NFPA TECHNICAL COMMITTEE ON PROTECTED PREMISES FIRE ALARM SYSTEMS (SIG-PRO)
Report on Comments Meeting, October 10-12, 2011

Item No. Subject 11-10 -1 Call to Order and Welcome (8:00 AM) Chair Merton Bunker called the meeting to order at 8:00 AM. 11-10-2 NFPA staff review of fire alarm and exit procedures Jean Blanc (NFPA Staff) provided the review of the fire alarm and exit procedures. 11-10-3 Introduction of Members and Guests Those present introduced themselves (see attached Attendance Sheet for all attendees, Principles, Alternates, and Guests), including guests. Guests included:

Throughout the meeting, Chair Merton Bunker recognized guests and provided them a forum to speak on behalf of a comment that had been submitted on proposals related to the Guest’s submission. 11-10-4 Review of Meeting Procedures and Revision Schedule Jean Blanc and Chairman Bunker provided the review of the Meeting Procedures and Revision Schedule.
11-10-5 Comments/Questions from Committee Members and/or Guests No specific comments / questions were documented. 11-10-6 Approval of Prior Meeting Minutes [Enclosure] Chairman Bunker fielded a motion to approve of the prior meeting minutes, it was so moved, seconded, voted on and approved. 11-10-7 Task Group Reports
a. ITM (Elvove) – Correlation issues on Chapter 14 Discussion on Record of Completion Form and 5 additional forms being added. 3 tables in TMS are being consolidated into 2 tables: Inspections and Testing / Maintenance. ITM Summit results – take no action on integrated testing in NFPA 72 as NFPA 4 should take on issues raised.
b. Circuits and Pathways (Horon) – nothing to report c. Control Functions (Leszczak) – nothing to report d. ECS (Kern) – proposed changes to 2 definitions. TCC agreed
that notification zone belongs to PRO, evacuation zone belongs to ECS.
e. Releasing Systems (Struck) – nothing to report f. FCC (Dix) – nothing to report g. 720 vs 72 (Belliveau) – nothing to report h. Editorial (Hammerberg) – nothing to report
New task groups were formed throughout the meeting to research specific items and to provide input on Committee Comments. Task Groups included:
Mr. Hammerberg, Mr. Kern, Ms. Doliber, and Mr. Belliveau were placed on a task group to address “alarm” vs. “supervisory” signals for duct smoke detectors, as part of 72-214. The group deliberated and presented their write-up to the committee. There was much discussion and no committee consensus. Mr. Burkhart was placed on a task group to take the previous task group work and revise the write-up.
Mr. Elvove, Mr. Hammerberg, Mr. Fraser (SIG-ECS), Mr. Birchler, and Mr. Belliveau were placed on a task group to address detection in and around elevators, elevator pit, hoistway, conflicts with ANSI code, etc., as part of 72-254, 72-253, 72-255, 72-256, 72-257, and 72-258. The group deliberated and presented their write-up to the committee.
Mr. Capowski, Mr. Larrimer, and Mr. Van Keuren were placed on a task group to address the door unlocking time issue, as part of 72-266. The group deliberated and presented their write-up to the committee.
11-10-8 Processing of Comments See Action on Comments as presented to the Committee Members by NFPA Staff. The Committee submitted two (2) Committee Comments, CC600 to revise the text in section 23.6.1; and CC 602 to deal with ROP 588. One additional Committee Comment, CC604 was written (see New Business). 11-10-9 Correlation Issues The Committee reviewed the following correlation issues:
72-78 from the Fundamentals group 72-132a from the Fundamentals group
Additionally NFPA Staff requested that the Committee review ROP 166 and ROP 267. 11-10-10 Fire Protection Research Foundation Requests No requests documented at this time. 11-10-11 Old Business No Old Business documented at this time. 11-10-12 New Business The Committee was requested to look at the sections under the SIG-PRO purvue for any documentation requirements. Committee Comment CC604 was developed relating to NFPA 72 section 23.4.3.3 (section 23.10.2.2 in the ROC DRAFT). 11-10-13 Adjournment Chairman Bunker fielded a motion to adjourn, it was so moved, seconded, voted on and approved.
