Después de la aterradora presencia de Sandy, el último huracán que golpeó la costa este de losEstados Unidos dejando a su paso a miles de personas en muy mala situación en nuestros estados
vecinos, y logró poner en jaque a la ciudad de New York, vivimos el terremoto político que signicó lare-elección de Barack Obama el pasado 6 de noviembre.
A primera hora del día siguiente recibí un mensaje de texto compartiendo la buena nueva y mi amigomencionaba que: ahora sí van a aprobar la reforma migratoria, y eso me puso a pensar sobre esaposibilidad, y la verdad es que tengo mis dudas al respecto. Ya han pasado cuatro años y de todaslas maneras posibles esa iniciativa ha sido entorpecida, y como se ha visto en los resultados de las
elecciones, los adversarios del presidente continúan manteniendo el control de la casa de represent-antes, precisamente el lugar donde se ha trabado el proceso de reforma migratoria.
Por otra parte es muy signicativo que el voto hispano haya s ido en un 70% para Obama, lo quepodría insinuar que los hispanos confían que esta vez el presidente ponga en movimiento el cambioque ofreció hace 4 años atrás. Varios comentaristas en esas largas horas de espera por los resul-
tados electorales mencionaban cómo el no apoyar el Dream Act por parte de Mitt Romney lo habríacondenado ante el electorado hispano, y no les falta razón cuando vemos los números nales. Ahora,
otra cosa es que el voto latino haya sido o no la clave para la victoria del ganador. A esto últimohabría que ponerle más lupa que las pocas horas que han pasado desde las votaciones.
Llama también la atención la participación de los jóvenes entre 18 y 29 años que esta vez sumaron
casi el 20% de los votos y en su inmensa mayoría apoyaron el proyecto de Obama, está claro quetienen conanza en tener un mejor futuro con este hombre
En los días por venir se diseccionara al detalle todo el proceso que costó más de 3 billones dedólares, pero a mi entender, lo que sí queda claro es que los norteamericanos le han dado un voto de
conanza a Obama y que esta vez los dos principales partidos podrían trabajar juntospara avanzar en algunas reformas.
En cuanto a Delaware, la hegemonía demócrata se mantuvo y la comunidad hispana celebra elhecho de que, por primera vez en al historia cuatro hispanos, dos demócratas en la ciudad de Wilm-ington (Cabrera y Prado) aseguraron su silla en el consejo de la ciudad, y dos republicanos (Miro y
López) ocuparán cargos en la Cámara de Representantes del estado.En hora buena para todos y a trabajar se ha dicho.

Barack Obama on November 6.Early the next day I received a text message sharing the good news and my friend mentioned that
this time they will pass the immigration reform, which got me thinking about that possibility, and to tellyou the truth, I have my doubts. It’s been four years and in every possible way this initiative has beenhindered, and as seen in the results of the election, opponents of the President continue to maintain
control of the House of Representatives, precisely where the immigration reform processhas been locked.
Moreover it is very signicant that the Hispanic vote has been 70% for Obama, which could suggestthat Hispanics trust that this time the president will set in motion the change offered 4 years ago. Sev-eral commentators in those long waiting hours for the election results mentioned how not supportingthe Dream Act on Mitt Romney’s behalf would have condemned him before the Hispanic electorate,
and they were right when we see the nal numbers. Now, another thing is that the Latino vote was or not the key to the victory of the winner. Regarding the latter, we have to look into it with more detail
than the few hours passed since the elections.It is also noteworthy the participation of young people between 18 and 29 years, which this time ac-counted for nearly 20% of the vote and overwhelmingly supported the Obama project, it is clear that

Noviembre Mesde la AdopciónEl Departamento de Niños de Delaware pone de relieve a los niños que
necesitan hogares amorosos
En la actualidad hay 90 niños en acogida temporal (foster care) en Delaware listos y a la espera de
ser adoptados. Poco menos de la mitad podrán ser adoptados por sus familiares o sus familias de
acogida, dejando a 50 más en un día cualquiera en busca de familias permanentes para brindar-
les el amor, el apoyo y el cuidado que necesitan. Es por eso que el Departamento de Niños de
Delaware se ha asociado con agencias de adopción públicas y privadas, el Tribunal de la Familia,
la Junta de Revisión de Colocación de Niños, socios comunitarios y las familias adoptivas paracelebrar el Mes Nacional de la Adopción.
“Todos los niños tienen derecho a crecer en una familia amorosa,” dijo el Gobernador Jack
Markell. “A medida que nos adentramos en la temporada de vacaciones, no se me ocurre un mejor
regalo para dar a estos niños, que el don de un hogar permanente”.
Durante el mes de noviembre, el Departamento de Niños de Delaware presentará perles
de varios niños que están legalmente listos para la colocación en adopción. Pueden encontrar

sábado 17 de noviembre, de 9 am - 3 pm en el Delaware & Technical Community College (Terry
Campus, Dover) Centro de Conferencias. Este evento, ahora en su quinto año en Delaware, ofrece

DE Children’s Department Highlights Children in Need of Loving Homes
Currently there are 90 children in foster care in Delaware ready and waiting to be adopted. Just
under half will be able to be adopted by relatives or their foster families, leaving 50 more on any
given day looking for permanent families to provide them with the love, support and nurturing they
need. That’s why the Delaware Children’s Department is partnering with public and private adoption
agencies, the Family Court, the Child Placement Review Board, community partners and adoptive
families to celebrate National Adoption Month.
“All children deserve to grow up in a loving family,” said Governor Jack Markell. “As we enter
the holiday season, I can think of no better gift to give these children, than the gift of a permanent
home.”
During the month of November, the Delaware Children’s Department will feature proles of
several children who are legallyready for adoption placement.

Additionally, the Department’s Division of Family Services is helping to coordinate two events de-
signed to bring awareness of the importance of adoption in the First State.
The rst of these events is the Achieving Permanency for Children in Foster Care Summit on
November the 16th in Wilmington. The goal of the Summit, intended for individuals in the adoption,
foster care, independent living elds, and legal community, is to improve permanency outcomes for
children in foster care and share practices and policies that work.
The second event is being held in conjunction with National Adoption Day on Saturday
November 17th, from 9 a.m. – 3 pm at the Delaware Technical & Community College (Terry Campus,
Dover) Conference Center. This event, now in its fth year in Delaware, provides interested individu-
als with information regarding adoption services, programs, and procedures. It also serves as a
celebration and recognition of the 99 adoptions that were nalized in 2011. There will be workshops
in the morning and afternoon, vendors with information on adoption services, and portraits/proles
from children who are looking for permanent homes. Pre-registration is strongly encouraged, and is

Delaware Tech Raises Funds for Study Abroad Scholarships at Flavors of
the World Fundraiser
On Saturday, October 13, 2012, Delaware Tech’s Stanton and Wilmington Campuses hosted its2nd annual Flavors of the World Food and Wine Tasting event. The event showcased international
cuisine prepared by the Delaware Tech Culinary Arts and Food Service Management Departments.With over 100 participants, the event raised more than $5,000 for study abroad scholarships for
those who may not otherwise have the opportunity to broaden their educational horizons.
Attendees enjoyed food and drinks from Germany, Spain, China and Mexico. Entertainment wasprovided by the Fabulous 49ers. “Flavors of the World is a fun night that supports a great cause –
giving Delaware Tech students the chance to explore a new culture,” said Bruce Thorngate, interna-tional education coordinator, instructor and Flavors of the World Co-chair.
Delaware Tech’s International Education Program promotes international awareness and globalunderstanding amongst students, faculty, and community members. The school offers study abroad
programs, student and faculty exchanges, cross-cultural research and collaboration, and campusevents to promote global engagement.
“The Study Abroad program afforded me the luxury of being able to travel to China. This was theperfect forum in which to experience a different culture,” said Juli Codding, a Delaware Tech studentwho travelled to China in May 2012. “Everything was planned – from guides that were able to trans-
late for us to visits to other colleges and universities. We had an action-packed 10 days lled withnatural and man-made wonders and ancient architecture to state-of-the-art engineering. Between
grants and scholarships, Delaware Tech provided me with an experience of a lifetime.”

sible through a cornerstone grant from the College of Arts & Sciences’ Interdisciplinary HumanitiesResearch Center (IHRC).
On November 13, at 5:00 pm, in the Clayton Hall Auditorium Dr. Vargas Llosa will deliver his keynote
address on the theme of transnational encounters. On November 14, in the Trabant Theatre he willparticipate in a reading of excerpts from his works in Spanish at 11:00 AM and in English at 2:30 PM.In addition, on November 13 at 3:00 PM in the Trabant Theatre, Dr. Ángel Esteban, a leading spe-
cialist on Vargas Llosa, will deliver a presentation on the author’s life and works.Mario Vargas Llosa is one of the leading writers and intellectuals of our time. In 2010 when the
Swedish Academy announced Vargas Llosa’s award, they cited “his cartography of the structuresof power and his trenchant images of the individual’s resistance, revolt and defeat.” With more than
150 literary prizes and nearly 50 honorary doctorates, he is the author of over sixty works includ-ing novels, essays, short story collections, and dramatic works. Additionally, he publishes weekly
columns in major American and European newspapers. His themes treat issues related to Peruvianand Latin American society, and also address fundamental problems of the human condition, such
as the yearning for happiness, the presence of evil in the world, boundless ambition, and the secretdesires of ordinary people.

Diabetes y Visiónentre hispanos1,2 millones de hispanos en los Estados Unidos están en riesgo de perder
su visión por causa de la diabetes.
La diabetes afecta a casi 26 millones de personas en los Estados Unidos. Además, se estima queotros 79 millones de personas tienen pre diabetes, una condición que pone a las personas en mayor riesgo de desarrollar diabetes. Estas cifras incluyen a muchos hispanos/latinos con diabetes. Todaslas personas con diabetes, tanto del tipo 1 como del tipo 2, tienen riesgo de padecer la enfermedaddiabética del ojo, una de las principales causas de pérdida de la visión y ceguera.La enfermedad diabética del ojo se reere a un grupo de problemas de los ojos que podrían desar-rollar las personas con diabetes como una complicación de esta enfermedad e incluye la catarata,la retinopatía diabética y el glaucoma. La retinopatía diabética, que es la enfermedad diabética del
ojo más común, es la principal causa de ceguera en adultos en edad de trabajar (20-74 años). Deacuerdo con el Instituto Nacional del Ojo (NEI, por sus siglas en inglés), 1,2 millones de hispanos/latinos tienen retinopatía diabética y se estima que esta cifraaumentará a aproximadamente 3 millones de personas parael 2030.“Mientras más tiempo una persona tiene diabetes, mayor essu riesgo de desarrollar la enfermedad diabética del ojo.”, dijoel doctor Paul Sieving, director del NEI. “Si usted tiene diabe-tes, asegúrese de hacerse un examen completo de los ojoscon dilatación de las pupilas por lo menos una vez al año.La enfermedad diabética del ojo muchas veces no presentaseñales tempranas, pero se puede detectar en sus primerasetapas y tratar antes de que haya una pérdida de visión. Aun cuando todas las personas con diabetes pueden desar-rollar la enfermedad diabética del ojo, los hispanos/latinos,africanoamericanos e indios americanos/nativos de Alaska que tienen diabetes están en mayor riesgo de perder la visión o de quedar ciegos debido a esta enfermedad. Todas las personas condiabetes deben hacerse un examen de los ojos con dilatación de las pupilas por lo menos una vezal año para detectar a tiempo los problemas de la visión. “De hecho, con la detección temprana, lacirugía láser a tiempo y el cuidado de seguimiento apropiado, las personas con retinopatía diabéticaavanzada pueden reducir su riesgo de ceguera en un 90 por ciento.”, añadió el doctor Suber Huang,presidente del Subcomité de la Enfermedad Diabética del Ojo del Programa Nacional de EducaciónSobre la Salud del Ojo (NEHEP, por sus siglas en inglés) del NEI.Las investigaciones han demostrado que cuando las personas con diabetes mantienen un buencontrol del azúcar en la sangre, la presión arterial y el colesterol pueden retrasar el desarrollo y pro-greso de la enfermedad diabética del ojo. Diabetic eye disease refers to a group of eye problems that people with diabetes may face as a com-plication of the disease and includes cataract, diabetic retinopathy, and glaucoma. Diabetic retinopa-thy, the most common diabetic eye disease, is the leading cause of blindness in adults 20–74 years
of age. According to the National Eye Institute (NEI), 1.2 million Hispanics/Latinos have diabetic
retinopathy and this number is projected to increase to approximately 3 million people by 2030.“The longer a person has diabetes the greater is his or her risk of developing diabetic eye disease,”
said Paul A. Sieving, M.D., Ph.D., director of the NEI. “If youhave diabetes, be sure to have a comprehensive dilated eyeexam at least once a year. Diabetic eye disease often has no
early warning signs, but can be detected early and treatedbefore vision loss occurs. Don’t wait until you notice an eye
problem to have an exam because vision that is lost often can-not be restored.”
While all people with diabetes can develop diabetic eye disease,Hispanics/Latinos, African Americans, and American Indians/
Alaska Natives with diabetes are at higher risk of losing vision or going blind from it. All people with diabetes should have a dilated
eye exam at least once a year to detect vision problems early.“In fact, with early detection, timely laser surgery, and appropri-
ate follow-up care, people with advanced diabetic retinopathycan reduce their risk of blindness by 90 percent,” adds Suber Huang, M.D., M.B.A., chair of the Diabetic Eye Disease Sub-
committee for the NEI’s National Eye Health Education Program.Research has shown that when people with diabetes maintain good control of blood sugar, blood
pressure, and cholesterol they can slow the development and progression of diabetic eye disease.In addition to having annual comprehensive dilated eye exams, people with diabetes should do the
following to keep their health on TRACK:• Take your medications.• Reach and maintain a healthy weight.• Add physical activity to your daily routine.• Control your blood sugar, blood pressure, and cholesterol.• Kick the smoking habit.
NEI supports more than $40 million in diabetes research and outreach, including the Diabetic Reti-nopathy Clinical Research Network (DRCR.net), a collaboration of more than 300 physicians at more

La Ocina de Seguridad Vial de Delaware se ha asociado con la Administración Nacional de Seguri-
dad del Tráco en las Carreteras (NHTSA por sus siglas en inglés) del Departamento de Transporte
de los EE.UU. y 42 agencias del orden público en todo el estado para eliminar el uso de teléfonos
celulares para hablar o enviar mensajes de texto por parte de los automovilistas que viajan por las
carreteras de Delaware.
A partir del 7 de noviembre y hasta 20 de noviembre, los organismos de seguridad de Delaware
estarán en las calles masivamente para asegurarse que los conductores mantengan sus ojos en la
carretera y las manos en el volante.
“La reducción de la conducción distraída mejora la seguridad para todos los que comparten lacarretera. Así como mantenemos nuestro enfoque como estado en la creación de más puestos de
trabajo, queremos que los conductores mantengan sus manos en el volante y su concentración en la
carretera”, dijo el gobernador Markell.
Conducir distraído es realizar cualquier actividad distinta de la conducción mientras se está
detrás del volante, la cual tiene el potencial de distraer a la persona de la tarea principal de
conducción.
A nivel nacional en 2010, 3.092 personas perdieron la vida, y se estima que 416.000
personas resultaron heridas en accidentes automovilísticos que involucraron a un
conductor distraído.
“Hablar o enviar mensajes de texto por teléfono celular mientras se conduce es una
de las acciones más peligrosas que se pueden tomar en nuestras carreteras. El
año pasado, 147 accidentes se debieron a la conducción distraída. Nuestra nueva
campaña para evitar la conducción distraída, “Teléfono en una mano. Multa en la
otra.” le dará una dura lección a cualquier conductor que se le atrape prestando
atención a su teléfono en lugar de la carretera”, dijo Lewis D. Schiliro, Secre-
tario de Seguridad Nacional.Los ociales de policía mostrarán cero-tolerancia en cuanto a la
conducción distraída. Si te ven hablando por tu teléfono celular o
enviando mensajes de texto mientras conduces, se te dará una
multa.
Debido a que muchos conductores aún no entienden que el uso del

fútbol entero a 55 millas por hora.
En un estudio reciente, el 40 por ciento de todos los adolescentes estadounidenses dicen que han

Enforcement Campaign Begins November 7th
The Delaware Ofce of Highway Safety has teamed up with the U.S. Department of Transportation’s
National Highway Trafc Safety Administration (NHTSA) and 42 law enforcement agencies across
the State to eliminate handheld cell phone use and texting by motorists traveling on Delaware’s
roadways.
Beginning November 7 through November 20, Delaware law enforcement will be out in force to make
sure drivers keep their eyes on the road and their hands on the wheel.
“Reducing distracted driving improves safety for everyone who shares the road. Just as we keep our
focus as a state on creating more jobs, we want drivers to keep their hands on the wheel and their focus on the road,” Governor Markell said.
Distracted driving is any non-driving activity a person engages in behind the wheel that has the
potential to distract him or her from the primary task of driving.
Nationally in 2010, 3,092 people were killed, and an estimated 416,000 others were injured in
motor vehicle crashes involving a distracted driver.
“Talking or texting on a cell phone while driving is one of the most
dangerous actions you can take on our roadways. Last year, 147
crashes were due to distracted driving. Our new dedicated en-
forcement campaign, “Phone in One Hand. Ticket in the Other.”
will offer a tough lesson to any driver caught paying attention
to their phones instead of the road,” said Lewis D. Schiliro,
Secretary of Safety and Homeland Security.
Law enforcement ofcers will show zero-tolerance for distracted driving. If they see you talking on
your cell phone or texting while driving, they
will give you a ticket.

Sending or receiving a text message takes a driver’s eyes from the road for an average of 4.6 sec-
onds -- the equivalent of a driver driving blind for the length of an entire football eld at 55-mph.
In a recent study, 40 percent of all American teens say they have been in a car when the driver used
a cell phone in a way that put people in danger.
“These gures may seem like just statistics, but we know that even one life lost or one victim se-verely injured, is one too many,” said Colonel Robert M. Coupe, Delaware State Police. “More often
than we would like, we bring the tragic news to families about the serious injury or death of a loved
one that may have been prevented had someone not been driving distracted.”
That’s why Delaware drivers should know that law enforcement is stepping-up enforcement to save
