Delayed by almost ayear from its sched-uled time of March2012, the power pro-

ject is aimed at converting the700 tonnes of garbage into 11mega watts power.

The State government, incollaboration with the centralgovernment, made a deal withRDF to help generate power ata facility in Bibinagar, Nalgondadistrict, in a space of 26 acres. But owing to some reasons, thesubsidy by the government andthe stakes of the GHMC couldnot materialise.

According to GHMC offi-cials, the major hindrances werecleared by the RDF, which hadsigned in other partners whenthe government failed to pro-vide a loan of `10 crore andGHMC partnership of `2.68crores. The delay by the govern-ment in helping the companyestablish has escalated theinvestment capital. Now, withthe help of other stakeholders, itwould be able to complete theunfinished business. “Most

probably, RDF may start work-ing in the month of February,”said Vandan Kumar, additionalcommissioner, health and sani-tation. In 2009, the RDF startedconstruction of a plant in

Bibinagar. At first, the estima-tion of the project was only `84crore. But the company hasspent more than `100 crore onthe project over last three years. The GHMC had struck a deal

that for a tonne of garbage, itwould to pay `25. But the redtape, involving various depart-ments from GHMC to State gov-ernment and central govern-ment, had put the entire processin a deadlock.

But the officials, who hadworked hard on this, found away around the problem. Oneof the officials, who is in favourof improving the living condi-tions of the citizens feels that thegovernment should support thisfor the sake of its people. “Whatcan the GHMC make out of thisgarbage? At least this companyis interested in availing itself ofthis waste. Why not help themin this direction?” asked an offi-cial from the solid waste man-agement department.

500is the starting fine amount for

autorickshaws with faulty meters, according to officials at the metrolo-

gy department.

NUMEROLOGY

Power project a reality? The RDF power project, which converts garbage to power, will most likely

kick start by the end of next month, officials say.

RTI amendment:Govt to revert

Doc replaces doc:Owaisi unhappy?

RAHUL [email protected]

The signatory did not knowwhat he was stamping! In acurious case of wayward-

ness of governance, principalsecretary SK Sinha, has evincedsurprise at the amendment toRTI Act that absolved the publicinformation officer (PIO) fromappearing in an RTI appeal(Pictured: Postnoon January 12).

Any amendment to RTI Actaffects the public because this isthe only instrument in the handsof the people to get official infor-mation, which otherwise rema-ins wrapped in mystery. In arecent amendment signed by thegovernor, it had excused the PIOfrom appearing in an RTI appeal, which was mandatory earlier. This went unnoticed as it wasdone silently. Thanks to the vigi-lance of RTI activists like ITMDin the City, the sneaking amend-ment was captured and taken tothe government level, demand-ing repeal to the Act.

City RTI activist RakeshReddy (United Forum for RTIAwareness) said Sinha’s remarkswhen told of the amendmentwere, “The intention was only toexclude First AppellateAuthority from the hearing andnot the PIO.”

It is learnt that the principalsecretary accepted this as anerror and hoped earnestly that

the amendment would be rolledback. However, it remains to beseen whether this minor changewill actually take place or willremain muted, considering thatnot many civil societies haveraised their voices.

A fresh GO was planned tobe issued after due revision. Asof now, no amendment has actu-ally been made. One reason forthe delay is the series of holidaysin the past few days that havestalled the government frommaking this correction. RTIactivists from the City and acrossthe State are eagerly waiting forthe amendment to be rolled back.

The latest schemelaunched by ChiefMinister N Kiran KumarReddy on Wednesday

with much fanfare is nothing buta repackaged version of analready existing scheme.

The scheme originallylaunched by the late YSR beforethe 2009 elections was `2 a kgrice for the poor. When KiranKumar Reddy became chief min-ister he slashed it to `1 a kg.Manna Biyyam sheme is aimedat providing 30 kg rice at `25(market value of rice is `25 a kg)to 2.2 core white ration cardholders under the public distri-bution system (PDS).

Many would wonder wherethe government would findfunds for such a massive welfaresop. But fact is the governmentwill be saving at least `50 crore! How?

Earlier, the paddy was some-

times going to rice mills thatwere outside the State, and it wasbeing handled by FCI. Now withdecentralisation, the provision isthat the rice will be distributed tolocally. This will cut down on

transportation costs.“Yes, the scheme will save a

lot of public money. Earlier, weused to incur a lot of transporta-tion cost to distribute the rice. Our new scheme will save that as

it aims at supplying rice in thesame place where it is pro-duced,” minister for CivilSupplies D Sridhar Babu toldPostnoon on Wednesday after thelaunch of the scheme.

Babu, who is the architect ofthe scheme said the total cost ofthe scheme would be `9,600crore. Earlier, the supply of riceunder PDS involved a lot morethan it did today under the newscheme. The BPL families of theState will get rice produced inother states instead of the riceproduced by them. The method, apart from the cost, had also ledto a lot of complaints of the poor

quality of rice. While the schemeis not going to bring immediatebenefits to the government andthe CM, it may be a good cam-paign point later.

Fracas, fisticuff nearAndhra leaders’ meeting It’ll be suicidal for the Centre to allow a separate

Telangana State, warned Andhra leaders.

POSTNOON [email protected]

Waves ofprotesters ledby Telangana

Rashtra Samiti and T-JACtoday tried to gatecrashthe meeting venue inBanjara Hills whereRayala-Andhra leadersmet to ponder over theCentre’s announcementon a separate Telanganastate.

Protests led by the T-

JAC were held at GunPark while the pro-Tprotesters made a noisyscene before ministers’quarters Banjara Hills. The slogan-shouting,unruly crowd tried tobreak the police cordonand indulged in pushingand fisticuff. In the meleea few suffered minorinjuries. Police swishedlathis and warned ofaction. Later, as moreprotesters, especiallyfrom OU rushed in, the

police began herdingthem into waiting vansand transported themaway from the scene.

Around 30 MLAs,MPs and other Andhraleaders have convergedat the venue for a discus-sion on the future courseof action in case theCentre wanted to segre-gate Telangana from the rest of Andhra.Leaders warned that sucha step would be detri-mental to the interests ofthe people.

“It will be suicidal forus if the Centre decidedto give a separateTelangana state. Theparty will incur irrepara-ble losses in Andhra andRayalaseema regions.Apart from this, we willalso lose credibility. Wewill decide our futurecourse of action after themeeting,” Congress MLAMastan Wali toldPostnoon.

N SHIVA KUMAR

CM packs old rice in new bottleAbout the scheme

The scheme is the resultof State government’s

last year’s decision tointroduce Decentralisationof Public DistributionSystem programme. Aspart of the decentralisa-tion, the State is procuringa total of 40 million MetricTonnes of rice. Initially, theState is procuring rice inseven districts on a pilotbasis.

The rice procuredunder this method will bedistributed through theBiyyam scheme. The gov-ernment is aiming toimplement it in all the 23districts of the State by theend of the next year.

Mana Biyyam (our rice) is a clever way of repacking the existing scheme of `1 a kg rice.

While the scheme isnot going to bringimmediate benefits to the government and the CM, it may bea good campaignpoint later.

The Hyderabad LiteraryFestival is back with itsthird edition from January18 to 20 at Gachibowli. An

initiative by Muse India, the literarye-journal, this festival is to harnessliterature and culture on a globalscale. By nature, the literary festivalbrings together writers, publishersand readers of all regional, nationaland global languages to share theinsights from their literary worlds.“Our aim is to create a commonground for all these writers whoseem to be narrowing down to theirlittle cocoons. We also want tobring writers and readers togetherin a physical space, and to bridgegaps between publishers and aspir-ing writers,” says Vijay Kumar, anorganising member of the festival, who is also Professor of English atOsmania University and one of thefounding editors in Muse India.

The format is simple and highlyinteractive including activities likereadings, talks, conversationsbetween scholars and writers anddiscussion panels. Some interestingtopics for panel discussions aretranslation as recovery, writingsabout Hyderabad, and endangeredlanguages and cultural traditions.

Names such as Anita Nair, AmitaDesai, Sekhar Kammula, ShankarMelkote, Nukhban Langah, InkaParei, Rajendar Mangari and sever-al others are taking part.

The festival went global lastyear when Germany came in asguest nation to showcase its litera-ture and culture. Adding to its kitty, author, musicians and artists suchas Kenize Mourad, Judith Oriol,

Anupama Raju, Jean Moriéres,Pascale Labbé and Vaiju Naravanefrom France will be contributingthis year. Going by their step bystep approach, Hyderabad LiteraryFestival henceforth will also focuson one national language each year, starting from Telugu with 15Telugu writers, poets and critics onboard.

In this chaotic world of enjamb-

ments on micro blogging and socialnetworking sites, HyderabadLiterary Festival promises a grandrevival of slowly dying culture ofbook reading. The tale of tampered autometers continues. WhenMahendar Reddy filedan RTI with the Legal

Metrology department seekingdetails and clarifications aboutthe number of autorickshawswith tampered meters and theregularisation of autos withmeters, he was instead given ahelpline number.

“When asked as to who wasthe appellate authority for lodg-ing a complaint against autosrunning with faulty meters, aftera great deal of struggle I wasinformed that it was not the RTAor the Hyderabad Traffic Policebut the Department of LegalMetrology,” says Mahendar.

Trying to reach the LegalMetrology department is anotherstory. Their website is dead, andthe only known contact with the

outside world is the controller ofthe department’s phone number, which is never answered.Postnoon’s efforts to find out about

the state of tampered meters in theCity proved futile as officials fromthe department came up withgeneric answers about the drive

against tampered meters.“We fan out teams into the

City to check autorickshaws forfaulty meters and fine the autodriver with an amount startingover `500. However, that too isgetting difficult as we are severe-ly understaffed right now,” saysan official.

According to sources, thereare less than eight inspectorswho are assigned to check fortampered meters. Officials tooadmit that another 10 officers orsix at the least are required tocarry out basic field checks.

AUTO UNIONS SAYAccording to Ravi Kumar, aunion leader of auto drivers inGHMC, tampering can be report-ed to the unions or even the traf-fic police instead of trying to takeit directly to the metrologydepartment. “After fuel hikesand raised meter prices, manyauto drivers fail to get their

meters updated and tend to plyon the roads for quite a while. But because of lack of planningbetween the Traffic police andthe metrology department, manyof these cases go unchecked,”says Ravi Kumar.

The L&M department saysover hundreds of cases arebooked but the auto drivers arefined and are let off after the pay-ment. As to the number of autometers seized or drivers arrestedis a number that awaits a firstappeal session with RTI activistMahendar Reddy.

Autorickshaws with tampered meters go scot free!

And why not? The legal metrology department is clueless and uses shortage of staff as anexcuse for not cracking down on errant auto drivers.

Making use of the lastfew winter days,G o e t h e - Z e n t r u m

hosted a pleasant and insight-ful evening of cinema, danceand theatre in an open air set-ting. While eager listeners saton the rooftop of the Goethe-Zentrum premises, soaking inthe breeze and view of anopen sky, one of the first chap-ters of cinema — expressionistcinema — and a revolutionaryform of dance — dance theatrewas opened up through inter-active lectures.

Expressionist cinemawhich originated in Germanyin 1913 when many things inEurope were changing, was amedium to react to theimpressionist movement, toreact as quickly as possible tothe world that was going byyou. Taking German expres-

sionist classics like The Cabinetof Dr Caligary, The student ofPrague, Faust, Nosferatu and M,elements such as lighting, camera angles, backgroundscore, acting, background ofscriptwriters and directorswere shone light upon. Theaudience quite appreciatedthe clippings from these filmsand went on to discuss furtheron German cinema and filmmakers.

The session on dance the-atre brought forth the style

and works of renowned per-former, choreographer anddirector of modern dance, who free spiritedly worked onand developed a form ofdance called Tanztheater orDance Theater. Most of PinaBausch’s works like CaféMuller were designed for theperformer to express an emo-tion and for the audience tofeel it. Her pieces were notabout finding an answer butsharing an experience whichwas the interesting aspect ofher work.

The evening came to anend with a quote by Pina, “Tounderstand what I am saying, you have to believe that danceis something other than tech-nique. We forget where themovements come from. Theyare born from life. When youcreate a new work the point ofdeparture must be contempo-rary life, not existing forms ofdance.”

Expressionist cinema, one of the firstchapters of cinema, was the topic ofdiscussion at a recent gathering at

Goethe-Zentrum where enthusiastssoaked in an evening of dance and

NEW DELHI: India's aviation regulatorsaid on Thursday it had instructed Air Indiato ground its fleet of Boeing Dreamlinersfollowing similar orders from authorities inthe United States and Japan.

"We have asked Air India to ground allsix Dreamliners after getting an advisoryfrom the FAA (US Federal AviationAdministration) citing safety concerns,"Arun Mishra, the director-general of civilaviation, told AFP.

K Swaminathan, a spokesman for AirIndia, told AFP the carrier would awaitapproval from Indian regulators beforeputting the Dreamliner back into service."We will not fly the plane until the regulato-ry authorities have completed their investi-gation and come back to us about the safetysituation," he said.

Mishra said the DGCA had no timelineas to when Air India would be allowed to flythe aircraft, long touted as a solution to theairline's loss-making operations.

"We will track the FAA enquiry into theDreamliner. We can't say when we will

allow it to fly again, it depends on whenBoeing gives us satisfaction over safety con-cerns," he said.

Air India purchased 27 Dreamliners aspart of a 2005 multi-billion-dollar deal, withthe first plane delivered to New Delhi lastSeptember. It now has six of the planes and

the remaining 21 are expected to arrive by2016. Swaminathan declined to comment onwhether the carrier was considering anychanges to its aircraft orders.

Boeing suffered anotherhuge blow on Wednesdayas US and Japanese regu-

lators grounded its 787Dreamliner until a fire risklinked to the plane's lithiumbatteries can been resolved.

Japan's two biggest airlineshad already taken almost halfthe global fleet out of service, but the decision by the USFederal AviationAdministration (FAA) means 30of the world's 50 Dreamlinershave now been grounded.

"Before further flight, opera-tors of US-registered, Boeing787 aircraft must demonstrate

to the Federal AviationAdministration that the batter-ies are safe," it said.

United Airlines, the world'sbiggest airline and currently theonly US airline operating the787, with six Dreamliners in ser-vice, said it would "immediate-ly comply" with the FAA direc-tive and redirect customers.

The FAA action wasprompted by a battery incidentduring an All Nippon Airwaysflight that resulted in an emer-gency landing in Japan onWednesday, following anotherincident last week on an ANA787 on the ground in Boston.

Real estate industry is ingloom and in uncer-tainty over govern-ment’s decision to

increase land values, raisinginput costs and political agita-tions that surrounded the state.Neither the industry in the stateor in the country has nothingmuch to cheer about last year.

“Overall, 2012 remainedinactive, affecting all the majorsectors in real estate. Officespace absorption remainedlower compared with 2011.Meanwhile, retail faced chal-lenges of quality supply, affect-ing the overall absorption. Theresidential demand improved;however, developers continuedto struggle with unsold invento-ries,” says Jones Lang LaSalleMonthly Real Estate MonitorJanuary 2013 report.

With the expected modera-tion in inflation and strengthen-ing policies for the benefit of theindustry will bring some signsof relief and hope to the indus-try. It says, “The last year for thereal-estate industry in the coun-try closed with a few notes ofpositivity as the inflation wasbelow the RBI’s projected levelsand the Index of IndustrialProduction growth increased in

the last two months of the year, giving new hopes for 2013,”

The inflation, which touchedthree year low especially in thewhole sale, has positive impactacross the country. Bank chiefshave requested RBI to cut downinterest rates to increase the con-

sumption and push the activityacross the sectors. With thesepositive signs, RBI may cutdown the repo rate in the quar-terly policy announcement onJanuary 29, which may result inthe overall decrease of interestrates.

“As per RBI, the policies willfocus towards growth in 2013,although risks of inflation willcontinue to remain. Interestrates are expected to witness adownward correction of 100 to150 bps in 2013. The softening ofinterest rates is expected toreduce the home loan rates, inturn increasing the buying ofreal estate assets,” says the

report.A reduction in one basis

point will reduce the interestrate by 0.01 per cent. The reportalso talks about positive impactsof urbanisation. “Increasingurbanisation and consumptiondespite the slowdown in GDPgrowth will be the key drivers ofthe economy in 2013.” This willpush the growth in various sec-tors including real estate.

“The recent policy initiativesare expected to improve theinvestment climate and businessenvironment, and they are likelyto benefit the real estate sector in2013. Few policies to look at thisyear are Real Estate RegulationBill, likely to be tabled in theupcoming winter session of theparliament; the real estateinvestment trusts or real estatemutual funds are also expectedthis year. Adding to this, the RBIallowed real estate developersand housing finance companiesto raise up to $1 billion throughexternal commercial borrowingsin the current fiscal year to pro-mote low-cost housing projects, says the report.

In 2013, Kolkata andHyderabad are likely to witnessincreased launches. Prices ofresidential units are likely toincrease in all the cities becauseof the increased constructioncosts, envisions the report.

JAMMU: It was all quiet at theLine of Control (LoC) afterIndian and Pakistan forcesagreed not to violate the cease-fire, army sources said Thursday. There was no incident of firingreported from the LoCWednesday night, an armysource said.

“The Director General ofMilitary Operations (DGMOs) ofIndia and Pakistan Wednesdayhad agreed not to violate theceasefire and exercise maximumrestraint,” according to an IndianArmy spokesperson in NewDelhi. The DGMOs agreed not toallow the situation along theLoC, which divides Kashmirbetween India and Pakistan, toescalate, he added.

The agreement between theDGMOs came after more than 10days of heightened border ten-sion between the two countries. The tensions began on January 6when a Pakistani soldier waskilled allegedly in firing byIndian troops. Two days later,Pakistani soldiers brutally killedtwo Indian soldiers.

Meanwhile, Pakistani foreignminister Hina Rabbani Khar, who had earlier accused India ofengaging in war-mongering, hasoffered to hold “discussion anddialogue” with her Indian coun-terpart Salman Khurshid toresolve the crisis at the Line ofControl.

“Instead of issuing belliger-ent statements by the military

“Rhetoric and ratcheting upof tensions is certainly counter-productive,” she said a day afteraccusing India of engaging in“war-mongering” in the after-math of the killings of two Indiansoldiers by Pakistani troops, which led Indian Prime MinisterManmohan Singh to issue a sterncomment that there “cannot be

business as usual with Pakistan.”Speaking at an event organ-

She said the LoC clashes andkilling of soldiers has “unfortu-nately created questions but westill believe that dialogue mustbe the means to resolve this orany issue.”

France borrows words from BushPresident Hollande and his ministers seem to have taken a page from former US president George W Bush’s

playbook on war-time communications.PARIS: With its talk of “destroy-ing” enemies and confronting“jihadi terrorists”, France hasadopted a language of war for itsintervention in Mali that fewexpected from Socialist PresidentFrancois Hollande.

As French warplanes carryout airstrikes and French troopsclash with Islamist rebels in theWest African country, Hollandeand his ministers seem to havetaken a page from former USpresident George W. Bush’s play-book on war-time communica-tions. This has led some critics toaccuse the government of carry-ing out a propaganda war along-side the fighting on the ground.

Hollande and his chief lieu-

tenants — Defence Minister Jean-Yves Le Drian and ForeignMinister Laurent Fabius — havebeen ubiquitous on French tele-vision and radio, giving regularupdates on France’s militaryprogress.

Their language has been sim-ple, direct, and clearly designedto portray the conflict in black-and-white. “The use of languageis calibrated: the cause is just, afight against terrorism, us/them,good/bad. These are the funda-mentals of war-time communica-tion,” said Francois-BernardHuyghe, a researcher at theInstitute of International andStrategic Relations.

ALGIERS: Algerian troops have sur-rounded Islamist gunmen who seized 41hostages in a raid on a gas field asBritain’s foreign minister Thursday con-demned the “cold-blooded murder” of aBriton in the attack.

The Islamists told Mauritanian mediathey were holding 41 Westerners includ-ing French, British and Japanese citizens,

as well as seven Americans in reprisal, they said, for the French assault againstIslamists in neighbouring Mali andAlgeria’s cooperation.

One Briton and an Algerian werekilled in the attack, Algeria’s InteriorMinister Dahou Ould Kablia said. Six peo-ple were wounded: another Briton, aNorwegian and a Scot, as well as anAlgerian security agent and two police-men.

Condemning the attack, BritishForeign Secretary William Hagueexpressed scepticism about claims the raid

was retaliation for France’s offensive inMali.

“That is a convenient excuse, but usu-ally operations like this take longer toplan. “Whatever excuse is being used byterrorists and murderers, there is noexcuse. This is the cold-blooded murder ofpeople going about their business,” hesaid during a visit to Australia.

While Washington and Tokyo saidtheir nationals were among the hostage,French President Francois Hollande said itwas not certain that French citizens werebeing held.

French news channel France 24 report-ed that Malaysian and Filipino nationalswere also among the hostages.

Algerian Interior Minister DahouOuld Kablia, speaking on national televi-sion, insisted Algiers would not negotiatewith the “terrorists”, who he said weresurrounded by the army and security ser-vices. The group appeared to want toleave the country with the hostages, which Algiers had rejected, he said. Theywere “around 20 men from the region”, headded, denying that they had come fromeither Mali or Libya.

OF WARS AND BATTLES

CommentTHURSDAY, JANUARY 17, 2013

12HIGH-FLYING THOUGHTSPep Guardiola has decided to coach Bayern Munich! This is like some pret-ty princess leading on a score of princes and then choosing some noblewho was nowhere in the picture. Now that he’s gone, José Mourinho is theprinces next best bet.

So apparently neighborscan’t always get along. Ilike the way Wikipediaputs it, “Since the parti-tion of British India in

1947 and creation of India andPakistan, the two South Asiancountries have been involved infour wars, including one unde-clared war, as well as many bor-der skirmishes and militarystand-offs. Additionally, Indiahas accused Pakistan of engag-ing in proxy wars by providingmilitary and financial assistanceto violent non-state actors.”

First off, who decides if it is adeclared war vs. and undeclaredwar? Is there paperwork thatwas supposed to have been filedbefore a war starts? Did some-one not get it in on time? “Heyman, you have to submit your “IDeclare War” paperwork 72hours in advance, along with anapplication fee and two passportsize picture of the person youwill blame in case somethinggoes horribly wrong. False start!Hey man, the war isn’t supposeto begin for another 30 minutes, you threw a grenade too early,four-hour penalty, plus you loseone turn and don’t collect $200when you pass GO (or in thiscase the LoC). “

Do both sides have to agreeto the war before it is approvedby the National Board of PeopleWith Mustaches Who DecideWars? What are acceptablegrounds for objection? Justpainted your buildings – waitsix months to start war. Weathertoo cold to go outside — post-pone war until both parties feelit is ok to go outside and fightand not catch a cold. Taxes – ifyou have to pay taxes then startthe war, if you are about to col-lect money back for paying toomuch taxes then we wait.

Then there are “BorderSkirmishes”, and I say “are” andnot “were” cause I’m sure it stillhappens and most of it is pre-meditated and for fun. Thinkabout it. You are in some remote

region of the mountains andyou want to keep the mood upbeat and fun, so what do youdo? You play a rousing andintense game of LUDO! Eachcountry gets two colors – whichin itself will start an argumentas both will want to be green, since both flags have green. Most people don’t know this, but there was an entire war thatstarted as a result of a skirmishthat involved two soldiers fight-ing to be the green color inLudo. Other skirmishes havebeen known to include gamessuch as “Snakes & Ladders” (orsometimes referred to asPoliticians & Ladders),Kabaddi, and my personalfavorite Kokla Chapaki (Googleit). But in Kokla Chapaki,

instead of a whip, participantsleave a warning letter from theUnited Nations indicating thatthe recipient has violated a partof the Geneva Convention andmust be punished by havingsomeone pour water in theirshoes.

Then there is my favorite, proxy wars by actors! I reallydon’t think this means what Ithink it means, as I’m prettysure that the government isn’tpaying actors to pretend to beviolent and act out a war scenealong the LoC or at public gath-erings that involve gullible peo-ple or members of government. But just in case you do run into awar scene being played out andwant to stop it, yell CUT! Thenrun for your life.

Greedy guns

When you are driven by greed, you are most unlikely to see sense, even if your decision and stancesmay cost you dearly and when you finally see the true state of things, it almost always is too late.

Following the US President Barack Obama’s proposing tough measures to tackle the America’s gun cul-ture, the National Rifle Association has sounded the clarion to let all know that they are preparing for"the fight of the century". The Guardian quotes Wayne LaPierre, the NRA executive vice-president, as

saying: "I warned you this day was coming and now it's here. It's not about protecting your children. It'snot about stopping crime. It's about banning your guns … period." Everyone knows apart from making

the country a safer place, what the proposed measures entail: reduced sale of arms and ammunition, which would adversely affect the gun manufactures. The matters that Wayne LaPierre and people like

him should ponder is has guns been able to protect them; does the practice of arming people actuallydeter crime and are the existing licence laws been truly effective in ensuring that only people of proper

discretion are allowed to buy guns. To all these the answer is no. The gun culture has only spilt bloodbefore, and will only continue to do so. Hope LaPierre sees sense.

Why turn from the truth?

Over the centuries torturehas been one of the main

means of the high and mightyand those in authority to takeon opponents. So why make abig deal of the depiction of tor-ture in her latest film Zero DarkThirty? To say that the movieperpetuates "the myth that tor-ture is effective" makes nosense. There are thousands lan-guishing in secret places overthe war against terror.

Teaching is nota business

Ichanced on newspaperreport on how the

State’s teachers’ unionsare up in arms over a govern-

ment proposal to introduce bio-metric attendance for teacher

and other school staff. Theirbone of contention is that the

government is ‘wasting’ moneyon unnecessary matters while

basic facilities such as classroominfrastructure and toilets are

ignored. One must concede thatthe teachers have an axe to grindregarding this. However, the real

reason for the outrage is thatbiometric attendance system will‘force‘ the teachers to spend timeat school. This will mean absen-tees will lose pay, and in courseof time, face disciplinary action.

They cannot send proxies toteach and attend to more

pressing matters like their sidebusinesses and private tuitions.

Biometric attendance would putan end to their ‘freelancing’

activities and no work wouldtranslate into no pay. In a

country where teachers are considered at par with parents

and gods, the system has deteri-orated to a level where suchforceful measures have been

necessitated. The blame is not onteachers alone. The criteria for

recruitment of teachers need to undergo a sea change. Instead of

going through the regular test-plus-quotas route, a method giv-ing priority to aptitude and com-

mitment of candidates need tobe evolved. Contribution and

value addition, and not seniorityshould decide promotions.

Teaching is not just a job, it is agreat responsibility. And only

the deserving should be entrusted with it.

The traditional recipe of theBigg Boss series comprisedfights, buckets full of tears,

nasty bitching sessions, a RakhiSawant element and all that onecan expect when people from dif-ferent walks of life are throwninto one house and asked to co-exist. The latest season — AlagChe — was a tad different withfewer fights and more task-ori-ented entertainment. And, ofcourse, this season also includedNavjyot Singh Sidhu!

The swanky house that washome to 19 contestants for morethan three months had turnedinto a cuckoo's nest thanks to thecontroversies the inmatesbrought along with them. Thejuiciest of them all was supposedto be Delnaaz and Rajev Paul'sdivorce saga. The show kickedoff with Sidhuji trying to patchthings up between the couple, which seemed possible at thetime. Viewers were briefly inter-ested in what the outcome wasgoing to be. However, the topiclost its sizzle soon.

The one thing that seemed tohold the season together was the

control Bigg Boss had over theparticipants. Unlike the previousseries, they weren't allowed toswear, to fight endlessly or holdgrudges against one another forlong. Whether it was the com-mon man's (Kashif Qureshi)threats or Imam Siddiqui's 'bare'insanity, the voice always man-aged to intervene and set thingsright. Moreover, this year's inter-esting tasks also helped play ahuge role in setting Season 6apart.

The tasks — some creative, many discrete added the dramathat the show is known for.

Another aspect of the seasonthat stood out was the choice ofcelebrities. Apart from NiketanMadhok and Delnaaz Paul, everyone else seemed a bit nuttyat first. Sapna Bhavnani, a celebri-ty hair dresser from Mumbai, took the cake when it came tomadness. She seemed like a five-year-old stuck in a 40-year-oldwoman's body most of the time.In fact, while performing tasksshe didn't seem to be a day olderthan two years. She was that madand certainly not in a good way.Generally confused by her ownpersonality defect, Bhavnani hadearlier said that she wanted in onBigg Boss to promote empower-ment of women. Luckily, SalmanKhan who was an extremelyentertaining and witty host by theway, cleared that in the first fewweeks.

Other annoying participantsincluded Sidhuji, who had almostbecome the Thakur of the housewith his gyaan, Delnaaz Paul withher constipated expression,Aashka Goradia with her con-stant weeping and Rajev Paulbeing what he is.

The list of participants whokept us glued for three months isalso a long one. UrvashiDholakia, who rightly won theseason this year, was every bitentertaining as she promised. Sheperformed all tasks given to her, especially the secret one, withenthusiasm and a winning spirit.Another contestant worth men-tioning in this bracket is SanaKhan, you might remember herfrom Billo Rani — an item numberin Goal. She literally danced herway to the end of the season.Unlike our other item girls (readRakhi Sawant), she was matureand patient in the house. She did-n't pick any fight and stood forwhat she thought was right eachtime she was confronted.

A 'Bigg' hangoverNow that the sixth season of thebiggest Indian reality show hascome to an end, most of us are

nursing its hangover. To remindyou of its entertainment-filled

journey, Postnoon analyses whatsets Season 6 apart.

Most interesting tasks:The statue task: Family mem-bers of participants were invit-ed to meet them. However, contestants were statued by thevoice during the visit. While thetask ruined it for Delnaaz as herbrother Bakhtiyaar left on a bit-ter note, it worked for Urvashiand Rajev whose family mem-bers seemed more civil in com-parison.The secret task given toUrvashi: Asked to deliberatelyprovoke Delnaaz and RajevPaul, Urvashi Dholakia per-formed the task with all hermight. The time task: Asked to main-tain the time of the day, thistask saw all contestants cometogether to win their luxurybudget that week.Washing clothes: The celebri-ties in the house must havedone this for the first time intheir life. Asked to wash, dryand iron hundreds of clothes, this task had all participants ontheir toes. The zoo task: Some becameanimals and others were askedto play the role of zookeepers.Colourful and exciting, it wasone of the few tasks that hardlysaw any squabbles.

17Identifying a resistant ovary Resistant ovary syndrome is often confused with PCOD or POF, and an ovarian biopsy needs to

be performed before coming to a conclusion. ROS, if genetic, is difficult to treat.

The brain sends a messageto the pituitary gland, which then secretes ahormone, FSH, telling

the ovary to produce eggs. Butwhen the ovary becomes resis-tant to FSH, it could lead to a disorder called resistant ovarysyndrome.

“The ovary does not respondto stimulating hormones byhigher centers. In turn, the ovarydoes not produce sub set of hor-mones like oestrogen and pro-gesterone, which in turn causeschanges in the ovary and uterus, affecting ovulation and menstru-ation,” said Dr Sujata K, consul-tant gynaecologist at YashodaHospital.

Resistant ovary syndrome(ROS) can easily be confusedwith polycystic ovarian diseaseor premature ovarian failure, said Dr Divya T Sudarshan, aconsultant gynaecologist atHappy Women clinic.

“About one per cent womenhave POF, where they attainmenopause before 40. There willbe no growing follicle,” she said.“In resistant ovary syndrome, the follicle-stimulating hormone(FSH) and luteinizing hormone(LH) would be in themenopausal range. But they willhave follicles.”

The follicle should ideally bebetween 18 to 20 millimetresbefore in ruptures. But for ROSpatients, there are many follicles,5-10 millimetres in length, she

said, adding that an ovarianbiopsy would be required to con-firm if a patient has ROS.

The treatment would dependon a lot of factors, Dr Sudarshansaid. It depends on whether thewoman was close to menopause, whether she is obese, whethershe wants to conceive.

Many women who wish toconceive are asked to take adonor egg. Sometimes, women

with ROS can conceive sponta-neously. They think that theyskipped a period because of thesyndrome, only to later discoverthat they are 12-15 weeks preg-nant, Dr Sudarshan said.

ROS can be genetic some-times. “If it is due to temporaryfactors like hormones, obesity orstress, it can be corrected,” saidDr Sujata. “But if it is genetic, it isdifficult to correct.”

n Resistant ovary syn-drome can be easily con-fused with polycysticovarian disease or pre-mature ovarian failure.

n It is characterised byirregular periods, orintervals with no peri-ods at all.

n It is, however, possiblefor women with ROS toconceive spontaneously,

and when they do, most-ly don’t realise till theyare 12-15 weeks pregnant.

n Treatment depends onthe factors causing thesyndrome. If it is tempo-rary (due to obesity, stress or hormones), itcan be treated, but if itis genetic, it is hard tocorrect, doctors say.

Somemigraines tied

WASHINGTON: Women whosuffer from migraines accompa-nied by visual disturbances suchas flashes of light may be atincreased risk of heart attacksand blood clots, researcherssaid Tuesday.

The study involved 27,860women, of whom 1,435 hadmigraine with aura, as such dis-turbances are called.

Over the course of the 15-yearstudy, there were 1,030 cases ofheart attack, stroke or death froma cardiovascular ailment, said the

report from the AmericanAcademy of Neurology.

“After high blood pressure, migraine with aura was the sec-ond strongest single contributorto risk of heart attacks andstrokes,” said study authorTobias Kurth.

“It came ahead of diabetes, current smoking, obesity, andfamily history of early heart dis-ease.” Kurth, or Brigham andWomen’s Hospital in Boston andthe French National Institute ofHealth, is also a fellow of the

American Academy of Neurology. The risk for migraine-plagued

women with aura was three timesgreater than for those withmigraines that lacked this distur-bance, Kurth told AFP.

A second study released bythe same academy said womenwho had migraines with aura andtook hormonal contraceptiveswere more likely to have bloodclots. Both studies will be present-ed at the academy's annual meet-ing in March in San Diego,California. AFP

RESEARCH

KIDS CAN GROW out of autism

Tests confirmed that the group, aged eight to 21, no longer sufferedsymptoms of the developmental condition.

WASHINGTON: Some chil-dren with autism may lose thesymptoms and even manage togrow out of the condition laterin life, researchers haveclaimed.

Scientists studied 34school-age children and youngadults who had been diag-nosed with autism early in lifebut now appeared to be func-tioning normally.

Tests confirmed that thegroup, aged eight to 21, nolonger suffered symptoms ofthe developmental conditionthat makes it difficult to com-municate and socialise.

Researchers led by DeborahFein, from the University ofConnecticut, matched the 34children by age, sex, and non-verbal IQ with 44 kids withhigh-functioning autism, and34 typically developing peers.Participants ranged in agefrom 8 to 21 years old.

Prior studies had examinedthe possibility of a loss of diag-nosis, but questions remainedregarding the accuracy of theinitial diagnosis, and whetherchildren who ultimately

appeared similar to their main-stream peers initially had a rel-atively mild form of autism.

The results suggested thatchildren in the optimal out-come group had milder socialdeficits than the high function-ing autism group in earlychildhood, but had othersymptoms, related to commu-nication and repetitivebehaviour, that were as severeas in the latter group.

The investigators evaluatedthe current status of the chil-dren using standard cognitiveand observational tests andparent questionnaires.

"All children with ASD arecapable of making progresswith intensive therapy, butwith our current state of

knowledge most do notachieve the kind of optimaloutcome that we are studying,"said Fein.

"Our hope is that furtherresearch will helpus better under-stand the mech-anisms ofchange sothat eachchild canhave thebest possi-ble life,"Fein saidin a state-ment.

This study cannot provideinformation on what percent-age of children diagnosed withASD might eventually lose thesymptoms.

Analysis of those data mayshed light on questions

such as whether thechanges in diagnosis

resulted from a normal-ising of brain function,or if these children'sbrains were able tocompensate for

autism-relateddifficulties.

LONDON: Strawberries andblueberries eaten thrice a weekare likely to help women lowertheir heart attack risk by a third, new research says.

The berries have rich levels ofcompounds called dietaryflavonoids, found in foods suchas dark chocolate, grapes, redwine, blackberries and eggplant.

Dietary flavonoids may pre-vent heart disease by helping todilate blood vessels and by coun-tering the build-up of plaquewhich can cause blockages in thecoronary arteries and, ultimately, heart attacks, said researchers, the journal Circulation reports.

The researchers found thatwomen who ate the most blue-berries and strawberries had a 32percent reduction in their risk ofheart attack compared to thosewhose ate them once a month orless - regardless of whether theyhad an otherwise nutritious diet, according to the Telegraph. EricRimm, professor, who led thestudy, said: "Blueberries andstrawberries can easily be incor-porated into what women eatevery week. This simple dietarychange could have a significantimpact on prevention efforts."

Since these dietaryflavonoids are very common infruit and vegetables, it is likelythat other foods will yield similarhealth benefits, he said. Thestudy involved 93,600 womenaged between 25 and 42 years.IANS

KAKURO QUICK CROSSWORD

PREVIOUS PUZZLE ANSWER

How to playkakuroKakuro is a populargame similar to sudokuin some ways. But is alsosuitably different. Thekey question: ‘How doyou play kakuro?’, wellhere are the rules ofkakuro. The answer: Thekakuro grid, unlike insudoku, can be of anysize. It has rows andcolumns, and dark cellslike in a crossword. And,just like in a crossword, some of the dark cellswill contain numbers. Some cells will containtwo numbers.

However, in a cross-word the numbers refer-ence clues. In a kakuro, the numbers are all youget! They denote thetotal of the digits in therow or column refer-

enced by the number.Within each collection

of cells — called a run— any of the numbers 1to 9 may be used but, like sudoku, each num-ber may only be usedonce.Let’s have anexample to explain thisconcept more clearly:

In the imageabove, which shows asection of a kakuro puz-zle, you will see thenumbers ‘26’ and ‘14’ inthe top row. Look at the14. This means that thetotal of the three cellsunderneath must sum to14. Therefore 9, 4, 1could be the answer, orperhaps 7, 4, 3 and so

on... So, how do you work

out the actual combina-tion? Well, this is donethrough elimination andcross-referencing. Forinstance, as you workout the answers forother kakuro clues, thiswill naturally limit thevalid combinations, andhence the answer forthis particular run.

Note the second cellin row two — it containstwo numbers, 30 and11. The 30 refers to thevertical run underneaththe number 30 and the11 refers to the two cellsto the right, horizontally,of the number 11.
