ABo t the pAncReAticcAnceR Action netwoRkThe Pancreatic Cancer Action Network, Inc., was founded in 1999 tofocus national attention on a disease that is the fourth leading cause ofcancer death in the United States but receives far less considerationthan cancers of comparable severity. Initially created as a grassrootsorganization, the Pancreatic Cancer Action Network has become thenational leader in the quest to defeat pancreatic cancer. The PancreaticCancer Action Network fulfills its mission through a comprehensive

strategy that combines directly funding research, generating publicpolicy, providing patient services, and extending community outreachand education nationwide. The organization stands as a beacon of hopefor the pancreatic cancer community by providing leadership and unityin the urgent ght to nd a cure.

Scienti c understanding of pancreatic cancer has historically been hindered by limitedfederal and private funding and a sparse and fragmented research community. The Pancreatic Cancer Action Network brings a proven research strategy to fightingthis disease a strategy that has demonstrated results in accelerating treatments for

conditions like heart disease and breast cancer. We are developing the robust researchcommunity and shared resources necessary to produce medical breakthroughs.

Through our research grants program, we attract investigators with innovative ideas andbrilliant early-career scientists to study pancreatic cancer. Beyond the nancial supportof their research projects, we convene these investigators for knowledge sharing, collaboration, and mentorship.

Simultaneously, we work to increase federal research funding available for pancreaticcancer scientists through our advocacy efforts in Washington, D.C., and at the NationalCancer Institute (NCI).

The organizations integrated role in the scienti c community through participation in andthe leadership of scienti c conferences and committees affords us the opportunity to lookbroadly at the pancreatic cancer research landscape. From this unique perspective, we areable to employ a steady, committed strategy to build a strong research community that willmake life-saving discoveries. Our supporters invest in this strategy, rather than a series ofisolated tactics.

GOVERNMENT AFFAIRS AND ADVOCACY HIGHLIGHTS IN 2009 -10:

Thanks to the work of the Pancreatic Cancer Action Network and its volunteers, support for the Pancreatic Cancer Research & Education Act (S. 3320/ H.R. 745) grewsubstantially on Capitol Hill. The Senate version of the bill (S. 3320) was introduced inMay 2010 by U.S. Senator Sheldon Whitehouse (D-RI). In just two months, the bipartisan

support of 20 percent of the Senate was secured. The House bill, which was introduced inJanuary 2009 by Representatives Anna Eshoo (D-CA) and Ginny Brown-Waite (R-FL), todate has the support of more than 50 percent of the U.S. House of Representatives. IfCongress runs out of time to act on the bill during the 2010 legislative session, thelegislation will need to be reintroduced in the 112th Congress. The support we have builtfor the bill will be instrumental in advancing the legislation in the new Congress.

In June 2010, the Pancreatic Cancer Action Network hosted the fourth annualNational Call-In and Pancreatic Cancer

Advocacy Day in Washington, D.C. Morethan 400 participants attended AdvocacyDay in person, a 14 percent increasecompared to 2009. In addition, othersupporters participated from home, placing more than 2,000 phone calls toCongress during the National Call-In,and making contact with more than 440members of Congress.

Supporters across the country raisedawareness about pancreatic cancer intheir states and home towns by securing422 proclamations from their state andlocal elected of cials, representing a 230percent increase compared to 2009.

Progress continued on building federalsupport for the creation of a new federallyfunded targeted research program focusedon the deadly cancers, de ned as thosecancers with a ve-year survival ratebelow 50 percent. The Pancreatic Cancer

Action Network founded the DeadlyCancer Coalition in 2008 to create anew focus on these issues. This year, congressional support continued to buildfor the concept. The Pancreatic Cancer

Action Network was invited to testifyin front of the U.S. House Energy andCommerces Subcommittee on Healthabout the need for such a researchprogram.

This year, nearly 9,000 advocates sentover 20,000 e-mail messages, reachingevery congressional of ce.

Since the Pancreatic Cancer ActionNetworks advocacy program wasfounded in 1999, increasing federalfunding for pancreatic cancer researchhas remained a top priority. In 2009,these efforts secured a 3 percentincrease in funding for pancreatic cancerresearch at the National Cancer Institutecompared to the prior year. This increaseis notable, considering that funding forother leading cancer killers was cut.

The Pancreatic Cancer Research &Education Act would create a path for trueprogress by requiring the National CancerInstitute (NCI) to develop a strategic plan tomake real advances in ghting pancreaticcancer. The legislation is based on theNational Plan to Advance PancreaticCancer Research , a report developed bythe Pancreatic Cancer Action NetworksScienti c Advisory Board in 2008. Keycomponents of the bill include:

The bill does not dictate how the NCIshould conduct pancreatic cancerresearch. Instead, it calls for the creationof a strategic plan under the direction ofthe Health and Human Services (HHS)Secretary and in consultation with theDirectors of the National Institutes ofHealth (NIH), the NCI, and the Centersfor Disease Control and Prevention(CDC), as well as a new InterdisciplinaryPancreatic Cancer Coordinating (IPCC)Committee comprising pancreatic cancerresearch experts, early career pancreaticcancer investigators, and a pancreaticcancer advocate.

The NCI-directed comprehensive annualstrategic plan would detail the needs for

the conduct and support of pancreaticcancer research and awareness activitiesduring the upcoming scal year. Toimprove accountability, the plan wouldbe submitted to the HHS Secretary andpublished on the agencys website.

At the end of each year, the Secretarywould submit an annual report toCongress that identi es the steps taken

to implement the recommendationsoutlined in the strategic plan.

Under the bill, a new ve-year grant pilotproject would be created at the NCIspeci cally for research into the deadliestcancers, de ned as those with ve-yearsurvival rates below 50 percent. The initialphase would include pancreatic cancerand, potentially, other cancers that meetthe criteria. Following the initial phase, the Secretary would submit a report toCongress evaluating the program andmaking recommendations for continuationand/or expansion into other deadly cancers.

The legislation builds on a programcreated by Congress in the 1990s thatspeci cally focused on breast andprostate cancer called the SpecializedPrograms of Research Excellence, orSPORE. The program was expanded inthe last several years to not only provideincreased opportunities for researchinto these cancers, but to also offersome limited research opportunities forpancreatic and other types of cancer.

The legislation calls for the NIH and CDC towork with patient advocacy organizationsto develop a primary care providereducation program on pancreatic cancerand a communication tool kit for patients.
