• BIG PICTURE:– With downturn of world economy, a multinational cut in

naval operations and focus on anti-piracy ops in other regions, organized criminal activities in the Mediterranean region have increased.

– Multinational Intel sources expect illicit activities to peak this Spring (mid May 2011).

– UNSC resolution 9950 has authorized combined Maritime Security Operations (MSO)

– CTF Phoenix Express created to respond to the maritime threats.

-Fiercely independent, proud heritage, strong central GOV’T.

-Low corruption, but crime rate is rising as the economy declines

-Criminal elements are attempting to infiltrate Port of Greenie. Intel and security sources are reliable but slow.

-Lack of natural resources, active port

-Historically, minimal corruption, strong central gov’t. Literate population, balanced political syst.

-Despite these advantages, the gov’t is vulnerable to organized crime elements (mid level official bribery )

-Intel and security services reliable.
