KATA PENGANTAR

Publikasi Produk Domestik Regional Bruto (PDRB) Provinsi-Provinsi di Indonesia

menurut Lapangan Usaha Tahun 2010-2014 merupakan lanjutan dari publikasi yang sama

tahun-tahun sebelumnya. Publikasi ini sudah menggunakan data PDRB tahun dasar 2010,

Klasifikasi Baku Lapangan Usaha Indonesia Tahun 2009 (KBLI 2009), dan penyempurnaan

ruang lingkup serta metodologi yang mengacu pada sistem neraca nasional terbaru (System of

National Accounts/SNA 2008).

Dalam publikasi ini, data PDRB disajikan dalam bentuk tabel-tabel pokok atas dasar

harga berlaku dan atas dasar harga konstan 2010. Selain itu, juga disajikan tabel-tabel turunan

berupa distribusi lapangan usaha, indeks perkembangan, dan indeks harga implisit termasuk

perbandingan PDRB antar provinsi di Indonesia.

Penghitungan PDRB di masing-masing provinsi umumnya masih menghadapi

kendala mengenai keterbatasan data dasar. Oleh karena itu, selain upaya penyempurnaan

terus dilakukan, diharapkan pula dukungan kerjasama yang baik dari produsen penyedia data

dasar.

Kepada semua pihak yang telah berperan langsung maupun tidak langsung dalam

menyusun publikasi ini diucapkan terima kasih. Saran perbaikan selalu diharapkan untuk

penyempurnaan isi dan format publikasi selanjutnya.

I. TINJAUAN SINGKAT

1.1 Pendahuluan

Perencanaan pembangunan ekonomi

memerlukan bermacam data statistik

sebagai dasar berpijak dalam menentukan

strategi kebijakan, agar sasaran

pembangunan dapat dicapai dengan tepat.

Strategi dan kebijakan yang telah diambil

pada masa-masa lalu perlu dimonitor dan

dievaluasi hasil-hasilnya. Berbagai data

statistik yang bersifat kuantitatif diperlukan

untuk memberikan gambaran tentang

keadaan pada masa yang lalu dan masa kini,

serta sasaran-sasaran yang akan dicapai

pada masa yang akan datang.

Pada hakekatnya, pembangunan

ekonomi adalah serangkaian usaha dan

kebijakan yang bertujuan untuk

meningkatkan taraf hidup masyarakat. Hal

ini dilakukan dengan memperluas lapangan

kerja, memeratakan distribusi pendapatan

masyarakat, meningkatkan hubungan

ekonomi regional dan melalui pergeseran

kegiatan ekonomi dari sektor primer ke

sektor sekunder dan tersier. Dengan

perkataan lain arah dari pembangunan

ekonomi adalah mengusahakan agar

pendapatan masyarakat naik, disertai

I. BRIEF OVERVIEW

1.1 Introduction

Economic development planning

requires various of statistical data as a

foundation in policy and strategy making, so

the targets of the development can be

accurately achieved. The strategies and

policies that have been taken in the past

need to be monitored and the results also

need to be evaluated. Various of

quantitative statistical data are needed to

provide information about the conditions in

the past and the present, and also the

targets that should be achieved in the future.

In essence, economic development is

a series of efforts and policies that aim to

improve people’s life quality. It can be

achieved by expanding employment,

equalizing income distribution, improving

regional economic relationship, and shifting

economic activities from primary to

secondary and tertiary sectors. In other

words, the direction of economic

development is to improve people’s income

accompanied by income equality.

pendapatan nasional/regional dapat dipakai

juga sebagai bahan evaluasi dari hasil

pembangunan ekonomi yang telah

dilaksanakan oleh berbagai pihak, baik

pemerintah pusat/daerah, maupun swasta.

Pembangunan di segala bidang yang

menjangkau seluruh pelosok tanah air

memerlukan data PDRB sesuai dengan

batas-batas wilayah administrasi

pemerintahan untuk perencanaan

pembangunan khususnya bidang ekonomi

sekaligus evaluasi hasilnya.

1.2 Kerangka Dasar Ekonomi Regional

Apabila diperhatikan, transaksi

ekonomi yang dilakukan oleh masyarakat

dalam kehidupan sehari-hari, secara

sederhana dapat dibedakan menjadi dua

kelompok besar yaitu: kelompok produsen

dan kelompok konsumen. Kelompok

produsen menggunakan faktor produksi

producer and consumer groups. Producer

groups use production factors from

consumer groups to produce goods and

services.

kelompok ini yang satu merupakan pemakai

barang dan jasa, dan yang lain merupakan

produsennya berkesinambungan sehingga

membentuk siklus perekonomian yang bisa

membesar dan mengecil. Untuk melihat

perputaran perekonomian yang sederhana

antara kelompok perusahaan dan kelompok

rumahtangga di dalam suatu perekonomian

yang tertutup atau di dalam suatu daerah

yang tidak melaksanakan transaksi dengan

daerah lain dapat digambarkan melalui

the consumer received are called value

added, which is then used by the consumers

to purchase goods and services from the

producers. Transactions between these two

groups occur continuously and form

economic cycle that can expand and shrink.

Figure 1 illustrates a simple economic

rotation between companies and household

groups within a closed economy or a stand-

alone region.

dengan aliran uang yang diterima oleh

rumahtangga, dan juga sama dengan

besarnya nilai uang yang dibelanjakan oleh

Di dalam kenyataan barang dan jasa

yang digunakan baik untuk konsumsi maupun

untuk pembentukan modal, tidak semua

berasal dari dalam negeri tetapi sebagian dari

luar negeri; sebaliknya barang dan jasa yang

dihasilkan di dalam negeri tidak semuanya

digunakan di dalam negeri tetapi sebagian

digunakan di luar negeri, di mana hal ini akan

dicerminkan dalam perekonomian terbuka.

Dalam hal pendapatan regional

pengertian luar negeri juga termasuk luar

daerah. Demikian juga uang, sebagai balas

jasa faktor produksi tenaga kerja,

kemungkinan juga tidak habis dikonsumsi.

Oleh karena itu, dengan perekonomian yang

terbuka, serta adanya saving dan investasi

dapat digambarkan melalui diagram alur

(circular-flow ) seperti Gambar 1, namun tentu

lebih rumit.

Dengan melihat siklus ekonomi di

atas, dapat disimpulkan bahwa Pendapatan

Regional adalah sebagai berikut:

a. kalau ditinjau dari segi produksi, disebut

from domestic region and abroad; also, the

goods and services produced within a country

Regarding regional income, the term

‘abroad’ refers to other regions. Similarly,

besides being used as the compensations of

production factor of employment, money may

not consumed completely. Open economy

with saving and investment can be described

in a circular flow like Figure 1 but in a more

complex way.

From the economic cycle above, we

can conclude that :

a. From production view, regional income is

regional product, that is the amount of

disebut Pengeluaran Regional (Regional

Expenditure), merupakan jumlah

pengeluaran konsumsi yang dilakukan oleh

rumahtangga, lembaga swasta nirlaba, -

pemerintah, pembentukan modal tetap,

perubahan stok dan ekspor neto suatu

daerah dalam jangka waktu tertentu (satu

tahun).

Dalam kenyataannya pendapatan yang

dihasilkan oleh masyarakat suatu daerah

belum tentu akan dinikmati/digunakan oleh

masyarakat tersebut, dan begitu juga

sebaliknya ada pendapatan yang dinikmati

oleh masyarakat daerah tersebut yang berasal

dari daerah lainnya. Sehubungan dengan itu

maka menimbulkan aliran pendapatan (net

factor income from abroad ) dari satu daerah

ke daerah lainnya.

1.3 Pengertian Tentang PDRB

Salah satu indikator penting untuk

mengetahui kondisi ekonomi di suatu daerah

dalam suatu periode tertentu adalah data

Produk Domestik Regional Bruto (PDRB), baik

atas dasar harga berlaku maupun atas dasar

harga konstan.

PDRB pada dasarnya merupakan

jumlah nilai tambah yang dihasilkan oleh

seluruh unit usaha dalam suatu daerah

tertentu, atau merupakan jumlah nilai barang

dan jasa akhir (neto) yang dihasilkan oleh

seluruh unit ekonomi. PDRB atas dasar harga

berlaku menggambarkan nilai tambah barang

dan jasa yang dihitung menggunakan harga

yang berlaku pada setiap tahun, sedang PDRBatas dasar harga konstan menunjukkan nilai

tambah barang dan jasa tersebut yang

dihitung menggunakan harga yang berlaku

pada satu tahun tertentu sebagai dasar.

Dalam publikasi ini tahun dasar yang

digunakan adalah tahun 2010. PDRB atas

1.3 Definition of GRDP

One important indicator to determine

the economic conditions of a region in a given

period is GRDP, both at current and constant

prices.

GRDP basically is the sum of value

added that produced by all unit of production

in a region, or a total value of final goods and

services (net) produced by all unit of economy.

GRDP at current prices describe the value

added of goods and services calculated using

current prices at each year, while GRDP at

constant prices shows value added of goods

and services calculated using the prices in a particular year as a basis. The base year used

in this publication is 2010. GRDP at current

prices can be used to indicate the shifting and

structure of economy, while at constant prices

used to determine the economic growth from

year to year.

dasar harga berlaku dapat digunakan untuk

melihat pergeseran dan struktur ekonomi,

sedangkan harga konstan digunakan untuk

mengetahui pertumbuhan ekonomi dari

tahun ke tahun.

Untuk menghitung angka-angka PDRB ada

tiga pendekatan yang dapat digunakan, dan

dijelaskan berikut ini :

1. Pendekatan Produksi, PDRB adalah jumlah

nilai tambah atas barang dan jasa yang

dihasilkan oleh berbagai unit produksi di

wilayah suatu daerah dalam jangka waktu

tertentu (biasanya satu tahun).

2. Pendekatan Pendapatan, PDRB

merupakan jumlah balas jasa yang diterima

oleh faktor-faktor produksi yang ikut serta

dalam proses produksi di suatu daerah

dalam jangka waktu tertentu (biasanya

satu tahun).

3. Pendekatan Pengeluaran, PDRB adalah

semua komponen permintaan akhir yang

terdiri dari: (1) pengeluaran konsumsi

rumahtangga dan lembaga swasta nirlaba,

(2) konsumsi pemerintah, (3)

pembentukan modal tetap domestik bruto,

(4) perubahan stok, dan (5) ekspor neto,

(ekspor neto merupakan ekspor dikurangi

impor).

There are three approaches used to compile

figures of GRDP :

1. Production approach , GRDP is the amount

of value added produced by production

units in a part of a region in a specified

period of time (usually one year).

1.4 Kegunaan Data PDRB

Data PDRB adalah salah satu indikator

ekonomi makro yang dapat menunjukkan

kondisi perekonomian daerah setiap tahun.

Manfaat yang dapat diperoleh dari data ini

antara lain dapat disebutkan berikut ini :

1. PDRB atas dasar harga berlaku (nominal)

menunjukkan kemampuan sumber daya

ekonomi yang dihasilkan oleh suatu

daerah. Nilai PDRB yang besar

menunjukkan kemampuan sumber daya

ekonomi yang besar, begitu juga

sebaliknya;

2. PDRB atas dasar harga konstan (riil) dapat

digunakan untuk menunjukkan lajupertumbuhan ekonomi secara keseluruhan

atau setiap sektor dari tahun ke tahun.

3. Distribusi PDRB atas dasar harga berlaku

menurut lapangan usaha menunjukkan

struktur perekonomian atau peranan

setiap lapangan usaha dalam suatu daerah.

1.5 Perubahan Tahun Dasar PDRB

Badan Pusat Statistik (BPS) telah

melakukan perubahan tahun dasar dalam

penyusunan Produk Domestik Regional Bruto

(PDRB) dari tahun 2000 menjadi tahun 2010.

Perubahan tahun dasar dilakukan karena

selama sepuluh tahun terakhir telah terjadi

banyak perubahan baik pada tatanan global

maupun lokal yang berpengaruh pada

perekonomian nasional.

PDRB tahun dasar 2010 berpedoman

pada Sistem Neraca Nasional (SNN) 2008.

SNN 2008 adalah rekomendasi internasionaltentang bagaimana menyusun ukuran

aktivitas ekonomi yang sesuai dengan standar

neraca baku yang didasarkan pada prinsip-

prinsip ekonomi.

Perubahan juga dilakukan pada

pembaharuan konsep definisi, klasifikasi,

cakupan dan metodologi.

4. GRDP per capita at current prices

represent the value of GRDP per person.

5. GRDP per capita at constant prices are

usable to show the real economic growth

per capita of population in a region.

1.5 Rebasing of GRDP

BPS-Statistics Indonesia has rebased

the compilation of Gross Regional Domestic

Product (GRDP) from 2000 to 2010. The

changes made since in the last ten years there

have been many changes in both the global

and local arrangements that affect the

national economy.

GRDP base year 2010 based on the

System of National Accounts (SNA) 2008. SNA

2008 is the internationally agreed standardset of recommendations on how to compile

measures of economic activity in accordance

with strict accounting conventions based on

economic principles.

Changes also made on the renewal of

the concept definition, classification, coverage

and methodologies.
