2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION

(i) Identification of project and project proponentShree Cement Limited (SCL), having presence in the Cement and Power sectors, isan energy efficient and environment friendly organization. Incorporated in 1979,the company today is the largest cement player of North India and ranked amongthe top six cement groups in the country. The principal promoters of the companyare the Bangur Group, which is a respected business house of India.Cement manufacturing facilitiesThe Company has its manufacturing operations at Beawar and Ras in Ajmer andPali district in Rajasthan. It has split grinding units at multiple locations viz.Khushkhera, Suratgarh, Jobner in Rajasthan, Roorkeein Uttrakhand, Aurangabad inBihar, Baloda Bazar in Chhattisgarh and Panipatin Haryana taking the total cementcapacity of the Company to 23.6 MTPA.Power generation facilitiesTotal Thermal Power Plants Capacity of the Company is 612 MW (including 96 MWGreen Power Capacity which is the largest capacity of Green Power in the entireworld cement industry except China). The power generated from these plants isprimarily utilized for consumption in its own cement plants as well as to sell to theoutside parties.ProductsThe Company's pursues multi-brand portfolio strategy which consists of threebrands viz Shree Jung Rodhak, Bangur Cement and Rockstrong Cement.The company currently has the highest market share in Rajasthan, Delhi andHaryana and also has considerable market presence in Uttrakhand, Western UttarPradesh and Punjab region.Financial strengthThe Company has consistently posted all-round growth in its operations. (iii) Brief description of nature of the projectCement is proposing to install six furnaces within the cement mill and roller presscircuit to improve the efficiency of Pollution Control measures.All the existing dust collectors are designed to meet PM < 30/Nm3, but due to siltand moisture contents in gypsum and moisture in fly ash, entire circuit gets jamand need frequent cleaning which in turn disturb the housekeeping and frequentchanging of dust collector bags. Hence for better environmental management, wehave proposed to install the small furnaces (6 nos) to supply the hot air in cementmill and roller press circuit to remove the moisture contents from raw materialswhich will improve the efficiency of the bag filters, reduce the fugitive emission,improve housekeeping and ensure smooth operation of cement mill to maintain thenew emission norms proposed by the MoEF & CC vide notification dated25/08/2014.There is no change in existing cement grinding technology and no change inproduction capacity. The system is only for improvement in environmentalconditions.(iv) Need for the project and its importance to the country and or region.With respect to the importance of the project, it can be well said that to improvethe efficiency of Pollution Control measures, Shree Cement is proposing to installfurnaces, 6 numbers within the cement mill and roller press circuit.(v) Demand – Supply GapAs per the requirement of the cement mill and roller press circuit hot air will besupplied by the furnace.(vi) Imports vs. Indigenous productionImport is not feasible.(vii) Export PossibilityExport is not feasible.(viii) Domestic/Export MarketFurnaces are proposed to improve the efficiency of PCM.

(iii) Details of alternative site consideration and basis of selecting the proposed

site particularly the environmental considerations gone into should be

highlighted.No alternate site has been considered as the proposed furnaces are to beinstalled within the existing circuit of clinker grinding unit.(iv) Size or magnitude of operationShree Cement is proposing to install furnaces, 6 numbers within the existingcement mill and roller press circuit to improve the efficiency of Pollution Controlmeasures Clinker Grinding unit. No additional land is required.(v) Project description with process detailsThe brief technical details is given as below:

Plant CapacityShree Cement is proposing to Install furnaces, 6 numbers within the existingcement mill and roller press circuit to improve the efficiency of Pollution Controlmeasures of Clinker Grinding unit. Each furnace will be attached with 2 numbersof 25m3/min fan.PROCESS DESCRIPTIONUtilizing igniter / manual torch, initial ignition to establish flame for start-upoperation. Once the flame is established and viewed, the coal and pet coke is fedand starts blower for air supply. This flue is utilized to increase the bed mediatemperature to about 400 deg C slowly. This may take about 1 to 2 hoursoperating time. The temperature inside the furnace is raised slowly. The furnaceoutlet temperature is sensed and transmitted to DCS through thermocouple withtransmitter. Ash generated during burning is manually discharged through ventdoor, which is in lumps form and collected through JCB/ loader machine anddischarged into pond ash yard.EQUIPMENT DETAILS

Fly ash will be generated (1.5 tons / day) which will be used for PPCmanufacturing. There is no waste water generation from furnace. There is no discharge outside the project premises.

(viii) Availability of water its source, energy /power requirement and source

should be given.

Power Requirement and SourceNo additional Water will be required.Power Requirement and SourceTotal power shall be around 66 kw which will be sourced from Rajasthan VidyutVitaran Nigam Limited (RVVNL) and also a of D.G set of 1000 KVA will be usedfor power backup. Installation of 02 nos. blower each capacity 25m3/min ineach furnace having power consumption 5.5 kW each.Total no. of blower- 12.Total Power requirement- 12 x 5.5 = 66 kW.

ix) Quantity of waste to be generated (liquid and solid) and scheme for their

management/disposal

No waste water will be generated from the furnaces. Ash generated from the furnaces will be used in cement making. Used oil & grease will be generated from plant machinery/Gear boxes whichwill be sold out to the CPCB authorized recycler.

Scope of Study: The study area will comprise of a core zone covering the projectarea and a buffer zone covering an area within 10km radius around the projectsite.The study will cover in brief the following chapters including Introduction,Project Description of the environment, Anticipated Environmental Impacts andmitigation measures, Analysis of alternatives, Environmental Monitoringprogram, Additional studies, Project Benefits, Environmental Cost-BenefitAnalysis, Environment management Plan, Summary and Conclusion andDisclosure of Consultant. It will also include literature review, field studies,impact assessment and preparation of the EIA/ EMP document covering thedisciplines of Land Use, Water Use, Demography & Socio-economics, Soils,Geology, Hydrology, Meteorology, Air Quality, Water Quality, Terrestrial Ecology,Noise, solid waste management and Occupational Health & Safety. The executivesummary will cover concise discussions on significant findings andrecommended actions.The study will comprise of the following stages:Stage 'A' Determination of baseline conditions, in all the disciplines outlined aboveStage 'B' Assessing the impacts on the environment due to the construction andoperation of the proposed activities and recommendations onamelioratory measures to be taken to minimize the adverse impacts on theenvironment to acceptable levels. A suitable post-study monitoringprogramme will be out-lined.Stage 'C' Preparation of EIA/ EMP document.An outline of the activities to be undertaken for each stage is given below:STAGE ‘A’:The suitability of sites with respect to plant, waste disposal areas andassociated facilities for the proposed project shall be examined. The policy,legal and administrative framework will be included in the report. Existingbaseline conditions in the Study Area (s), including existing use of land,

resources and other activities which have potential in combination withproposed Project activities to affect the environment.Project DescriptionConcise description of the project's engineering, geographical and pollutioncontrol features including any offsite facility that may be required will becovered in this section.Data on the land use, forest land involved, if any, number of families, if any, tobe affected and number of affected homestead due to land acquisition shallbe collected and highlighted in the report.Baseline dataThe baseline data collection will be based upon one season (three month)field environmental monitoring data (excluding monsoon). This includes longterm micro-metrology, ambient air quality measurements of SuspendedParticulate Matter (SPM), Respirable Particulate Matter (RPM (10 and2.5µm)), NO2, SO2 and CO, water quality, noise measurement, traffic survey,soil quality etc. Secondary data like ecology, land use pattern, demographicprofile data, data on socio-economic secondary sources, Land use pattern ofthe study area shall be established through available data/ information fromsecondary sources. The information must be sufficient to support predictionsof environmental effects and conclusions about the impacts andconsequences of proposed activities.4 Rs ConceptConcept of Reuse, recycle, recover and recharge will be applied for theproposed project activities. Waste Generated will be converted into valueaddition products. Zero discharge will be maintained to prevent any damageto environment as well as society.STAGE 'B':

Environmental ImpactThe features of the proposed project, which are likely to have impact on theenvironment shall be discussed in detail covering gaseous emissions, liquid

effluents, particulates, solid wastes, noise, etc. with knowledge of thebaseline condition and plant characteristics, positive and negative impactsduring the construction and operation phase will be identified and assessed.Impact of the stack emissions on terrestrial flora will be scientificallydocumented based upon species composition of the area and their airpollution tolerance levels. The impact will be expressed through appropriatematrix. Special reference will be made with respect to following impacts.Air Quality Impact:A computer based internationally recognized mathematical air quality modelAERMOD will be run to predict the concentration of SO2, NOx & SPM due tothe operation of the plant activities. The model will take into account othersources of pollution and topographical features of the study area. Theemission of relevant pollutant (SO2, NOx and SPM) from nearby sources shallbe used in the model for more accurate estimate of air quality. The resultswill be presented for short term (24 hourly) concentrations over a radius of10 km. around the plant. The dispersion model results will be included in thereport using isopleths or other graphical methods, over laying a map of thesurrounding area. The predicted air quality shall be compared with existingregulations and amelioratory measures, if any required will be identified.The impact at all the monitoring locations shall also be estimated.Water Quality Impact:The impact of liquid effluents on natural water bodies receiving the effluentsshall be established and significant parameters, which are likely to changecritically, shall be clearly spelt out. Identify Project activities, includingconstruction, which may affect surface water or ground water. Describe how water will be discharged to the river or any other waterbody. Describe the potential effects on the river and groundwater whereapplicable. Describe mitigation measures to minimize potential effects includingpotential discharge of the Project on the surface water source and

groundwater during the construction and operation, phases of theProject on-and off-site. Describe proposed water management programs. Describe anticipated water use minimization, water recycling, waterconservation efforts and wastewater handling for this project. Describe the quantity and source of wastewater. Review industrialwastewater treatment technology and describe the wastewatertreatment system. Consider techniques, e.g., pollution prevention andin-plant controls, to establish the lowest practical discharge levels (interms of loads and concentrations) of the new plant. Provide a summary of discharge parameters, water quality effects andpossibilities for reduction based on technology.

Social ImpactsSocial impacts will be identified and necessary amelioratory measures, if anyrequired will be prescribed. The beneficial impacts of the project on the localcommunity shall also be delineated. Some impacts are associated with thehealth, sanitation, security and housing needs of the workforce. In particular,the proponent will identity socio-cultural impacts of large number ofworkers employed during the construction phase on local communities.Provide information regarding the effects of the Project on the Study Area, onthe region, including: Local employment and training; Local procurement; Population changes; Demands upon local services and infrastructure such as social servicesand law enforcement; and Economic benefits.

Prediction of Noise Levels:Sources of noise and its impacts on the environment shall be clearly broughtout. The noise levels at varying distances from source will be predicted usingsuitable model. Discuss the effect on noise levels at local residences duringthe construction and operational phases of the Project. A comparison of

measured noise (Leq) at monitoring locations to that of predicted noiselevels (Leq) will be made and mitigative measures required, if any, will berecommended to conform to the regulatory ambient air noise standards andidentify noise reduction measures and traffic management strategies.Disaster Management Plan and Occupational Safety:A general Disaster Management Plan (DMP) for dealing with emergencysituations arising due to fire, explosion, leakages of hazardous substances, ifany in the plant shall be prepared. The plan will also include storage,handling, transportation etc. for the hazardous and toxic materials to be usedin the power station. Occupational risk involved during construction andoperation of the plant should be assessed and necessary safety andprotective measures should be spelt out.Green Belt Development Plan:A green belt development plan for the project site should be included in theEIA report as per CPCB guidelines. Details such as areas to be planted,suitable plant species, plantation technique and necessary infrastructuresrequired for plantation etc. shall be clearly mentioned. The plan shall includethe minimum width, tree density. Other aspects like rain water harvesting bydesigning suitable recharge pits shall be included.Post-Study Monitoring Plan:It is necessary to monitor certain environmental parameters identified ascritical or as required by regulatory agencies. Considering the requirementsof Regulatory Agencies and identified critical parameters, a post studyenvironmental monitoring programme will be designed. All equipment andmanpower requirement necessary for the implementation of this programmeand cost involved will also be identified.Environmental Management Plan:At this stage, it may become apparent that additional environmentalmanagement and pollution control measures will be necessary to meet therequirements of the regulatory agencies. In respect of impacts identified,which need to be controlled, an environmental management program inaccordance with the principles should be considered. Where practicable

costs of monitoring programs should be estimated and a budget forimplementation shall be presented. Recommendations on mitigationmeasures, as and where such measures are warranted shall be delineated.Environmental Management Plans will be developed to selectively mitigatethe adverse impacts of the power project activities. Recommendations shallbe made concerning establishment of Environment Management Group andtraining of staff, wherever necessary.STAGE 'C'Preparation of EIA document for Public Consultation and Application to SPCBfor Environmental Clearance.

9.0 ANALYSIS OF PROPOSALThe state of West Bengal will get revenues in terms of taxes, local people will getopportunity in terms of indirect employment, business opportunity liketransport of Cement to the market, fly ash transport from nearby Power Plant, inshort nearby people will get opportunity to improve their livelihood.10.0 ENVIRONMENTAL MANAGEMENT PLAN

10.1 Air Pollution ControlThe major sources of pollution are particulate matter from grinding unit. Fly ash will be stored in silo. Particulate matter generated due to burning of coal and pet coke whichwill be circulated through close cement mill circuit and finally will bedischarged through the existing cement mill bag filters having capacityof 65,000 M3/hr. SO2 emission control measures is given as below:

Required statch height for flue gas discharge = 14*(Q)^0.3 Here Q = SO2 in Kg/Hr H (mtr) = 14 (31.25)^0.3 H (mtr) = 39 mtr Stack height of cement mill-1 bag filter is = 45 mts. Stack height of cement mill-2 bag filter is 40 mrts Both stack height are adequate as per CPCB guideline.

10.2 Water Pollution Control

No industrial waste water will be generated from furnaces. No additional water will be required.

10.3 Solid Waste Management

Fly ash will be generated which will be used for PPC manufacturing.10.4 Hazardous Waste ManagementUsed oil will be generated from plant machinery/Gear boxes which will besold out to the CPCB authorized recycler.10.5 Noise Pollution ControlTo maintain the noise level well within the prescribed limit inside theplant (85 dB (A)) and at the plant boundary (day time 75 dB (A) andNight Time 70 dB (A)) the following measures will be taken:-1 In order to reduce the effect of noise pollution, earmuffs will beprovided to all operators and employees working near the machinery.2 Proper maintenance, oiling and greasing of machines at regularintervals will be done to reduce generation of noise.3 Periodical monitoring shall be done.10.6 Green Belt Development/Plantation1 Plantation has been done in and around the plant premises.

2 Greenbelt has been developed in 3.54 ha i.e 34% of the total area of theproposed project.3 80% survival rate has been maintained with all possible efforts.4 The trees have been planted at suitable grid spacing to encourageproper growth.5 Local plant species have been preferred.11.
