PACK Community has been developed and implemented in the Western Cape by the Knowledge Translation Unit at the University of Cape Town Lung Institute in collaboration with the Western Cape Department of Health.
PACK Community aims to provide a complete set of tools to support community health workers to deliver comprehensive preventive, promotive and curative health services to communities, along with a basic understanding of the purpose for each of their day-to-day activities and the context in which they work. It is intended as an entry-level course for the new community health worker and to serve as a refresher course for those already working as community health workers. The programme is being developed and implemented in a phased approach, to allow for agile development of the tools and training programme and allow for continuous feedback into the programme as development evolves.
PACK Community is designed to be delivered by Department of Health and NPO facilitators using a combination of interactive classes and work-integrated learning. This approach aims to embed the use of PACK in the community health worker’s day-to-day work, alternating classes and theory with practical application in the community health worker’s workplace and generating an ongoing, supportive learning relationship between the community health worker, his or her colleagues and supervisors.
The development of PACK Community has drawn extensively on role-players in the delivery of community-based services, to try to ensure that PACK Community reflects the scope of practice of a community health worker in the Western Cape and contains guidance that is easy to use, reflects local priorities and is relevant for the setting for which it is intended.

Phase 1a of the PACK Community program focuses on the department of health priority areas, and are structured under the following chapters:

Textbook
For use by the Community health worker, the textbook aims to ensure understanding of the context in which the community health worker works as well as an explanation to each of the curative, preventive and promotive activities the community health worker is required to perform. It covers eight chapters and links to the stationery, practical workbook and patient information leaflets.

Patient information leaflets
For use by Community health worker, primary care clinicians, counsellors, health promotion officers the information leaflets are designed to provide health education and promotion messages that are standardised throughout the programme and that can serve as a prompt in discussions with clients. The A5 sized, bank of leaflets will be provided for use by other cadres of staff in the primary care team to ensure the standardisation of messaging to clients.
The household assessment form prompts the community health worker to hand out this introductory leaflet on
presenting the service to a client.
This leaflet is linked to chapter 5 in the textbook on "staying
healthy: preventing infection", handed out during health promotion by the community health worker.

Practical workbook
For use by the Community health worker, the practical workbook is designed to support work-integrated learning. It provides structured activities linking to each chapter of the textbook, and its completion forms part of the programme assessment requirement. Assessment activities include in class assignments, peer-to-peer, facilitator and NPO supervisor assessments using checklists to observe demonstrated learning and applied activities such as conducting a household assessment.

Facilitators manual
The Facilitator’s manual contains the step-by-step guide to teaching the PACK Community classes and supporting the work-integrated learning. The facilitator’s manual methodically guides the trainer from day 1 to day 12 of Phase 1a classes, and contains the materials required to deliver classes such as resources and supporting materials.

Facilitator’s manual supporting materials
Supporting materials are used by the facilitator to supplement classroom instruction, in which didactic lectures are limited and supported by visual PowerPoint presentations. Classes are experiential, and use small group activities such as board games to explain concepts and increase engagement.

Implementation support manual
For use by the PACK Community facilitator, Community Based Services coordinators and NPO managers this document sets out the components of the PACK Community programme, the training schedule and outlines the roles and responsibilities of each of the teams involved in the delivery of Home and Community based Care services for the programme.
