HRTPO Legislative Ad-hoc Committee Meeting │ October 27, 2015 │ Agenda AGENDA ITEM #5: DRAFT 2016 LEGISLATIVE AGENDA: ADDRESSING BOARD COMMENTS During the October 15, 2015 HRTPO Board Meeting, several HRTPO Board members raised questions regarding a number of items on the draft HRTPO 2016 Legislative Agenda. These items, along with HRTPO staff recommendations, are outlined below for the Committee’s review and discussion. Legislative Item Amendment of HRTAC enabling legislation to allow the CEO of a locality to designate another member of the council or board of supervisors to cast votes for the CEO on behalf of the locality at HRTAC meetings in the event of an emergency that prevents the CEO of a locality from attending an HRTAC meeting. • City structure is different than County Structure • Proper representation/quorum is necessary for decisions by majority Staff Response • Recommends Counties elect their HRTAC representative • Recommends HRTAC representatives (Chief Elected Officials) have the option to send another elected official due to unforeseen circumstances New Legislative Item Pursuit of federal/state funding by the Commonwealth of Virginia for the widening of I-64 between the Hampton Roads Region and the Richmond Region (map attached). • Efforts underway to establish a Richmond/Hampton Roads Coalition to promote I-64 improvements Attachment 5: I-64 Peninsula Map Staff Response Recommends the HRTPO support pursuit of federal/state funding for widening of I-64 Peninsula (HRTPO portion, Richmond portion, and the section located between the HRTPO and Richmond TPO) Legislative Item Support Congressional approval for the Marketplace Fairness Act (MFA). • Concerns regarding tax burden to citizens Staff Response Recommends the Committee review the item and determine whether the item should be removed from the draft HRTPO 2016 Legislative Agenda Legislative Item Identification of a dedicated source of funding for public transportation for the Hampton Roads region. • 42% of public transportation operating cost (HRT) is from local sources - $40 million a year Staff Response Recommends this item be discussed by the Committee with input from HRT regarding more specific language for inclusion in the draft HRTPO 2016 Agenda
