Over the past month, this station had consistently sustained police operations and security enhancement policies and best practices in its area of responsibility that showcased the professional competence of its personnel. On top of this, the OIC PS3 continues to pursue the implementation of the PNP ITP, concentrating on the welfare and benefits of its serviceman consistent with the 13 Key Result Areas (KRAs) of the transformation blueprint. OPERATIONAL ACCOMPLISHMENTS: This program covers the enhancement of police security measures against anti- criminality campaign, anti-illegal drugs, crime prevention and detection, and credible institutional image enhancement. This Police Station 3 of the General Santos City police Office marks another significant history of carrying out its mandate to serve and protect our community we live in and do business. Over the past month, this station had consistently sustained police operations and security enhancement policies and best practices in its area of responsibility that showcased the professional competence of its personnel.

This station achieved its mission through the continuity of the programs of former PNP Chiefs. This program covers the enhancement of police security measures against anti- criminality campaign, anti-illegal drugs, crime prevention and detection, and credible institutional image enhancement. These were pursued to instill the culture of trustworthiness and obedience to the rules and regulations among all the public and stakeholders.

SECURITY COVERAGE/FOREIGN VISITS

1. That at 03:00 PM of September 29, 2012,PO2 Albert M. Macabangin, Operation PNCO, Patrol team 1 headed by PI Reyanldo V Rojo, Deputy Precinct Chief for Operations and PO3 Vicente Orbista, Team Leader with a close supervision of the undersigned OIC provided security inside and outside premises of Lagao Gymnasium, Brgy Lagao this city in lieu of the “ Bamboo and Enchong Dee Concert”.

Concert started at 9:00 PM in the evening and ended successfully at about 11:00 PM of same date with no untoward incident happened.

At about 8:00 AM of this date 13 October 2012, elements of this office headed by PSINSP PHILIP D CASTILLO, Deputy Station Commander and members of this station namely SPO4 Isidro R Occeña Jr., ESPO; PO2 Albert M Macabangin, OPN PNCO and SPO1 Maria Sheila Sapal, PCR PNCO provided area security/visibility at the premises of Lagao Gymnasium, Brgy Lagao this city in relation to the PHIC Cards distribution to Aquino Health Agenda (AHA) beneficiaries in line with the MOVES (Mobile Orientation, Validation and Enrollment Scheme) program of the City Government Office and the PhilHealth Office this city.

Said activity started with an invocation and the singing of the Philippine National Anthem followed by a lecture regarding benefits, rights and responsibilities as members of PhilHealth. A short message delivered by HON DARLENE MAGNOLIA ANTONINO-CUSTODIO, City Mayor and distributed PVC type PhilHealth Cards to more or less 5,000 beneficiaries of this city which was identified through the National Household Targeting Survey for Poverty Reduction (NHTS-PR).

Also attended was City Councilors: Hon. Marius O Oco, Hon. Beth Bagonoc, Hon Virgie Llido and Hon. Margareth Rose Santos and all Barangay Captains or Representatives of 26 Barangays of this city.

After security coverage report re; “1st National Convention & Oath Taking Ceremony “ of the Special Monitoring Action International Group of Non- Government Organization for People’s Movement with Mindanao Alyansang Filipino, Incorporated (SMAIGNGOPM-MAP, INCORPORATED), at Lagao General Santos City.

a. On or about 07:00 ‘o clock in the morning of October 18, 2012, personnel of

this office composed of PSI PHILIP CASTILLO, Deputy Station Commander for Admin, SPO4 Isidro Occeña Jr, ESPO, SPO1 Churchill Ortega, Supply PNCO,PO2 Albert Macabangin, Opn PNCO; PO2 Sherwin Punla, BPAT Supervisor, PO2 Chris John Doromal, PO2 Ariel Beldera, PO1 Rudyard Dequito, Patrol members together with the elements from GSCPO EOD, GSCPO SWAT, CPSC Motor Cops, and Barangay Tanods of Lagao, provided security at the venue. PO2 Ryan Gil Baluarn; Intel Operative likewise provided covert security at the area.

b) At about 09:00 am, registration of the participants coming from different Cities and Municipalities within Region XII. The program started with a prayer led by Pastora Marisa I. Villanueva and followed by the singing of National Anthem by Mylin Arellano Campos. The program started by presentation of existing committees, services offered and Livelihood projects.

c) At about 6:00 ‘o clock in the evening, Oath taking ceremony started wherein Atty. Melliza, inducted the newly elected Board of Directors of the said organization in

the absence of the guests and speakers from National Government. More or less 5, 000 participants witnessed the said event.

4. After security coverage report re: “Mini Concert of Artist Marvin Ong “ at Robinson’s Mall, Lagao General Santos City. to wit;

a. On or about 07:00 ‘o clock in the evening of October 19, 2012, personnel of this office composed of PSI PHILIP CASTILLO, Deputy Station Commander for Admin, SPO4 Isidro Occeña Jr, ESPO, PNCO,SPO1 Maria Sheila Sapal, PCR PNCO; SPO1 Genie M Bayona and PO2 Cristopher B Sorongon, provided covert security at the concert venue.

5. After security coverage report re; “Evangelical Church Gathering, at Lagao General Santos City. to wit;

a. On or about 01:00 ‘o clock in the afternoon of October 21, 2012,

personnel of this office led by PSI PHILIP CASTILLO, Deputy Station Commander, SPO4 Isidro Occeña Jr, ESPO, SPO1 Churchill Ortega, Supply PNCO,SPO1 Maria Sheila Sapal, PCR PNCO, PO2 Albert Macabangin, Opn PNCO; PO1 Jaye Roxan Yu, Admin PNCO, PO1 Ma. Eileen Faith Alipoyo, WCPD PNCO; Members of Patrol Team together with the elements from GSCPO EOD, GSCPO SWAT, and Barangay Tanods of Lagao, provided security at the venue.

b) Activity started with an arrival and registration of the various members of evangelical churches, started with a welcome message by Mr. Jan Ced, from the City Chambers of Commerce followed by the singing of Praise and Worship by the Worship Team.

c) At about 4:00 ‘o clock in the afternoon, a Prayer and Intercession was facilitated by Pastor Andoy and various Pastors and Ministers respectively gave their prayers according to their designated sectors like Family, Government, Education, Bussiness, Media and Entertainment and Church.

d) At about 5:01 to 7:00 in the evening, a Communion officiated by Pastor Bercero and an Offering by Pastor Thom Gloria followed by Pastor Efren Reyes who shared his message of good news.

e) At about 7:01 to 7:30 in the evening, signing of Commitment and Launching of the 24 Hours Prayer Chain was conducted as a finale of the whole event.

f) Activity successfully ended at about 8:00 in the evening with no untoward incident happened.

6. After activity report regarding the extending of police assistance to the stranded commuter of Barangay Lagao:

a. On or about 08:00 ‘o clock in the evening of October 24, 2012, personnel

of this office led by the undersigned OIC together with SPO4 Isidro Occeña Jr, ESPO, SPO3 Wensil M Estares Sr. Team Leader with Patrol team members extended their police assistance to the stranded commuter along Nursery Road of Brgy Lagao, this city and at the same time directed the flow of running vehicles to prevent traffic jam..

b) Due to the flooded streets at the crossing of National Highway and Nursery road, more vehicles and commuters were stranded on that area causing a heavy traffics. And commuters who are residents of Nursery roads were not able to go home for the street is not passable for vehicles. Brgy Captain Rolito R Blando Sr. gave assistance and the Brgy Labangal Patrol Vehicle ferried the stranded commuters in passing the Nursery Road to reach home.

c) On going monitoring and police assistance is continuously conducted by this office.

7. Afte r

security coverage report re: “SMART Caravan” conducted at Lagao Public Market, General Santos City:

a. On or about 01:00 ‘o clock in the afternoon of October 27, 2012, personnel

of this office led by SPO3 Elueterio Reynoso III, Lagao Public Market Team Leader and members: PO2 Erwin Palmera and PO2 Crisanto Cabales together with PO2 Albert Macabangin, Opn PNCO this office conducted security assistance during the SMART Caravan held at the aforementioned place.

b.Wherein various activities like the singing contest, raffle for the SMART cell phone Sim buyers and a cotton candies/ ice cream were distributed as give aways to those who purchased their SMART Sim Cards.

c.Activity successfully ended at about 5:00 in the afternoon with no untoward incident happened.

POLICE COMMUNITY RELATIONS

This station launched and built a stronger police community partnership as what territorial forces aimed to establish. The most prominent among these laudable community programs and efforts were centered on winning the hearts, minds and cooperation of the citizenry.

Adopt a Barangay Program

Under the supervision of this station “ADOPT A BARANGAY PROGRAM.

1. Barangay visitation and dialogues conducted by this office during the peak of flooding incident at Barangay Lagao areas, to wit;

a. On or about 05:00 ‘o clock in the afternoon of October 24, 2012, personnel

of this office led by the undersigned OIC together with SPO4 Isidro Occeña Jr, ESPO, SPO1 Maria Sheila Sapal, PCR PNCO, PO2 Albert Macabangin, Opn PNCO; PO1 Jaye Roxan Yu, Admin PNCO, PO1 Ma. Eileen Faith Alipoyo, WCPD PNCO; Members of Patrol Team conducted monitoring in the flooded areas within AOR particularly in Barangay Baluan and Barangay Lagao.

b) And visited the Barangay Hall of Lagao where evacuees from Barangay Lagao flooded areas were sheltered. The undersigned was able to have a dialogue with Barangay Captain Rolito R. Blando Sr. with regards to his barangay’s current status and the measures they are conducting to help and assist the flood victim. And so with Dra. Lalaine Calonzo of the City Health Office who gave the estimated numbers of evacuees being rescued at that moment that reached to more or less three hundred fifty (350) persons.

c) Activity successfully ended at about 8:00 in the evening and continuous monitoring is still conducted by this office.

2. After activity report on the pulong pulong conducted by the undersigned at the corner of Odi St. and National Highway, Lagao, this city , to wit;

a. On or about 09:00 ‘o clock in the morning of October 28, 2012, personnel of this office led by the undersigned OIC together with PSI PHILIP CASTILLO, Deputy Station Commander, SPO4 Isidro Occeña Jr, ESPO,

SPO4 Antolin M Pitogo, Brgy Ligaya Tanod Supervisor, SPO1 Maria Sheila Sapal, PCR PNCO, PO2 Albert Macabangin, Opn PNCO; PO1 Jaye Roxan Yu, Admin PNCO, PO1 Ma. Eileen Faith Alipoyo, WCPD PNCO and Members of Patrol Team conducted a casual pulong pulong with the Purok Chairmen and Woman of Brgy Lagao, this city.

b. Right after the “Pasingut with a cause” activity, the undersigned invited Purok Chairmen of Brgy Lagao namely Rodolfo Hicban of Purok 13, Epifanio Herardez of Purok 16, Jerson Albindo of Purok 6 and Felina Lanzaderas of Purok 17, the Barangay Police Auxilliaries and utilities for a simple merienda and thereat conducted a casual pulong pulong wherein topics being discussed are the following: Updates on the Status of Purok flooded areas; the status of evacuees who already returned to their respective residents; Purok CVO Orientation Seminar and other joint activities to be conducted in the future.

c. Activity successfully ended at about 10:00 in the morning with a very fruitful result .

PUBLIC INFORMATION & ADVOCACY

This station conducted the following activities:

1.

In relation to the celebration of World Humanitarian Action Day, SPO1 Maria Sheila Sapal, PCR PNCO and POI Ma. Eileen Faith Alipoyo, WCCD PNCO of this office under the direct supervision PCI ISRAEL MORI, OIC together with the SPO1 Nieva Aldea and PO2 Christine Gales, both WCPD Officers of General Santos City Police Office Women and Children Protection Center conducted Seminar on RA 9208 (Anti-Trafficking in Person) held at Barangay Lagao Hall, Barangay Lagao, Gen. Santos City.

a. Activity started at about 1:00 PM of October 05, 2012 where registration of invited women of said barangay has been made then, an invocation led by Mrs. Insao Conception and introduction of the guest lecturer by PO1 Alipoyo, WCPD who served as the Emcee of the entire activity.

b. Ms. Rose Delima, Focal Person of Task Force LIATFAT (Local Inter-Agency Task Force against Trafficking” and the Crisis Intervention Unit discussed then in detailed the R.A 9208 known as the “Anti- Trafficking Law” and even cited examples through her own experiences in terms of her career as a supervisor of LIATFAT. In addition to that, the GSCPO WCPC also distributed flyers of R.A 9208 in tagalog version to all participants as reference of their everyday living.

c. Attended by more or less fifty eight (58) women and men of said barangay and so with Hon. Rolito Blando Sr., Brgy Chairman of said Brgy and some of his Barangay officials.

2. That at about 9:00 AM to 12:00 NN of 03 October 2012- SPO1 Maria Sheila Sapal, PCR PNCO, PO1 Jaye Roxan Yu, Admin/HRDDPNCO and PO1 Ma. Eileen Faith Alipoyo, WCCD PNCO of this station proceeded to Buayan National High school to show support in the Poem Making contest with a theme, “ My Teacher, My Hero” in line with the “World Teacher’s Day Celebration” wherein eleven (11) sections from 1st year to 4th year high school participated on the said contest. Twelve (12) entries are being collected and evaluated by the OIC of this station and ranked the entries from 1st to 12th place according to the thoughts, ideas and creativity exhibited by the participants.

3. At about 8:00 AM to 11:00 AM of 05 October 2012, same personnel of this station and the General Santos City Police Office Women and Children Protection Desk Branch headed by PINSP JANET CAGIUIA, Chief WCPD attended and participated in the World Teacher’s Day Celebration at Buayan National High school wherein series of activities are being performed like the announcements and giving of prizes to the of winners for the Poem Making Contest, the giving of Roses and Certificates of Appreciations to all teachers of the said school and the distribution of leaflets for the R.A 9208- Anti Trafficking Law.

At about 7:00 in the evening of October 14, 2012, personnel of this precinct namely SPO4 Isidro R Occena Jr., ESPO; SPO1 Roland Dinero, Investigator/DARE Officer; SPO1 Maria Sheila C Sapal, PCR PNCO, PO2 Albert Macabangin, OPNS PNCO, PO2 Sherwin I Punla, Tanod Supervisor of Brgy Lagao and PO1 Ma. Eileen Faith M Alipoyo, WCPD PNCO under the direct supervision of PINSP REYNALDO V ROJO, Deputy Chief for Operations conducted a Purok CVO Orientation Seminar at Purok 23 Basketball Court, Sunrise Village, Brgy Lagao this city.

a. Activity started with an invocation led by one of the representative of said

Purok then the singing of the Philippine National Anthem and a welcome message addressed by Kagawad Tessie De Castro, the Purok Chairwoman of Sunrise Village. Followed by the lecture proper: SPO1 Dinero lectured on

the “First Responders”, PO1 Alipoyo on Violence Against Women and Children (VAWC), SPO4 Occena on Crime Prevention & Safety Gun Handling, and PO2 Punla on the “Hand Cuffing Techniques.”

b. Kag. Eduardo Leyson XIII, Brgy Lagao Committee Chair, Peace and Order also gave his closing remark after all the lectures and the open forum has been done. Attended by more or less thirty (30) men and women CVOs of said purok and activity ended at about 10:00 PM of same date with a very successful result.

5. Attached taken photos on the display of tarpaulin of Service Standard and Flow Chart.

6. After activity report re- Distribution of IEC Materials and Installation of Police Assistance Center Hub conducted at Lagao Public Market, General Santos City:

a. On or about 09:00 ‘o clock in the morning of this date, PSI PHILIP CASTILLO,

Deputy Station Commander together with SPO1 Maria Sheila Sapal, PCR/FJGAD/Crime Stat PNCO; PO2 Albert Macabangin, Opn PNCO; SPO3 Eleuterio Reynoso III and PO2 Erwin Palmera assigned at Lagao Public Market installed two tarpaulins for Public Assistance Hub at the Police Post located at the area of the said market.

b. And likewise distributed one hundred (100) pieces of IEC materials regarding Bomb Awareness/ Detection and Safety Guidelines and Reminders in line with the All Soul’s & All Saint’s Day Celebration on November 1-2, 2012 respectively, to the passers by and to the more or less thirty (30) stalls of the said Public Market.

c. Activity successfully ended at about 11:00 in the morning with no untoward incident happened.

Anti- Crime Organization Activities: Drug Abuse Resisistance Education Program (DARE Program)/ School Based Program/ FJGAD

1.

This pertains to the conduct of DARE Philippines Gensan Chapter, and PNP Program “Pulis Ko, Titser Ko Program” by this office to wit;

a. At around 9:00 a.m. of September 27, 2012, SPO1 Roland B Dinero,

Investigator and DARE Officer of this office imparted the D.A.R.E. Program to the 2 sections of Grade VI with total number of 89 pupils of Datu Acad Dalid Elementary School, Barangay Buayan, General Santos City for SY 2012-2013. In this lesson, the students will be able to develop the understanding and skills needed to analyze how media can influence the way people think, feel, and act about drug use and violence.

. b. Activity was ended at about 10:30 a.m. of the same date with good results.

2. This pertains to the conduct of DARE Philippines Gensan Chapter, and PNP Program “Pulis Ko, Titser Ko Program” by this office to wit;

a. At around 10:30 a.m. of September 27, 2012, SPO1 Roland B Dinero,

Investigator and DARE Officer of this office imparted the D.A.R.E. Program to the 2 sections of Grade VI with total number of 89 pupils of Datu Acad Dalid Elementary School, Barangay Buayan, General Santos City for SY 2012-2013. Thus, pupils was taught to identify ways to be a successful high school students must avoid the use of drugs by participating in a variety of positive activities.

b. Activity was ended at about 3:30 p.m. of the same date with good results.

Investigator and DARE Officer of this office imparted the D.A.R.E. Program to the 2 sections of Grade VI with total number of 89 pupils of Datu Acad Dalid Elementary School, Barangay Buayan, General Santos City for SY 2012-2013. In this lesson, students will know what are the negative consequences of gang and group violence can affect the community. They are also taught how to resist to become involve or member in a gang, and help them to find ways to avoid becoming involved.

b. Activity was ended at about 11:30 a.m. of the same date with good

results.

Clean-Up Drive

Please be informed that at about 6:00 AM of 06 October 2012, personnel of this precinct namely SPO1 Maria Sheila Sapal, PCR PNCO; PO2 Balinas and PO1 Baja, both members of Patrol Team; PO1 Jaye Roxan Yu, Admin/HRDD PNCO and POI Ma. Eileen Faith Alipoyo, WCCD PNCO participated in the International Coastal Clean-Up held at Purok Kulasi, Brgy Labangal, this city.

Activity participated by all available personnel of police stations 1 to 8 and the GSCPO, City Headquarter personnel in partnership with the City Environment and Natural Resources Office (CENRO) and the Purok Officials of said purok.

2. After activity report on the Clean-Up Drive conducted by this office with a theme,”PASINGUT W/ A CAUSE”:

a. On or about 06:00 ‘o clock in the morning of October 28, 2012, personnel

of this office led by the undersigned OIC together with PSI PHILIP CASTILLO, Deputy Station Commander, SPO4 Isidro Occeña Jr, ESPO, SPO4 Antolin M Pitogo, Brgy Ligaya Tanod Supervisor, SPO1 Maria Sheila Sapal, PCR PNCO, PO2 Albert Macabangin, Opn PNCO; PO1 Jaye Roxan Yu, Admin PNCO, PO1 Ma. Eileen Faith Alipoyo, WCPD PNCO and Members of Patrol Team conducted Clean-Up Drive at Odi St. Brgy Lagao, this city.

b. Purok Chairmen of Brgy Lagao namely Rodolfo Hicban of Purok 13, Epifanio Herardez of Purok 16, Jerson Albindo of Purok 6 and Chaiwoman Felina Lanzaderas of Purok 17, the Barangay Police Auxilliaries and utilities joint effort with this station in cleaning and digging the street’s drainage system.

c. Activity successfully ended at about 09:00 in the morning with a very fruitful result .

On or about 11:30 AM of 05 October 2012, all available personnel of this precinct under the direct supervision of the undersigned OIC, attended the blessing of our office building with Rev. Father Angelo R. Buenavidez as the officiate Priest.

All rooms in the building including the Commander’s office, the mess makeshift, kitchen, comfort rooms, personnel’s bunks, the male and female detention cell were all blessed by the same.

a. At about 09:00AM of same date, all personnel of this station then attended

the monday conference called by the undersigned with the following agenda: 1.) Office and Staff’s’ concerns and 2.) Problems encountered during tour of duty and 3.) Personnel’s new designation particularly to the new downloaded police officers.

undersigned OIC conducted a traditional Monday Flag Raising Ceremony this office wherein it started with an invocation led by SPO1 Maria Sheila Sapal, PCR PNCO; the singing of the “Philippine National anthem” by POI Ma. Eileen Faith Alipoyo, WCPD PNCO; Panunumpa ng Katapatan sa Watawat ng Pilipinas & the Police Officer’s Pledge by PO2 Albert Macabangin, Opn PNCO and the “Ako’y Isang Pulis” by SPO4 Isidro Occena Jr., ESPO.

b) After the whole ceremony, a staff conference was conducted with the following agenda; Updates on every section’s concerns, activities to be done and already accomplished in line with the Children’s Month Celebration and a short lecture regarding document security was also discussed.
