Design and Construction Services for Hartsfield-Jackson Atlanta International Airport 5th Runway, Georgia. Atkins developed cost estimates at various stages of the design and provided budget management and cost control services for Phase II of the new $110-million runway.

• Dedicated cost estimating staff familiar with regional cost trends. This group provided owners with accurate construction cost information during the period of cost increases (from 2003 to 2007) and the subsequent cost decline and stabilization.

Cost estimatingAtkins’ cost consultants develop cost estimates from planning through construction for a wide range of projects and agencies. As we prepare design development estimates and perform constructability reviews, we evaluate potential errors, omissions, and document coordination problems that may impact the schedule and budget after contract award and bring these issues to the attention of the designers and owners. Our estimating professionals evaluate the cost impacts of design alternatives based on their relative economy and life cycle. Typical cost estimating services include:

SchedulingAtkins provides scheduling services during design and construction phases. Our scheduling professionals have a thorough understanding of scheduling software such as Oracle’s® Primavera Enterprise Project Portfolio Management (including P6, P3e/c, SureTrak) and Microsoft® Project. We diligently adhere to established procedures for the development of reliable construction time determination schedules and for the performance of comprehensive reviews of construction schedules. Claims servicesClaims management is a key element of any successful construction project or program. A good claims management strategy works on many different levels. In the preconstruction phase, Atkins can assist with risk analyses, constructability reviews, project and program scheduling, cost estimates, and contract provisions. In the bid phase, we perform bid analyses and unbalanced bid reviews. In the construction phase, we provide schedule reviews, dispute resolution support, and claims analyses, and make claims mitigation recommendations. Our dispute resolution experience includes all types of project delivery methods such as design-bid-build, design-build, and construction manager-at-risk.

Construction claims analysis

Atkins’ goal is to provide clients with thorough and objective claims analyses. Claims analysis requires a unique skill set that includes engineering, project management, contract law, critical path method scheduling, accounting, specific claims analysis procedures, and negotiating and mediation techniques. A team approach is often necessary, and Atkins has the resources to provide clients with accurate analyses. Our claims analysts have experience in entitlement, delay, inefficiency, escalation, contract conflicts, and cost and damage analyses.
