As for the talk entitled “Predicting insurgent group structure and behavior,” it was presented before Professor Ruths’ employment at McGill University began. McGill University would not be the relevant public body for this request under the Act.

In addition, payment of expenses for the abovementioned talks were not processed by or through McGill University, and therefore McGill University does not possess documents related to these expenses.

With respect to some of the documents included in your request, we consulted with third parties pursuant to sections 25 and 49 of the Act (appended). In addition, individuals were consulted pursuant to sections 53 and 59 of the Act. Based on the response of the third parties and individuals who were consulted, we redacted portions of these documents. As required by section 49, notice of this decision has been provided to the third parties in question. As provided for under section 49, this decision is “executory on the expiry of 15 days” from the date of this letter.

Upon receipt, on or after the date on which this decision will become “executory”, of a cheque or money order to cover the production costs calculated at 135 copies at .37 per copy for a total of $49.95, the documents in question will be released. Please make the cheque payable to McGill University. You may also, alternatively, make an appointment to consult these documents free of charge on the premises of the University.

Reason for vniting is that I wonder if you w ould be ab le to speak as part of an opening plenary session to be included

as part of a Canada-Israe l summit November 17th, from 10:30am to noon at Public Safety headquarters.

The subject would' be' The Opportunities and Challenges of Social Media in the Public Safety Context", and we're

looking fora 15 minute presentation from 2-3 panelists, followed l.Jy a 30 min Q&A. We can talk content later.

Context is t hat t he panel would help open the latest session of the Canada-Israel Decla ration of Intent (Doi), w hich

provides a struc.tured framework and priori izes broad areas for cooperation between Canada and Israel, is organized

into the fol low ing six Working Groups:

• Correctional Serv ices and Prisons (led by the Correctional Service of Ctmada (CSC)); • Law En;orc.1:: ment and Policing (led by t he Royal Canad ian Mounted Police (RCMP)); • Border Management and Security (led by the Canada Border Services /\gcncy (CBSA)) ; • Emergency Management (led by PS); • Crime Prevent ion (led by PS); and, • Critical Infrastructu re Protection (led by PS).

The Working Groups, 1.vhich arc co-chaired by one Canadian and one Israeli senior official, advance work in each of these areas. Under the Doi, Working Group Co-Chairs meet annually to discuss public safety issues of mutual interest and concern in t heir ureas of expertise, review past work, identify areas for further cooperat ion, facilitate the exchange of best practices and lessons learned and develop joint project s as well as a wot k plan for the coming year.

The Meeting gencraliy consists of opening a.nd closing plenary sessions and site visits related to the Working Groups'.

Possible TSAS connection

As discussed with all of you, there could be some interesting links between the work of the Canadian Network for

Research on Terrorism, Security and Society (TSAS) in context of its SSH RC Partnership Grant application, and

Derek's work - both under Kanishka and more generally.

And as mentioned, there is some mutual interest in exploring the idea of Derek possibly getting involved as a key

point of contact for TSAS with McGill.

While there are some in TSAS who do social network analysis, they tend to use different data sources than Derek,

and draw much less on social media . See: http://www.derekruths.com/

In addition to a different methodological toolkit, Derek also looks more at narratives in terms of how they resonate

and move among different populations.

For his part, Lorne's background in sociology of religion and his work with TSAS are also heavily to do with narrative.

As such, it may be useful for you two to chat with respect to substantive complementary between Derek's interests and

those of the network.

University Representatives In an effort to engage a wide variety of scholars at universities throughout Canada we have established the position of

'University Representatives'. These individuals are intended to play an intermediary role, connecting the Executive

Committee of TSAS with our larger network of affiliated scholars (and, where relevant, to enlarge the network). More

concretely, University Representatives are asked to ensure that members of their university-those in fac~lty positions as

well as graduate students and postdoctoral fellows-are aware of TSAS and its activities. They will be responsible to

publicize TSAS eventsin their university and to encourage scholars to affiliate with TSAS and participate in our calls for

research proposals and studentships. We also anticipate drawing from the group of University Representatives in the

future to fill vacancies that will arise in our Executive Committee. The University Representatives, in that sense, are

The preferable one wou ld be for the University· Representative to arrange for his/her home institution to provide a letter of support with TSAS and, doing so, be.come a partner organization ofTSAS. Notably the travel is to be in Vancouver for an exec b~ard meeting of TSAS (www.tsas.ca), as they recently made it through the uber-competitive letter -of -intent stage for a full SSH RC partnership grant (up to $2.SM over 7 years). This will be t heir second meeting as part of developing their fu ll proposal, and since so few are accepted for round two, they stand a good chance - plus they scored very well during t he first round.

At their last meeting one goal came up of them wanting to bring in a few more universities/affi liates, and one of the main people I t hought about was you. Ith ink there are some neat comp lements, but of course the issue is whether you and they see common ground.

Abstract

Recent extreme events show that Twitter, a micro-blogging service, is emerging as the dominant social reporting tool to spread infonnation on social crises. It is elevating the online public community to the status of first responders who can collectively cope with social crises. However, at the same time, many warnings have been raised about the reliability of community intelligence obtained through social reporting by the amateur online community. Using rumor theory, this paper studies citizen-driven infonnation processing through Twitter services using data from three social crises: the Mumbai terrorist attacks in 2008, the Toyota recall in 2010, and the Seattle cafe shooting incident in 2012. We approach social crises as communal efforts for community intelligence gathering and collective information processing to cope with and adapt to uncertain external situations. We explore two issues: (1) collective social reporting as an infonnation processing mechanism to address crisis problems and gather community intelligence, and (2) the degeneration of social reporting into collective rumor mills. Our analysis reveals that information with no clear source provided was the most important, personal involvement next in importance, and anxiety the least yet still important rumor causing factor on Twitter under social crisis situations.

Contro ll ing rumours on social media is crucial during a disaster or terrorist attack

Authorities around the world should set up· emergency communication teams to manage the amount of misinformation circulating on social media during disasters, terrorist attacks and other social

crises.

A study on the use of social media in three major incidents, including the 2008 Mumbai terrorist attack, by Dr Onook Oh, of Warwick Business School, Manish Agrawal, of the University of South Florida, and Raghav Rao, of the State University of New York at Buffalo, revealed that Twitter is emerging as the dominant soc.ial reporting tool to report eye-witness accounts and share information on disasters, terrorist attacks and social crises as a collective effort to make sense of what is happening.

But when it is the online cornmunity who are creating and exchanging the news rather than official news channels, this can not only exaggerate the unfolding situation, but also unintentionally turn it into misinformation, diverting attention from the real problems.

Dr Oh, Assistant Professor of Information Systems, believes authorities or organisations involved in a disaster or terrorist attack need to set up an emergency communication centre to provide speedy, relevant information on the unfolding crisis and to confirm or dispel misinformation circulating on social media.

The study, which is the first application of rumour theory to social media and community i telligence, analyses three large Twitter data sets: the 2008 Mumbai terrorist attacks, where a g1 oup of gunmen killed 165. and injured 304 people, the May 2012 shooting of five· people by a gunman" in Seattle and the recall of four million cars by Toyota in 2009 and 2010 because of a faulty accelerator pedal.

Within minutes of the initial terrorist attack in Mumbai, a local resident posted a stream of pictures on photo sharing website Flickr. Almost concurrently, a group of people voluntarily formed a Twitter page with a link to the Flickr site and spread eyewitness accounts of the terrorist attacks with texts, photos, and links to other sources.

While the flurry of social media activity had many positive outcomes, enabling people to contact family members, encouraging blood do.nations and providing eyewitness accounts, it also caused many rumours to circulate.

In total 20,920 tweets were analysed on the Mumbai attacks in the study, 'Community Intelligence and Social Media Services: A Rumor Theoretic Analysis o(Tweets During Social Crisis' published in MIS Quaiterly, from the moment the terror attack occurred on November 26 until November 30.

Dr Oh said: "Natural disasters and crises· such as terrorist attacks provide the optimum conditions for rumours to spread which can exacerbate the situ·ation for emergency" response operations and cause panic amongst the public. For example, during the Mumbai terrorist attacks, the police control room was flooded with incorrect reports of explosions at leading hotels.

"Misinformation on the internet was also influencing what was being reported on official news channels. In fact, the BBC was forced to admit they had made a mistake after using Twitter coverage of the Mumbai terror attacks as a source of their official news."

Dr Oh believes the main motivation for people turning to Twitter in a crisis is to find out what is happening in their immediate area or to acquaintances, so in order to control the flow of misinformation, emergency communication centres need to be set up quickly to respond to ·misinformation through social media channels.

"People use mainstream media to try to make sense of the situation but it usually provides general information or repeatedly broadcasts a few sensational scenes over and over again," said Dr Oti, who cites the US Federal Emergency Management Agency's Rumour C_ontrol Centre website during Hurricane Sandy in 2012 as an example of one way of using emergency communication centres. "Whereas what people involved in the crisis really want is very localised information in real time to aid their decision-making. Hence they rapidly realise that mainstream media do not provide them with local information that they desperately need to overcome the extreme $ituation, hence, they turn to social media such as Facebaok and Twitter.

"Emergency response teams need to put in place prompt emergency communication systems to refute the misinformation and provide citizens with timely, localised, and correct information through multiple communication channels such as website links, social network websites, RSS, email, text message, radio, TV or retweets.

'In cases of community disasters, emergency responders need to make extra effort to distribute reliable information and, at the same time, control collective anxiety in the community to suppress the spreading of unintended rumour information. This includes the setting up of an 'emergency communication centre' in the local community who would monitor social media very closely and respond rapidly to unver_ified and incorrect rurnour information.

"Given that the motivation of r 1mouring is fundamentally to make sense of uncertain situations such that people can deal with a possible threat, the provision of timely and certain information may lead to successful crisis management in partnership with voluntary online citizens.

Talking about security and resilience in a multicultural society

This session examines research, policy, and programming tied to how narrative can shape perception and behaviour.

Dominant narratives about adversity and safety, justice and injustice, trust and distrust, conflict and reconciliation, have impact on perceptions and possibilities for act ion. How people attribute blame for disasters affects how they participate in recovery. Expectations of the criminal justice system are shaped by popular television. The transmission of images, words, and video, in the right circumstances, can rapidly inflame passions, mobilize giving and volunteering,

or stigmatize a group or individual. And people carry narratives with them to make sense of their direct experiences of

such events.and of their interactions wi~h each other and the state.

Speakers in this plenary session will consider the negative, as with examples of speech that dehumanizes and calls for retribution. They will also consider the positive, as with narratives of deep integration which emphasize

common bonds across lines of division. The aim is to support discussion about how state and society can address

th e risks inherentin the force of narrative, and better draw on the opportunities to support more 'resilient' social interactions and relationships in countries like Canada.

Thank you for your comments which were very helpful just as we expected. We thought again about the scope of the project and decided to focus on the observational eff01t, and to leave interventions for what we hope will be the next set of experiments. That's a better fit for this first effort, and it means there won't be any ethics questions for now.

Also, you raised a good point about the chances of affecting dangerous extremists. Anti-hatred effo1ts are preventive and are unlikely to sway those who are already hardcore extremists, it's uue. Our notion is instead to

1) prevent people, especially youth, from becoming extremists in the first place 2) diminish community suppo1t, which helps extremists function 3) increase resilience against hatred and extremism, by showing community members (and others) that their effo~ts can actually succeed at diminish the expression of hatred and we hope, of course, felt hatred.

I hope we made this clear enough in our proposal; I'm feeling more eloquent post-weekend.

In any case, all the best for a not-too-nutty sprint to the end of the year, Susan. ·

A couple things come to mind, both of which you very likely would have covered in the det ailed text already.

One is to note any plans about - or informat ion about the necessity of, or lack of necessity of- ethics reviewre human subject research. Reviewers have often had questions and concerns about this kind of thing, even where open source is involved, and I expect would want to be reassured about the appropriateness.

Another wou ld be to talk somewhere about the link you see from hateful and extremist speech to acts of violent

extremism including acts of terrorism, and how the approach promises to move the state of knowledge closer to

countering the latter. Given that Susan is so good on the distinction between "merely" objectionable versus

dangerous, again, I expect this is covered in the longer text. And it's not that you have to convince anyone that you'll be studying speech that is directly involved in such acts. But anything you can do to help show the relevance of studying what you propose below re getting closer to the dangerous the better. Best might be to say a few things about the kind of content you expect to cover. I'd just worry that some revi ev1s might think that those for whom counter-speech is effective aren't likely to be dangerous, or those who are at really at risk would be beyond caunter­speech.

Differently put, good to be clear on the kind of audience you have in mind (at least eventually - i.e. could be a

few steps down the road as this kindof research progresses), ulld in that context why t his approach is promising

for determining possihilities fo r im pact.

Again, suspect this is covered, but just in case useful...

This project will study counterspeech and its capacity to diminish hateful and extremist speech, in two ways. The first effort will be observational: we will study existing hateful speech and reactions to it, on Twitter, to find cases in which hateful speakers changed their tone (or even apologized) in response to speech from other users. The second effort will be a set of interventions, in which we will Tweet various specific forms of counterspeech to randomized groups of hateful speakers, in order to test which forms of counterspeech are most successful, and whether certain methods are more successful in certain circumstances.

Objectives: 1. to advance a framework for testing counterspeech (anti-hatred) efforts online, in platforms including (but limited to) Twitter 2. to produce evidence that spec ific types of 'counterspeech' diminish the expression of hatred i.e. convinces hate speakers to change their tone or even recant, in certain circumstances. 3. Design an automated method to detect theexpression of hatred in real time, online.

4. Prepare curated datasets conta ining online expressions of hate and all user-generated responses to

the expressions, including counterspeech.

A system for measuring population response to a crisis in online social networks (McGill University; Dr. Derek Ruths, Lead Investigator)

Researchers will analyze real-time socia l responses to sudden or rapidly evolving social conditions in crisis or emergency situations, using data streams from the Twitter online socia l platform. Information gathered and measurements produced by the system being developed will provide insights into Canadians' responses to both acts of terrorism and other emergencies, in part through comparison with responses to other crises.

The research is about understanding population - level patterns in crisis and emergency situations, rather than particular Individuals, such as w hich topics are being discussed, how different populations feel about such topics, their demographics (gender, age, educati onal lev el), and their geographic distribution. In addition, this project aims to support improving the ways in which government organizations engage with communities in mitigating, preparing, responding and recovering from crises. The Department will contribute up to $85,100 to this project over two years.

Title: ·social media for crisis management: engage1nent is more than reading and making posts

Abstract: In this talk, I'll highlight how social media can be a powerful tool during crises for monitoring population response, reaching effected members of the population, and managing views and responses in the immediate aftermath of disruptive events (both human and natural). However, to do this requires a lot more preparation and agility than many governments currently have. With this in mind, I'll discuss how engagement with a population through social media platforms requires (1) significant preparation, (2) investments in sophisticated monitoring solutions that combine trained personnel with software systems, and (3) a well-designed and adaptive approach to creating social media posts in response to unfolding events. I'm going to use examples from past disasters and successful and unsuccessful government responses to highlight challenges and pitfalls in approaching these different aspects of social media engagement.

Bio: Derek Ruths is an assistant professor of Computer Science at McGill University. He joined the faculty in 2009 after completing his PhD in Computer Science at Rice University. A major research direction in his group considers the problem of characterizing and predicting the large-scale dynamics of human behavior in online social platfonns. His ongoing work in this area includes quantitatively modeling how communities change over time, measuring and predicting group demographics from unstructured user-generated content, and computational methods for assessing discussion topics within a collection of users. His work has been published in top-tier journals and conferences including Science, ICWSM, and PLoS Computational Biology. His research is currently funded by a wide array of organizations including NSERC, SSHRC, tech

Kanishka project. Has any headway been made on so lidifying the recipient list? I've received a number of enthusiastic responses to announcing an opening for a graduate student t his fall. I'll be interviewing them this week and next. Before I commit, though, I definitely need to be sure that there wil l be funding for the student. My timeframe is still a bit flexible, so I don't mean to apply too much pressure, but it would be good to know in the next week or two.

Concerning the IRB, I'm beginning to work through the process. One th ing to keep in mind is that you should not be aimi:1g f r t he level of detail of a SSH RC application. So no need for a full academic CV or an extensive literature review. Instead you should include information that gives a good sense of what the project is about , w hat it VJould achieve and how, and why you are likely to pull it off. So instead of full CV, better to include select highlights for example. Instead of a big lit revic'.'J, you could give a short description of the state of knowledge and the key gaps you are addressing, alonp wi th why your project is better than prom inent examples of work t hat might seem similar.

You can expect the revi ewers to be a mix of subjectmattcr/policy experts, many of whom have good research

backgrounds. So a lot of t hem get research design, even if they aren't experts in your area of work. They could well go

to colleagues, however, who are.
