Parkwood is once again at the cen-tre of a raging drug turf war. Therecent spike in gang violence has

the community at the mercy of inter-mittent gunshots, murders and at-tempted murders.According to Grassy Park police the

turf war between the Americans andJunky Funky Kids has escalated sincethe first shooting in April.Speaking during ameeting at the sta-

tion last week, police revealed theirplan to tackle gang violence.Police spokesperson Warrant Officer

Wynita Kleinsmith said gang-relatedviolence has spiked in recent months.“The periods of gang activity fluctu-

ates but at the moment we have a bigproblem as the gangs are caught in afull-on war. We are aware of hotspotsand are monitoring them closely,” sheexplained.Colonel Christian Esau, deputy sta-

tion commander at Grassy Park PoliceStation, said from April to September,four murders have been reported.There were 16 attempted murders in

the same period.Five arrests were made for the mur-

ders and 30 arrests were made on theattempted murder charges.“We have also confiscated 14 illegal

firearms since April. We hope to confis-cate many more,” Esau added.According to a report from the sta-

tion’s Crime Intelligence Office, fourAmericans and six Junky Funky Kidsgangsters are in custody and are await-ing trial at Pollsmoor Prison.These men have all been arrested for

murder andattemptedmurder charges.With the festive season looming, po-

lice explain they will be entering their

busiest period yet.They have now formulated an action

plan to closely monitor gang-relatedcrimes. “With this war, which seems tobe at an all-timehigh,wewill be allocat-ing our resources to Parkwood. It willalso be allocated to the shopping cen-tres in the area in relation to the spateofmall robberies in recentmonths,”Es-au explained.To ensure effective communication

with affected communities, police planto hold regular meetings.Kleinsmith explained regular meet-

ings are held between the station com-mander and various roleplayers to dis-cuss their concerns.“Roleplayers from Lotus River fre-

quently meet with the station com-mander to air their concerns and tocome to amicable solutions. Thesemeetings ensure a mutually beneficialrelationship between the police and thecommunity,” Kleinsmith said.Police have urged residents to report

all criminal activity or suspicious be-haviour so it can be monitored and ap-propriate action could be taken.“If residents do not report crime in

their area, we will not know what tolook out for. We urge all residents towork with us so we can make the areasafer,” Esau added.Local councillors have also been

roped in to join the fight against crime,Esau said.He explained there are “big prob-

lems” with drug usage and dealing inrental stock owned by the City of CapeTown.“We are speaking to our ward coun-

Determinationpays offAlmost 20 suspects were arrested for drugpossession in one weekend, thanks to thenose work of four-legged crime fighters.

The Metro Police’s K9 Unit helped nabdagga, mandrax and tik users for drug pos-session.

And their impact in collaring suspects isnoteworthy, says Mayoral Committeemember for Safety and Security JP Smith.

“Our furry, four-leggedmembers are cru-cial in the fight against crime. We’ve cometo learn over the years that criminals arecrafty when it comes to hiding their contra-band and so we need the dogs to literallysniff out the drugs,” he says.

“Just recently, one of them sniffed itsway to nearly 100 dagga stoppe hidden ina cupboard of a house we searched. If we

didn’t have the dog, we might not havefound the drugs.”

The K9 Unit was established in 2009 andcurrently has 13 canine members, with an-other six in training. The dogs are trainedto assist on patrols and to detect narcoticsand explosives.

Between July 2013 and October this year,the unit searched more than 500 premisesand close to 2 000 people.

The dogs were also instrumental in theconfiscation of 4 407 units of drugs, ninefirearms and more than 200 rounds of am-munition.

Last weekend Metro Police also arrested40 motorists on charges of drunk drivingduring patrols, roadblocks and stop-and-test operations in collaborationwith police.

Schäfer last week visited the examinationpaper vault to assess security arrange-ments.“The vault is under strict security sur-

veillance to ensure that there are no possi-ble leakages or irregularities,” Schäfer as-sures.Strict security arrangements were neces-

sary to ensure the integrity of the examina-tions, she says, and several measures have

been implemented to ensure the vault wasnot compromised.Measures include ensuring each paper is

printed and packaged in the province andis immediately sealed so that it cannot betampered with. Each staff member has alsobeen screened and is monitored closely bysecurity cameras and no cellphones are al-lowed.Every examination paper is bar-coded

when printed for tracking purposes, cou-pledwith the candidate’s bar-coded sticker.Pupils are monitored during the exami-

nations and markers have been trained toidentify any irregularities in the exams.

Petty thieves and other criminals inWynberg East are warned to steerclear of the area.

The Wynberg East Neighbourhood Watchhas adopted a zero tolerance approach tocrime and have assisted police in arrestingtwo men for copper theft in the area.

They are expected to appear in the Wyn-berg Magistrate’s Court this week for a bailhearing.

Watch coordinator Abieda Josephs saysduring the early hours of Saturday 18 Octo-ber, patrollers decided to link up in SussexRoad after a long night of patrolling the sec-tor. During this time one of the vehiclesmade its way up Vine Road and a watchmember noticed water gushing from ahouse.

The patroller radioed his observationsand the watch responded.

Josephs says they discovered the copperpipes had been stolen and one member saidhe saw two men walking with bags close by.

“We went on a hunt and found them inBatts Road. The watch surrounded themand we also asked the street committee inMars Road to assist us,” she says.

A watch member asked the men why they

were walking around in Wynberg. Theyclaimed they live in Plumstead and were ontheir way home, but suspicious watch mem-bers decided to call Wynberg police.

Two officers arrived and asked the mento open their bags. They found several cop-per taps and pipes.

Josephs explains one of the taps had thesame colour paint of the house in VineRoad.

They were arrested and taken to WynbergPolice Station.

“This arrest was possible due to the col-laboration of the neighbourhood watch andstreet committees. The police were greatand responded quickly.”

Police spokesperson Warrant Officer Sil-vino Davids confirms the arrest and saysthe men are from Grassy Park and Ottery.

Josephs explains the watch has seen a sig-nificant growth in street committees.

She explains this has gone a long way tocurbing crime in the sector. “More peopleare joining and taking an active approach.We are also focusing on the civic centre andthe illegal activities there,” she says.

When the patrol commenced on Friday 17October, the watch noticed the civic centrewas filled with squatters and drug users.

“We called the police and they immediate-ly assisted to clean the area,” concludes

A group of 40 proud teachers have suc-cessfully graduated from a literacyprogramme which focused on tack-

ling the illiteracy levels within the prov-ince.The teachers are all from districts

stretching between Strandfontein and FishHoek.The programme ran over a period of six

months and was designed by non-profit or-ganisation Wordworks, which operatesfrom St James.Subject advisor for Early Childhood De-

velopment Lesley Pearson says the pro-gramme was introduced to address theproblem of illiteracy.“The programme was designed to re-

spond to the crisis of illiteracy in the coun-try. Research evidence shows that childrenwho have more developed language capa-bilities when they start Grade 1, go on to be-come better readers and writers. This plac-es a huge responsibility on our Grade Rteachers to effectively prepare pupils forschool,” Pearson says.Teachers attended monthly workshops

between February and August, Pearsonadds.“Teachers attended the workshops for a

total of 15 hours. The programme was thenimplemented in their classes between ses-

sions,” she says.The need for the programmewas realised

when itwasnoticed that pupilswhogo fromGrade R to Grade 1 were not entirely pre-pared in terms of literacy, Pearson says.“Evidence showed that Grade R teachers

needed additional resources to help themimplement a balanced language approach,so that the pupil enters Grade 1 more fullyprepared for the challenges of formal educa-tion.”The provincial education department to-

gether with Wordworks intend to roll outthe programme to all registered provincialeducation department schools in the nextfew years, in hopes of tackling the illiteracyissue.“Metro South and Wordworks has been

in partnership for the last four years andwe look forward to training many moreGrade R teachers in the future. Our aim isto make sure that every Grade R teacherfrom a registered department school in thedistrict has the benefit of this wonderfulemergent literacy programme,” Pearsonadds.“The programme aims to equip teachers

Budget cuts, staff shortages, overcrowd-ing and vandalism have resulted in ahousing dilemma across Cape Town.

During a presentation on the maintenanceof public housing last week, City of CapeTown officials painted a bleak picture of is-sues affecting rental stock across themetropole.

Ronald du Plessis, an official from theCity’s Human Settlements Department, saidcouncil currently managed 44 100 rentalunits, 11 000 hostel beds and an estimated41 100 informal backyarders.

He explained the department consisted of204 maintenance staff.

This, Du Plessis said, meant for every 216rental units there was only one person em-ployed by the department.

According to the presentation, not enoughfunds are given for the maintenance and up-grading of rental stock.

Du Plessis says the problem is further ex-acerbated by high levels of vandalism.

Human settlements department officialAlida Kotzee said due to staff shortages theywere not able to monitor when repairs areneeded.

She explained for the 2012/2013 financialyear, the City was supposed to receive

R213m from rentals.Of this amount, R66m was written off to

assist those who receive indigent grants.And of the remaining R147m, only R57m

was recovered.In the presentation, Kotzee outlined the ef-

fects of vandalism, gangsterism and illegaloccupation of rental stock as areas of con-cern.

Commenting on upgrades, Kotzee saidmost structures were built between 1940 and1970 and in most cases cannot be upgradedto accommodate new environmentallyfriendly technology.

Councillors questioned what the depart-ment was doing about the illegal spaza shops

in rental units.They explained shop owners did not have

the necessary land use permissions and al-leged many were being used as a front forillicit activities.

Kotzee said mayor Patricia de Lille viewsspaza shops as a source of income for fami-lies. “The safety and security departmentwas banned from taking action against shopowners occupying rental stock,” Kotzeesaid. “[De Lille] has put a ban on such action,except in cases where liquor and drugs arebeing sold or where firearms are beingkept.”V What are your thoughts? All fired upF ire and rescue services are gear-

ing up for summer, when tempera-tures and strong winds promote the

spread of blazes.Last summer, firefighters attended to

over 5 000 structural and vegetationfires.

The City of Cape Town has 900 profes-sional firefighters who can be called up-on for major incidents.

Of these, aminimumof 240 are ondutyper shift and available on a 24-hour basisat the 30 fire stations across the city.

These numbers will be bolstered by120 seasonal firefighters who form partof the so-called “hot shot” crews, usedprimarily to fight vegetation fires.

Over 400 hopefuls were put throughtheir paces in recent months.

Applicants needed a Grade 10 certifi-cate, police clearance, and were re-quired to complete numeracy and litera-cy tests as well as a physical trial whichrequired them to run 2.4km in 11 min-utes, carry two 20kg drums for a dis-tance of 100m and do 30 push-ups and sit-ups in less than a minute each.

The first batch of seasonal firefighterswill be on duty from Saturday 1 Novem-ber and the second batch from Monday1December. Their contractswill runun-til the end of April 2015.

And 19 reservist firefighters havenearly completed their first course.

The place was rowdy and thelandlord would constantly swear at me,threateningmewith eviction if he felt I hadnot cleaned the toilets well enough. Thiswas never even part of the lease agreement.I think that he was taking advantage of mebecause of my age,” Waja says.Loneliness is a big challenge for some res-

idents at the retirement home – many ofwhom are single. There are some who findpartners. Since last year, three coupleshave managed to find happiness in HomeMorea, tying the knot with their new-foundsoulmates.Waja is also hopeful that he can overcome

loneliness. He hopes that he will find some-one with whom to share the golden yearsof his life.“Here is a man who has never had an op-

portunity to own his own home and now hecan sleep easy knowing he no longer has toworry about shelter for thenight and forhissafety,” Mamkeli adds.

Almost 400 pedestrians have died acrossCape Town in just four years whilecrossing the city’s busy freeways.

These are some of the staggering statisticsreleased by the SA National Roads AgencyLimited (Sanral) in an attempt to renewawareness of this dangerous practice and toprevent pedestrian deaths.“For the period May 2010 to September

2014, there have been 396 pedestrian colli-sions on freeways in Cape Town, of which153 were confirmed fatal on the scene,” saidRandall Cable, engineering head of Sanral’sprovincial road network operations.“The pressing need (is to cover) the in-

creasing trend of pedestrians being run overon city freeways, many of which result in fa-talities. The numbers are startling, and rea-son for major concern to all stakeholders.”

Major concernThe statistics provided are the results of

a pedestrian activity study where Sanralcounted the number of pedestrians crossingfreeways using CCTV cameras.“This revealed that in a period of one

week, there were more than 36 000 pedestri-an activities on Cape Town’s freeways,” Ca-ble said.“This is mindblowing, considering that it

is illegal for pedestrians to be on freeways– and for good reason.”Cable said they wanted to share their

knowledge with the public to heightenawareness of current initiatives in the engi-neering, law enforcement and educationfields, as research is underway.“We need to sensitise motorists to this is-

sue. We need to share our information with

road users.”

Bird’s eye viewHe said in Cape Town they cover 155km

of the busiest freeways with the FreewayMonitoring System. “We have a bird’s eyeview of what is happening on our freeways,and there is a call to action.“With the use ofmore than 230 CCTV cam-

eras that we operate, we have been captur-ing all freeway-related incident data, includ-ing incidents involving pedestrians.”André Nel, the City of Cape Town’s traffic

operations deputy chief, said the issue withpedestrians on freeways was indeed “a hugechallenge”.“Freeways are managed by the provincial

department, but from the City’s side all wecan do is enforce the rules. We find a lot ofpedestrians and people stopping to pick upor drop off pedestrians to and from work,”he said.Although pedestrian freeway crossing is

illegal, Nel said they mainly fined motoristsas they would have undergone driver’s li-cence tests. This was not always the case

with pedestrians, he said. “Wehave fined pe-destrians. But they offer excuses such asthat it is too dangerous to cross at the pedes-trian bridges over the freeways as they saythey might be attacked,” Nel said, adding ifthat were the case, there “should have beena large number of cases”.The challenge lay in the ratio of pedestri-

ans to officers.“If you consider the 36 000 illegal pedestri-

ans crossing the freeways and the 250 to 280traffic officers available it is a huge chal-lenge,” Nel said.

has received more than 400 000 views.The videos illustrate the real and horrif-

ic effects which speed, drunk driving, irre-sponsible road use by pedestrians, and notwearing a seatbelt have on the roads.The latest video is a co-production of the

Department of Transport and PublicWorks and the Emergency Medical Servic-es of the Department of Health.The very serious message conveyed by

this video cannot be ignored, Grant insists.“Turning a blind eye to the dangers faced

Gunman caughtA 40-year-old man was arrested on

Thursday 23 October in WeltevredeCourt in Ottery after he was found in

possession of an illegal firearm.Grassy Park police spokesperson War-

rant Officer Wynita Kleinsmith says policewere conducting patrols in the area whenthey saw two men standing in a garden infront of the block of flats.

“Constable Nigel Richards and anotherpolice member saw the two men standingin the garden,” she says.

“The one man ran away when he spottedthe police vehicle.”

The officers gave chase.

“The police saw something fall while theman was running and found it was a fire-arm. They managed to catch up with thesuspect and arrested him,” says Klein-smith.

Police recovered a silver and black Beret-ta 9mm with one magazine and 11 rounds.

The serial number of the firearm wasfiled off.

The suspect was arrested on charges ofpossession of an illegal firearm and ammu-nition and possession of a prohibited fire-arm.

The man is to have appeared in WynbergCourt on Monday 27 October.

‘Cable thief’ shot deadThe body of a 36-year-old man was found offNew Strandfontein Road, Lotus River onTuesday 21 October.

Police believe the man to have been a ca-ble thief, as he had implements used for ca-ble theft in his possession.

04:45. The victim sustained bullet woundsto the heart and back.

In his hand was a sock, apparently usedby cable thieves who believe it makes it lesslikely for them to shock while working withlive wires.

The motive for the shooting is under in-vestigation, and no arrests have yet beenmade.

Carjackers crash stolen carOne suspect has been arrested while anoth-er is at large after a carjacking in Ottery onWednesday 22 October.

At 20:00, a 53-year-old woman was drop-ping off her friend in Greenway Road whenthe car was approached by two unknownmen, says Lansdowne police spokespersonSergeant Nkululeko Mnyaka.

“The two armed men threatened the vic-tim and ordered her to get out of the vehicle

and leave everything behind. The pair thenclimbed into her Hyundai Getz and droveoff,” Mnyaka says.

After receiving an alert, officers chasedthe men onto Vanguard Drive in Athlonewhere the men collided with a pavement inGatesville.

The City of Cape Town’s Water and Sanitation Department will be completing azero-pressure test on the water supply feeding the water supply zone in Ottery onThursday 6 November 2014.

This process will result in the disruption of the water supply to Ottery from 22:00 until 04:00the following morning.

Careful consideration has been given to the planning of this work to ensure minimaldisruption to the water supply to the affected areas.

The water supply network across the City is divided into reticulation zones which are smallerand much more manageable sections of the large network for the purposes of maintenanceand upgrades. This work forms part of the City’s Water Demand Management Plan and willreduce significantly the occurrence of pipe bursts and the subsequent water losses.

Residents are advised to store water in clean sealed containers for domestic use duringthis period.

The City regrets any inconvenience caused.

Transit planto take CapeTown forwardA transit-oriented development has

been identified as one of the key com-ponents to make Cape Town the most

efficient city in Africa by 2032.To this end, a transit-oriented develop-

ment strategy is in the process of beingdrafted by the City of Cape Town to deter-mine the future of public transport systemsacross the metropole.This strategy is to be completed within

the next 10 months, says Mayoral Commit-tee member for Transport Brett Herron.“Howwe develop and use our urban spac-

es for living, working and travelling willvery much determine the quality of life ofour residents in the years to come,” he says.“This is why Transport for Cape Town, in

its Integrated Public Transport Networkplan for the next 18 years, has taken thepath of comprehensive transit-oriented de-velopment to ensure that we bring our resi-dents closer to their workplace and that weimprove the access to and efficiency of pub-lic transport across the city.”Development in the city is currently char-

acterised by low densities, long distancesbetween residential areas and workplaces,as well as historical disparities where themajority of low-income residents live faraway from work opportunities and have tospend a significant percentage of their in-come on transport, Herron explains.

Transit-oriented development is the plan-ning, design and implementation approachthat will be championed to reverse theseanomalies.Herron says thepublic transport network

plan makes the unequivocal link betweenthe viability of public transport and an ef-fective land-use strategy. Densification(dwellings per hectare), the mix (residen-tial combined with commercial as is thecase in Century City), and distribution (thelocation of residential, office, industrialand recreational sites) affects public trans-port in terms of the cost, optimal use andviability, he explains.“For the City’s public transport system to

be viable and efficient, more passengershave to live and work in close proximity tothe trunk routes, be it rail or bus,” he says.“The land has to be developed in such a

manner that it leads to increased densityalong these routes, and the developmentmust be the right mix between residentialand commercial, where residents have easyaccess to fresh food and government servic-es close to their homes.”

There’s something powerful that comes from the actof naming.Giving something a name makes it real.

Parents agonise over naming their children because aname makes you important.It gives you an identity. It gives you dignity.Why, then, do we take away the identity of victims of

violent crimes?Some argue concealing the identity of a rape ormurder

victim protects him or her.But it also reduces that person to little more than a

number in the crime statistics.We take away their humanity – their dignity – when

we refuse to name crime victims.Opinion pieces in international media have cried out

against reportageof theOscarPistorius trial, saying jour-nalists have lost sight of the murder victim, ReevaSteenkamp, by focusing solely on Pistorius.His trial. His sentence. His girlfriend.The recent discovery of several women, killed and

dumped in an open field in Kensington, highlights this.These women were stripped of their dignity and their

identity.Yet officials in whose care the property lies seem to

have spent more time arguing over the ownership of theproperty than concerning themselves with preventingmore of these horrific crimes.Perhaps if eachof thesewomenwerenamed, theywould

be less difficult to ignore.Perhaps if officials had to face the humanity of each vic-

tim, they would be forced to prevent this spate of crimefrom taking more women.Perhaps if we identified with these victims, we would

see in them our wives, our mothers, our sisters.If we knew their names, we would imagine their faces.They would become real to us.And that would make it impossible to ignore these

crimes.

Costs put MyCiTi at riskAgain it is proven thatMyCiTiwas nevermeant for the poorest of the poor.Since theDAadministration decided to

use MyCiTi to get rid of the taxi industryit has had more challenges than posi-tives.IntegratedRapid Transport (IRT) is not

meant to compete against the taxi indus-try.It should mean even where MyCiTi op-

erates there should be space for the taxiindustry.However, the DA had other plans. Now

they blame the failure on having to com-pete with the taxi industry.Brett Herron, of Transport for Cape

Town (TCT), is also confusing matters.On the one hand both he and the mayorbragged about their good working rela-tionship with the leadership in the taxiindustry.Herronmust be ashamed of himself for

blaming national government for notfunding the city’s public transport net-

work. There was not a single financialyear that TCT spent all its money givento them by national government.They always underspend and roll over

to the next financial year.At the end of 2012/13 they could not

spend the R632m and still did not spendit all. Themanner inwhich theydo thingsleft many employees in the taxi industryunemployed.Amayoral committeememberwho dis-

putes reports given to an official meetingis not worth being in that position. It wasofficially reported 14 buses brokedown inJuly – the same month the N2 Expressstarted operating – and 15 inAugust. Howmany breakdowns did we have since thestart of MyCiTi?The time has come for the national De-

partment of Transport and Treasury tostep in and save people of the City of CapeTown from this poor planning.PETRONELLA HEYNESEmail

The new Honda Civic Tourer had me excit-ed about the cross over that we call stationwagons.Now my initial thought that always gets

associated with station wagons is that it’sfor the older generation, hearse, transport-er for creches or something along thoselines.That’s no longer the first thing that goes

through my mind.This is the future of the stationwagon/es-

tate genre.No longer boring and mundane.Honda bought the station wagon/estate

back to life with the Honda Civic Tourer.New life has been breathed into this beauty.This is a phenomenal piece of engineer-

ing, inside and out.Standing in front of the Civic Tourer can

be a little bit deceiving.It has the typical feisty Honda Civic look

from the front, and if you walk to the sideof the car that’s where everything gets in-teresting. There it is, ‘the wagon’.The difference with this wagon is that it

boasts the change we demand when itcomes to cars.We demand new. We demand slim line.

We demand awesome and that’s what Hon-da has delivered.Yes, somepeoplemight disagree, but then

again we can’t all love the same thing.As much as I absolutely love the fact that

Honda took it a step further and set thebenchmark for station wagons, it stillthrows a curve ball at you.You take a step back and look at the Civic

Tourer and think ‘where is the space?’After all, you do buy a station wagon/es-

tate for the space, don’t you?

At first glance it looks like space mightbe limited.It looks like a sedan that had its boot lid

stretched up to form the shape of a hatch-back. What do you do when you have ques-tions? You investigate.As soon as you pop open the trunk all

your questions will be answered. I don’tknow how they managed to do it, but thespace is there and there’s loads of it.After you have composed yourself with

the phenomenal boot space that the HondaCivic Tourer sports, take a step inside thisfuturistic machine.Allowyourself to be transformed to ahap-

py place. Seating a family of five with thegreatest of ease. The luxury trimmings andspecs that you would get in most top of therange cars, Honda hasmade stock standardin the Civic Tourer.The engine is not the biggest of engines,

and the torque and horsepower could beslightly adjusted to give a little bit more un-der the hood for the Civic Tourer. Howeverwith the comfort and practicality you arepresented with you can look past that.You’ll still be sitting on a 1.8F i-VTEC en-

gine rated at 104kW at 6500rpm and 174Nmat 4300rpm.Overall Honda has not only set the bench-

mark high for station wagons, they havegone and reinvented the wheel all together.Setting the bar high enough to make all

its competitorswork really hard to keep up.There are two models in the range. The

Honda Civic Tourer 1.8 i-VTEC Manual –R360 000 and the Honda Civic Tourer 1.8 i-VTEC Automatic – R374 000.The price includes a three-year or

100 000kmwarranty, a five-year or 90 000kmservice plan, and a one-year roadside assist-ance package, as well as service intervalsof 15 000km.
