It's time to start thinking about precinct meetings and the county and state conventions.
Enclosed is your packet of information that you will need to follow during the delegation
process for the 2011 conventions. As county chairman, it is your responsibility to begin this
grassroots process. Please read the enclosed forms carefully.
Enclosed you will find instructions, information, forms and sample press releases which should
be of assistance as you begin organizing these events.
As you will note,. ALL PINK FORMS ARE TO BE RETURNED TO STATE
HEADQUARTERS BY MARCH 22. 2011. It's imperative that you send these in by the
specified dates.
Also remember that proxies are not allowed at any point in the process as stated in Rule 19 (c) of
the State Party Rules.
WE WILL NEED YOUR COMMITTEE APPOINTMENTS FAXED TO 405/521-9531 BY
MARCH 22.
Please note the PLATFORM COMMITTEE MEETING schedule. The dates for the meetings
are: April 16 and April 30 . It is very important that allforms are processed swiftly so that every
delegate and committee member can receive adequate notice of events, meetings, etc. Your
prompt attention to this is greatly appreciated.

Registration at the Clarion Meridian, located at 737 S. Meridian Avenue, Oklahoma City,
will be done on an individual basis. If you are arriving on Friday, May 6 for the meetings or
the Convention Gala, you may also register on Friday.
Please be reminded that you are responsible for picking up your own registration badge
containing all of your credentials beginning at 8:00 a.m. on May 7.

e,COUNTY CONVENTIONS:
You and your Executive Committee have the responsibility of setting up and organizing the
County Convention. The purpose of the convention is to elect delegates to the 2011 State
Convention, elect county officers to two year terms and' to conduct any other appropriate
business.
PREPARATION BEFORE PRECINCT CAUCUS CALLS ARE SENT:
1. Set a Convention meeting place and time.
2: Set earlier time for the County Executive Committee meeting (FORM A-3 Page 1,
Paragraph 2a)
3. Invite a keynote speaker if desired.
PERMANENT ORGANIZATION OF THE CONVENTION is the main business' of the
meeting of the County Executive Committee. It is generally recommended to the Convention
that the minutes of the County Executive Committee be read. The recommendations 'of the
County Executive Committee shall be read to the County Convention by the County Chairman
or the County Secretary for the following convention positions:
1. Convention Chairman (mayor may not be the County Chairman).

2. Chairman and members of the following committees:
a. Credentials: Reports to the convention the total number of votesregistered at the convention and submits a correct list of names to the
Convention Secretary.
b. Rules and Order of Business: Recommends the. order in which the
business of the convention shall be conducted and rules under which
voting and other business shall take place.
c. Platfonn: Studies resolutions submitted by precincts and submits
recommendations to the convention.
3. Other convention officials:
a. Parliamentarian is appointed by the Convention Chairman and should besomeone familiar with Roberts Rules of Order.
b. Convention Secretary should take all the minutes of the convention.
He/she may be "officially" appointed by the county committee or by the
Convention Chairman,

CAUCUSES AND CONVENTIONS
PRECINCT ELECTIONS:
'.
Your responsibility as County Chairman is to set up a meeting place in every precinct in yourcounty. The purpose of the precinct elections to be held on Tuesday. February 1. 2011 is to
elect delegates to your County Convention and elect precinct officials for two-year terms.
Other business may also be conducted as precinct chairmen wish, or as you direct.
PREPARATION:
1. Notify precinct officers of the precinct meetings date and request that they set a meeting
place and notify you of the place, host's name, address, and telephone number.
2. Set a County Executive Meeting at least two weeks prior to precinct elections to
a. Determine delegate apportionment to the precincts. The County Executive Committee of
each county shall determine the number of delegates each precinct is entitled to be represented
by at the County Convention. These are apportioned among the precincts of the county
according to the number of votes cast for the Republican nominee for Governor in 2010. Each
precinct shall be entitled to at least one delegate. (Party Rules, Rule 16e).
b. Recommend to the County Chairman, permanent organization of County Convention.
(Rule 16£).
3. Type or print a list of precincts and numbers of votes allocated to include in the precinct
packets. "Such County shall specify the number of delegates each precinct is entitled in the
County Convention." (Party Rules, Rule 16e).
4. Mail or deliver to Precinct Chairmen their precinct packets. All the forms you need are
included in this mailing, except the precinct delegate allocation list referred to in #3, above.
Be sure to fill in the information required on (FORMS B-1 and B-2). Also fill in the
following:
a. On the Official Caucus Call (FORM B-3)
1. Your name, address, and phone number
2. Time and place of your County Convention
b. On the Precinct Caucus Report (FORM B-8)1. Precinct name or number
2. Your name, address, and phone number
c. On the Elected Delegates to County Convention Report (FORM B-9)
1. Precinct name or number

based on the vote for the Republican Gubernatorial Candidate Mary Fallin in 2010. You

for receiving the completed forms after the meeting. Notice to your precinct Chairmen
(FORM B-2) should go out by January 11, 2011. All meeting places should be set by
January 11, 2011. Meeting places should be listed in your newspapers so that any
registered Republican who desires will feel free to attend. Simple press releases for both the
Precinct Caucuses and the County Convention are enclosed for your convenience. 2011

INSTRUCTIONS FOR ELECTION OF PRECINCT DELEGATES
i',,.Carefully Read Instructions before electing delegates:
1. Your precinct must elect delegates in order to cast the votes allocated to your precinct at the County
Convention.
2. No person may be elected to fill more than one delegate position. If delegates are not elected at the
precinct caucus to fill the authorized number of delegate positions the votes will be lost to that precinct.
3. Persons not attending the precinct caucus may be elected as delegates, provided they are legal
registered Republicans in the precinct.
4. Precinct Chairman and Vice Chairman are not automatically delegates.
5. The precinct may have alternate delegates, or have an open delegation.(Rule 16h)
6. If a precinct wishes to elect more delegates than it has delegate votes, it may apportion its votes into
fractional votes, providing that all delegates from the precinct possess an equal vote. (Example; if your
precinct is allocated four votes and five people are to be delegates, then each person has four-fifths of a
vote.)
7. At the County Convention, votes shall be announced in one-half or whole only, and shall not be
announced in any other fraction.
•8. In most counties, it is customary but not mandatory for a person to be elected as a delegate to the
County Convention and seated at the Convention inorder to be elected a delegate to the State
Convention.

r, There is no such thing as a "quorum" at a precinct caucus. If only one person attends, he conducts all
business, including the election of delegates. Each caucus must convene for at least one hour.
There is only one requirement to be eligible to vote at a caucus or to serve as a delegate-g person must
be a registered Republican voter of the precinct.

Be sure all [anTIs are signed and precinct number or name is noted. The secretary takes minutes of the
meeting and performs other normal duties of a Secretary. The minutes of the meeting or a copy, should
be attached to the CAUCUS REPORT, especially if the precinct elects alternate delegates, or if any
resolutions are passed. Be sure to enclose receipts and money collected with Stewardship Report

1. CALL TO ORDER by Precinct Chairman, other precinct official or host.
2. OPENING PRAYER.
3. PRECINCT CHAIRMAN READS OFFICIAL CALL stating the purpose of the meeting.
PRECINCT SECRETARY PASSES THE CAUCUS ATTENDANCE SHEETJor everyone to
sign, making it clear Republican voters only should sign in the upper part and visitors should
sign the lowerpart.Have additional attendance sheets available.
4. ELECTION OF PRECINCT OFFICIALS: Chairman, Vice-Chairman, Secretary, Treasurer,
Youth Coordinator*, Senior Republican Coordinator", for a two year term.
5. DISCUSS CURRENT ISSUES AND VOTE ON ANY OUESTIONS that may be presented by
your county chairman or members of the caucus.
6. STEWARDSHIP. Encourage contributions to the Republican Party, with a reminder that
.Republican dollars are kept in Oklahoma working to elect Oklahoma Republican candidates.
Make checks payable to your local County Republican Party.
7. VOTE ON THE TYPE OF DELEGATION the precinct will take to the county convention. The
two types are delegate-alternate, or open. (Rule 16h)
8. ELECTION OF DELEGATES TO THE COUNTY REPUBLICAN CONVENTION. (Read the
enclosed Instruction sheet for Election of Delegates before electing delegates.) The number of
delegate votes your precinct is allocated is indicated at the top of the PRECINCT CAUCUS
REPORT (FORM B-9).
9. PASS SUCH RESOLUTIONS OR ENDORSEMENTS as may be desired.
10. ANNOUNCEMENTS AND OTHER BUSINESS. All upcoming dates, discuss transportation
to conventions, etc.

not be altered after being received by himlher. Any corrections of the Report must be made in writing
and signed by both the Caucus Chairman and the Caucus Secretary.
