Normally the Owner Chooses a Consultant, then a Contractor. The Owner thus goes into Contract with Two Parties. The headache accompanying such a situation is obvious. It is clear that if the Owner can enter into a Contract through one Party only, such a headache is eliminated. That is why Construction Management was developed.
Construction Management is a technique that is set up to relief the Owner from the burden of facing directly the Contractor.
In Construction Management, the Owner assigns a prominent Consultant. The Consultant shall assume the role of the Owner in the Execution of the Project. The Consultant shall choose the Contractor, issue the Contractual Documents to be signed by the Owner and the Contractor, Supervise the Works, and Hand-over the Project to the Owner.
The Owner, thus, is represented by the Consultant in all aspects of the Contract execution, except the Financial Role. The implementation of the Contract is thus simplified. The Consultant is supervising the Works, following up with the Contractor on his Time Schedule, applying the Quality Control, Quality Assurance concepts directly, and revising the Payment Certificate presented by the Contractor. The Consultant shall then advise the Owner to pay.
The Consultant shall keep Records of the Project, revise Handover Check List, Advise the Owner to accept Preliminary and Final Handovers of the Project.
ENYTECHS is one leading firm in the aspect of Construction Management. Dr. Shawa was the First to present this concept in Saudi Arabia, He introduced the subject of Construction Management in 1977, and taught the subject as a required course, in the curriculum for final year of undergradution, in Civil Engineering Department, at King Abdul Aziz University in Jeddah.
Structural failures for centuries guided civilizations to building more resilient and more robust constructions by learning from mistakes of others. Such failures can only be constructively used in a modern society if the cases are analyzed carefully and the causes of failures are understood.
Failures can be at different stages of the structure's life cycle. They could occur during the construction stage, upon occupancy or many years after the end of construction. They may occur due to extreme environmental conditions such as hurricanes, earthquakes, harsh environmental conditions and lack of maintenance or they may be triggered by interventions by man such as modifications to the structural framing or increases of number of floors. Other causes include sabotage, particularly by bombing. The movement of the substrate is often a real cause of failures that may either lead to collapse or render the structure inoperable.
Such failures may be attributed to human errors by the designer, the contractor or the operator. Very often it is a combination of mistakes and extreme events that cause drastic failures such as collapse.
When such catastrophes take place they are usually followed by investigation, litigations and various consequences. The science of ascertaining the causes and mechanisms of structural failures is referred to as forensic engineering.
The concepts pertaining to forensic engineering are basic methodologies to be followed during the investigation of structural failure are published in International norms of investigation.
However, in the Middle East, were concrete structures are widely used, emphasis should be focused on concrete deterioration and steel corrosion, because of the harsh environmental conditions and the meager knowledge of those involved in the construction industry. Other types of structures, particularly steel and composite structures are rarely used, especially in pile foundations and steel hangars.
Emphasis must also be directed to local failure cases caused by common practices in the Middle East region. The aspect of human error must always be taken into
