Assistance Required from ECR/HQ:-
i) Pay-Roll system in MGS Division is running with the package of COBOL and UNIX
programme provided by Eastern Railway in the year 2000. The server has become too old and the
Pay-Roll system is not sustainable on present server. Division is facing trouble with the existing
server leading to delay in payment of salary to the staff.
As such, it is requested that EDP centre or some other viable alternative may be established at
Mughalsarai at the earliest please.
ii) Approval for extension of currency of panel of Loco Pilot/Goods/TRS as sought for vide
DRM/MGS L. No. EE/Loco Pilot (Goods)/MGS/11, dt. 03.11.11 may be communicated please.
iii-a) There is acute shortage in Medical Cadre. At present, there are 06 vacancies and 01 vacancy is
going to arise on account of retirement of Addll. CMS/MGS in the month of January/2012. Post of
CMS/Gaya and CMS/MGS have become vacant from 01.12.11 & 01.01.12 respectively.
b) 01 post of ALO along with one incumbent may kindly be provided to this division. The

Selection/Suitability/Trade Test:- Internal intake through promotions has been planned. Filling up of vacancies and thereby granting promotion to employees is one of the most important activities, which is undertaken by the department. GRIEVANCE REDRESSAL SYSTEM: In order to ensure that the grievances of staff working in field units in far flung
sections of the division are properly addressed to Grievance Camps are held by the dept. in these areas in a regular manner. These camps are attended by at least one officer of the dept. along with WI. Dates & venue of these camps are notified well in advance. Efforts are made to address the grievances on spot & those grievances, which cannot be solved immediately are noted and solved within a given time schedule. All grievances collected are given to the Sections of the Personnel Department concerned. The disposal list is put up to the Personnel Officers who had conducted the grievance camp. The staffs are given feedback by the beat WIs regarding the disposal of the grievances. After every camp an assessment is made regarding the nature of grievances. It has been found that the grievances are mainly related to payment of salary, pay fixation, PF loan etc.

One of the most important functions of the department is maintaining cordial & peaceful industrial relation. This is ensured under the direct supervision of Sr.DPO. There is one recognized Union ECRKU affiliated to AIRF at the national level. There are 05 branches of ECRKU respectively all over the division. ECRKU has 3 branches at MGS, 01 branch at DOS & 01 branch at Gaya To ensure cordial industrial relations, both formal & informal methods are adopted. Efforts are made to deal with all grievances, represented through unions in a speedy & time bound manner. Any representation received is properly examined and duly replied. Apart from this, the administration discusses issues/policy matters put forward by the unions in PNM meetings held every alternate month with ECRKU. These meetings are chaired by DRM & coordinated by Sr.DPO who is the convener at the Division level. Issues pertaining to different departments are discussed in a threadbare manner in this formal forum with respective branch officers. The details PNM held since January 2011 is given below.
