EXPLANATORY NOTES

This report describes the palay and corn crop situation for

January-March 2011 and the outlook for April-June 2011 and July

September 2011 based on farmers’ standing crop and planting

intentions , respectively. The estimates and forecasts are based on

the results of the April 2011 Palay and Corn Production Survey

(PCPS) which is conducted nationwide by the Bureau of

Agricultural Statistics (BAS).

The report also presents pertinent information on monthly

prices of palay, rice, corn and fertilizer, rice and corn stocks

inventory, and monthly decadal rainfall. Data on prices are the

results of the Weekly Cereals and Fertilizer Price Monitoring

(WCFPM) of the BAS. Household stocks data are obtained from

the Palay and Corn Stocks Survey (PCSS1) of the BAS, while data

on stocks in commercial warehouses and NFA depositories are

from the National Food Authority (NFA). Rainfall data are sourced

from the Philippine Atmospheric Geophysical and Astronomical

Services Administration (PAGASA).

Weather Situation and Outlook1

January-March 2011

The La Niña condition further weakens as current sea surface temperatures

(SSTs) observations in the central equatorial Pacific are close to their average or

normal values. The atmospheric indicators (trade winds, cloudiness and the

Southern Oscillation Index (SOI)) remain consistent with a weak La Niña event.

Based on the latest observations and forecasts from different climate models, this

event is expected to prevail over the coming months, with a gradual return to

neutral conditions likely by June 2011. The weather systems that affected the

country during this period were tail-end of the cold front, ridge of High Pressure

Areas (HPAs), wind convergence, Low Pressure Areas (LPAs) and easterlies.

Rainfall analysis showed that despite the absence of tropical cyclone activity in

the Philippine Area of Responsibility (PAR), rainfall over most parts of the

country was above normal, although not significant enough in some areas, as to

cause adverse impacts. Northeast (NE) monsoon and the prevalence of the LPA

over Mindanao brought significant rainfall in the affected areas over Visayas and

eastern Mindanao, particularly Caraga that caused flooding.

April-June 2011 Outlook

This is the first semester rainfall period in the country synchronized with the

Southwest (SW) monsoon season commonly known as “Habagat”. Normally,

during the period, winds start to gradually shift from the Northeast (NE) to the

Southwest (SW) which extends up to mid-May, when the onset of the rainy

season is expected to follow. However, because of the maturing stage of the

current La Niña during this period, above normal rainfall impact is most likely

over areas of the country during April and May.

The expected weather systems likely to affect the country are the tail-end of the

cold front, Intertropical convergence zone (ITCZ), ridge of high pressure area and

easterly waves. Four (4) to seven (7) tropical cyclones are likely to develop or

enter the Philippine Area of Responsibility (PAR) during this season.

HIGHLIGHTS

Brighter prospects are seen for palay and corn production, harvest areas and

yields for the first half and for the third quarter of 2011.

1.1 PALAY

January-June 2011 Forecasts

The January-June 2011 palay production may reach 7.61 million MT,

14.9% higher than last year’s level of 6.62 million MT. This could be

attributed to the expansion in harvest area and improvement in yield

compared to last year’s conditions when palay production was adversely

affected by the El Niño phenomenon. Area harvested may increase by

10.2% from last year’s record of 1.82 million hectares. Yield per hectare

may improve from 3.64 MT in 2010 to 3.80 MT this year.

Palay production for January-March 2011 was 4.04 million MT, 15.6%

higher than last year’s 3.49 million MT. Cagayan Valley and Western

Visayas were the largest contributors to the increase in the national palay

output.

On the other hand, palay production in Central Luzon dropped by 3.6%

from last year’s level of 594.3 thousand MT due to rat infestation in the

provinces of Bulacan, Nueva Ecija and Pampanga. In Caraga, production

was down by 36% due to decrease in yield as the growth of crops was

adversely affected by the continuous rain. There were also incidences of

rat infestation, stemborer and “kuhol”. In ARMM, there was movement of

harvest from the 1st quarter to the 2

nd quarter of 2011.

Harvest area for January-March expanded by 7.2%, from 1.02 million

hectares in 2010 to 1.10 million hectares in 2011. Yield per hectare

improved by 7.8%, from 3.41 MT last year to 3.68 MT this year.

Based on standing crop, palay output for April-June 2011 may reach 3.57

million MT, 14.2% above last year’s 3.13 million MT. All regions, except

Davao Region, are expected to register production gains ranging from

0.6% in Caraga to 117.8% in Western Visayas. Palay yield in Davao

Region would be adversely affected by continuous rain, rat infestation,

stem borer, neckrot, tungro and lodging due to strong winds.

July-September 2011 Forecasts

Based on farmers’ planting intentions, the July-September 2011 palay

output is forecast at 3.49 million MT, 32% above last year’s 2.65 million

MT. Harvest area may expand by 35.8%, from 706 thousand hectares to

958 thousand hectares.

1.2 CORN

January-June 2011 Forecasts

The January-June 2011 corn production is expected to reach 3.30 million

MT, 36.8% above last year’s level of 2.42 million MT. Area harvested

may expand by 14.3%, from 967 thousand hectares in 2010 to 1.10 million

hectares this year. Yield is, likewise, expected to improve by 19.7%.

The January-March 2011 corn output was recorded at 1.91 million MT.

This was 312.4 thousand MT or 19.5% above the 1.60 million MT

produced in the same quarter last year. The regions with major

contributions to the increment in the national corn output were Cagayan

Valley, Northern Mindanao, SOCCSKSARGEN and Western Visayas.

On the other hand, corn production in Ilocos Region dropped by 35.6%

and this was attributed to movement of harvest to the 2nd

quarter and

shifting to tobacco. In Central Luzon, production went down by 17.7%

due to shifting to palay and other cash crops. There was shifting to banana

and vegetables in Davao Region which caused the 23.5% decline in corn

production in this region.

The April-June 2011 corn production is expected to increase by 71.0%

because of the 37.8% expansion in harvest area and 24.0% improvement

in yield compared to the levels in the same period last year. The probable

increase in production of 576.41 thousand MT would largely come from

Cagayan Valley and Ilocos Region which may account for 51.2% and

18.0% of the expected total production. Harvest areas in these regions

may expand by 58.72 thousand hectares and 19.36 thousand hectares,

respectively.

July-September 2011 Forecasts

The July-September 2011 corn output is expected to increase by 1.6%

from 2.32 million MT last year to 2.36 million MT this year. Harvest area

may expand by 1.4% from 900.01 thousand hectares to 912.56 thousand

hectares.

2.0 Prices

2.1 Palay/Rice

Monthly average prices of palay in the first four (4) months of 2011 were

generally stable. Prices ranged from P15.14/kg in January to P15.57/kg in

April. The average price in April was 0.39% higher than the price in 2010

At wholesale, average monthly prices of rice for January to April 2011

increased from P31.54/kg to P31.97/kg. The January, February and April

prices were higher compared to the 2009 and 2010 levels. The price in

March was lower by 0.38% and 0.34% than the 2009 and 2010 levels,

respectively.

The monthly average retail prices of rice in the first four (4) months of

2011 were P34.34/kg in January, P34.58 in February and remained at

P34.57 in March and April 2011. The monthly prices were higher than

their corresponding levels in 2009 and 2010 except in March when price

in 2011 was lower by 0.14% and 0.06%, respectively.

In Metro Manila, monthly wholesale prices of rice followed a decreasing

trend, from P31.00/kg in January 2011 to P29.76/kg in April 2011. The

average price in April this year was lower by 1.78% in 2009 and by 2.75%

in 2010.

The monthly average dealers’ price of urea per bag of 50 kg increased by

P15.3 from P1,085.5 in January to P1,100.8 in April 2011. The average

price in April 2011 was higher by 1.8% and 9.2% compared to the

respective prices in 2009 and 2010.

January to P619.0/bag in April 2011. The monthly prices were lower

compared to their corresponding levels in 2009 but higher than in 2010

levels.

Dealers’ price of complete fertilizer for January to April 2011 averaged

P1,130.9/bag of 50 kg. This was 15.5% lower than the average price in

2009 but 1.3% higher than its level in 2010.

3.0 Rainfall

The accumulated rainfall for January to March 2011 was 12, 161.1

millimeters. This was 205.7% more than the precipitation in the same

period last year and 146.3% above the normal rainfall condition.

All regions received above normal rainfall conditions. Eastern Visayas

received the highest accumulated rainfall with 2,364.2 millimeters

followed by Caraga and Bicol Region with 2,279.5 millimeters and

1,095.2 millimeters, respectively.

3.0 Rainfall

The accumulated rainfall for January to March 2011 was 12, 161.1

millimeters. This was 205.7% more than the precipitation in the same

period last year and 146.3% above the normal rainfall condition.

All regions received above normal rainfall conditions. Eastern Visayas

received the highest accumulated rainfall with 2,364.2 millimeters

followed by Caraga and Bicol Region with 2,279.5 millimeters and

1,095.2 millimeters, respectively.

The monthly average retail prices of rice in the first four (4) months of

2011 were P34.34/kg in January, P34.58 in February and remained at

P34.57 in March and April 2011. The monthly prices were higher than

their corresponding levels in 2009 and 2010 except in March when price

in 2011 was lower by 0.14% and 0.06%, respectively.

In Metro Manila, monthly wholesale prices of rice followed a decreasing

trend, from P31.00/kg in January 2011 to P29.76/kg in April 2011. The

average price in April this year was lower by 1.78% in 2009 and by 2.75%

in 2010.

2.1 Palay/Rice

Monthly average prices of palay in the first four (4) months of 2011 were

generally stable. Prices ranged from P15.14/kg in January to P15.57/kg in

April. The average price in April was 0.39% higher than the price in 2010

but 2.32% lower than the price in 2009.

At wholesale, average monthly prices of rice for January to April 2011

increased from P31.54/kg to P31.97/kg. The January, February and April

prices were higher compared to the 2009 and 2010 levels. The price in

March was lower by 0.38% and 0.34% than the 2009 and 2010 levels,

respectively.

The April-June 2011 corn production is expected to increase by 71.0%

because of the 37.8% expansion in harvest area and 24.0% improvement

in yield compared to the levels in the same period last year. The probable

increase in production of 576.41 thousand MT would largely come from

Cagayan Valley and Ilocos Region which may account for 51.2% and

18.0% of the expected total production. Harvest areas in these regions

may expand by 58.72 thousand hectares and 19.36 thousand hectares,

respectively.

July-September 2011 Forecasts

The July-September 2011 corn output is expected to increase by 1.6%

from 2.32 million MT last year to 2.36 million MT this year. Harvest area

may expand by 1.4% from 900.01 thousand hectares to 912.56 thousand

hectares.

January-June 2011 Forecasts

The January-June 2011 corn production is expected to reach 3.30 million

MT, 36.8% above last year’s level of 2.42 million MT. Area harvested

may expand by 14.3%, from 967 thousand hectares in 2010 to 1.10 million

hectares this year. Yield is, likewise, expected to improve by 19.7%.

The January-March 2011 corn output was recorded at 1.91 million MT.

This was 312.4 thousand MT or 19.5% above the 1.60 million MT

produced in the same quarter last year. The regions with major

contributions to the increment in the national corn output were Cagayan

Valley, Northern Mindanao, SOCCSKSARGEN and Western Visayas.

On the other hand, corn production in Ilocos Region dropped by 35.6%

and this was attributed to movement of harvest to the 2nd

quarter and

shifting to tobacco. In Central Luzon, production went down by 17.7%

due to shifting to palay and other cash crops. There was shifting to banana

and vegetables in Davao Region which caused the 23.5% decline in corn

production in this region.

Harvest area for January-March expanded by 7.2%, from 1.02 million

hectares in 2010 to 1.10 million hectares in 2011. Yield per hectare

improved by 7.8%, from 3.41 MT last year to 3.68 MT this year.

Based on standing crop, palay output for April-June 2011 may reach 3.57

million MT, 14.2% above last year’s 3.13 million MT. All regions, except

Davao Region, are expected to register production gains ranging from

0.6% in Caraga to 117.8% in Western Visayas. Palay yield in Davao

Region would be adversely affected by continuous rain, rat infestation,

stem borer, neckrot, tungro and lodging due to strong winds.

July-September 2011 Forecasts

Based on farmers’ planting intentions, the July-September 2011 palay

output is forecast at 3.49 million MT, 32% above last year’s 2.65 million

MT. Harvest area may expand by 35.8%, from 706 thousand hectares to

958 thousand hectares.

HIGHLIGHTS

Brighter prospects are seen for palay and corn production, harvest areas and

yields for the first half and for the third quarter of 2011.

1.1 PALAY

January-June 2011 Forecasts

The January-June 2011 palay production may reach 7.61 million MT,

14.9% higher than last year’s level of 6.62 million MT. This could be

attributed to the expansion in harvest area and improvement in yield

compared to last year’s conditions when palay production was adversely

affected by the El Niño phenomenon. Area harvested may increase by

10.2% from last year’s record of 1.82 million hectares. Yield per hectare

may improve from 3.64 MT in 2010 to 3.80 MT this year.

Palay production for January-March 2011 was 4.04 million MT, 15.6%

higher than last year’s 3.49 million MT. Cagayan Valley and Western

Visayas were the largest contributors to the increase in the national palay

output.

January-March 2011

The La Niña condition further weakens as current sea surface temperatures

(SSTs) observations in the central equatorial Pacific are close to their average or

normal values. The atmospheric indicators (trade winds, cloudiness and the

Southern Oscillation Index (SOI)) remain consistent with a weak La Niña event.

Based on the latest observations and forecasts from different climate models, this

event is expected to prevail over the coming months, with a gradual return to

neutral conditions likely by June 2011. The weather systems that affected the

country during this period were tail-end of the cold front, ridge of High Pressure

Areas (HPAs), wind convergence, Low Pressure Areas (LPAs) and easterlies.

Rainfall analysis showed that despite the absence of tropical cyclone activity in

the Philippine Area of Responsibility (PAR), rainfall over most parts of the

country was above normal, although not significant enough in some areas, as to

cause adverse impacts. Northeast (NE) monsoon and the prevalence of the LPA

over Mindanao brought significant rainfall in the affected areas over Visayas and

eastern Mindanao, particularly Caraga that caused flooding.

April-June 2011 Outlook

This is the first semester rainfall period in the country synchronized with the

Southwest (SW) monsoon season commonly known as “Habagat”. Normally,

during the period, winds start to gradually shift from the Northeast (NE) to the

Southwest (SW) which extends up to mid-May, when the onset of the rainy

season is expected to follow. However, because of the maturing stage of the

current La Niña during this period, above normal rainfall impact is most likely

over areas of the country during April and May.

The expected weather systems likely to affect the country are the tail-end of the

cold front, Intertropical convergence zone (ITCZ), ridge of high pressure area and

easterly waves. Four (4) to seven (7) tropical cyclones are likely to develop or

enter the Philippine Area of Responsibility (PAR) during this season.
