0. EXECUTIVE SUMMARY
The project activities of ADB Loan 2838 started on 2012. The governing regulations and applicable technical guidance for environment related issues are defined in the Environmental Management Plan in the EIA. This report is one of a series of EMRs that evaluate the compliance of recent project activities with the obligations defined in the EMP. Several aspects among all the environmental management activities are more focused in this report, that are: methodologies applied for environmental monitoring and their compliance, monitoring frequency, operational condition of monitoring equipment and experience return from cases of breach. Above mentioned aspects were closely followed up in 2018 along with several environment sampling and analysis activities.
Updates since last report: - The project components are all completed.
- The Environmental Monitoring Sampling and Analysis activates, conducted in October, November, December 2018 / January 2019, are different with the analysis activities in the last report.
- New analysis reports are attached.

1. INTRODUCTION
1.1 Objective of the report 1. This report is the environmental monitoring report for Jiangsu Yancheng Wetlands Protection Project (The Project) at The Project implementation phase. It is prepared by The Jiangsu Project Management Office (JPMO) with the assistance of environmental consultant. The environmental consultant has been providing consulting services to JPMO. In this Report, we briefly provide (i) a review of the environmental procedures and compliance with environmental regulations, (ii) the environmental institutional structure and responsibilities, (iii) mitigation measures undertaken to minimize adverse environmental impacts arising from the construction activities of the Project facilities, (iv) conclusion and suggestions.
2. The purpose of “environmental monitoring” is to ensure that all the subprojects and The Project as a whole comply with the environmental and related safeguards policies and requirements of the People’s Republic of China (PRC) and the Asian Development Bank (ADB).
1.2 Description of the project and its components 3. The Jiangsu Yancheng Wetland Protection Project (The Project), Loan 2838-PRC, was approved by Asian Development Bank (ADB) Board on 16 December 2011. The loan and project agreements were signed on 22 March 2012, and the loan became effective since 23 August 2012. The Project is estimated to cost $76.39 million, including contingencies, financing charges, and taxes and duties, which will be paid by the government from its own resources. The Project component (subproject) and investment plan is shown in Table 1.1.

The overall objective of the project is to improve ecosystem health and services in the coastal wetlands of Yancheng, while the expected outcome is improved capacity to manage and protect wetland ecosystems in Yancheng and improved livelihoods for local people. The project will protect biodiversity, identify alternative and improved livelihoods, and facilitate local residents’ employment and income generation. The project outputs are
(i) wetlands protection at the Yancheng rare birds national nature reserve (YRBNNR),
(ii) wetlands protection at the Dafeng milu national nature reserve (DMNNR), (iii) coastal forest improvement at the Yancheng forest farm (YFF), (iv) coastal forest improvement at the Dafeng forest farm (DFF), and (v) project management and capacity development.
1.3 Environmental settings
5. Yancheng municipality. Yancheng is located in the northeast of Jianghuai Plain between E 119°27′~120°54′ and N 32°34′~34°28′. It is along to the Yellow Sea at east. The climate of Yancheng belongs to humid monsoon climate zone and is mainly influenced by marine climate and continental climate. Yancheng Municipality has monsoon, four distinct seasons, abundant rainfall, hot and rainy season, sufficient sunshine, and a long frost-free period. The average annual temperate is between 13.70C and 14.60C.
6. Yancheng sea shore lies in the middle of Jiangsu coastal land. The city boasts 582 kilo-meters of coastline, taking 56% of the total in Jiangsu province. The sea waters covers 18,897 square kilometres that consists of 12,144 square kilometres of inland waters and 6,753 square kilometres of territorial sea. This coast territorial sea is PRC's only area where no red tide occurs. At the coastal area, the tidal land occupies an area of 4,550 square kilometres (including the radiation shoal). Among this tidal land, the area above the tide is 1,667 square kilometres and the area between the tides is 1,610 square kilometres. They respectively take 75%, 64.6% and 60.8% of the total of Jiangsu Province. The area of tidal land that can be exploited in the very near future in Dongtai, Dafeng, Sheyang, Binhai, Xiangshui amounts to 1,300 square kilometres.
7. For the biological environment, there are more than 400 bird species here. Approximately 3 million migrant birds pass here every year. Yancheng tidal wetland is a

shelter of many endangered species. Vegetation diversity is in average condition here. The problems include ecological degradation along the coast, wetland degradation. Biological diversity is decreasing along the coast, habitat area shrinking, spread of invasive species, reclamation and pollution from fisheries.
1.4 Project implementation advancement
8. For the component 1 Wetlands Protection at YRBNNR, in this reporting period, constructions of this component were progressively preceded, achieving 0.27% progress. As of 31 January 2019, the overall progress of this component was estimated at 100% against 99.73% up to the previous reporting period. The constructions of the facilities related to the wetland park including the public education center (Museum) are completed and open to the public. The constructions of other facilities are completed as well. Please refer to the following table (Table 1.2) for the details and project progress of civil works in YRBNNR.

11. For the component 4: Costal Forest Improvement at DFF. In the reporting period, the component was progressively implemented as planned. No major difficulties or issues that have materially impacted the project implementation were existed. The main activities under this component were to carry out the plantings, construction of fire prevention access roads and to implement the routine activities for the rehabilitation of coastal wetlands. This component achieved 1.25% progress in this reporting period. As of 31 January 2019, the overall progress of this component was estimated at 100%. 12. The Component 5: Project Management and Capacity Development doesn’t contain any construction activity. None adverse environmental impact has been occurred.
In the reporting period, the main activities of this component were to monitor the project implementation, address the issues relating to the contract execution, supervising the follow-ups required by the ADB mid-term review mission, finalizing the proposal on the ADB loan saving utilization, reviewing the loan withdrawal applications submitted by the PIUs and facilitate the annual auditing activities carried by the external auditor etc. This component achieved 1.25% progress in this reporting period. As of end January 2019, the overall progress of the component estimated at about 100%. The PMO and the PIAs’ project management offices have been well established and staffed,

while two nature reserves and two forest farms have also set up project management units with assigned staffs to handle the project implementation activities. The staffs from JPMO, local PMOs and PIUs have been trained, totaling of some 370 person-days including 46% female participants.

2. EMP ORGANIZATION AND RESPONSIBILITIES OF RELEVANT PLAYERS
2.1 Organizations in charge of the Environmental Management during different implementation phase of project

The Jiangsu Project Management Office (JPMO) has been established within Jiangsu Provincial Environmental Protection Department for the implementation of the project. Composed of professional and administrative staff assigned from government agencies for the project, the JPMO has the capacity to carry out the project activities in coordination with JPG agencies. It had been headed by a full-time project director who reports to JPG.
14. In the environmental administrative aspects, the JPMO have conducted the responsibilities to establish clear work processes and procedures or guidelines covering four main tasks of management: Planning, Implementation, Monitoring, and Corrective Actions. The following are suggested guidelines for establishing the environmental management to be implemented for JPMO’s environmental responsibility;
the project need avoid location of subprojects involving construction in i.ecologically or socially sensitive areas (e.g., national parks, designated sanctuaries, and protected wetland core zones designated by Wetland Convention, or cultural heritage sites designated by UNESCO) or intensively inhabited land; and if avoidance is not feasible, appropriate mitigation and compensation (offset) measures commensurate with potential impacts shall be developed and implemented.
The project needs to establish an environmental screening, classification, and ii.
assessment system to identify and assess environmental impacts and issues associated with a subproject.
If JPMO determines that a subproject could have adverse environmental impact iii.(and is therefore classified as a category A or B project pursuant to ADB’s requirements), PMO need comply with the procedures described in ADB’s Environment Policy, including the preparation, disclosure, and approval by ADB (in each case, where required) of an environmental impact assessment (EIA) in the case of category A or initial environmental examination (IEE) in the case of category B. For operational and partly completed subprojects, an independent audit and corrective act will be conducted.

JPMO need ensure that all subprojects shall comply with applicable PRC iv.environmental laws and regulations at all times, and meet all relevant national and local environmental standards.
PMO need ensure that each subproject follows environmental health and safety v.procedures consistent with internationally recognized practices and PRC labor laws and regulations.
JPMO need supervise the Subproject’s IAs to ensure that subproject contractors vi.need fully comply with the environmental management principles and monitoring programs in the Environmental Management Plan (EMP), and applicable rules and regulations of the national and local governments;
JPMO need ensure that all subprojects will fully comply with the monitoring and vii.reporting requirements in compliance with applicable EMPs; a semi-annual or annual monitoring report containing monitoring data, analyses, and incidents as related to the EMP implementation will be submitted to regulatory agencies and ADB for review (this report);
JPMO need make its best efforts in corrective actions to mitigate impacts of its viii.
subprojects; and take remedial actions in the case of unanticipated environmental impacts, unresolved environmental issues or grievances;
JPMO need supervise the Subproject IAs to engage in a continual and ix.appropriate public information program related to the company’s environmental management activities.

The sub-borrower and their supporting IA for each subcomponent is fully responsible for complying with all environmental requirements, including implementation of environmental mitigation measures specified in the CEIA and Chinese EIA report, so as to ensure that all related national and provincial environmental regulations and standards are met. The IA for each subcomponent was appointed an Environmental Responsible Officer (ERO), who conducted self-monitoring, and prepare a quarterly report reflecting the IA's environmental performance, and provided it to the PMO for review. The personnel arrangement of EROs have been decided and listed in Appendix 1.

16. The EMU units are required to be set up inside each PIU. They are responsible for (i) implementing the EMPs and developing further implementation details; (ii) supervising contractors‘ implementation of mitigation measures during construction; (iii) implementing training programs for contractors; (iv) incorporating environmental management, monitoring, and mitigation measures into construction and operation management plans; (v) developing and implementing internal regular environmental monitoring; (vi) redressing public grievances; and (vii) reporting performance of the EMP to JPMO, YPMO and responsible agencies.
The EMUs’ objectives in environmental management are: (i) Implementation: Planning and implementation according to EMP (ii) Supervision: Training and supervising Contractors (iii) Grievances: Redressing public grievances (iv) Reporting: Report performance of the EMP to JPMO, YPMO and responsible agencies.

2.2 Environmental Responsible Procurement (ERP)
17. The article 47 of the EMP, environmentally responsive procurement is required for consideration. The procurement procedures have not been evaluated according to general recognized environmentally responsive procurement methodologies before 2018.
Procurement activities in 2018 were followed by Environment Safeguard Specialist for environmentally responsive procurement consideration. A short explanation notice was issued by the Environment Safeguard Specialist to PIUs with information about “environmentally responsive procurement”.

Identification of environmental requirements and summary of compliance
2.3 Project covenants
18. The project was implemented over 6 years and 6 months from July 2012 to January 2019. Jiangsu provincial government (JPG) was serve as the executing agency which was take oversight responsibilities and ensure coordination among JPG agencies, such as the environmental protection and finance departments, the forestry and water resource bureaus, and the Jiangsu provincial development and reform commission. Yancheng municipal government (YMG) was assist JPG in coordinating and supervising implementation of the project. The implementing agencies are Jiangsu Environmental Protection Department (JEPD) for the wetlands protection at YRBNNR output, the Jiangsu forestry bureau for the wetlands protection at DMNNR output, the YMG for the coastal forest improvement at the YFF output, and the Dafeng city government (DCG) for the coastal forest improvement at the DFF output. The Jiangsu PMO (JPMO) has established at JEPD to be responsible for the overall planning, coordination, and supervision of the project. A municipal PMO has established in YMG to perform tasks delegated by JPMO. 19. In compliance with ADB’s loan covenants, some IAs submitted to ADB the environmental reports commencing from the start of Project implementation. This Report is prepared accordingly, to summarize the environmental management and monitoring performance of all IAs on their components and sub-components.
20. PIUs are responsible for implementation for each project components. PIUs shall employ IAs and consultants for construction, engineering and consultation work. In order to guarantee project activities’ compliances with regulations and EMP requirements, an EMU team shall be formed in each PIU. EMU teams are responsible for planning, supervision and reporting of all environmental related issues.
2.4 Legal requirements 21. Review of the environmental procedures has been carried out throughout the project processing. Table 2 provides a list of the applicable environmental laws and regulations of the PRC and environmental policies and regulations of ADB with which the design, construction and operation of all The Project facilities should be comply.

To ensure that these relevant environmental Laws, Standards and Regulations are implemented, JPMO have incorporated the environmental management affairs into its daily implementation of the Project. JPMO mobilized the Environmental Monitoring Specialist to assist the JPMO to conduct the activities on compliance with environmental management. It is noted through documentation review in the early implementation stage that the implementation of The Project has been in compliance with the relevant environmental laws, regulations and standards. The environmental protection measures or facilities are being designed.
2.5 Other documents 23. Environment Management Plan: The implementation, supervision and mitigation measures enunciated in the EMP shall be strictly followed by PMOs, PIUs and IAs.

2.6 Compliance summary
24. To minimize external environmental impacts on the Yancheng coastal wetland ecosystems, Jiangsu Provincial Government was ensured that the environmental management plans associated with the Jiangsu Coastal Development Plan, Yancheng Coastal Development Plan and other sector development plans and programs of JPG are monitored and reported to ADB in a timely manner. 25. Jiangsu Provincial Government and YMG implemented the provincial and municipal 12th Five years plan for environmental and ecological protection to reduce the pollution loads on the coastal wetlands, particularly DMNNR and YRBNNR. 26. Jiangsu Provincial Government was ensured that preparation, design, construction, implementation, operation and decommissioning of the Project and all Project facilities comply with (a) all applicable laws and regulations of the Borrower relating to environment, health and safety; (b) the Environmental Safeguards; and (c) all measures and requirements set forth in the EIA, the EMP, and any additional measures set forth in a Safeguards Monitoring Report. 27. In July 2015, JPMO conducted training to the subproject IAs and construction contractors. The environmental consultant provided the training activities at the environmental protection considerations at the civil works process. Explanations on the mitigation were required for the related eco-environment impact ascribed by the engineering constructions, such as the mitigation on the wastewater control, dust control and noise reduction. Environmental consulting experts particularly emphasized on the construction activities in two protected areas to carry out environmental monitoring of surface water and wastewater discharge monitoring, atmospheric environmental quality monitoring and monitoring of noise. For completion of the construction site, the construction contractors need conduct timely vegetation recovery or engineering hardening, bare soil can be reduced as much as possible, to reduce soil erosion.
In March 2018, the Environment Safeguard Expert conducted a training
programme to the subproject IAs. The training programme includes following contents: (a) Project Environment Management Plan (b) National and local management regulations for forest parks (c) Environmental Protection System of national forest reserves (d) Pollution of pesticide (e) Special feathers of Yancheng wetland protection zone etc.

3. MITIGATION MEASURES IMPLEMENTED
32. For accomplishing Outputs 1- 2 (YRBNNR, DMNNR), there are many civil works
have been conducted. These construction activities have produced some unfavorable
environmental impacts such as dust, noise, and traffic congestion etc. However,
mitigating measures have been implemented properly by the contractors.
33. Dusty materials are shielded or covered and the vehicles are cleaned before leaving
the construction sites to reduce air pollution. Construction is conducted in valley sites
and the use of noisy machinery is avoided as much as possible. Construction activities are scheduled to minimize disturbance to residents rest time.
34. Solid waste produced in construction such as excavated earth is transported along
designated routes to designated disposal sites in accordance with the requirements stipulated by the relevant government departments. Solid waste from the camps is
collected in garbage bins and transported to designated municipal landfill sites. Some of
construction sites were at dispersion. Part of civil construction area was smaller and
construction period was short period. The effective solid waste collection and disposal were not applied timely. Resulting in site solid wastes that exposed at the surface, affect
the landscape environment and local sanitation condition. Under the requirements of the
relevant agencies, the mitigations have been timely applied, strengthen management
was conducted.
35. Exhaust gas control: In order to control machinery and vehicles' exhaust gas,
construction machinery and vehicles are kept in good condition and only good quality
fuel and oil are used. The vehicles are also installed with purification apparatus to treat exhaust gases.
36. Dust control: Water is sprayed when necessary on the construction roads and the construction sites. Dusty materials are enclosed or covered during transportation to
reduce air pollution. Due to the construction sites scattered, part construction smaller
amount and the construction period is short, not timely carry out measures of dust
prevention. Resulting the dust impact on local site for a short time. Under the requirements of the relevant units have been timely rectification, strengthen

37. In order to minimize construction machinery and vehicles noise, when construction
vehicles pass by or through residential areas, they are required to reduce their speed,
refrain from sounding the horn and to avoid excessive noise. The contractors are
required to use construction machinery with lower noise emission. All construction machinery and vehicles are kept in good maintenance and proper operation to minimize
noise generation.
38. In order to reduce soil erosion, the constructors gave first priority to utilize existing roads for transportation and minimized building new temporary ones. Some of
construction sites were at dispersion. Part of civil construction areas was smaller, and
construction period was short period. The effective soil erosion control and vegetation
recovery were not applied timely resulting in site soil erosion. Under the requirements of the relevant agencies, the mitigations have been timely applied, strengthen management
was conducted.
39. In order to minimize noise on operational site (project facilities already in operation phase), submersible water pumps are used for all water pumping operations, Water

40. In order to minimize wastewater and solid waste pollution on operational site
(project facilities already in operation phase), wastewater at the administrative area
(including sewage from ecotourists) is collected and treated by the septic treatment system; multi-compartment collection bins have been provided on site. The waste
generated by the project operation sites is sorted into two categories—recycled and un-
recycled wastes. The recycled wastes have been recycled where or when needed and
the un-recycled wastes were collected and transported to sanitary landfill.

41. In order to minimize impacts on protected species on operational site (project
facilities already in operation phase), ADB office is opening a bid for service on biodiversity inspection. Further monitoring and correctives works is planned for action.
42. The mitigation measures have been checked at the internal environmental
monitoring. The internal environmental monitoring results were presented at the appendix 3.
4. ENVIRONMENTAL MONITORING
Environmental monitoring set up (plan and responsibilities)
43. Environmental Monitoring here are two levels of environmental monitoring: (i)
internal environmental monitoring carried out by contractors and supervised by
construction supervision engineers at sites; and (ii) periodical external environmental
monitoring by environmental monitoring agencies which take samples and conduct analysis according to the stipulated procedures and guidelines.
44. Internal monitoring is primarily qualitative, based on visual observations, as a tool to
supplement external monitoring which is conducted periodically. On the other hand,
external monitoring is quantitative and serves as a legal obligation to demonstrate regulatory compliance.
Internal Environmental Monitoring
45. Internal environmental monitoring at construction sites is conducted by contractor’s qualified personnel and supervised by construction supervision companies. The
contractors are obliged to take mitigation measures to protect the environment such as
reducing the noise level, suppressing dust pollution, controlling wastewater discharges,
and minimizing soil erosion. All the supervision companies have reported to the IAs the results of their environmental supervision of the construction sites in the form of monthly
reports. The internal monitoring results show that the environment in the construction
areas has been well maintained; no significant environmental problems took place and no grievances were reported.

46 A review of these reports shows that there has been good progress in
environmental internal monitoring and supervision. However, most of the reports are not
sufficiently comprehensive, detailed or specific, and hence they not in full compliance
with the requirements. Some comments have been given by environmental consultant. It is apparent that further training is needed to improve the efficiency, effectiveness and
report quality. The summary of internal Environmental monitoring results is presented in
Appendix 3.

The noise intensity in the DMNNR is slightly higher national standard Level 1, which is basically close to the city's background noise value. Therefore, the noise of the project activity has no negative impact on DMNNR. 56. For DFF: The presented data show that the local water quality can meet the related environmental function requirements. Noise and air quality data are shown coherent with normal back ground value. There are no comments from investigation companies in their report. The Environmental Safeguard Specialist will follow closely future investigations and make comments available on the monitoring reports.

57. The governing authorities as EPB did not conduct any random monitoring recently in all four project sites. The Environmental Safeguard Specialist will follow closely with municipal and local EPBs.
5. PUBLIC CONSULTATION AND GRIEVANCE REDRESS MECHANISM
58. The sub-project units have established the GRM and consultation mechanism to ensure the implementation phase of the project sufficient public participation in their duties, including responding to complaints at the environmental impacts ascribed by the project activities. 59. Grievance Redress Mechanism; People who are affected by the impacts of this project have a channel to register their grievance. This report and the EMP describe a grievance redress mechanism (GRM) to document and resolve complaints from affected people. The GRM was explained to the attendees of the discussion forum. The GRM are

coordinated by PMO IAs, and were accessible to diverse members of the community, including more vulnerable groups such as women and youth. Multiple points of entry and modes of access, including face-to-face meetings, written complaints, telephone conversations, or e-mail, will be available. 60. Two levels of grievance redress mechanisms (GRM) were defined in compliance with ADB’s SPS (2009) requirement to prevent and address community concerns and assist the project to maximize environmental and social benefits. In addition to serving as a platform to resolve grievances, the GRM has been designed to help achieve the following objectives: (i) open channels for effective communication, including the identification of new environmental issues of concern arising from the project; (ii) prevent and mitigate any adverse environmental impacts on communities caused by project implementation and operations; (iii) improve mutual trust and respect and promote productive relationships with local communities; and (iv) build community acceptance of the project. 61 Current Practice in the PRC; Decree No. 431 Regulation on Letters and Visits, issued by the State Council of PRC in 2005, codifies a complaint acceptance mechanism at all levels of government and protects the complainants from retaliation. Moreover, based on the regulation (Decree No. 431), former State Environmental Protection Administration published updated Measures on Environmental Letters and Visits (Decree No. 34) in 2006. As the current practice, when residents or organizations are negatively affected by project activities, they may complain to the contractors and IAs by themselves or through their community committee; others may complain directly to the nearest local EPB before they finally appeal to the court. Among the agencies involved, the local EPB takes the leading coordination role in dealing with the environmental complains from the public.
6. OTHER ENVIRONMENTAL CONCERNS OF THE PROJECT
62. No comments from stakeholders are available to inform this report. The
Environmental Safeguard Specialist will initiate communications with local habitants, PIU employees, IA employees and other stakeholders for information related to
environmental impacts of the project. Valuable opinions and suggestions will be kept to
inform future EMR.
7. CONCLUSION
63. At the time of preparation of this Report, construction activities have completed more than 100% for civil works. To date, the Project has fulfilled the environmental protection and management obligations required by both PRC and ADB. The contractors of all the awarded contracts have largely fulfilled their obligations in protecting the

environment and allowed for mitigation measures in their construction contracts and schemes. Through the implementation of these measures, the negative impacts on the environment have been reduced to a minimum level possible during construction. However, to a certain extent there have still been unavoidable impacts on the environment. The monitoring and evaluation reveals that the EMPs have generally been satisfactorily implemented, and the following conclusions can be obtained; 64. During the stage of the Project implementation, environmental institutional arrangements have been established with designated personnel appointed for monitoring, supervision and reporting with their respective responsibilities and interactive cooperation clearly defined. 65. Based on the EMP developed in the PPTA. The environmental consultant has further developed it into project specific action plans for individual components to highlight environmental management and monitoring actions to be undertaken during construction. 66. Noise, dust and wastewater pollution during construction has been minimized by relevant mitigation measures. There has been no significant impact on nearby sensitive areas. 67. The appointment of the monitoring agencies and their detailed external monitoring programs should be decided upon as soon as possible. Monitoring should be carried out in 2018, and throughout the Project implementation period. 68. The Environmental Safeguard Specialist will liaise with local EPB, PIU and IA employees and local residents to keep them informed about ADB safeguard policy and mitigation efforts. 69. The Environmental Safeguard Specialist has delivered trainings to PIUs and IAs about Environment Management Plan.

The construction site have been closed where necessary and be sprayed with water when necessary. Covering measures or closed vehicles have been used for transportation, and the transportation route have been properly selected and the speed of vehicles were limited. Vehicles delivering granular or fine materials to the sites must be covered. Water were sprayed on construction sites and access roads where or when necessary..
Strip and stockpile topsoil, build retaining walls where necessary before dumping. Provide temporary detention ponds or containment to control silt runoff . Construct intercepting ditches and chutes to prevent outside runoff entering disposal sites, and divert runoff from sites to existing drainage or ponds.
