Introduction
Senate Bill 1574 established PEI in 1999 to consolidate child abuse and neglect prevention, juvenile delinquency prevention, and early intervention programs within the jurisdiction of a single state agency. It has grown to include the Office of Child Safety and Texas Home Visiting.
PEI uses a public health framework to prevent child maltreatment and fatalities, and support positive child, family, and community outcomes. A public health framework uses data and stakeholder feedback to assess the effectiveness of programs and adjusts program delivery accordingly.
PEI aims to improve the well-being of all Texans by acting upon a broad range of factors and conditions that influence child well-being. Preventing child maltreatment and other negative outcomes includes addressing the underlying issues, including poverty, family instability, poor health, substance abuse, and mental illness.
PEI also aims to become a statewide hub for communication, knowledge sharing, and assistance for stakeholders engaged in strengthening children and families in their communities.
PEI organizes all of its communication efforts toward three major goals: promoting public awareness, engaging with contracted services and coalitions, and positioning PEI as a resource hub.
By providing access to health, wellness, and family-strengthening programs, PEI will achieve a wide array of positive outcomes that benefit not only those served, but local communities and Texas as a whole.

PEI At a Glance
Notable Activities HB 1549, passed by the 85th Texas Legislature, required PEI to develop a growth strategy to gradually increase the number of families receiving PEI services each year. PEI contracted with Population Health at The University of Texas Health Science Center Tyler (UTHSCT) to develop a series of tools to achieve this goal. These tools use risk-mapping and geographically-based risk and resiliency models to map the distribution of maltreatment rates in the state by zip code. The project produced community maltreatment risk maps in FY 2019, giving PEI powerful new tools to identify and allocate resources in communities with the highest need and help families before they are in crisis; PEI used funding increases by the 86th Legislature for two PEI programs (HOPES and TNFP) to expand prevention programs using the new risk maps as guidance.
PEI also developed and implemented an evidence-based programming tool for providers of the Services to At-Risk Youth (STAR) program to use. It helps STAR providers analyze the suitability, strength, and effectiveness of particular models when used with target populations. PEI’s evidence-based programming tool received national attention when presented at the American Evaluation Association Annual Conference and the National Conference on Child Abuse and Neglect in Fiscal Year 2019.
To evaluate the quality and strengthen PEI’s youth programs, PEI began implementing a new tool in FY 2019 called the Youth Program Quality Assessment. It helps after-school programs (serving grades 4-12) assess how well their programs provide an environment that is safe, supportive, focused on youth, and that encourages youth participation. This tool allows Community Youth Development program staff, PEI, or external specialists to observe interactions between program staff and youth during regular program sessions and to interview staff about how the program operates. These observations and interviews are used to create a quality profile for a program that identifies areas for improvement, and especially where staff may need professional development to meet program goals.

Bexar County Early Intervention Court The Bexar County Early Intervention Program provides a comprehensive, integrated, and coordinated systems approach to help families within the community. This includes developing, supporting and facilitating individualized services and to the needs of some of Bexar county’s most vulnerable families. A speaker’s bureau and learning community have been established to help bring together community partners to address child maltreatment through prevention. Start Date

CYD Overview
The CYD Program provides services in selected ZIP code areas to promote protective factors in youth and prevent negative outcomes such as juvenile delinquency by funding local programs designed to provide an array of services such as mentoring, youth leadership development, and afterschool programs based on area needs.

Program Overview
o PEI contracts with community-based organizations to develop juvenile-delinquency prevention programs in ZIP codes that have high juvenile crime rates and other high community level risk factors impacting youth. Communities tailor services to their needs. Some of the approaches include mentoring, jobs programs, career preparation, and recreational activities.
Success Story o “Zoe” has been a part of CYD program at Girls Inc. of Tarrant County since she was in the
2nd grade. She recently graduated high school with a $3,000 scholarship to further her education. Through participation in YAC and Girl Power, she made a significant impact with community service, and has left a legacy for the younger students in the program to follow. Throughout her high school years, she also enjoyed taking care of her younger brother who has severe autism. Despite the added responsibility, and lack of monetary resources, she thrived and is currently a freshman in college. “Zoe” continues to stay in touch with program staff and attend summer field trips to volunteer with the younger students.

Fatherhood EFFECT: Overview Fatherhood EFFECT programs currently provide parent education and resources to fathers. Beginning in FY20, Fatherhood EFFECT’s scope expanded to include community coalition and community level change efforts along with local organization improvements, increasing quality direct services targeted specifically at fathers and explicit inclusion and support of fathers across multiple programs.

Program Overview o Services offered include parent education (group/individual) and local systems building
efforts to support fathers.
Success Story o “JV” experienced severe abuse as a child resulting in chronic anger outbursts and anxiety
attacks as an adult. Because of this his marriage was quickly falling apart. When his wife moved out, taking the children with her, JV enrolled in a Nurturing Fatherhood class. Here he was able to develop the skills he needed to express his anger appropriately, manage his stress effectively and ultimately respond to his children more effectively. Because of these changes he developed confidence and pride in his role of father. He became involved in his children’s education, developed realistic expectations for children’s abilities and learned new techniques to manage his children’s behavior. JV reported that the bonding and support he received from the other fathers attending the Nurturing Fatherhood class helped him make the changes he needed to reunite his family. He continues to attend the Nurturing Fatherhood class and has taken on the role of Peer Support Specialist where he encourages fathers to complete the program and shares his positive experiences in the program with other fathers.

Success Story o 16-year old “Claire” and her one year old son “Michael” are currently living at a Children’s
Shelter in Austin. No one taught Claire how to appropriately interact with her baby or what to expect at various developmental milestones. Claire engaged very little with Michael throughout his first year of life; she was afraid to let him play and explore out of fear that he would put stuff in his mouth and get sick or choke. The parent educator spent a lot of time assisting mom with engaging and interacting with her son through various play activities- modeling appropriate responses to his behavior and supporting mom as she tried new options. Claire acknowledges how far she has come as a mother since beginning the program; she now wants to model healthy behavior that includes enjoying quality time together while teaching him in a positive way. Claire praises, hugs and kisses Michael in response to him following her instructions; is calmer and more confident in her parenting and has begun working part-time.

Program Overview o The HOPES Program includes an array of parent education and support programs, services
that promote family well-being such as case management, counseling, and referrals, and community and systems work. Providers use evidence-based programming and approaches as well as implement innovative community-level initiatives.
Success Story o “Marie”, a single mother of four children, moved to Bryan-College Station three years ago to
care for her sick grandmother, leaving her support system behind. When she learned about Project Unity’s HOPES Program, she enrolled to learn more about parenting and to get assistance to find other resources in the community. Though facing hardship, she maintained a positive outlook on life, and was ultimately able to secure a new job and, with the support of Project Unity, secured a new residence, furniture, home goods, food and clothing to help support her as she transitioned into her new job. Marie also obtained counseling which she said allows her to learn new ways to cope and view daily challenges, “Enrolling in the Project Unity-HOPES Program is the best move I could have made,” she said.

Military Families Program Overview The Military Families and Veterans Pilot Prevention program supports military families and veterans and their families in Bell, Bexar and El Paso counties. These counties are home to Fort Hood, Fort Sam Houston, Lackland Air Force Base, Randolph Air Force Base, and Fort Bliss.

Program Overview Through parenting, education, counseling, and support services, this program is designed to:
• Prevent child abuse and neglect in military communities; • Help military and veteran parents have more positive parental
involvement in their children’s lives; • Improve the ability of these parents to give their children emotional,
physical, and financial support; and • Build community coalitions focused on preventing child abuse and
neglect.
Success Story “Jack” participated in a fatherhood program at Dyess Air Force Base and was deployed two weeks after completing the class. During the class he was very open about his previous deployment and how he felt he did not do a good job of helping his wife parent during his absence. He indicated they have begun taking steps to prepare them for his next deployment. Jack was very open about the ways his deployments impact his family; after the last one it took his daughter several weeks to accept him back in his role as her father. He found it difficult to “be a father” from so far away and that the situation was very frustrating for him. While taking the class Jack has learned the value of being patient and showing unconditional love for his child even if it takes time for her to adjust to his return. During this upcoming deployment he intends to improve communication with his wife and daughter via Skype and continue to discuss how he can support and help his wife with parenting issues while he is away. Jack noted the tremendous support he received from the other fathers during the class. They shared tips on ways to improve communication with his wife and daughter and how to successfully transition out of deployment.

Safe Babies Evaluation The Safe Babies projects evaluate hospital and clinic-based interventions that are designed to prevent maltreatment, especially abusive head trauma, in the first year after birth. The collective purpose of the Safe Babies projects is to develop a strong evidence base that leads to wide-scale implementation of education that supports positive parenting and provides tools to help parents cope with the difficult aspects of caring for an infant.

Population PURPLE: The first project is a population-level evaluation of abusive head trauma education that is already being implemented in hospitals. This project will investigate rates of physical abuse among infants born at hospital using this education before and after the hospital implemented the program.
Paternal PURPLE: The second project is focused on evaluating the effectiveness of providing in-hospital education to the father or male caregiver at the birth of the baby. This education will focus on abusive head trauma reduction, post-partum mental health awareness for him and mom, infant safety, and the important role a male caregiver has in the infant’s life.
PURPLE Plus: The third project is being conducted in collaboration with Baylor College of Medicine. This project is designed to evaluate whether prevention education focused on maternal mental health, abusive head trauma reduction, life stress reduction, and positive coping strategies with difficult infant behavior can provide complimentary messaging that builds parents’ knowledge and support positive parental behavior.
Fatherhood App: The fourth project is development of a mobile application designed for fathers. Timely information will be delivered based on the stage of pregnancy or infant development and will study whether this platform is an appropriate population-level prevention education approach for men.

Every STAR provider offers one-on-one coaching or counseling with a trained professional and group-based learning for youth and parents. Program Overview o Family and individual coaching or counseling are available by appointment and may be held
in a variety of settings such as youth's school community or at a family's home. Skills classes are often held at the provider’s office or a location within a community agency such as a school, library, or non-profit organization.
Success Story o Fifteen-year old “Ashley” and her parents were referred to High Sky Children’s Ranch after
Ashley was picked up by the police for running away. Ashley’s parents were upset with how she continually broke the house rules and would run away when they tried to discipline her. The parents agreed to participate in the program but were very skeptical because they felt that they had already tried everything. The family identified the following goals to work on: earn trust with each other and reduce conflict in the family. The provider helped the family achieve this by: working with the parents on how to effectively use praise to encourage positive behaviors, eliminate opportunities for negative behavior and learning to remain calm during stressful situations with their daughter. The provider worked with Ashley on expressing her frustrations appropriately, better accepting “no” for an answer, disagreeing appropriately, choosing appropriate friendships and making better decisions. By the end of services Ashley’s parents stated that they “felt like they finally had their daughter back.”

Program Overview
o Services offered through SYSN providers include community and school-based mentoring, youth leadership development and youth skills. Providers deliver evidence-based programs that proactively increase protective factors in youth including involvement with positive peer groups, involvement with school and community and presence of caring adults other than parents in the youth’s life.
Success Story o Little Brother “Tony” has been matched with his Big Brother “Mike” for approximately five
years. When they were first matched, Tony’s father was incarcerated but his grandfather was very involved in his life (he lived with mom and grandparents). Shortly after they were matched, Tony’s grandfather passed away and he struggled a great deal with the loss. Big Brother Mike was a continued support to Tony and took an interest in some of the activities that Tony previously did with his grandfather. Although Tony was struggling emotionally and behaviorally through the loss, Mike continued to engage Tony and started to see him open up, express his emotions in a healthy manner and begin processing the loss. Their relationship continues to develop and Tony is now a senior in high school, a starter on his football team and has plans to attend college with a scholarship to play football. Mike recently graduated college and decided to postpone his graduate studies to stay close to Tony and see him through his senior year in high school.

In just six months, she has obtained her license and is working every day. Jill enrolled in school to work towards a bachelor's degree, is saving for a car and hopes to have her own apartment soon. Jill said she “loves being a part of the PAT program; support goes a long way!”

Success Story In April of 2018 o “Claire”, a 17-year old junior in high school, was referred to the Nurse Family Partnership
program by the school social worker. Claire had limited financial and social support from her immediate family but was determined to break away from the cycle of poverty that has hindered her family in so many ways. She established a trusting and stable relationship with her nurse home visitor and, with the nurse home visitor’s support, has graduated from high school; developed a strong, supportive relationship with her child’s paternal grandparents; applied for financial aid, enrolled in college, completed her Certified Nurse Assistant Certification and is on a path to obtaining her registered nurse license.
