Thosewhorepairtheequipmentdonothavetobecertifiedbyanagencybutmustbecompetent. A competent person would include a certified mechanic or a person who met the requirements of the definitionof“competent”inRegulation 91-191.

210.01(1)Anemployershallensurethatahoistingapparatusisinspectedevery12monthsbyacompetent person to ensure that the apparatus meets the manufacturer’s specifications.
Answer:Competencyrequirementswillvarywitheachtypeofequipment.However,sincetheRegulation makesreferencetoseveralCanadianStandardsAssociation(CSA)standardsthataddressthisissue,WorkSafeNB will reference the requirements outlined in these standards for guidance.
Itisrecommendedthatemployers,whoareresponsibleforappointingcompetentinspectors,alsofollow these guidelines to assist them in ensuring their appointments are appropriate.

Overheadcranesmustbeinspectedbytheoperatoronadailybasiswheninuseasspecifiedinparagraph 211(2)(a) of Regulation 91-191 with the results recorded in a logbook as specified in subsection 210(3) of Regulation 91-191.
Annual InspectionAcompetentpersonshallinspectahoistingapparatusevery12monthsasspecifiedinsubsection210.01(1) of Regulation 91-191andcertifyinwritingthattheapparatusmeetsthemanufacturer’sspecifications as specified in subsection 210.01(2) of Regulation 91-191.
Paragraph207(2)(b) of Regulation 91-191requiresahoistingapparatustobedesigned,installed,erected,checked,examined,inspected,operatedandmaintainedinaccordancewithCSAStandardB167-96,“Safety Standard for Maintenance and Inspection of Overhead Cranes, Gantry Cranes, Monorails, Hoists and Trolleys.”Therefore,inadditiontomeetingthemanufacturer’sspecifications,Regulation 91-191 requiresthatsections4.4.4.2;4.4.5.2and4.4.5.3ofCSAStandardB167-96arefollowedwhenconductingtheannualinspection.ThetimeframeforinspectionsrequiredbyCSAStandardB167-96isbasedonuseandservice;themorefrequentlyandheavilyacraneisused,themorefrequentlyitshouldbeinspected.WorkSafeNBrecommendsoverheadcranesbeinspectedat thefrequencyindicatedbysection4.4.5.1ofCSAStandardB167-96.
Theresultsoftheannual/periodicinspection,includingrepairs,adjustmentsandotherfindings, shall be included in the logbook and made available to an officer upon request.
Operating controls Checkformalfunction,excessivewear,brokenordamaged components,damagedinsulationofelectricalwire,cablesand controls and function labels for operator controls.
Limit switches and stops Checkformalfunctionandbrokenordamagedcomponents.
Warning devices Checkformalfunction.
Hoist rope and chain Checkropereevingforproperspoolingandwireropesfor brokenstrands,birdcaging,kinkingorcoreprotrusion. Checkchainsforexcessivewearandstretchedordamagedlinks.
Trolley rails and wheels Checkforsmoothoperationandforwornordamagedwheel assemblies and rails.
Bridge rails and wheels Checkforsmoothoperation,wornordamagedwheel assemblies,damagedrailsandmissingorlooseboltsin support structures.
Hoist block and hooks Checkforstretching,excessivewear,cracksanddeformation. Checksafetylatchformalfunction.
