“From Chapter At Large To Region At Large”

The Region At Large (RAL) history started with the formation of its first chapter, ASHRAE India Chapter at Large (AICAL, 158). The seeds of RAL were sowed way back in 1980 when four engineers in India formed the Indian Society of Heating, Refrigerating and Air Conditioning Engineers (ISHRAE), with similar objectives.

In 1987, ISHRAE members decided to make an application to ASHRAE to form a chapter in India. A petition signed by 25 members was presented at ASHRAE’s first Far East conference in Hong Kong in October, 1987, however, these members were disappointed to learn that new rules required a minimum of 50 members.

In 1989, a revised petition was made, and the 1989 ASHRAE Far East conference at Kuala Lumpur provided the opportunity for another dialogue with ASHRAE’s Senior Executives, to generate interest in ASHRAE having it’s Chapter in India.

Thanks to the very able & dynamic support from the then, ASHRAE President, David S. Butler (Sr), Ms. Carolyn K Stewart, Director Member Services, and Frank Coda, Executive Director cum Secretary; the charter for the ASHRAE India Chapter at Large was approved at the February 15, 1990 meeting in Atlanta. The Chapter was officially chartered on March 29th, 1990 with an impressive ceremony held at the Hyatt Regency Delhi, by ASHRAE President, Mr. David S Butler.

In 1992, a mini CRC was held at Hong Kong, and a proposal was made to include the four Chapters of South East Asia & ASHRAE India Chapter at Large in Region X, located in California USA. All overseas chapters attended CRC’s of Region X, starting from 1992 until 1996. The first CRC was held at Riverside California, April 28th to 1st May 1993, and the last, at Lake Tahoe, Nevada, May 2nd to May 4th, 1996.

The Saudi Chapter was chartered in 1993; Cairo, Lebanon & Western India in 1995; and the Kuwait chapter in 1996. It is interesting to record that the Lebanese chapter was chartered on 9th October, 1996 in Cairo, by ASHRAE President, Dick Hayter and Region X DRC, Mr. Sukhdev S. Mathaudhu. The Chapter Officers, Board of Governors, Committee Chairs, Student Branch Officers and their advisors from Lebanon, travelled to Cairo for the Charter Ceremony.

In order to gauge the response of the Overseas Chapters, a meeting of representatives from all Overseas Chapters was held in Hong Kong on the 14th & 15th November, 1995. Representatives from India, Lebanon, Hong Kong, Malaysia, Singapore and Taiwan Chapters were present. The Cairo and Saudi Arabia Chapters were absent from the meeting. The issues discussed at this important meeting were concerning the future operation of ASHRAE Overseas Chapters.

At the meeting, the Overseas Chapters were candid with their views on the formation of Region XIII. Generally, there were concerns on limited manpower resources, distances and travel time, local rules and regulations and fiscal impact. The chapter representatives were then asked to consider and vote upon six options following:

Saudia Arabia Chapter

|Page15

“ASHRAE Saudia Arabia Chapter”

The Saudi Chapter is one of the earliest Chapters of ASHRAE, formed in 1993. The chapter was supported by Saudi Aramco Management led by the Chief Engineer in Engineering Services. The Saudi Arabia ASHRAE Chapter is supported by Consulting Services Department in Saudi Aramco.

Mr. Khalid Al Mulhim, Mr. Samir A. Al Umair and Hussain M. Afifi have been key leaders of the Chapter for a long period of time. The leadership of the Chapter has been active in Region at Large and has held several noteworthy International Conferences.

The membership committee, with support of the Society Officers, worked hard to increase chapter members by contacting local societies, organizations, and companies to encourage their members and staff to join the local Chapter and attend the monthly dinner meetings.

The Saudi chapter is unique, as it has a non-homogeneous membership comprising different nationalities. Saudi Expats who are members are responsible for the turnover of membership.

The local chapter operation and activities are supported by local companies, consulting offices and contractors via sponsoring technical dinner meetings. The effort had been extended to bring the monthly technical dinner meetings to the membership throughout the Kingdom, principally to the main cities of Dhahran/Dammam in the Eastern Province, Riyadh in the Central Provence and Jeddah in the Western Province.

“ASHRAE Cairo Chapter”

The Cairo chapter was established in 1995 with the collective efforts of elite group of HVAC consultants, contractors and suppliers. The first inauguration was held at Dar ElHandasa office in Mohandseen, Cairo. The First Chapter president was Engineer Mohamed Salem. Following him were elite eminent HVAC pioneers such as Prof. Dr. Hany Olama, Prof. Dr. Mahmoud Fouad, Dr. Alaa Olama, Eng. Fouad Hamad, Eng. Alaa Kamal and many others. The chapter continues to expand including membership from industry and academia. The Cairo Chapter proudly organized the 2003 CRC, chaired by Dr. Alaa Olama and the 2010 CRC, chaired by Prof. Dr. Mahmoud Fouad. They are keen to host another one soon. The 2010 CRC was a joint meeting between ASHRAE and UNEP with extensive technical meetings and the attendance of 23 Chapters.

Members from the Chapter are very active in Regional and Society level committees and posts. They have few students’ chapters in Cairo, Tanta and Alexandria. The Chapter Historian has successfully interviewed pioneers of the HVAC industry and Academia and kept a record on CD. The Chapter has very strong links with Governmental organizations and other institutions active in the HVAC, such as the Syndicate of Engineers and the Society of Engineers. On the International levels they collaborate with UNIDO and UMDP.

“ASHRAE Lebanese Chapter”

The Official Chartering ceremony of the Lebanese ASHRAE Chapter was held in Cairo, Egypt, on October 9, 1995, going down in ASHRAE’s history as the first Chapter after the Centennial of ASHRAE.

The Ceremony was held in Cairo due to the unsafe travelling conditions in Lebanon. ASHRAE Society President Richard B. Hayter, Mr. Sukhdev Mathaudhu, Region X director and regional chairman, and a delegation of 33 members, including Chapter Officers, Board of Governor members, Committee Chairs and Student Branch Officers and Advisors, attended the event held at the Intercontinental Hotel, on the banks of the River Nile.

ASHRAE President Richard Hayter gave the Keynote Address which emphasized “seize the initiative and embrace the vision”. Hayter also presented the charters to the Lebanon Chapter and Student Branches. The speakers also included Samir Traboulsi, the first president and founder of the Lebanese Chapter. He expressed the importance of ASHRAE after a 20 year period of war in the country. He elaborated on the Chapters goals and objectives, which included the recognition of members, inducting new membership, training, excellence in HVACR Design and Maintenance, timely transfer of technology and information.

Hellenic Chapter

|Page22

“ASHRAE Hellenic Chapter”

The Hellenic Chapter’s charter was approved in 1999 by the Board of Directors of ASHRAE during the Annual Conference in Seattle, U.S.A. On April 16, 2000 the inaugural event of the Hellenic Chapter was held at a Central Hotel in Athens.

The Chapter has been established amongst others by the tireless efforts of Costas Balaras, Ioannis Papagrigorakis and Dimitris Charalambopoulos. The number of members in the petition of the chapter creation was around 55 and the society year closed successfully with 120 members.

The Hellenic Chapter in the last sixteen years has consistently and successfully organized a series of Technical Seminars and technical tours in related fields. Participation in the seminars has been increasing steadily and currently is around 220-250 engineers on average. During the last five years the Hellenic Chapter has been organizing the International Conferences “ENERGY in BUILDINGS” where more than 750 engineers register in every one of them. The conferences are also webcasted live and watched all over the world.

Since 2012, the Chapter annually holds the ASHRAE Certification Exams (BEAP, BEMP, CPMP, HBDP, HFDP and OPMP) in which more than 15 members from the Hellenic Chapter have been certified. The Hellenic Chapter publishes an electronic Newsletter, sent to over 3.500 recipients, and maintains the site (www.ashrae.gr) where the activities of the Chapter and its sponsors are listed.

Representatives of the Hellenic Chapter participate on ASHRAE’S Regional and Society Conferences.

Sri Lanka Chapter

|Page25

“ASHRAE Sri Lanka Chapter”

In the known history, there have been ASHRAE members from Sri Lanka, since the late 1960’s. A first attempt made to form an ASHRAE Sri Lanka Chapter in 1990 by these few members had not been successful.

However, with the communication initiated by Pandukabhaya Amarasinghe in April 2001, with Sameer Traboulsi, the Chairman Sub Region A of RAL, the proposal to establish a Chapter was successful. As a result, three ASHRAE members from Sri Lanka, consisting of Pandukabhaya Amarasinghe, Wasantha Kumara and JDK Jayatilleke, were invited to participate in the Taiwan CRC, as observers, in September 2001.

Thereafter, with the efforts of Pandu Amarasinghe and Chandana Dalugoda, more than 50 active members were gathered, and when Sameer Traboulsi made his visit on the 18th October 2001, the chapter was unofficially formed.

Late Mr. Yaseen Marikkar, one of the senior members, was elected as the President. Late Mr. Jayampathi O. Yatawara was elected as the President Elect. S.P.Franklin Silva, Wijitha Perera, Pandukabhaya Amarasinghe and G.H. Wasantha Kumara were elected as Vice Presidents. Chandana N. Dalugoda was elected as the Secretary and Nihal Nanayakkara as the Treasurer.

Subsequently, the Official Chartering ceremony was held on the 5th February 2002 with the Society President William J. Coad officiating the chartering process, while Sameer Traboulsi was the guest of honour who was instrumental in forming the chapter.

“ASHRAE Falcon Chapter”

In the known history of this region, we have had Professional Engineers who joined ASHRAE membership since 1975. However, this region did not have any formal chapter in those days as the region was not developed and much of it remained as empty sand dunes. Later in the years when Oil started bringing money to the region, the construction industry started to pick up. This movement generated the requirement of professionals in the field of HVAC as Cooling is an inevitable part of any building design in the region. In the year 2003, some of the engineering professionals who were members of ASHRAE decided to

take the lead and establish a local chapter to provide support to HVAC engineers in the region. As the region was still in the early developing stage, this chapter was formed to provide technical and professional support to Mechanical Engineers in UAE, Qatar, Bahrain and Oman.

The Founding members of the chapter are Mr. Basam Al Elassad, Mr. Vijay Kumar, Mr. Bassel Anbari, Mr. Girish Hira and Mr. Mohsen Abu Naga. The chapter was inaugurated on December 7th, 2003 by Mr. Samir Traboulsi, the then RAL DRC who supported the whole idea. The chapter was named “Emirates Falcon Chapter”.

We are all familiar with the rest of the history; the gulf regions drew unprecedented growth in wealth and construction activity and eventually Qatar and Bahrain developed their own local Chapters and Emirates Falcon Chapter became ASHRAE Falcon Chapter to serve engineering professionals in UAE. Falcon Chapter still supports engineering professionals in Oman as Oman does not have a local chapter yet. Falcon Chapter became a very important player in the field of HVAC, Environmental Protection and Energy Efficiency. ASHRAE Falcon Chapter is currently involved with various Ministries, ESMA, MOEW, UNEP, UNIDO and other International Bodies. ASHRAE Falcon Chapter plays an integral part in assisting these bodies in organising International Conferences in UAE.

“ASHRAE Danube Chapter”

The Danube Chapter held its chartering ceremony on April 8, 2005 and was the second ASHRAE chapter in Sub Region B. ASHRAE President Ron Vallort and Sub Region B Chair, Costas Balaras, were present at the event.

The headquarters of the Danube Chapter is the University of Timisoara, Romania. Initially, there were 51 members from Bulgaria, Croatia, FYROM, Hungary, Romania, Serbia & Montenegro, and Slovenia.

The Chapter has no country flag, as it consists of group of members from 13 countries (Albania, Austria, B&H, Bulgaria, Checz, Croatia, Hungary, Macedonia, Montenegro, Romania, Serbia, Slovakia, Slovenia) surrounding the beautiful blue Danube; the flag is therefore represented by a map. Several of these countries have National HVAC or similar energy related organizations and successfully participate in ASSA.

“ASHRAE Bahrain Chapter”

Before the formation of ASHRAE Bahrain Chapter, the ASHRAE members in Bahrain were facilitated by the Falcon Chapter, Dubai. Their emails related to seminars and other activities were a constant source of inspiration to establish a Chapter in Bahrain.

For this purpose, in March 2006, Mr. Tariq Malik traveled to Dubai to attend a seminar and to discuss with Mr. Bassel Anbari, then Falcon Chapter President, the possibility of forming an ASHRAE Chapter in Bahrain.

Mr. Bassel Anbari was pleased and encouraged the idea. He arranged a meeting with Mr. Ayman Altonany, Program Officer UNEP Bahrain, where initiating members met and formed a steering committee. The members of the steering committee were Mr. Tariq Malik, Mr. Ayman Altonany, Mr. Bader Salmein, Mr. Alan Millin and Mr. Gareth Brown.

The steering worked hard under the guidance of Samir Traboulsi – then Director and Regional Chair, Region-at-Large; Dr. Walid Chakroun - then Sub-Region-A Chair; Bassel Anbari - then President ASHRAE Falcon Chapter; Jeanie Kirksey - Regional Activities Coordinator at ASHRAE headquarters and the support of fellow engineers in Bahrain to make this dream come true.

Qatar Oryx Chapter

|Page41

“ASHRAE Qatar Oryx Chapter”

The Qatar Oryx Chapter saw the light in late 2007. It is soon to celebrate a decade of its existence.

The Chapter received its name and first BOG on December 10, 2007 after the initiative of Mr. Imad Mobayed and Mr. David Brown, Mr. Hassan Sultan, Mr. Hani Hawamdeh, Mr. Kamal Taj, and Mr. Subrata Kar.

The first BOG team members were not only the founders of the Chapter, but have proven to be mentors and visionaries, essential to the Chapter’s guidance towards its own subsistence.

The Chapter has developed to become an innovative and adaptive group that interacts with the local Qatari Engineering Community and organizations. It is also constantly adapting to a changing Expat Engineering Community ensuring that every incoming member is welcomed and introduced to the local community, and keeps his ties after he leaves. This is achieved by extensive personal communication, backed by the creation of the website launched in 2011, www.ashraeqatar.org. The website makes available information related to technical seminars, a newsletter, social events, technical support and job information.

In 2016, the Chapter began to develop its own Oryx Application where chats between ASHRAE members are made available, and notifications of seminars and new papers on the website reach all members instantaneously.

The Chapter has been socially active throughout, combining the ASHRAE’s bylaws as main guidelines and the cultural nature of its people.

The Oryx Chapter has been consistent in organizing regular monthly innovative Technical Seminars, with local and international speakers. This has enabled them to maintain connections with the engineering community and local suppliers of major HVAC and Refrigeration companies, ensuring their innovations are properly and technically introduced to the local engineering companies.

The chapter has endorsed and is active in seminars and many expositions related to HVAC and Refrigeration in Qatar, namely CHIRVI.

The Oryx Chapter has contributed at Regional and Society Level.

It has hosted all of the Society’s Presidents since its establishment.

The Oryx Chapter successfully hosted the CRC in 2013.

It has also hosted many International Conferences including the first “International Conference on Energy and Environment for Hot Climates” conference, that has chosen Qatar again as its location in 2017. The Chapter is equally active in its participation in International Conferences in the US and Europe.

It has built ties with Qatar’s Society of Engineers, Qatar Foundation’s QEERI, Lead and GORD as well as other local engineering authorities; the capital’s municipality and Water and Electricity ministry Kahramaa.

In 2016 it has tied up with some local and International universities, such as Qatar University, and the College of North Atlantic to form a Student Chapter.

The chapter also developed the K12 program with local and international community schools which promotes engineering as a potential career for students.

This young chapter in a young country has proven to be of extreme potential growth capable of not only coping with present challenges but also being a leader forging the path to sustainable future in a country with extraordinary potential.

“ASHRAE Nigeria Chapter”

On the 23rd of March, 2010, history was made as the American Society of Heating, Refrigerating and Airconditioning Engineers, ASHRAE, Nigeria Chapter was officially inaugurated. ASHRAE Nigeria, with 124 professionals, had the singular honour of being chartered by Dr. Walid Chakrun via Skype and this remains a major signpost in the annals of the Society.

In line with the objectives of the founding fathers of ASHRAE, over a 100 years ago, the Nigerian chapter is driven by the desire to raise the standards of HVAC industry locally through continuous education and learning via e-learning, seminars, technical workshops and journals. Our members are drawn from different parts of Nigeria.

The work of the steering committee which received the Society Nominating Committee’s approval on the 17th of October, 2009 and its subsequent formation in 2010, remains a testimony to the visionary leadership of the President of the Charter Committee, Engineer Babatunde A. Badru and the other distinguished members of the committee.

The history of ASHRAE Nigeria would be incomplete without a mention of the President of the Steering Committee, Babatunde A. Badru and other distinguished members of the Steering committee, local and international.

Badru has to his credit, the approval of the formation of the ASHRAE Nigeria by the Society Nominating Committee. Subsequently, after the inauguration he emerged as the Charter President in 2010. The first set of executives was made up of the following members: Babatunde A. Badru, President, Kehinde O. O.,President-elect, Daramola O. Sesan, vice President, Devendra Munot, Secretary, E. O. Olabiran, Member BOG and Olufemi Olatunji, Member BOG.

Mumbai Chapter

|Page48

“ASHRAE Mumbai Chapter”

In 1997, the ASHRAE Western India Chapter saw a considerable increase in its membership number after the success of its first major event, a One Day Seminar on Air-Conditioning for Health Care Facilities.

Considering the vast geographical spread of the Chapter, and, the fact that Membership was equally divided between the three major Cities, the BOG used to meet at the three Cities, by rotation, every month. Conducting programs at the three locations on a regular basis was also proving to be a challenge. By around 2004, the Membership Growth had begun to plateau. Chapter Operations were also proving to be difficult due to the logistics of having the BOG members spread over three different locations.

In 2007, when Lebanon, which was to host the CRC had to pull out due to the unfortunate break-out of war, Mr Samir Traboulsi, the then DRC of RAL, requested ASHRAE Western India Chapter to host the CRC. The CRC was a resounding success, considering the fact there was just six months’ time in which all preparations had to be done, starting from scratch.

It was during this CRC, that Sudhir Sinha was appointed as SRC for our Region. Under his Leadership, the Chapter took a long hard look at the way it was conducting its operations. After a series of meetings, it was decided that the way forward would be to re-organize the Western India Chapter into more manageable entities, so that the local membership at each of the major Cities could be better served.

By Society Year 2008-2009, the efforts of the Leadership had borne fruit, and, membership at each of the major Cities (Ahmedabad, Mumbai and Pune) had grown well beyond the corum required to form a Chapter.

Large part of this initiative to obtain the signatures on the petition for forming the separate Chapters at Ahmedabad, Mumbai and Pune was by the then ASHRAE WI President Mr Manoj Khati and the SRC Mr Sudhir Sinha. As a result, ASHRAE Mumbai Chapter came into existence along with

Central Pakistan Chapter

“ASHRAE Central Pakistan Chapter”

The ASHRAE Central Pakistan chapter was chartered on the 28th June 2010, by Presidential Member, Mr. Richard H. Rooley. The event took place at the 18th Annual Pakistan HVACR Expo in City of Gardens, Lahore, Pakistan.

Members of the Central Pakistan chapter were earlier part of ASHRAE Northern Pakistan Chapter, that was operating primarily in Islamabad city, the Capital of Pakistan. It was due to the untiring efforts of senior members that the

petition for the formation of Central Pakistan Chapter was formally sent to ASHRAE & was subsequently approved.

This Chapter is one among the three Chapters operating in Pakistan as of today. Most of the members of Central Pakistan Chapter are from the historical city of Lahore and Faisalabad and their nearby cities. Considering the interests of the Faisalabad members, a petition for the formation of a Faisalabad Section was sent to ASHRAE, which was approved in the year 2014-15.

The Founding BOG members were a blend of very senior & young members of the Pakistan HVACR Industry. Mr. Arshad S. Sheikh was elected as the First President of the chapter; other BOG members included Mr. Amer Abbass, Mr. Syed Shehzad Raza, Mr. Safdar Ali Mughal, Mr. Tahir Raza, Mr. Azeem Ashraf, Mr. Lawrence Harrison & Mr. Sajid Mehmood.

Since ASHRAE focuses a lot on Student Activities, the Chapter started developing interest among the students of leading Universities & Colleges of the city. As a result, the Chapter has three Student Branches to date. Technical lectures & Industrial tours are organized regularly for the Student Branches to familiarize them with the industry trends & advancements.

The chapter has been holding regular member monthly meetings in addition to the ASHRAE Distinguished Lecturer Events, member’s night & Chapter installation ceremonies. There has been regular participation in the Annual Chapter Regional Conferences & ASHRAE conferences from chapter members.

The fifth ASHRAE RAL ARC was inaugurated on the 1st November, 2006. It was hosted by the Emirates Falcon chapter after being shifted from Beirut and co-chaired with the Lebanese Chapter.

It was a grand event at the newly built Al-Murooj Rotana Hotel, with one hundred attending the Conference. The Welcome Party was held on a cruise boat on the Dubai Creek and was a great success too.

The Technical Seminar was titled “ASHRAE Technical Standards on HVAC&R, Share Local Practices with Global Members”, with eight speakers giving excellent presentations. The concluding event was an evening in the desert, complete with belly dancers and camel rides.

Dubai is a beautiful city and the CRC was meticulously planned, organized and executed by the hosts making it a memorable CRC for all those who attended.

The 7th RAL CRC hosted in Lisbon was RAL’s first exposure to the beautiful city of Lisbon, with its unique culture, a mix of Spanish, Portuguese and Moorish. The Welcome party was held in the Hotel while the concluding dinner was in an old part of Lisbon with cobbled streets full of history. The entertainment was Traditional Portuguese story-telling in a singing style. It carried a lot of emotion even for those who didn’t understand the language.

The 8th Air Conditioning Seminar was held on the last day. It dedicated, among other topics, to the Comparative Analysis of Energy Efficiency Policies and Indoor Air Quality in Europe and the United States, with the presence of ASHRAE "Distinguished Lecturers" and National experts. Furthermore, there was discussion of two issues of great relevance in Portugal: the implementation of the Tobacco Law, and the application of the IAQ and Energy Certification for existing buildings. The Seminar proved to be of great success as did the CRC.

Jorge and hs team were wonderful hosts and did a commendable job of hosting a succesful CRC.

“9th ARC in Cairo, Egypt, 2010”

The 9th CRC was held at the Movenpick in Cairo. Because Cairo and Egypt are huge tourist attractions lots of Chapter Member and their families travelled to Egypt. The Movenpick could therefore not provide accomodation for everyone and many stayed at another hotel close by. The Welcome reception was at the historical Azhar Park. Dinner on the second day was on a floating restaurant on the Rover Nile whilst the closing dinner was arranged at a countryside resort in Saqqara, close to Cairo, allowing the members to experience the Egyptian village feel, with bread made on site and a lot of enjoyable local entertainment. Many RAL members joined the belly dancers to make it a lasting memory. Special trips were organized to the pyramids, Egyptian museum and the city of Alexandria. Souvenirs were carefully selected and distributed to each participant of each of the social events.

This CRC was also the first RAL CRC with a two day Technical Seminar, jointly held with UNEP. This attracted between 186 people and several renowned speakers. Three parallel technical sessions took place simultaneously.

It truly was a very successful and memorable CRC for everyone.

“14th CRC in Istanbul, Turkey 2015”

The 14th CRC was awarded to he Turkish Chapter with some trepidation as the Chapter was a little over a year old. RAL’s faith in the Turkish Chapter was fully vindicated. Dr. Baris and his team put up a CRC, the likes of which will be hard to replicate. The arrangements were outstanding. Turkish Hospitality is legendary and RAL saw it at first hand.

The CRC had over 400 members attend from all 25 Chapters and 7 Sections, and had the honour to host ASHRAE President David Underwood and ASHRAE Vice Presidents Jim Vallort , Prof. Dr. Walid Chakroun and Prof. Dr. Bjarne Olesen. Presidential Members Prof. Dr. Bill Bahnfleth, Ronald Jarnagin and Ronald Vallort gave their support to the event by contributing as speakers to the Technical Seminar which turned out to be a great success.

The Welcome Party was a Cruise on the Bosphorous that was truly memorable. Istanbul is one of the most beautiful cities in the world and a bosphorous cruise was the right way to enjoy it.

Finally, to top off the events was a grand affair in the well known Feriye restaurant. An elaborate dinner was followed by lots of music and dancing, enticing President Underwood himself to join the floor.

Joint CRC Bangkok, Thailand 2016

|Page89

“15th Joint CRC in Bangkok, Thailand 2016”

The 15th RAL CRC will not only be the first Joint CRC of Region At Large with Region 13, but will be the first Joint CRC in ASHRAE. Also set to take place during the Joint CRC and unprecendented in ASHRAE will be the first ever Board of Directors Meeting outside the United States. This was decided keeping in line with ASHRAE’s move towards globalization. It was felt that a Board meeting at this CRC, which will bring together the only two regions not in the United States at one place, would be ideal for the Society Executives to interact and understand the ASHRAE members outside the United States and Canada.

All 25 Chapters are expected to attend the CRC. A one day Technical Seminar shall kick off the Conference on the 30th Sepember 2016. Eight speakers will cover topics under the theme “Innovation for a Sustainable Future”. Notable among them are ASHRAE speakers, President, Tim Wentz; President Elect, Bjarne Oleson; Society Treasurer, Sheila Hayter; Jim Vallort, Charles Gulledge and Thomas Lawrence.

The Business Sessions are expected to have almost 150 members participate. It will be the first CRC where 15 Assistant Regional Vice Chairs, a new officer position, shall attend. Training and workshops shall be held jointly with Region 13 on the second day.

The Social Functions will be held in collaboration with Region 13 and are scheduled at the Hotel Ballroom, with lots of food and entertainment.

Sightseeing Tours are being arranged including an evening at the Siam Niramit Show, a performance showcasing Thai Culture and performed on the highest stage in the world!

DRC Profile – David Arnold

|Page90

“David Arnold – RAL Director and Regional Chair 2002-2005”

David was born and brought up in Chelsea, London. After attending a local junior school he went to St Ignatius College in North London. He was placed in the technical stream and his engineering teacher was a member of the Institution of Mechanical Engineers. Technical subjects interested him and although he left college early, he found a job in an engineering factory. There his bosses encouraged him to re-take up studying and hence he registered for part time education at a technical college. The father of a family friend was a technical draughtsmen and seemed to be doing very well so he applied for a job in a drawing office. The firm he joined were consulting engineers specialising in building services.

By chance he was put under the wing of a mechanical engineer and started calculating heat losses and laying out heating systems under his supervision. He gained a Higher National Certificate in Mechanical Engineering and then registered at the National College for HVACR and Fan Engineering, studying three evenings per week. His intention was to become a Chartered Engineer and for it he had to qualify as a Mechanical Engineer, as building services did not qualify as a chartered institute at the time.

After gaining Chartered Engineer status, he managed to join a MSc course in Architecture at Bristol University where he managed to get on the course even without a first degree. Although the degree was in Architecture, it focussed on the physics of buildings as opposed to aesthetics and space. His final year project was writing a thermal simulation model.

David joined ASHRAE in 1975 and used the project as the basis of a paper which he submitted to an ASHRAE meeting in Albuquerque held in 1978.

His involvement with ASHRAE when he joined was limited, as there were no chapters or regions covering the UK. His first active involvement was attending and presenting a Transactions paper at the Annual Meeting held in Albuquerque in June 1978. He subsequently got more involved actively on both CIBSE-ASHRAE matters and was appointed DAL in 1996. Following this he was appointed as a Consultant to the International Committee in 1999 and as chair in 2000. The International Committee at that time was not functioning as well as it might in servicing International Members. He worked on a Presidential Ad Hoc that eventually produced the proposal to have a Region at Large and served as Acting DRC during its first year. David was 58 year’s old when he became the first DRC for RAL. The major issue facing the newly formed RAL was to get it to work and for international members to work together. However, the growth of the RAL has exceeded his wildest expectations.

David says, the best thing about ASHRAE is “Being one of a great bond of technical and social people with like minds.”

DRC Profile – Samir Traboulsi

|Page91

“Samir Traboulsi – RAL Director and Regional Chair 2005-2008”

Born in Beirut, Lebanon in 1950, Samir Traboulsi joined the American University of Beirut in 1969, graduating with a PhD in Mechanical Engineering and a Masters in Business Administration.

He continued at the University, teaching HVAC courses, Thermodynamics, Engineering Economy, Engineering Ethics and Operations Research, whilst simultaneously undertaking employment in various areas of consulting, contracting and other industrial ventures, including a job as a Mechanical Engineer in a Paper Industry. However, it was in 1975, at his second job as a design engineer, at very reputable Consulting House in the region, that he had his proper introduction to HVAC & R industry.

The ASHRAE Journals were accessible at his University library only. Recognizing that they were the source of the latest technological advancements of the time, Samir became a member of ASHRAE in 1977, committed to serving as its member and volunteer ever since.

He is the Founder of the Lebanese Chapter of ASHRAE in 1995, where he continues to serve in its Board of Governors. The Chapter was initially part of the International Committee and assigned to Region X. Samir was appointed as the representative of the International committee of the Middle East, in which role he was able to aid in the initiation of several Chapters including the Falcon, Sri Lanka, Qatar and Pakistan Chapters.

With the formation of RAL, Samir was appointed as Sub Regional Chair, 2000, Regional Vice Chair for Student Activities and CTTC in 2000 and 2001, Assistant Regional Chair, 2004, and eventually, at the age of 55, as Director Regional Chair, 2005-2008. As DRC, he saw the mushrooming of chartered chapters, from seven to eighteen, and may be credited for promoting the ‘Globalization of the Society’. His highest office has been as ASHRAE Director at Large, 2009-2011.

Samir’s immense work at ASHRAE has seen him appointed as consultant to several committees as well as serve as BOD – Ex officio at multiple committees. He was member of the Planning Committee, Members Council, Publication & Education Council, Technology Council and Conferences and Exposition Committee. Currently he is member of six technical committees and is serving the Honors and Awards Committee.

Samir’s contribution to ASHRAE RAL is invaluable and in his words, the success of ASHRAE RAL has meant, “Opening the door to serve the Society.”

Future of Region At Large

|Page95

“ Future of Region At Large ”

In 15 years RAL has grown from 8 Chapters to 25 Chapters. RAL is now ASHRAE’s largest Region with 6,700 members. The last 15 years have been a remarkable journey considering the huge differences in culture, language, life styles, etc. between its Chapters. RAL operates in 29 countries.

The secret behind the growth of this Region is the platform which enables people of diverse cultures to embrace the same core values. Networking is at the heart of RAL.

The current size of RAL has increased the effort required to manage a Region of this size close to the limit. The globalization objectives of the Society have brought challenges and opportunities and decisions on the future of RAL, as well as the Society, need to be taken after very careful consideration.

Different approaches can be taken in respect of RAL’s future, splitting RAL is one option, the right timing is critical for this. Restructuring RAL to operate more efficiently, devolving management to Sub Regions is another. Society is looking at different models of Chapters and this will affect RAL. Other factors to consider are operating costs, the relevance of large versus smaller networks along with a host of other issues, demographics, geography, member experience etc.

The future of RAL will undeniably be different from its past, change is at the heart of life, how we manage that change can mean the difference between success and failure.

Fortunately, ASHRAE has been blessed with wise leadership and passionate volunteers, and together they will make the right choices for RAL.

Please do be part of the dialogue about our Region’s future.

As William Shakespeare said “It’s not in the Stars to hold our destiny but in ourselves.”

Farooq Mehboob
