A car wash at the mine is one of the initiatives. Proposals from entrepreneurs in the local communities surrounding Dwarsrivier Mine were requested and eventually one of these proposals were accepted and developed into an onsite business. The local entrepreneur, Mr Thabo Mmakanyane (Lamtin Projects) was assisted by Dwarsrivier Mine to register his business and is receiving continuous help in stabilizing his business. The car wash will provide work to approximately 6 people and they will be providing a washing service for the Mine’s vehicles. Employees will also be able to have their cars washed on site. The facility constructed at the Mine is equipped with the best in carwash technology and will give the local entrepreneurs running it, the opportunity to build their business in a favourable environment. The Mine’s management were the first to have their vehicles cleaned by the team. Mr. Francois Uys, General Manager of Dwarsrivier Mine cut a ribbon to officially open the car wash (photograph top right). From the car wash the group moved to the brand new canteen. Dwarsrivier MIne has the health of their employees at heart and wanted to not only provide a business opportunity for a local entrepreneur, but also ensure that their employees are provided with food of a high standard. Ms Glory Maimela and her partners from Kalkfontein Village close to the mine will be running the canteen. They will provide a variety of snacks, sweets and cold drinks. Orders for cooked meals can also be placed in advance. Employees are able to order these from a menu provided the day before. Another ribbon cutting ceremony amidst the smell of delicious food took place before Mr. Francois Uys was the first to buy his meal from the canteen (photograph right).

Skills development and employmentDwarsrivier Mine focuses on Mine related skillsdevelopment. The cadet training scheme creates apool of people from which Dwarsrivier and othermines can draw skilled employees. This schemeseeks to enhance the employability of people in thearea.13 SMME received business skills training throughLIBSA. Three have been awarded various contractsat the Mine and others have been assisted by theMine to register a cooperative which will dounderground road construction among key Mineopportunities.Dwarsrivier Mine believes that unemployment is anational problem and management has set specifictargets that will be achieved over time to create alocal impact in terms of employment in the area.The table left below shows the distribution andprogress of local, provincial, national and peoplefrom other areas that are employed at the Mine.The current employment distribution was inheritedand is adjusted according to the targets set bymanagement as people leave the Company’semploy and new employees are appointed.

Social programs to assistcommunities

During the late part of 2011, the Mine conducteda stakeholder mapping and analysis in order tounderstand who to engage and why. The processinvolved a clear overview of the area, discussingand consultation with relevant stakeholderincluding the authorities. The outcome thisexercise is the Dwarsrivier Stakeholder map thatis used a guideline for stakeholder engagement.Thaba Chweu is also part of DwarsrivierStakeholder area, in terms of labour sendingprinciple.

Social programs are divided into thefollowing:

Donations:Anyone can request donation from the company.These donations exclude religious or politicalentities. Donations are screened on the basis ofimpact to society and the areas that are of nationalimportance such as education, health and so on.

The disbursement of such funds is scrutinizedthoroughly by the Mine and recommendations forapproval made on that basis. The company doesnot do individual donations.

Infrastructure Development:In order for the Mine to deliver on its mandate, aproper consultation with various stakeholders andstudies done showed that the primary issues thatcommunities are concerned with are the following:Access to portable water, Access roads,Electrif ication and Human ResourceDevelopment.

Strike sinksdeeds hand-over

“Platinum Gazette, you must go backnow, please, the Police are going toshoot”. Platinum Gazette’s reporter/delivery boy was on his way backfrom Modikwa mine last week Fridaywhen the warning came and he foundhimself trapped behind striking andmarching Modikwa employees on themine access road towards the R37 toPolokwane.

About a minute after the warningthe Police vehicles started chargingtowards strikers, shooting at themwith rubber bullets from within thevehicles. After taking a couple ofphotographs of marchers blockingthe road with stones and otherobjects, the reporter retreated, goingto Dilokong mine and smelter via aback road, the route explained byone of the marchers.

Returning from Dilokong the R37was blocked and a hugetraffic jamensued, with Police driving up anddown, broadcasting from their vehiclethat motorists should turn back.Platinum Gazette had to be deliveredto Ohrigstad via the Moroke -Segorong/Penge back road …

Talks between the National Unionof Mineworkers (NUM) and minemanagement to end the strikeresumed on Monday and Tuesday.As far as could be determined,progress was negligible. Yesterdaymorning, just before going to press,striking workers were gathered at theMontrose Village turn-off on theaccess road from the R37, preventingnon-striking employees to go to themine. “The situation is much like lastweek Friday” one employee at the

scene told the newspaper by cellphone.

The Modikwa strike centresmainly around disputes over payincreases and other issues such asemployee housing.

Meanwhile the ongoing strike hasforced the government to suspend thehanding over of title deeds on themining land.

“The event has been suspended.We will be announcing a new date assoon as we get a go-ahead,” saidLimpopo rural development and landreform department spokesmanMotlatsi Lebea.

The handover was scheduled totake place on Wednesday (HumanRights day) as part of thegovernment's efforts to restore dignityto people whose land was taken awayfrom them decades ago, he said.

Lebea said the department wasimpressed by a deal entered intobetween community and the mine,which would enable the community tobenefit from mining. The mine wasexpected to pay rental to thecommunity and to use beneficiaries'businesses, incorporating them intomining trades.

Lebea said the mine would makea cash payment to the community -the value of the land on which themine now operated.

In total, 19 people lodgedseparate claims to the Land ClaimsCommission in 1998, after thegovernment introduced the landredistribution programme.

The beneficiaries weredispossessed of their land in 1979.

Theft out ofvehicles aproblem

From 02 March to 15 March thisyear, seven cases of theft out of motorvehicles were reported in theBurgersfort Police Station’s area.

According to the Police vehicles’door locks wer damaged during thethefts, while cases of jamming centrallocking systems with remotes alsooccurred. The Police request thecommunity not to leave their vehiclesunattended for too long in parkingareas.

According to Liuetenant GodfreyMohale, they should also not leavevaluables such as laptop computers,cell phones and jewellery on the seatsor other places in their vehicles whereits is visible to potential thieves.

The Department of Water Affairs saysthe access road through the De HoopDam construction had to be closedimmediately.

According to the department, thereis a risk of loss of life for the public,especially the Buffelskloof community,due to flooding , open excavations andheavy duty machinery if the accessroad remains open. The departmentsays it must comply with theOccupational Health and Safety Act toavoid any death or injury at theconstruction site.

According to the departmentalternatives were explored, but thesafety of the community, includingchildren using the access road,remains priority, resulting in too highrisk if the roaad is kept open.

De HoopDam accessroad closed

The Greater Tubatse Munucipality (GTM-)says it it still experiencing problems withrefuse removal. According to themunicipality the municipality’s compactortruck has experienced a breakdown whichhas affected the collection of refuse removalat the following places:

Steelpoort, Mapodile, Praktiseer,Ohrigstad, Motaganeng.

The Municipality has devised an alternativeplan to collect refuse whilst awaiting therepair of the compactor truck. Themunicipality say “The affected residents arehumbly requested to exercise patience andnormal services will resume in the earliestconvenience. We humbly apologise for the

inconvenience caused”.

Construction of the bridge between Penge and Mankele Village has been completed andresidents has already abandoned the old sewayawaya (make-shift cable cars) method ofcrossing the river, with some of these dangerous devices lying in a heap of rubble next to thenew bridge (photograph top right). Last week Thursday the Limpopo provincial government held a special Executive Council(EXCO) meeting to, amongst others, officially welcome the new members of the EXCO(MECs). The new members joined the EXCO recently after Premier Cassel Mathale shuffled theprovincial EXCO. This arrangement saw the following new members joining thedepartments spelt out below:

1. Agriculture, MEC Jacob Marule2. Safety, Security and Liaison, MEC Florence Dzhobere3. Co-Operative Governance, Human Settlements and Traditional Affairs, MEC

Clifford Motsepe4. Health and Social Development, MEC Norman Mabasa.

Added to this, the following members who have always been part of EXCO have beenredeployed to other departments as indicated below:

1. The MEC for Economic Development, Environment and Tourism, Mr Pitsi Molotois now responsible for the Department of Roads and Transport while at thesame time,

2. MEC Pinkie Kekana is now the MEC for Economic Development, Environmentand Tourism.

3. The MEC for Agriculture, Me Dipuo Letsatsi-Duba is now responsible for thedepartment of Sport, Arts and Culture and the MECs for other departmentsthat include Provincial Treasury, Public Works and Education continue to servein their respective departments.

The EXCO also appreciated the contribution of former MEC for CoGHSTA, Mr SovietLekganyane, former MEC for Health and Social Development, Me Dikeledi Magadziand former MEC for Sport, Arts and Culture, Me Joyce Mashamba for their sterlingcontribution towards government’s efforts to create a better life.

Human Rightscelebrations at Maepa

Primary SchoolHuman Rights Day was celebrated at Maepa Primary School on Tuesday this week. Theprogramme included talks by the school principal, Mr S Mkhabela, Reverend Nkuna,various people from the local Community Policing Forum (CPF) and an address by Ms AModan (social worker). The day was sponsored by Tubatse SUPERSPAR in Burgersfort.

The Ohrigstad station commissioner also attended the event.The main message from CPF chairperson, Pastor MarnaSmit’s address was that the ability to choose makes ushuman. The opportunity to execute that ability is anindividual right.Human Rightsvests in choice.“Today choosecompassion,chooseequilibrium,choose againstcrime,opportunity –therein is hope,is future” shesaid. Mr Tshepo Mokoeka said: “My researchhave found that in relation to labouringcountries in Africa, South Africa is onaverage with the amount of publicholidays. Because of our history we needto have these holidays, but people stilldon’t know why we have them. Manypeople use the day for other things thanthinking about what happened in the past.There is another problem. Like HumanRights Day - only blacks celebrate it.Whites don’t take part. Government mustdo more to create an atmosphere of ‘one-ness’ between the races. This will not beeasy”.

Mr Serero Mpondo said: “We haveenough public holidays. People don’tunderstand what is happening - why wehave them”.

Mr James Nguni said: “There is no publicholidays where I work. You don’t get whatyou should. I have a union, but it does notwork for me. I want more public holidays.People must rest. I want Madiba’s holidayto be added. He is the big chief. Peopledon’t celebrate public holidays for thereason they were created. It is just aholiday”.

Ms Mpho Ntuli said: “There are enough public holidays. Peopledo think about where they come from, but you get people whoare just partying and relaxing. I want the public holidays toalways be on a Sunday please. Then with our laws we’ll alwayshave Monday’s off as well - an extra holiday!” With her is Mbali.

Mr Wandile Mngomezulu said: “Peoplejust have a holiday on public holidays.We have enough public holidays, but itwould be good if they moved it to be on aFriday instead of in the week, then youcan get time with the family”.

Mr Jack Mahlatji said: “My personalopinion: we’ve got too many holidays. Weneed to shift them around and put them ina way that will benefit our economy. But Icannot say how government should runit, I just think it should be in such a wayso that business can still be productive”.

Mr Peter Lubisi said: “I think publicholidays are important. Many of ourcomrades have died, so it is importantthat we remember certain publicholidays. I also think we have enoughpublic holidays. It would be nice toalways have them on a Monday or aFriday. It is boring to have them on aWednesday, like with Human Rights Daythis week, and then having to go to workthe next day”.

Mr Martin Hlatshwayo and MR Willie Mohlala said: “There are toomany public holidays, especially in April. Adding them to aweekend, like a Monday or a Friday would be good. They shouldnot be in the week. People do think and remember where thepublic holidays came from”.

Solly van Rensburgspend time with the players practicing. The two have years ofexperience working with children and coaching them the sport. Theschool’s teams will go on tour to Jubaweni in two weeks’ time andthey hope to be in good shape for this. The school thanked the twovisitors for all their effort in presenting the clinic.

The Mosotho familiy. Six people live inside the tent. Mr Mosotho is blind and stillgets emotional when he speaks of the storm. “We just heard this loud noise onthe roof and off it went as well asthe walls of the house. Then the hail came in.We found two of the corrugated iron sheets and an old mattress so we all sat onit and clung to the corrugated iron sheets to keep the rain away,” he said. He nowcomplains about ear problems after being in the rain that night.“The food, everything Dwarsrivier brought helped us very much. The mealie meal(maize) and soup, everything helped a lot”.

Right: Ms Doreen Masha and her family were of thefamilies who benefitted from the food parcelsdelivered by Dwarsrivier Mine. They are 13 family mem-bers and only 2 are employed. They mentioned that thestorm was terrible and they were very scared.“We are all very happy about the food. Dwarsrivierbrought us the parcels that helped a lot. Thank you toeveryone”.

Reaching out whendisaster strikes

In November 2011 a massive storm caused major damage tohomes in the Kalkfontein/Nokaneng area. Some families wereleft out in the cold and Dwarsrivier Mine was part of the teamwho contributed towards helping them. The Mine bought tentsas temporary shelter. These tents will be returned to the Mineand will be kept on standby for when an emergency situationarise again. Food parcels were also delivered.

Engaging withstakeholders

Dwarsrivier Mine held their Bi-annual Stakeholder Breakfast hosted by the GeneralManager of Dwarsrivier Mine on the 15th of February 2011. The mine hadanopportunity to raise achievements, current status and future plans. Allstakeholders also had an opportunity to raise their concerns and give compliments.This successful event was attended by community leaders, politicials,businessmen, the media and other relevant stakeholders of the Mine.
