EXECUTIVE SUMMARY
1.1 About the Company / Proponent
M/s.U.V.R.Granites Exports, Office at H-93, TNHB,9th Phase, Opposite Railway Station,
Hosur, Krishnagiri District, TamilNaduhas adequate knowledge and skill on quarrying and
export of dimensional granite blocks (rough) to various countries as well as the capacity to
retain the domestic market.
The firm wants to operate the quarry extends over an areaof 1.02.5hectares in SF.No. 190/1B
(P), 190/1C2 (P) & 191/1(P) in Kathiripalli Village,KrishnagiriTaluk and District.. The
applicant has applied for Granite Quarry lease to the Secretary to Government, Industries Dept,
Fort St. George, Chennai-9 through District Collector, Krishnagiri and Commissioner of
Geology and Mining, Guindy, Chennai for quarrying black granite from a patta land.
In view of his application, The Principal Secretary, Government in his letter No.
18610/MME.2/2010-3, dated 27.05.2015 has directed the applicant M/s U.V.R.Granites
Exports to get approved Mining Plan and Environmental clearance certificate from the state
Environmental Impact Assessment Authority (SEIAA), Chennai as per the orders of Hon’ble
Supreme court dated 27.02.2012 in IA No, 12-13 of 2011 in SLP(C) No. 19628-19629 of 2009
and Govt. of India, Ministry of Environment and Forest Circular No. L-11011/47/2011- IA.II
(M) dated 18.05.2012.
Accordingly, Mining Plan is prepared as per the special conditions stipulated in letter No.
18610/MME.2/2010-3, dated 27.05.2015 and the provisions of Tamil Nadu Minor Minerals
Concession Rules, 1959 (TNMMCR, 1959) and amended provisions of GCDR, 1988 for
quarrying granite with due consideration of environmental parameters so as to obtain
Environmental clearance (EC) form State EIA Authority (SEIAA), Chennai region as per the
Memorandum dated. 18.5.2012 from MOEF.

This quarry lies between12º 41’ 30.99253”N and 78º08’51.41244”E with elevation 573m
above MSL.It is represented by Survey of India Topo sheet No. 57 L/2. The Location of the
area is given in Plate I.All Pillar Coordinates of each boundary pillar of the lease boundary are
given below in Table 1.2.

2.1 About Project Proponent
M/s.U.V.R.Granites Exports, Krishnagiri, TamilNaduhas adequate knowledge and skill on
quarrying and export of dimensional granite blocks (rough) to various countries as well as the
capacity to retain the domestic market.
2.2 Identification of the Project
The study area is accessible at a distance of 2 kms towards south of Kathiripalli village where
the latterNH-7 roadsituated about 12 kmsconnecting Krishnagiri and Hosur. The area is a flat
terrain. The village road is found nearby the site on the northern side for transport of materials.
The salient features of the project are given in Table 2.1and Google image showing the study
area is shown in fig 2.1.

2.2.1 Location of the Project

2.3 Nature and Size of the Project
Size of Operation
The total quarry lease area is 1.02.5hectares and the life of the mine is computed as 9 years at a
production rate of 750 cubic meters per annum.
Nature
The area applied for quarry lease is almost a flat ground with little elevation to a height of 1m
from the ground level. The outcrops of black granite (Dolerite) are weathered partly with
exposure of spheroidal boulders and intermittent top soil capping. The area is surrounded by
agricultural fields with maize, red gram and ground nuts. The surface features of the land are
shown in the surface plan in Plate V. Water table is located at a depth of 32m from the surface.
Temperature of the region is reported to be 28ºC to a max. of 40º C during summer. Rain fall
of this area is about 900 mm during monsoons in a year. Regional crops are maize, ground nuts

etc. Chettulur is the nearest village of about 0.5 Km away from the site on the western side
with a population of about 500 people. No other areas of public interest are found in the
vicinity.
2.3.1Mineralogy, Texture and Colour
Dolerite is commercially called as Black granite by the quarry operators and buyers. It is a
type of ferro-magnesian dyke rock comprised of mineral constituents such as Pyroxene (Augite
and Hypersthene) and Plagioclase. Granite is dark black in colour with light greenish back
ground. The texture is a typical ophitic with fine grained plagioclase embedded over pyroxene
matrix but not visible to naked eye. The rock is fine to medium grained melanocratic and
without any segregation or textural defects, but more bouldary due to spheroidal weathering.
This spheroidal weathering cause more rejection up to 14m depth and hence average rate of
recovery is given below in Table 2.2.
Based on the field observation, it is presumed the massive sheets of granite is available at a
depth of 14m with rate of recovery ranges from 5 to 15% and therefore average rate of
recovery is taken as 10%. Gang saw size sheets may be persisting below 14m depth. Two core
drilling is suggested as the deposit is fully exposed at surface with intermittent outcrops with
spheroidal boulders. Dimensional cutting and polishing of these types of hard and compact and
massive rocks exhibits an attractive black colour and attain high polishing. Hardness ranging
from 6.5 - 7.5 (Moh’s scale) specific gravity 3- 3.30 gms/cc and attain high polishing which
create an excellent aesthetic value.

type of ferro-magnesian dyke rock comprised of mineral constituents such as Pyroxene (Augite
and Hypersthene) and Plagioclase. Granite is dark black in colour with light greenish back
ground. The texture is a typical ophitic with fine grained plagioclase embedded over pyroxene
matrix but not visible to naked eye. The rock is fine to medium grained melanocratic and
without any segregation or textural defects, but more bouldary due to spheroidal weathering.
This spheroidal weathering cause more rejection up to 14m depth and hence average rate of
recovery is given below in Table 2.2.
Based on the field observation, it is presumed the massive sheets of granite is available at a
depth of 14m with rate of recovery ranges from 5 to 15% and therefore average rate of
recovery is taken as 10%. Gang saw size sheets may be persisting below 14m depth. Two core
drilling is suggested as the deposit is fully exposed at surface with intermittent outcrops with
spheroidal boulders. Dimensional cutting and polishing of these types of hard and compact and
massive rocks exhibits an attractive black colour and attain high polishing. Hardness ranging
from 6.5 - 7.5 (Moh’s scale) specific gravity 3- 3.30 gms/cc and attain high polishing which
create an excellent aesthetic value.

2.3.2Exploration and Reserves
The black granite is very well exposed at the surface as outcrops with little top soil capping
intermittently. Granite is more bouldary at the surface. No exploration was carried out to find
the massive sheets for exploitation. The RQP and his Survey team along with the Applicant
had carried out the survey to map the geological and surface details of the area.
2.3.2.1 Method of estimation of reserves
The geological and mineable reserves are estimated by cross- sectional method up to a depth of
26m. Rate of Recovery of saleable blocks are mentionedbelow based on field conditionsin
Table 2.2.

Realistic factor of rate of recovery shall be obtained after completion of two proposed bore
holes (Nx & Bx size core size)as the granite is exposed at the surface itself with some close
spaced geophysical surveys using wiener configuration (VES). Necessary mining geological
details can be observed during mining by employing a Qualified Geologist for proper
extraction of blocks and orientation working faces to minimise the wastes and to increase the
recovery.
2.3.2.2Geological reserves
The geological reserves are estimated for the study area by the cross-sectional method as
16685 m3 up to a depth of 26m including topsoil thickness of 2m, having considered the depth
of mining, recovery, safety barriers etc. A detail estimation of geological reserves is given in
the Table 2.3

2.3.2.3Mineable reserves
The mineable reserves are estimated by cross-sectional method having considered the recovery
factor, depth of mining, safety barriers etc… The mineable reserves are estimated as 6794m3.
The overall pit slope is taken as 60° from the horizontal. The recovery factor is taken as 10%
for benches II-IVbased on the field experience of similar deposit. Details of estimation of
mineable reserve are given in Table 2.4 below

2.4 Employment Generation
The granite quarry provides direct employment to about 40 people and generates indirect
employment for few hundred people.The mine shall be operated with a system of deploying
heavy machineries like Hydraulic excavator, cranes etc.. .So, a qualified Mining Engineer as
per Rule 38(1)(a) of GCDR,1999 should be appointed to perform the duties specified to him
under these provisions.

2.5 Cost Estimate
Since the granite requires heavy earth moving machineries such as excavators, drilling

3.5.6 Miscellaneous Operations
3.5.6.1Extent of Manual Mining
Manpower will be engaged for drilling shot-holes, line drilling, smooth blasting, Jet burner
operation, dressing of granite blocks, cutting and removal of small amount waste or rejects and
support service labours for operation of machineries.
The materials required for manual workings are listed below,
1. Drill rods – 450 mm, 800mm,1650mm,3900mmandupto 7200mm.
2. Steel alloy chains of sufficient lengths with dia. of 12 - 18mm with “D’ shackles.
3. Crow bars of 1500 – 1800mm lengths.
4. Rubber hose and clamps, Feather and wedges of 15 cm and 30 cm sizes utilized for splitting
of blocks.
5. Spades, Sludge hammers, Iron Pans and chisels.
3.5.6.2 Pumping
Dewatering arrangements shall be made to pump out the rain and percolation of ground water
during rainy seasons. A stand by pump with 10 H.P. capacities is essential to meet the
emergency.

3.6 Topsoil
Top soil is a precious product of the earth which normally forms from the rocks by weathering
by millions of years of exposures to the atmosphere with aid of oxygen and water. These top
soil causes for development of amino acids and genesis of plant kingdom.Therefore, the top
soil should be removed separately before developing the face for granite and waste benches.
The topsoil generated during quarrying activity, it will be removed separately and
stackedwithin the quarry area earmarked for the same will be utilized for plantation.Top soil
should not be mixed with other waste or reject materials. It should be conserved by judicious
utilization in the mine premises.
3.7 Stacking of granite rejects and disposal of waste
Granite rejects which amounts to 90% of the total excavation, about 31689 m3will be generated
for mining up to 26m depth. It is revealed in the Conceptual mining plan showing the ultimate
depth of mining and ultimate pit configuration. Year wise production of Reject and waste are
tabulated belowin the Table 3.7

All the rejects shall be dumped on the NW and eastern side of the area as per Plate VI-X. The
undressed blocks will be stacked at the entry of mine within the lease area for dressing and
lifting into the carriers. Land chosen for dumping is barren and virgin it does not contain any
massive deposit.
3.8 Uses of Granite
The raw block generated will be utilized for export purpose. However based on the market,
granite blocks will be sold in the local market for manufacture of slabs, panels, tiles and
monuments, kitchen platform, kitchen sinks, name plates, etc., The applicant has polishing
unit.
3.9Site Security and Safety
Watch and ward are provided permanently in the Mine premises to monitor the Mine openings
to prevent inadvertent entry. S1-type of stone fencing will be constructed around the open pit
mines all along the lease boundary to safe guard the mine and the adjacent livings.Temporary
discontinuance will be minimum as there is enough demand for these materials in tiles
industries.
Manager will be appointed with suitable communication facilities. Primary Health centre is
available in Veppanapalli for medical emergencies, about 5 kms away from the mine.
In case of closure of mine the compensation under Industrial Dispute Act will be paid as per
law. All workers shall get retrenchment benefits as per labour laws under enforcement.
3.10 Production Details
The development involves only removal of small amount of top soil and rejects amounts to
80%. The annual production is proposed as 750m3 for the next five years and generation of
rejects are shown Table 3.8. Production plan is given in Plates VI.

SITE ANALYSIS
4.1 Connectivity
The said quarry area is situated in SF.No. 190/1B (P), 190/1C2 (P) & 191/1(P) in Kathiripalli
Village, Krishnagiri District of Tamil Nadu state extends over an area of 1.02.5hectares and is
accessible at a distance of 2 kms towards south of Kathiripalli village where the latterNH-7
roadsituated about 12 kms connecting Krishnagiri and Hosur.This quarry lies between12º 41’
30.99253”N and 78º08’51.41244”E with elevation 573m above MSL.It is represented by
Survey of India Topo sheet No. 57 L/2.
4.2 Land Form, Land Use and Land ownership
The Lease area does not involve any forest, agriculture or grazing land. The land is Private
land and at present, the land is not viable for agricultural purpose.
4.3 Infrastructure
Infrastructure required for mines such as office, stores, canteen, first-aid station, shelter, latrine
and bath rooms have to be provided as per the Mines Rules, 1955 as a welfare amenities for
mine labourers. All such infra structures are shown in the Plate- XI. Approach road is available
from village road to the mining Lease area.
4.3 Environmental Baseline Data
4.3.1 Climate conditions
The district receives rainfall from both southwest and northeast monsoons. The average actual
rain fall of Krishnagiri is reported as 1000.8mm per annum.Pictorial representation and annual
statistics for the last 10 years of rain fall data of Krishnagiri district is given belowin the Table
4.1 and fig 4. 1

4.3.1.1 Temperature
Temperature of the region is reported to be 28ºC to a max. of 40º C during summer. In the
month of May, daytime temperatures will generally reach around 33°C that's about 91°F. At
night the average minimum temperature drops down to 22°C, i.e. 71°F. Recently, the highest
recorded temperature in May has been 38°C i.e 101°F, and the lowest recorded temperature
15°C, i.e. 60°F.The chart below plots the average high and low temperature for each month of
the year. It also shows the maximum and minimum recorded temperatures in the fig 4.2.

4.3.1.2 Precipitation
The average monthly amount of precipitation has been recorded at around 122 mm, i.e. 5
inches. Rain or drizzle occurs on 10 days of the month.The average daily relative humidity for
the month of May is around 64%. The fig 4.3 and fig 4.4 shows the average monthly
precipitation amount and average number of rainy days.

4.3.1.3 Wind speed
The average daily wind speed in the month of May has been around 6 km/h, i.e. equivalent to
about 4 mph, or 3 knots. In recent years the maximum sustained wind speed has reached 63
km/h, i.e. equivalent of around 39 mph, or 34 knots. The fig 4.5 shows the average daily wind
speed for any month.

4.3.2 Air Environment
Proposed project is located in an area where farm based activities constitute the major portion
of the economic activities of region. Thus, the identified location is significantly far away
from the industrialized belt and thus perils of industrialization.
4.3.3 Noise Environment
The exposure to aggregate by mechanical stripping of soil and rock, extraction by digging,
transportation of materials around the site and processing are likely sources of noise.
This Noise generated from quarry activity and vibrations can seriously affect people in noise
sensitive locations and interfere with their ability to relax, sleep, or communicate, etc...

4.3.4 Water & Hydrology Environment
There are no perennial water courses / bodies within 5 km radius except a seasonal river and a
lake. The main source of water to the labours is from public water sources and from ground
water (open wells).
The ground water table is observed at a depth of 32m in the open wells at lower levels. As the
mining is proposed for a depth of 26m, it may not disturb the ground water table.
Most of the ground water source is the open wells, which are mainly used for drinking and
agriculture purposes, however the water samples were collected from the open wells adjacent
to the mine was sent to lab to assess physical, chemical and biological characteristics.
4.3.5 Flora and Fauna
The district is a paradise for natural lovers. The flora includes variety of timber trees like Rose
wood, Teak, Sandal etc. Hundreds of medicinal herbs, minor forest plants like nelli, kadukkai,
cheekai, pungam etc. The following trees like 'Charakkonnai' (Cassia histula). Since pungam
trees are found in abundance in this forest pungam oil is extracted from this seeds of this tress
which is a non pollutant Bio-fuel.
Flora as observed and identified in the field are covered by photograph and shown below in fig
4.6, 4.7 and 4.8. Mostly Palm tree, acacia, neems are found more on regional scale. The
applicant has developed trees like Casuarinas, Coconut etc with proper nursery garden and
plantation on vacant land.
Flora represented by herbs and shrubs of local species and free regional trees and their
botanical terms are given below in Table 4.2, 4.3 and 4.4.

The major wild animals include Elephants, Sambar, Spotted Deer, Gaur, Wild boar, Panther
etc. The bird population is also attractive with beautiful bird like Paradise flycatcher. Big lakes
in Anchetti and Hosur areas also attract large number of migratory birds like Painted storks,
Teals etc. Fauna represented by rabbits, rat, scorpion, millipedes etc… are found in this area.
4.3.6 Socio-Economic
An official Census 2011 detail of Krishnagiri, a district of Tamil Nadu has been released by
Directorate of Census Operations in Tamil Nadu.
In 2011, Krishnagiri had population of 1,879,809 of which male and female were 960,232 and
919,577 respectively. In 2001 census, Krishnagiri had a population of 1,561,118 of which
males were 803,077 and remaining 758,041 were females. Krishnagiri District population
constituted 2.61 percent of total Maharashtra population. In 2001 census, this figure for
Krishnagiri District was at 2.50 percent of Maharashtra population.
Average literacy rate of Krishnagiri in 2011 were 71.46 compared to 62.29 of 2001. If things
are looked out at gender wise, male and female literacy were 78.72 and 63.91 respectively. For
2001 census, same figures stood at 72.50 and 51.62 in Krishnagiri District. Total literate in
Krishnagiri District were 1,187,958 of which male and female were 667,062 and 520,896
respectively. In 2001, Krishnagiri District had 838,547 in its district.

economics are given below in Table 4.6 and fig 4.9 respectively.

5.2 Amenities / Facilities
The facilities required are very minimal, except rest shelter and first aid facilities. All facilities
are made available as per Mines Rules, 1955.

INFRASTRUCTURE
6.1 Industrial Area (Processing Area)
The land is Private Patta Land. The total area is 1.02.5 ha and the permit has beenapproved by
Department of Mines & Geology.
6.2 Green Belt
A safety distance of 7.5m is provided from adjacent patta lands as prescribed by the Dept. of
Geology and Mining.
6.3Water Management
The district receives the rainfall from southwest and northeast monsoons. Rain fall of this area
is about 900 mm during monsoons in a year. Dewatering arrangements shall be made to pump
out the rain and percolation of ground water during rainy seasons.
The ground water table is observed at a depth of 32m in the open wells at lower levels. As the
mining is proposed for a depth of 26m at higher levels it may not disturb the ground water.
Drinking water to quarry labours will be supplied from public source or from the bore well to
be drilled by the applicant Drinking water facility is being provided at site and also canteen
facility is also provided forthe benefit of the employees.
6.4Sewerage System
No water shall be used for quarrying or any other processing except drinking water to be drawn
from public sources. Some stagnation of rain water in the pit shall be used for wire saw cutting
and recycled using slurry pumps. Hence, there will not be any wastewater generation from the
operation.

6.5Solid Waste Management
The mining operation was concentrated only in the Granite bearing area over the entire lease
area.The waste to be generated shall be debris of portable size hard rock without any clay soil
and connate water and therefore collapse of dumps is not possible for this mine. The solid
waste shall be dumped systematically. The waste\Rejects shall be dumped over the safety Zone
and barren area as Plate –VI-VIII.
6.7 Environmental Considerations
6.7.1 Air pollution control
There is no gaseous matter generated in this mine. Dust generation during drilling of shot
holes, haul road, smoke from vehicles shall be controlled as given below,
Dust extractor or wet drilling to be followed to control dust at source of emission
during drilling,
Emission level in all machineries and transport vehicles to be tested once in a year to
keep them in control with proper maintenance and service,
Water sprinklers along the sides of haul road shall be fixed to control fly of dust while
transporting minerals and waste,
Avenue trees along roads and green belt around ML boundary shall be planted with
density of 1500 trees per Hectare as per the norms of MoEF to control fly of dust, noise
etc,
In above all, labours engaged in such dust prone areas should be provided with safety
devices like ear muff, mask, goggles etc as per the MMR, 1961 amendments and
circulars of DGMS under the provisions of occupational diseases.
Labours may be permitted officially to undergo medical checkup to test silicosis and
other respiratory checkup once in 5 years.
And other guidance required under these laws should be strictly adopted.
6.7.2 Water Pollution Control
In this granite activity there is no utilization of water for the process. The requirement isfor
drinking and domestic purposes.

The recuperation of ground water may not rise immediately due to shallow mining. The rain
water percolation and collection shall be less than 300 lpm and it shall be pumped about
periodically by a stand by diesel powered centrifugal pump motivated with 7.5 H.P. Motor.
The quality of water is potable without any contamination and it shall be pumped into the
adjacent agricultural fields and plantation area.
Drinking water to labours will be supplied from public source or bore well to be drilled by the
applicant.The water to be pumped from the mine will pure and potable. It will not be harmful
and it does not require any treatment before discharging into the natural course or tanks.
The turbid rain water during rainy season is proposed to settle in a pit before discharging in to
the natural stream for settling the suspended particles. No other EMP required for water quality
management.
6.7.3 Noise Pollution Control
The Noise is the environment attribute associated with the drilling activity.Conditions caused
to disturb the eco-system and environment of the mining area is negligible except the necessity
of controlled blasting to prevent fly of rocks, noise and vibration.
The activity such as drilling shallbe updated to latest technology which involves wet drilling
technology. The noise fromvehicular movement can be reduced by levelling road for a
smoother drive.Only shot hole blasting shall be adopted for breaking the boulders and hard
rocks. No deep hole blasting or machineries will be engaged in this mine.Sometimes noise will
be more than 90 dB due to blasting of shot holes with low explosives used for shattering. In
such case, the persons working near such areas will be given Mask with ear plugs\muffles in
addition to Helmet and goggles.
6.7.4 Waste Material Management

dump at the end of 5th year and at the end of life of mine are given below in the Table 6.1

The solid waste shall be dumped systematically with proper repose angle and stabilization as
given below,
Gradation of dump shall be done automatically as coarser materials go to the bottom
and finer at the top and therefore drain of rain water flow freely to the bottom without
endangering the stability of dump,

Stabilization of dump with top soil and tree plantation shall make the dump more stable
on long,
1m height parapet shall be constructed for dumps more than 6m height along the toe to
prevent and control wash out from dumps entering into natural system through rain
water,
Garland drainage around dump shall prevent under wash of dump by hydrostatic
pressure to be developed by surface water and control wash outs and collapse,
Dump should be terraced for every 5m height and stabilized as above,

As practically as possible the dump should be made as per the plate VIII on barren
grounds so as to avoid re-handling so that the dump shall be seasoned and stabilized.
6.7.5 Afforestation
Regional trees like Casuarinas. Eucalyptus, Teak, acacia etc will be planted along the Lease
boundary and avenues as well as over Non-active dumps at a rate of 30 trees per annum with
interval 5m in between. The rate of survival expected to be 80% in this area. Land use and
Afforestation Plan is given Plate X.
The materials to be dumped shall be very hard in nature and it does not require any grading
separately. Part of top soil will be spread over the Non-active dumps along the slope and edges
to plant tree sapling to form vegetal cover over the dumps. Such vegetal cover will prevent
erosion of dumps during rainy seasons. The program of tree planting is given Table
6.2

6.8 Occupational health and Safety
Since the activity of the project involves drilling, rock breaking, loading and transportation,
the primary safety for the workers is the main concern of the project. Generally Personal
Protective Equipments (PPE) shall be provided to all individuals inside the Granite lease
area. The workers which are more concerned with the activity of drilling work, additional
Protectiveequipments shall be provided such as Thick Gloves, Goggles, ear plugs, thick boot
wears, etc.
Qualified First Aid personnel shall be appointed or nominated to attend emergency first aid
treatment.Periodic medical examination has to be made for occupational health once in a year
in addition to attending medical treatment of occupational injuries under Rule 45 (A).
As per the Mines Act, 1952, no child labour below 18 years of old a shall be engaged for any
work in the quarry.
6.9 Social Responsibility
Quarrying sites are generally remote and under developed. Standard of living of people in
such areas is normally low; therefore due to industrial activity like Quarrying, people residing
in the nearby villages within the buffer zone are to be benefited by direct and indirect
employment opportunities created by the Quarrying activities.
The mining operation will create an employment of about 60 persons, of which 80 % will be
from local people. The Granite site, not only provide employment opportunities but also the
industrial culture and civilization to the village people. Beneficiary villages are Kathiripalli,
Vappenapalli and its hamlets.
In case of any closure of mine the compensation under Industrial Dispute Act will be paid as
per law. All workers shall get retrenchment benefits as per labour laws under enforcement.
Quarrying activity contributes towards economic up-liftment by way of job opportunities in
the region. Hence there will be an increase in quality of life in the area. Quarrying activity
will also boost the ancillary industries, business and market establishments. The state
government also will earn revenue in terms of royalty.

The mining operation was concentrated only in the Granite bearing area over the entire lease
area and some waste removal from these mines and dumped on the area earmarked.
Not much disturbance was observed in area in respect of fauna, flora and human settlement of
the villages. The applicant has to rehabilitate the old dumps and stabilize it with local
inhabitants. Similarly the workings should be safe guarded from the inadvertent entry by
proper fencing (S1 type) around the quarry.
After completion of mining the land will be used as percolation tank to store rain water, so that
the ground water will be charged to increase ground water level. And fishy culture will be
developed with aesthetic planting around mines like park. Top Soil, a precious product of
mother earth will be made used for this rehabilitation and land reforming.

8.1 Project Schedule
The mining Scheme is prepared under the Rule 16 of GCDR, 1999 for Fresh Mining Lease.
The mining plan was approved by the Dept. of Geology and Mining Guindy, Chennai.The total
quarry lease area is 1.02.5hectares and the life of the mine is computed as 9 years at a
production rate of 750 cubic meters per annum.
8.2 Cost Estimate
Since the granite requires heavy earth moving machineries such as excavators, drilling
machines with compressors, dumpers/tippers. Approximate cost towards the same would be
about Rs. 1.21 crores.Some machinery are hired initially for production purposes investment
on machineries is listed below in tabular form 8.1
Being a deep dipping deposit and depth persistence is yet to be established by proposed
exploration and therefore program of back filling or reclamation of Land will be considered
after completion of exploration to ascertain the cut-off limit of Mining. However budgetary
provisions for Afforestation program and rehabilitation of the Area shall be carried out with
cost as given below in table 8.2
Totally Rs.46, 000 per year shall be allotted for monitoring of EMP. No abandonment during
first five years and therefore no budget are allotted for the first five years. Total budget for
Afforestation and EMP shall be,
Expenditure = Rs 30000+ 46000 = Rs76, 000 per year
Period = 5 years
Budget Amount = Rs 380,000 for five years

The occupation of the local villages of the area is agricultural. The quarrying activities in this
belt will benefit to the local people both directly and indirectly. The direct beneficiaries will be
those who get employed in the mines as skilled and un-skilled workers. The indirect
beneficiaries will be those who are open small business to sell goods required by the residents
whose “Per Capita” income will be enhances by the quarrying activities and thereby their
purchasing power. Quarrying activity improves the economics status of the people working in
this project. Overall improvement will be expected in local area. Few labours will get
employment and the State Government and Village Panchayat will get royalty due to quarrying
activities.
As the project proponents commit to protect Environment from pollution in various activity of
the quarrying operation can be abated effectively.
9.1.1 Analysis of Proposal can be concluded as follows:
There will be no environmental impact from the project since the scale of operation is
very minimum.
This operation doesn’t need relocation of any habitats.
The project provides employment opportunities to the people of surrounding area, in
turn helps in improving the economic status of the present population.
Also there are many similar quarry operations working in the vicinity.

d) OPEN CAST MINES
i) Mode of Working :
Granite blocks of the following standard sizes will be extracted from this
mine by Open cast semi-mechanized method of mining using Shot hole drilling
with a aid of compressor and Jack hammers ,smooth blasting, block lifting using
cranes and waste and rejects removal using Hydraulic excavators and tippers
combination. Working plans and sections showing the layout of faces and direction
of mining are given in Plate VI-X.
The economical depth of mining is taken as 26m having considered several
field phenomenon such as limit of lease boundary. Four benches are designed to
exploit the granite blocks by conventional methods. The benches each of 6m
height and width not less than the height are designed to win the blocks.
BENCH DESIGN PARAMETERS :
Top soil shall be removed and stacked separately along Lease boundary as
Earth Bund which will be used for afforestation purposes in phases. Granite
benches will be formed to a height of 6m and width not less than 10m for
movement of machineries while working and the final slope shall be 60°. Initially
the granite benches will be vertical for dimensional cutting of blocks. The
applicant is proposed to produce dimensional blocks to measure,
Minimum size = 1.50 x 1.00 x 1.00 m = 1.50 cu.m.
Maximum size = 3.40 x 1.90 x 1.80m = 11.62 cu.m.
Construction of parapet as a fencing around such ultimate pit limit on top of
opencast workings will be arranged to safeguard the mine from inadvertent entry
and hazards.

PRE-SPLITTING:
Preface development is must for extraction of dimensional blocks without cracking
or fissuring of the body during drilling and blasting. To achieve such preface a pre
splitting technique using Jet burners on the advanced direction are resorted to a
distance of 6–10m.So as to isolate the working face from the remaining area.
These practices are followed to minimize the formation of artificial cracks and
tensional fissures that are developed after blasting in the advance direction.
Shot - hole drilling with jack hammers and line drilling with top hammers will
be used at close spaced intervals to develop cracks along the line of drilling and to
open the blocks. Low strength explosives or merely detonating fuse may be used
to create a “pre-determined line of cracks“ so as to pull out the blocks from
the working faces.
Block - Lifting is an art to remove the cracked rough block from the face
by a Crane/Excavator. The debris and rejects and waste will be cleared from the
face by Hydraulic Excavator and tipper combinations. The rough blocks will further
subjected to dressing to a desired size by secondary cut at the surface.
The rough dimensional blocks will be supplied to the potential domestic and
overseas customers. The waste will be dumped on the specified place earmarked
for dumping as shown in the Plate VI-X.

e) EXTENT OF MECHANISATION
The machineries proposed to engage in the mines for systematic operation
and development of quarry to augment extraction of blocks are in Annexure IV.
1. Drilling :
Drilling of shot-holes will be carried out using compressor and Jack
Hammers combination. Depth of holes shall be 2.5m for 3m bench height. The
spacing shall be 30 - 40cms and burden from the preface depends upon the size
of block. However the it is preferred to have 1 - 1.5m burden from the preface for
effective pulling of blocks. In case of burden in excess of 1.5m the spacing should
be adjusted smaller, less than 30cms.To achieve a correct blasting geometry
certain amount of trial blast is pre-requisite to effect a perfect pre-determined
crack to release the block from the parent rock.

ii) Pumping :Dewatering arrangements shall be made to pump out the rain and
percolation of ground water during rainy seasons. A stand by pump with 10 H.P.
capacity is essential to meet the emergency.
5.0 BLASTING
Controlled Blasting technique will be adopted to open a pre-determined crack ofthe block from the parent body. Shot-hole with 32-36mm dia. which are drilled byline drilling and Jack hammers at a close spaced interval of 30 cms will beinitiated suitably with any one or more of the following methods,
i) Pre-splittingii) Cushing blasting with low strength and very low dia. cartridges by
axial priming or standard dia. cartridge with intermittent stemmingmaterials.
ii) Water impulsion with Detonating cords of sufficient power, Preferably 10gms per metre to develop cracks along the line of drilling,

In watery holes, the water pressures that are developed while initiating the
detonating fuse will act as a cushion to move the blocks and form a line of crack.
In other cases, small vibration created by low explosives open the artificial shear
plane \tensional crack formed by a line of drilling. Sometimes wedges are used to
cut the major blocks into smaller sizes after drilling of holes to a depth of 30-40
cms. Then the blocks are dressed to desire sizes.
b) TYPE OF EXPLOSIVES:
Common explosives used to develop a line of crack along the line of drilling are,
i) Detonating Fuse or Cord with 10gms of Expl. per metre,
ii) Low explosives like Gun powder or 70 gms of slurry cartridges,
iii) Ordinary Detonator , class- 6
iii) Safety fuse, class -6 .
c) Powder factor : The Powder factor for waste rock development shall be
7 tonnes per Kg. of explosives.
d) STORAGE OF EXPLOSIVES
The applicant is advised to store the explosives as per the Indian Explosives
Act, 1958. The explosives to be used in mines being a small quantity the District
collector may be approached to keep the stocks not exceeding 5 kgs at time or
any other quantity permitted by the concerned authorities in a portable magazine
of S & B types.

6.0 MINE DRAINAGE
a) Surface Water control : Markanda Nadhi is situated about 1.5km away on
the western side. No major water body is located nearby except a seasonal river
track on the eastern side which carries flood water during rainy season from west
to east.
b) Water Table: The ground water table is observed at a depth of 32m in the
open wells at lower levels. As the mining is proposed for a depth of 26m at higher
levels it may not disturb the ground water.
c) Quantity and Quality of Ground water: The recuperation of ground water
may not rise immediately due to shallow mining. The rain water percolation and
collection shall be less than 300 lpm and it shall be pumped about periodically by
a stand by diesel powered centrifugal pump motivated with 7.5 H.P. Motor. The
quality of water is potable without any contamination and it shall be pumped into
the adjacent agricultural fields and plantation area.
7.0 STACKING OF GRANITE REJECTS AND DISPOSAL OF WASTE
Granite rejects which amounts to 90% of the total excavation, about 31689M3
will be generated for mining up to 26m depth. It is revealed in the Conceptual
mining plan showing the ultimate depth of mining and ultimate pit configuration.

8.0 USES OF GRANITE
The raw block generated will be utilized for export purpose.
However based on the market, granite blocks will be sold in the local market for
manufacture of slabs, Panels, Tiles and monuments, Kitchen Platform, Kitchen
sinks, name plates, etc., The applicant company has polishing unit.
09.0 OTHERS
a) SITE SERVICES :
Sufficient stocks of spares, lubricants and fuels have to be maintained at
the mine site for effective and optimum Utilization of man power and machineries.
Infrastructure required for such mines like office, stores, canteen, First-aid
station, shelter, latrine and bath rooms have to be provided as per the Mines
Rules, 1955 as a welfare amenities for mine Labourers. All such infra structures
are shown in the Plate- XI.
b) EMPLOYMENT POTENTIAL:
i) Management and supervisory Personnel :
The mine shall be operated with a system of deploying heavy machineries
like Hydraulic excavator, cranes etc., a Qualified Mining Engineer as per Rule
38(1)(a) of GCDR,1999 should be appointed to perform the duties specified to
him under these provisions.
For the purpose of Mines safety under the provisions of MMR,1961 under the
Mines Act,1952 the Mining Engineer so appointed should have First /second class
Mine Manager certificate to act as a Manager of the Mine as per the Mining laws.
To supervise daily, of all workings and the persons employed therein the first

class Manager so appointed must be assisted by a second class Manager or a

ii) Air quality : Air sampling was done as there is no activity in this mine and no
dust rise is observed. Dust fall data may be taken from the district observation for
threshold values.
iii) Water quality: A water sample from the open well adjacent to the mine was
sent to lab to assess hardness, salinity, colour, specific gravity, PH, turbidity, COD,
BOD, fluorine etc
iv) Noise levels : Threshold sound level is reported as 58dB.
v) Vibration levels : No activity to test vibration of longitudinal waves and its
peak particle velocity.
vi) Water Regime : Markanda Nadhi is situated about 1.5kms away on the
