chik District, Pattani Province. He is the son of the Mr. and Mrs. Sansern Uthairat. He graduated with a bachelor's degree in Political Science from Thammasat University and the master's degree in Public Administration from the National Institute of Development Administration along with Honorary Doctorate Degree in Political Science from Prince of Songkla University on September 29, 2016. Mr. Panut Uthairat started his career as a bureau deputy in Ranong District the province of Narathiwat. He is also a Deputy Chief of District Administration (Permanent Secretary) and the sheriff of Songkhla. Subsequently, it was transferred to the Office of the Permanent Secretary of the Interior Head of Songkhla province. Later, he was appointed Inspector General of the Department of Administration the Deputy Governor of Yala. He was also security consultant (level 10) and was appointed governor of Pattani Province Nakhon Sri Thammarat. He was a Vice Chairman of the Board of Directors of the Marketing Organization Board. In 2009, he was appointed Deputy Permanent Secretary of the Interior. Later, in 2011, the SOP was established as an agency under the Office of the Prime MinisterMr. Panu Utatarat was also Acting Secretary-General of the Executive Board in Deep South. He was selected to be the first SBS Secretary-General and was appointed as the advisor to the Prime Minister from October 11, 2011. Later in October 2012, he was appointed Deputy Permanent Secretary of the Interior and was an inspector of the Ministry of Interior. In June 2014, after the seizure of the governing power of the National Peace Corps he was appointed to serve as secretary general of the SBI. Mr. Panut Uthairat is currently a Special Representative of the Government of Thailand in Resolving Problems in Southern Border Provinces and also the Director of Islamic Bank of Thai-land. He was former Secretary-General of the Southern Border Provinces Administrative Center (SSO) and former prime minister's advisor. He also a former Deputy Permanent Secretary of the Interior and former Security Advisor (Policy and Plan Officer, 10th Chancellery), Office of the Permanent Secretary Ministry of Interior and the first secretary of the SAB in 2014 was appoint-ed a member of the National Legislative Assembly.

7. COMPETITION CATEGORY & ELIGIBILITY of AGE 14 – 17 YEARS OLD.
Athletes must not be less than 14 years old and not more than 17 years old (born between 2001 to 2004).
The Junior World Pencak Silat Championship 2018 has two competition categories: 1. Match 13 Weight Classes Male and 11 Weight Classes Female 2. Artistic 3 Categories, which is : Single, Double and Team for Male and Female

All Tanding / Tunggal / Ganda / Regu categories can be participated by a persilat (contestant) as long as he/she meets the requirement.
8. REGISTRATION FEES
Participants must hold passport of their origin.
8.1 Accommodation, Meals & Internal Transportation fees : Athletes & Officials USD $40 Per person per day (Transportation, Accommodation & Meals)
8.2 Changes of participants name can be done during the registration.
8.3 “Entry by Number” to be submitted by participant country on 5th February 2018

RULES & REGULATIONS
Junior World Pencak Silat Championship 2018
The competition rules & regulations are complied with accordance set by the International
Pencak Silat federation (PERSILAT) version 3th – 30th August 2013. Should there be any unsettled
decision or problem arise which is not set in the PERSILAT rules & regulations competition
therefore the organizing committee have the right to finalized the decision. (Rules and Regulations
Version 2013 is attached as Annex B).
1. Registration &Weighing Registration, Technical Meeting & Balloting will be on Saturday, 24th April 2018 at 09.00
hours onwards in Thailand.
1. There will be “No” weighing-in during the registration. However, all participants must
have their medical check-up and weighing from their own country and hold the original
of medical certificate to be shown on registration day. Weighing will be processed
15 minutes before competition.
2. Changes of names and categories can be made during registration.
3. Participants have to re-weigh 15 minutes before the competition with standard Pencak
Silat attire without body protection and groin guard or other accessories if they failed to
meet the required weight they will be disqualified.
4. ID pass must be worn during registration and weighing.
Others relating to match rules :
Exceptions about PROTEST that occurred during the match. At Rules and Regulations
Article 8 : Arena and Competition Equipment; Sub article 2. The Arena Equipment; 2.14
Audio-visual recording instruments and the operator (this instrument is not a legitimate evi-
dence for decision of the winner of a competition)
EXCEPTION : At JUNIOR WORLD PENCAK SILAT CHAMPIONSHIP 2018 in SONGKHLA, THAILAND
this time using Video Reply.
This Video Reply can be used by Coach in protest during the match to the Chief Competition
(Chairman / Ketua Pertandingan). Where is the protest can be made 1 time in 1 round and
should only be done by the Coach (Companion of the Fighter)

2. Artistic Weapons Contingents must forward the weapons form to the organizer (type, size & numbers of
weapons bringing into Thailand - as attached Form ‘C’) by 5th April 2018 on the stated
address in the form. For easy customer clearance upon arrival in Thailand.
All contingent must fill up the weapons form and forward to the organizer via email. The
organizer will make official letter to Airport Authority, Custom and Immigration.
Single Category 2.1. Long knife (Golok or Parang) measuring 30-40cm and width of between 2.5 cm to 4 cm.
2.2. Toya / Long Stick / Tembung made of rattan with the length of between 150 -180 cm
long and diameter of 2.5 – 3.5cm.
2.3. Long knife (Golok or Parang) is made of metal and blunt
Double Category 2.4. Besides the mentioned weapons of the same specification as in Single Category,
participants are allowed to use one (optional) more Nusantara weapons such as the keris,
pisau, celurit or a pair of trisula as stated in the book of International Pencak Silat
Competition Regulation. Weapons are to be inspected by the competition committee
before the competition starts.
2.5. The Team manager of participating countries must submit the Synopsis for Double
(Ganda) during the registration.
Team Category
2.6. REGU (Team) category is the category of Pencak Silat competition which is performed
by 3 (three) Persilat from the same team portraying their skills in a compulsory
movement correctly, accurately, firmly, complete with expression, synchronize and
compact with empty hands according to rules and regulations apply for Regu category.
3. Protest A request for the ‘Protest Form’ must be made within 10 minutes after result of the competi-
tion has been announced; and within the following 20 minutes, the completed form must be
returned to the Competition Secretary including the protest fee of USD$200 in cash.
Protest fee will be refunded to the Team Manager if the protest appeal is accepted and
approved by the Appeal Committee. However, should the protest appeal is unsuccessful, the
protest fee will beforfeited

4. Referees & Jurors 4.1. The competitions will be conducted by PERSILAT referee & Juror holding the Interna-
tional Certificate or Individual Country Referee Certificate nominated by the respective
Silat Federation of each country.
4.2. Pencak Silat Association of Thailand (PSAT) will be responsible for the accommoda-
tion, meals & transportation in Thailand.
5. Arrival of Contingents 5.1. All participants MUST arrive in Thailand by Friday, 23rd
April 2018.
5.2. Contingents have to inform the organizer, detail so their arrivalla test by 5thApril 2018
and forward the arrival & departure forms (as attached Form ‘D’) through posting,
fax or email.
5.3. Liaison Officer (LO) will be attached to every contingent throughout the competition.
5.4. Participants who which to come earlier before 23rd April 2018 will have to pay
on different hotel rate and own expenses and transportation. The organizer will assist in
the reservation of hotel and transportation.
6. Departure of Contingents 6.1. All contingents have to check out from hotels on 29th
April 2018 by 12:00hours.
6.2. Transport will be provided from the hotel to Hat Yai Int’l Airport.
6.3. If any contingents wish to prolong their stay in Thailand and staying in the same
hotels, please inform the organizing committee in advance so that the committee can
make necessary arrangements. The contingents have to pay according to the rate of
intended hotels.
7. Transportation
The committee will provide transport for the following needs.
7.1. From the contingent arrival location to the hotel either at the time of arrival or time of
departure and also to competition venue.
7.2. For emergency such as taking someone to hospital, etc.
7.3. The committee will not serve any request for personal needs.
7.4. Thecommitteewillprovideinformationaboutpublictransportationforthosewho need it.
8. Accommodation
Accommodation will be prepared accordingly by the hosting country.

9. Meals 9.1. All meals are ‘HALAL’.
9.2. All meals will be served in buffet or packet food & to be consumed in the hotel and
competition venue. The stipulated meals time are as follows:
Breakfast : 07:00 – 09:30 hours (Hotel)
Lunch : 12:00 – 13:00 hours (Competition Venue)
Dinner : 18:30 – 20:00 hours (Hotel)
9.3 Room service meals and any meals or drinks consume not in the stipulated meals hours
will be on personal account
10. Supporters Please note that all supporters are not eligible for the USD$40 per day participant fee.
They will have to pay a different amount.
11. Medical Services 11.1. Medical Team will be on duty throughout three events.
11.2. If participants need a further treatment in a hospital due to injury suffered during the
competition, the organizer will not bear the cost.
11.3. Participants who need the medical service must produce their ID card to the medical
officials.
11.4. Participants is to show the medical form ‘FormB’ before starting of each game.

12.4. The discipline of ceremonies & competition are as follows:
12.4.1. Participants must come to every ceremony & event on time according to the
schedule set by the organizer.
12.4.2. Participants must perform good personal appearance with good attitude and
spirit of sportsmanship.
12.4.3. Participants should follow any ceremony orderly during it is taking place,
should not utter any noise which might disturb the so lemnity of the
ceremony.
12.4.4. Disciplinary action will be taken towards athletes with bad and attitude
problems.
12.4.5. No abusive and vulgarities language / words at all time
12.4.6. No indecent hand gestures and signs at all time (e.g middle finger, etc)

There will be 3 Trophies to be won for the competition as stated below. The tro-

als, should there be a tie in the Gold medal or Silver Medal.

14. General Matters 14.1. All participants for the Junior World Pencak Silat Championship 2018 will be given
an ID card.
14.2. The ID cards must be worn throughout the Championship.
15. Narcotics It is strictly prohibited to bring, consume or to distribute all kinds of drugs or its equivalents
in Thailand. Any participants caught or arrested by the local Police authority, violating the
laws will be dealt in accordance with the Court of Laws in Thailand. The committee will not
be able to help anyone who is involved in breaking the laws against narcotics enacted by
Thailand.
16. Doping The Organizing Committee will be conducting Doping to winners on the finals of Artistic and
Match categories by Doping Officers from Anti-Doping Thailand.
