High Security Registration Plates

What is High Security Registration Plate ?

High Security Registration Plate also known as HSRP is tamper proof plate tagged with a registration or license number issued by the district-level Regional Transport Officer (RTO) having advanced features like-

(i) A patented Chromium hologram. (ii) A laser numbering containing the alpha-numeric

identification of both the testing agency and manufacturers.

(iii) Security In script services (iv) Snap Lock System

Objectives of introducing HSRP

The primary objective for introducing HSRP is to make uniform pattern of displaying registration mark throughout the country.

Other objectives are avoiding- Marking of registration number in fancy fonts with undesirable monograms.- Making of fake registration plate.- Conversion of manually maintained data with computerised one

Configuration of HSRP

Plate will be made of 1.0mm aluminum of DIN/745/DIN 1783 02 ISO-7591 with round corners

Each plate shall be protected against counterfeiting by applying chromium-based hologram of hot-stamping

The plates will be fastened with non-removable-non-reusable snap lock

The prototype of HSRP will require to be approved by testing agencies, viz. ARAI/VRDE/CRRI

Benefits of HSRP

To Vehicle Owner car jacking or thefts would be reduced Sale/purchase of pre-owned vehicles will be less risky

To Police Easy to identify traffic offences, stolen vehicles and vehicles involved in crimes. No unregistered vehicles would be able to ply on roads

To RTO Computerisation of records. Scope to introduce technologies, like, smart cards/GPS oriented tracking systems

HSRP in India

According to amendment made in Rule 50 of Central Motor Vehicle Rules 1989, vide Notification dated 28.03.2001 (w.e.f. 28.09.2001) every state is required to introduce HSRP

The new High Security Registration Plate scheme was scheduled to commence throughout the country in respect of new vehicles from 31.5.2005

But due to certain allegations reported in selection procedure of HSRP the same has not implemented till date.

Now HSRP will apply to all the states from 30th April, 2012

All new motorized road vehicles that came into the market after

that needed to adhere to the new plates, Existing vehicles had been given two years to complyTill now Meghalaya, Sikkim ,Manipur, West Bengal, Uttranchal, Himachal Pradesh & Goa have wholly or partially implemented this Hon'ble Supreme Court of India is following up the matter.

Role of Central Govt.

Notifying the standards and specifications of High Security Registration Plates

Notifying the testing agencies who are to test the plates and give Type Approval to vendors based on these specifications

To select the vendors from among those who have been given Type Approval Certificate by the authorized testing agencies under Central Motor Vehicles Rules, 1989 .
