platform for DSD in supporting the development of a comprehensive technical and vocational education and training (TVET) masterplan which will be streamlined by the Ministry of Human Resources with other ministries involved in TVET including the Ministry of Higher Education. I hope that this collection of think-pieces to be obtained at the end of this Conference, to trigger further dialogue and reflection on how to prepare for the future of TVET, shape and influence better policies and build up resilience towards the 4th Industrial Revolution.

I would like to thank our team at the National Occupational Skills Standard (NOSS) Division and members of the Faculty of Education UKM for bringing together senior decision-makers, industry leaders, academics and leaders from various facets of civil society to exchange ideas and form new partnerships through this conference. It gives me great pleasure to extend our warm welcome to all distinguished speakers, guests and participants to the National Conference on the 4th Industrial Revolution Skills Development: Road Map to the Future (NC4IR-TVET).

We are now in the early stage of the Industrial Revolution 4.0 - a transitional period to artificial intelligence where the real and the virtual world are connected together, giving rise to what is known as cyber-physical production systems. Hence, in the context of human capital development, a new challenge has arised and that it need to be addressed. The existing and future workforce is expected to possess new knowledge and skills in line with the requirements of the revolution. Therefore, this Conference, jointly organized by Department of Skills Development (DSD), Ministry of Human Resources and Faculty of Education, Universiti Kebangsaan Malaysia (UKM) represents an important milestone and significant effort in formulating a roadmap that focusses specifically on skills development parameters in preparing the national workforce for Industry 4.0.

Drawing on the insights of the TVET Malaysia agenda which was launched by the Prime Minister on the 27th September 2017, I firmly believe that today’s Conference is an excellent

resilience among stakeholders across the nation as we are on the verge of a monumental technological revolution. I am pleased to note that our efforts to materialize these changes in the conference are in line with the crucial workforce skills that are highlighted by the World Economic Forum for employees to survive and thrive in the era of 4IR.

The faculty is honored to be able to represent UKM by bringing together academicians and industry experts in harnessing content knowledge to create practical output in the form of a skill development curriculum; producing an output as such that will chart the course of future plans for the nation falls perfectly in place and in line with the conference’s aim.

I would also like to thank distinguished TVET scholars and experts from academia and industry, keynote speakers, moderators, forum panelists, and participants in the round-table discussions for their insights that will shape the output of the conference.

Smart collaboration between academia and the industry is pertinent to the conference’s objectives in identifying the TVET industry trends and job demands that will change in consequence of the Fourth Industrial Revolution (4IR). Malaysians have access to relevant and quality skills training. Setting the future for TVET, my division will spearhead the development of industrial revolution 4.0 competency frameworks which will be the foundation for developing future form of skills standards, curriculum and delivery.

We also have developed standards and curriculum started from 2014 which are industry 4.0 compliant. Such standards and curriculum are designed for the ICT System Security Technologist, Data Analyst, Robotic Technologist and Product Design Technologist. I look forward to welcoming you to our department for further consultation to utilize the standards and curriculum.

Overall, I am confident through the conference, it will be a very rewarding experience for all of us to share our future aspirations for the TVET workforce. I wish you fruitful deliberations in the various sessions and look forward to your active participation and feedback.

It is my great pleasure, as the director of NOSS to host this national conference and welcome you all to Putrajaya. I would especially like to thank the members of the joint committee from Department of Skills Development and Universiti Kebangsaan Malaysia for organising this milestone event.

Nevertheless, recent developments in science and technology have paved the way for the 4th industrial revolution which continually blurs the boundaries between cyber and physical systems. We thus attempt to address these challenges by bringing together experts from the industries and academician in Technical and Vocational Education and Training (TVET) to pave the path toward future endeavors in developing skill standards and curriculum. Input that will lead to the development of the curriculum comes from many contributors with a library of knowledge, i.e. the keynote speakers, forum panelists, and participants in round-table discussions on eight interrelated themes.

1. Identifying industry trends as well as the demand and job offers that may arise in line with the revolution to be utilized for the development of standards and future skills curriculum

“The 4th Industrial Revolution Skills Development: Road Map To The Future”

SYNOPSIS

Together, machine learning, natural-language recognition, biometrics, and decision management are converging toward Fourth Industrial Revolution. To this point, technology has consistently generated more jobs than it destroys. According to McKinsey & Company (is a worldwide management consulting firm which conducts qualitative and quantitative analysis in order to evaluate management decisions across the public and private sectors) half of all existing work activities could be automated by currently existing technologies, saving some $16 trillion in wages. Industries attracting the most investment include automated customer service, quality management and recommendation, medical diagnosis and treatment, and fraud anaysis and investigation. What is often less appreciated,

however, is the role education will play in this Fourth Industrial Revolution. Solution types range from entirely new business models that could disrupt traditional education, to optimising existing skills development efficiency and performance. The world of work for preparing students is changing quickly. Automation will make many jobs obsolete before long as many of the pathways through working life are changing dramatically. It already involves the 21st century curriculum, new academia learning innovation, gamification, industrial lot lab, learning analytics, cyber-physical systems. From this matter, how skill education institutions would be affected by the revolution and how the delivery of education will be transformed.

Without urgent and targeted action today to manage the near-term transition and build a workforce with futureproof skills, governments will have to cope with ever-growing unemployment and inequality, and businesses with a shrinking consumer base,” says Klaus Schwab, founder and executive chairman of the World Economic Forum. Experts indicate that part of the reason is that our skills aren’t keeping up with technological advances. Three key interconnected features affect how talent is developed and deployed in the world today and in the future, across the life cycle of an individual and, in the aggregate, entire populations. First, technology and globalization are significantly shifting

business models in all sectors, increasing the pace of change in job destruction and job creation. Second, education and training systems, having remained largely static and under-invested in for decades, are largely inadequate for these new needs. Third, outdated but prevailing cultural norms and institutional inertia create roadblocks particularly when it comes to gender. The skill sets required in both old and new occupations will change in most industries and transform how and where people work. It is crucial to understand globally, as well as between developed and emerging markets, the employment, skills and education concerns of individuals.

SYNOPSIS

Innovations in education for better skills and higher employability is essential for skills development in fourth industrial revolution. The role of Standard & Curriculum in education is to develop critical skills for innovations in the economy, which requires innovations within the educational sector itself. The role of education is to deliver skilled and innovative students to the workforce, and when the demand for different types of skills changes, the educational sector should respond correspondingly. Multi-disciplinary education are vital to fuse together technology and social sciences. This would include integrating sustainability and ethics

into the curriculum of digital, technological, STEM-related undergraduate and graduate courses. There is need of a new standard and curriculum development towards the Fourth Industrial Revolution. A standard and curriculum framework will be used as an instrument for the development and classification of qualifications according to a set of criteria for levels of learning to be achieved. All qualifications frameworks establish a basis for improving the quality, accessibility, linkages and public or labour market recognition of qualifications within a country and internationally.

SYNOPSIS

The development of an effective TVET system is at the heart of education reform efforts. These systems can be very complex and have many different faces and often the prime responsibility of Ministries of Education or Ministries of Human Resources. For governments and policy makers, it is vital that the enabling mechanisms are put in place for the Fourth Industrial Revolution to be a sustainable revolution. The innovations and economic value unlocked by the the Fourth Industrial Revolution must maximise positive social and environmental impacts, and avoid exacerbating today’s most pressing challenges. The governance challenge is even greater than in previous industrial revolutions due to the complexity, pace, and global and sectoral breadth of change. Zero-cost digital distribution today enables products and

services to penetrate the mainstream and ‘go global’ in a matter of months, with policy and regulation often struggling to keep up. For the Fourth Industrial Revolution to be the first sustainable industrial revolution, governments and regulators will need to adapt quickly with the rapidly evolving landscape and provide the enabling environment, safeguards, investment and oversight to guide the future that is being built. Support and partnerships will be needed to unlock and scale innovation on emerging – and potentially game-changing-technologies and solutions for people and the world. Foresight, public policies and technological governance will be needed to avoid or minimise unintended consequences for skills development.

SYNOPSIS

The vision stresses the right to education, the principles of equity, inclusiveness, and quality and the importance of lifelong learning. TVET is concerned with the acquisition of knowledge and skills for the world of work, and is expected to help youth and adults to develop skills they need for employment, decent work and entrepreneurship, promoting equitable, inclusive and sustainable economic growth, and supporting transitions to green economies and environmental sustainability. Thus, the entire education system design to facilitate lifelong and wide of learning and the

creation of formal, non-formal and informal learning opportunities for people of all ages. There are broad patterns associated with personal and professional learning related to socio-economic class, people’s access to technology, the kinds of jobs they have, their learning outlooks, and their racial and ethnic backgrounds. As a rule, those adults with more education, household incomes and internet-connecting technologies are more likely to be participants in today’s educational ecosystem and to use information technology to navigate the world.

SYNOPSIS

While one of the main goals of education is to prepare students for their participation in the labour market, many education institutions lack of linkages to the world of work. But the 4th Industrial Revolution also poses some threats of industrialization. The main threats are job-losses, the redundancy of the model of industrialization through attracting Foreign Direct Investment (FDI) based on low-cost labour in assembly-type manufacturing, and the re-shoring of manufacturing to advanced economies. As far as entrepreneurship is concerned, policy makers should recognize that the 4th Industrial Revolution compatible policy requires promotion of entrepreneurial experiment within an appropriate

entrepreneurial ecosystems, characterized by live-and-let-die policies that will not support or keep inefficient firms alive, that will minimize rent-seeking and avoid government capture by entrepreneurs, that will provide entrepreneur with smart government support and that invests in entrepreneurial skills. Besides that, entrepreneurial learning promotes entrepreneurship and is about providing people with an entrepreneurial mindset. In this regard, the conference would like to explore ways to promotes the development of entrepreneurial skills through its various activities inline with the 4th Industrial Revolution

SYNOPSIS

Technology is evolving and developing at a rapid pace, changing the way that individuals and businesses do business with each other. Whether to save costs, improve efficiency, or meet industry regulations, it’s important that businesses cooperate, collaborate and share the benefits of digital manufacturing technologies, in order to remain competitive. Through industry partnerships, companies and institutions will work together in the field of smart manufacturing and digital production process networks and developing standardized cooperation, security and intellectual property. The main objective of this partnership is to support the development of the National Skills Qualification Framework in three key economic sectors to gather the

information about the needs of industry for skilled labor force. Promoting participation of the private sector in improving the status of skill development is essential. The program of partnership can be conceptualized with an objective of supporting skills market to enable employment through private sector engagement and participation. Industry cooperation in developing the skills is clear that the involvement of the industry is much more urgent in addressing the arrival of the 4th Industrial Revolution. Industry cooperation is strongly expected that the industry in Malaysia can accept changes in line with the 4th Industrial Revolution in order for the country to become a high-income developed country can be realized.

Sustainable Development and the 4th Industrial Revolution challenges raise serious concerns for the current and future generations. Starting with considering a holistic approach to supporting a green economy, green skills are needed in this progressive approach. Critical thinking, assessing and developing ideas that inform and change actions should be applied in green skills in order to generate new solutions. Creating a sustainable lifestyle means rethinking our ways of living and how we organize our everyday lives. It is about transforming our societies towards more equity and living in balance with our natural environment. We should explore, and

Mismatches between the current and future skills, demands of employers and the supply of skills should be identified in the 4th Industrial Revolution that may be affected by the sustainable development.

R U S H D I A B D U L R A H I MSenior Vice President,Malaysian Industry-Government Group for High Technology

Rushdi Abdul Rahim is a Senior Vice President in Malaysian Industry Government Group for High Technology or better known by the acronym MIGHT, a technology think thank under the Prime Minister Department. He is also the Director of myForesight®, Malaysian Foresight Institute. He oversees and manages various foresight & future related activities that is conducted by both MIGHT and myForesight®.

Undertaking foresight projects and horizon & trend scanning activities, during the past few years he led the completion of a number of major foresight and futures initiatives including Youth Defined-Shape the Future; the engagement of youth in foresight, Future Rail 2030; a foresight project for the development rail industry in Malaysia as well as Future of Malaysian Public Service – Beyond 2020; a collaborative project with United Nations Development Programme (UNDP) and the

Public Service Department (JPA). He was also the Co-Chair for the working committee on Prioritization of Technologies for R&D under the National Science and Research Council (NSRC).

His area of specialization is foresight and future studies, strategic planning and project management consultancy. His experience and involvement has been sought in various projects, forums and workshops advocating the use of foresight & futures thinking both local and internationally.
