Issue of Certification Specifications for Aeroplane and Helicopter Flight Simulation Training Devices

Executive Summary

The Qatar Civil Aviation Authority, under the Regulatory Structure and Regulations Program, is in the processof restructuring its regulatory framework and aligning its operating regulations with that of the Europeanregulations.

The Objectives of the Qatar Civil Aviation Authority are specified in Emiri Decree 45 of 2014 and amongstothers, are to attain best standards and competencies and ensure civil aviation safety in matters related to airtransportation. This Notice of Proposed Amendment (NPA) is issued in line with the QCAA Rulemaking processunder QCAR 11.

This NPA proposes QCAA Certification Specifications for Aeroplane and Helicopter flight simulation trainingdevices (FSTDs) which have been adapted from the EU FSTD certification Specifications and describe therequirements an FSTD has to comply with in order to achieve a certain level of qualification (initial qualification)and to maintain such level of qualification (recurrent qualification).

FSTDs are evaluated according to the qualification basis, which describe the performance, handling qualitiesand documentation requirements of FSTDs and their compliance with the applicable processes for flight crewmember training, testing and checking. The various types of FSTDs have to comply with different technicalstandards and pass different validation tests as well as functional and subjective tests. These are listed andexplained in these CSs

The proposed Certification Specifications for Aeroplane and Helicopter Flight Simulation Training Devices areexpected to be promulgated on the 31st of October 2017 and are expected to be applicable from the 1stDecember 2017.

1. Procedural information

1.1 The rule development procedureThe Qatar Civil Aviation Authority (hereinafter referred to as 'the Authority’) developed this Notice of ProposedAmendment (NPA) for the issue of Certification Specifications for Aeroplane and Helicopter Flight SimulationTraining Devices within the framework of the Regulatory Structure and Regulations Program (RSRP), in linewith Articles 4, 32 and 33 of Civil Aviation Law no. 15 of 2002 and in accordance with QCAR 11 on Rulemaking.

This rulemaking activity is included in the Authority’s Regulatory Structure and Regulations Programme 2016 -2018.

The text of the proposed Certification Specifications for Aeroplane and Helicopter Flight Simulation TrainingDevices has been developed by the Authority as part of the rulemaking process and procedure pursuantto QCAR 11. The two volumes, Certification Specifications for Flight Simulation Training Devices - Aeroplaneand Certification Specifications for Flight Simulation Training Devices - Helicopter, are hereby submitted forconsultation of the aviation industry.

1.2 The structure of this NPA and related documentsThis document is composed of five chapters as follows:

• Chapter 1 of this NPA contains the procedural information related to this task;• Chapter 2 (Explanatory Note) explains the core technical content;• Chapter 3 contains the proposed Certification Specifications for Aeroplane and Helicopter Flight

Simulation Training Devices;and finally• Chapter 4 contains references;

The outcome of the NPA consultation, will be reflected in the respective Comment-Response Document(CRD).

The Authority will publish the CRD with the first edition Certification Specifications for Aeroplane andHelicopter Flight Simulation Training Devices.

2. Explanatory NoteThe Authority promulgated the new Qatar Civil Aviation Regulation (QCAR) No. 001 of 2016 (AircrewRegulation) in October 2016. QCAR 001 of 2016 is aligned with the European Regulation (Reg. (EU) N. 1178/2011 as amended) and is applicable from 1 October 2017.

To ensure that the State of Qatar fulfils its ICAO Obligations and meets the highest standards in aircrew trainingand in order to facilitate the growth of the aviation sector, the QCAA has also identified a need to produce acomprehensive set of Certification Specifications in order to address all aspects related to the evaluation,qualification and certification of flight simulation training devices.

2.1 Overview of the issues to be addressedThese Certification Specifications for aeroplane and helicopter flight simulation training devices (FSTDs)adapted from EASA/EU regulations, describe the requirements an FSTD has to comply with in orderto achieve a certain level of qualification (initial qualification) and to maintain this level of qualification(recurrent qualification).

FSTDs are evaluated according to the qualification basis, which describes the performance, handlingqualities and documentation requirements of FSTDs and their compliance with the applicable processesfor flight crew member training, testing and checking. The various types of FSTDs have to comply withdifferent technical standards and pass different validation tests as well as functional and subjective tests.

The aim of these proposals is not only to enhance safety but also to improve the regulatory fameworkunder which the QCAA will evaluate, qualify and certify flight simulation training devices.

2.2 ObjectivesThe overall objectives of the Authority are defined in Article 4 of Emiri Decree 45 of 2014.

These overall objectives have been pursued through the QCAR 001 of 2016 on Aircrew Licensing andQCAR 002 of 2016 on Air Operations.

This proposal seeks to improve aviation safety through the application of regulations and standardsgoverning the qualifications of flight simulation training devices (FSTD), and to seek continuousimprovement of flight simulation.
