EXHIBITOR INFORMATION ENTRIES CLOSE MARCH 12, 2018. Entries
postmarked later than March 12 will be charged a post entry fee of
$25 per horse. Management reserves the right to refuse a Post Entry
in classes where the additional entry would make it necessary to
split the class. Management reserves the right to cancel, combine
or divide any class where it is deemed advisable and to reschedule
any divided class. Although post entries will be accepted until a
session begins, a class may be cancelled at the beginning of a
session due to insufficient entries at that time. Management
reserves the right to decline any entry and to return any entry
fees before or during the show without being liable for
compensation. Sharps: Management requests that exhibitors comply
with USEF Rule GR 1210 regarding “SHARPS.” Failure to do so will
result in a fine. An agent may make entries for more than one
owner, but each owner must be on a separate, signed entry blank. A
$20 office fee will be charged per horse. A program will be in
included with each entry. Entries are payable in U.S. Funds only. A
$50 fee will be charged to exhibitors who fail to pay their fees
before leaving the show. A $25 fine will be assessed to any
exhibitor failing to notify the Horse Show Office of a scratch
before the beginning of the session. Returned Checks/Declined
Credit Card Policy: There will be a $25 charge for returned checks
or declined credit cards presented as payment for horse show fees.
Within 5 days of receiving notification from the bank and/or credit
card company, the secretary or designated show representative will
send a registered letter to the person presenting the check or
credit card. If payment is not received in the form of a certified
check, money order or cash within 2 weeks of notification, the
exhibitor will be turned into the USEF for non-payment of fees.
Fines to the USEF because of non-negotiable funds can run as high
as $750. STALLIONS may not be entered in classes specifying ladies
or junior exhibitors to ride or drive. Junior Exhibitors are those
who have not reached their 18th birthday as of December 1 of the
previous show year. Amateur Status (GR 105) – Only active
Federation members may obtain amateur status. Every person who has
reached his/her 18th birthday and competes in classes for amateurs
under Federation rules must possess current amateur statue issued
by the Federation. (Exception: This is not required for Opportunity
classes). This status must be available for inspection or the
competitor must have lodged with the competition secretary at least
one hour prior to such class, an application for such status
provided by the Federation. Amateur status will be issued only on
receipt of the application properly signed and is revocable at any
time for cause. Morgan Entries. Horses shown in this division must
be registered with the American Morgan Horse Association Inc., or
an organization having registry reciprocity, (Canadian Morgan Horse
Association, British Morgan Horse Society, Swedish Morgan Horse
Society). Horses must be entered under their full registered name
or if under one year of age be eligible for registration. Horses
must be entered under the names of the owner(s) or lessee of
record. A copy of the registration papers showing recorded
ownership or proof of lease must be submitted with entry form at
the time of making entry. Competition management is responsible for
notifying exhibitors of this requirement.
Saddlebred Entries. A copy of registration papers showing proof
of ownership or a copy of the registration papers with a
Certificate of Eligibility to show issued by the American
Saddlebred Registry must be submitted be presented to the horse
show office before a competition number will be released. Owners
and trainers must be members of ASHA. Membership applications will
be available in the horse show office.

Morgan and Saddlebred. No stripping in any championship
classes.
Pony Entries. Day and time of measuring will be announced at the
show. Ponies without permanent USEF measurement cards must be
measured before they are shown.
UPHA Classics. In order to show in a UPHA Classic, all horses
and ponies must be registered with their appropriate breed registry
and MUST be shown under their registered name. A non-refundable
Eligibility Fee of $100 must be paid to the UPHA Office postmarked
on or before April 1st of each year. After April 1st, the
Eligibility Fee becomes $150 per horse. Payment of the eligibility
Fee will be made in the name of the entered horse or pony and will
make that animal eligible to compete in all UPHA Classics classes
held that year. Eligibility entry forms are available on the UPHA
web site. The professional trainer and owner of a UPHA Classic
entry must be an active member of the UPHA. If a non-professional
is exhibiting the horse, they must be an Associate or Junior
member.
All monies collected in each Classic will be dispersed in that
class. Prize money in a $250 Added Money Classic is divided as
follows: $150 is deducted from the total, with $50 going to fourth,
fifth and sixth places. Of the balance, 50% is paid to first place,
30% to second place and 20% to third place. If there were only 2
entries, the total prize money would be split 60% and 40%. If only
3 entries show, the original percentages would apply, without the
$150 deduction. In case of only one entry, that entry would receive
100% of the total. CHSA points will be awarded to members in
accordance with CHSA rules and regulations. Further information and
membership forms are available in the Secretary’s Office. NEHC: A
list of NEHC affiliated classes will be provided in the
confirmation letter and will be listed in the horse show office.
“Every entry at a recognized show shall constitute an agreement and
affirmation that the person making it, along with the owner,
lessee, trainer, manager, agent, coach, driver, rider, and the
horse: (1) shall be subject to the Constitution and rules of the
Association and the local rules of the show; (2) that every horse,
rider, and/or driver is eligible as entered;(3) that the owner and
any of his representatives are bound by the Constitution and Rules
of the NEHC and the show will accept as final the decision of the
hearing committee on any question arising under said rules and
agree to hold the show, the NEHC, their officials, directors and
employees harmless for any action taken; (4) that the owner,
rider/driver and any of their agents or representatives agree to
hold the NEHC, the show, and their officials, directors, employees
and agents harmless for any injury or loss suffered during or in
connection with the show, whether or not such injury or loss
resulted, directly or indirectly, from the negligent acts or
omissions of said officials, directors, employees or agents of the
NEHC or show.” Management reserves the right to decline or refuse
any entry without being liable for compensation, and eliminate from
further competition any exhibitor or horse should the best interest
of the show be served. Every exhibitor or his agent and trainer
must sign an entry blank. In the event of his failure to do so, his
first entrance into the ring as an exhibitor shall be construed as
his acceptance of the rules of the show involved and of the NEHC
and shall ipso facto render him subject to said rules.
Health Requirements: The Dept. of Public Health requires that
all horses provide a copy of a negative Coggins test for E.I.A.
dated within 6 months of the show date for out of state entries; 12
months for Mass. Horses and a certificate to prove the Eastern and
Western Equine Encephalitis vaccination has been administered.

Refunds: All entry and stall fees will be refunded on request
prior to the closing date for entries. After this date, refunds
will be made upon verification of a bona fide injury to horse,
exhibitor, or exhibitor’s family, received or postmarked no later
than April 17, 2018. Stall fees are not refundable. Prizes – Eight
ribbons are awarded in all classes. Prize Money will be distributed
in the following manner and will be mailed to owners within 30 days

Stalls are available for occupancy at 9:00 a.m., Monday, April 16,
2018 and stalls must be vacated by 5:00 p.m. on Sunday, April 22,
2018. An exhibitor requiring an exception to these limits must make
prior arrangements with Management. Stabling: Entries wishing to be
stabled together must indicate so on each individual’s Stabling
List and Entry Blank. Please identify yourself by using the Farm or
Individual’s name on the Entry Blank. Joint stabling is NOT
permitted in the Main Barn (Barn C). Banners, signs or other
advertising materials must be that of the Stable originally
assigned the stalls by Show Management. Those violating this policy
will jeopardize loss of their stalls. Stalls added after the
stabling chart is completed will be assigned in the closest
available proximity to the original group. The lights in the barns
will be turned off from 12 AM until 5 AM nightly—no exceptions.
TOURNAMENT STALLS and the number needed must be declared on the
Official Entry Form. Management reserves the right to stable these
horses in a designated Tournament Stabling area if numbers warrant.
Stalls with doors are available at $135. Exhibitors will be held
responsible for the condition of the stalls. Eastern States
conducts inspections to ensure that stalls remain in the condition
in which they were found. Stall doors may NOT be removed for any
reason. A $15 credit per stall will be given to those stabled in
the exterior sections of Barn D and F.
Stall Assignment Policy: A Stabling Committee has been assigned
by the Show Chairpersons. In the selection and designation of
stabling the following criteria will be met:
(a) Seniority—Length of time participating at this show (b)
Support—Degree given in terms of personal time and effort. (c)
Financial support Class sponsorships are encouraged. The Spring
Premiere regrets it cannot accept Perpetual or Challenge
Trophies.
Fire and Safety Regulations: The following must be adhered to in
accordance with the town of W. Springfield Fire Regulations &
Public Safety Codes: NO SMOKING in the barns or in the coliseum.
Fireproof material must be used for all stall decorations. The
center aisle of C and E barns must remain clear. Tack stall
decorations may not extend more than 18” into the center aisle.
Drapes may not be placed across aisles. Bedding material and the
like is not permitted on the floor of any aisle.
Campers: The Camper Fee is $225 for 30-amp service and $275 for
50-amp service. Campers arriving prior to Monday, April 16, 2018
will be charged a fee of $15 per night.
Footing: The footing in both the coliseum and warm up rings is a
mixture of dirt, sand and shavings. The coliseum measures 100’ X
200’.
Dogs are not permitted on the show grounds unless restrained
with a leash. A $50 fine will be charged for the return of any dog
found loosed on the show grounds. Exhibitors are expected to clean
up after their dogs, particularly in areas adjacent to campers and
food service facilities.

All Vehicles must be parked in areas designated by Management.
Parking is not permitted in front of barns, by order of the Fire
Department.
Exhibitors’ attention is directed to USEF Rule GR401 pertaining
to Drugs and Medications and to Rule GR 801 pertaining to Headgear.
Minors who do not have a valid driver’s license which allows them
to operate a motorized vehicle in the state in which they reside
will not be permitted to operate a motorized vehicle of any kind
including, but not limited to, golf carts, motorcycles, scooters,
or farm utility vehicles on the competition grounds of licensed
competitions. Minors who have a valid temporary license may operate
the above described motorized vehicles if they are accompanied by
an adult with a valid driver’s license. The parent(s), legal
guardians(s), or individual who signs the entry blank as a parent
or guardian or a minor operating a motorized vehicle in violation
of this rule are solely responsible for any damages, claims, losses
or actions resulting from that operation. Violations of this rule
will be cause for sanctions against the parent(s), guardian(s)
and/or trainer(s) who are responsible for the child committing the
offense. Penalties may include exclusion of the child, parent(s),
guardian(s), and/or trainer(s) from the competition grounds for the
remainder of the competition and charges being filed against any of
the above individuals in accordance with Chapter 6. Wheelchairs and
other mobility assistance devices for individuals with disabilities
are exempt from this rule.
The Show Committee, its agents and employees assume no
responsibility for any accident occurring to any exhibitor, groom,
attendant, animal or equipment at the show. The Show committee
assumes no responsibility for loss of, or destruction of any
property, equipment or damages to, or by animals exhibiting at the
show, while on the grounds or stabling area.
The indoor arena will be available for schooling on Monday from
12 noon to 10 p.m. An Exercise Schedule will be posted.
WARM UP AREA—Only Riders, Drivers, Trainers and Grooms will be
allowed in the warm-up area between the Main Barn and Coliseum. To
make this area safer for all, we ask you to use the door by the
office and hospitality both to cross over to the coliseum and to
enter the snack barn door to the Coliseum
Attention Exhibitors stabled in C Barn: Please note that stall
decorations should not be dismantled until after the Saturday
evening session.

UPHA-14 WINTER TOURNAMENT FINALS RULES ATTIRE: Jodhpurs or
breeches and boots, NO riding coats or derbies. Helmets are
REQUIRED for Junior Exhibitors 17 years of age and under and are
strongly encouraged for adult riders. MOUNT: Must be a horse that
is used in a lesson program.
**LEVELS**
Riders may not cross-enter between levels. Tournament Level:
Rider has never shown, other than UPHA Tournament. Intermediate
Level: Rider has shown in full suit at one-day shows or Academy
only. Advanced Level: Rider has shown in full suit at multi-day
show or USEF recognized shows. Open: Any level rider. Once a rider
has shown off the lead, he/she may not return to leadline classes.
Once a rider has shown at the canter, he/she may not return to
walk-trot classes. Horses may show in a full bridle, pelham or
snaffle with martingale. Horses may be braided if desired. Tails
may be braided or loose. No farm names may appear on any exhibitor
in the show ring. Qualification for Finals: Rider must show in at
least ONE regular Winter Tournament of that season or approved
local schooling or farm show.

room, in the Stroh Building.

If you suspect that an athlete has a concussion, you should take

judge the seriousness of the injury yourself.3. Allow athlete to
return to practice/competition only with permission from the
appropriate
health care professional.
Athletes competing in USEF competitions should refer to General
Rule 1316 for the USEF rules on returning to competition.
