Acknowledgement Greetings!

This compilation of guidelines and formats on NREGS Plan 2013 14 for the ITDA areas has

the potential to change lives of tribals as it can ensure that

Every eligible tribal household (HH) gets a NREGS job card. Every tribal HH gets 2.5 acres of horticulture which can give sustainable

income for decades. Improve quality of life of tribals through provision of necessary

community works

The compilation has evolved over time. It basically reflects the needs and aspirations of the

tribals.

I would like to specially thank Mr. R Subrahmanyam IAS Principal Secretary Rural

Development for constant guidance and support. The convergence between Rural

Development Department and Tribal Welfare would not have been possible without his

These guidelines got further refined with inputs from Ms. C Nagarani PO ITDA RCVaram

in developing these guidelines. Thanks a lot.

PDs DWMA, POs ITDA, MPDOs, APOs and other staff have enriched these guidelines with

their valuable suggestions during the workshops and visits. On behalf of Tribal Welfare

Department, we thank all who have contributed to this compilation.

These guidelines will further evolve with application and practice. I hope the participatory

planning for shelf of projects with focus on durable assets opens a new chapter of

development in tribal areas.

Introduction

1. Identification of works and preparation of shelf of projects in a participatory

manner is critical to success of MGNREGS in ITDA areas for creation of durable

assets and providing wage employment to tribals. The context and needs of

ITDA areas are different with the following distinctive features :

Remote and inaccessible areas characterized by small dispersed habitations

in large numbers

Availability of land and other natural resources including 4 lakhs acres of

individual FRA titles and 10 lakh acres of community forest rights

Low levels of literacy and awareness

Poor penetration of communication and cell phone connectivity

Successful large scale horticulture plantations in past

2. Providing 2.5 acres of horticulture plantation to each ST farmer is one of the

assurances in the Chief Minister’s 9 points program for tribal development.

Planning guidelines

3. The MGNERGS planning guidelines are issued keeping in view the context of

ITDA areas to suit the local requirements and aspirations to facilitate the

process of planning in tribal areas. These guidelines have been issued after

due consultations and piloting for creation of sustainable assets.

Objectives

4. The basic objectives of the proposed MGNREGS planning process are as

follows:

Household / job card wise review of NREGS and planning wage works

leading to sustainable assets.

Identification of eligible household without job cards and facilitating issue

of job cards in a time bound manner.

Preparation of the shelf of projects with the involvement of the local tribals

at the habitations.

Approval of shelf of projects at the gram sabha.

Demand generation of works at the gram sabha level habitation wise as part

of the planning.

Salient features of the planning process

5. The salient features of the proposed plan preparation process are:

Planning and identification of works and at habitation level and approval of

works at gram sabha as per labour budget.

Multiple teams with staff from various departments like ITDA, IKP,

Horticulture, agriculture join hands to do the planning.

Thrust on horticulture and block plantation to create durable and

sustainable livelihoods for the ST farmers.

Involvement of the tribals, SHGs and IKP VOs in the planning process.

Ensuring that the material component shall not exceed 40% of the total

estimate at each GP level.

Identification of shelf of works

6. Shelf of works shall be prepared for each habitation as per priority and local

needs.

7. Horticulture plantations (individual farmer), block plantations, rejuvenation

of existing horticulture plantations, Harivillu (institutional plantations in

Ashram schools), ISL and community based works shall be the order of

priority for selection of works.

8. Minimum 66% of the identified shelf shall be earmarked for horticulture /

plantation related works and balance 34% towards community based works.

Where ever horticulture works are not feasible to the extent of 66%, specific

permission shall be obtained from PO, ITDA for taking of other community

based works.

9. The labour budget shall not be a limit in preparation of shelf of works and the

felt needs of the habitation shall be captured.

Grama Panchayat level teams

10. Two types of teams shall be formed for the NREGS planning process GP level

team and mandal level teams. GP level teams shall be constituted with GP

Secretary, VAO, FA, Mates, VO, Secretary IKP and NGO representative, Para

worker and others as deemed fit as members. In case of more number of

habitations in a GP, two village level teams shall be constituted

11. The GP level team shall

Collect NREGS forms 1 to 4 @ 3 per habitation and applications for job cards

@ 25 per habitation.

Prepare list of card holders who want horticulture, ISL, split of cards etc

using Form 1.

Prepare a map of village and list out community works as per the felt needs

of the tribals.

Report progress to MPDOs/APO on daily basis.

Ensure that one fair copy of all forms with proper plan duly filled in is kept

ready for mandal teams.

Study and follow guidelines for GP teams duly sharing responsibility among

members.

Facilitate the meeting of the mandal team in the habitation by informing

the villagers.

Formation of mandal level team

12. For each ITDA mandal, 4 to 5 Mandal level teams shall be constituted with 3 to

4 members to cover all habitations in 3 weeks with following composition

Team leaders from MPDO, APO NREGS, APM/AC IKP, EO PR& RD or any

other suitable official

Technical member from MEO, EC, AE SMI, AEO Agri/Horti, TAs, FC, Sub

Asst. and HTAs or any other suitable official

General member from Community Coordinator concerned VRO/PS , village

special officers and NGO representative

Role of mandal level teams

13. The mandal level teams shall visit all the habitations and collect information in

forms 1 to 5 in addition to data input sheet. The team shall verify the data and

draft plans prepared by GP teams.

14. The teams shall physically visit the fields/work sites and capture the GPS

coordinates, photos and required inputs in the “in-put data sheets”. The teams

shall certify in “in-put data sheets” that the data collected is correct.

15. The mandal teams shall ensure that all tribals opt for 2.5 acres horticulture,

eligible tribal HHs get job cards, ISL plans and felt needs are captured as

community needs.

16. The technical member of the team shall give technical approval for the woks

identified by the team.

Role of MPDO

17. The MPDO plays a very vital role in entire NREGS planning. The MPDO shall

assist the PO, ITDA to constitute GP teams and Mandal level teams, prepare

the habitation wise planning schedule, Gram Sabha meetings schedule and

communicate to the villages/habitations in advance.

Ensure availability of e-MMS enabled mobile with each mandal team for

capturing GPS coordinates and photos.

Make available 4 copies of forms 1 to 5 and 25 job card application forms

per habitation – 3 copies of GP team and one copy to mandal team.

Get one fair copy of form 1 to 4 collected and ensure regular data entry and

process the applications for generation and issue of Job Cards.

Consolidate mandal level plan and ensure data.

Report daily progress to PO, ITDA/ PD DWMA in the prescribed format.

Role of Project Officer ITDA

18. The Project Officer ITDA shall be responsible for the entire planning exercise.

The Project Officer shall issue proceedings forming mandal teams and village

teams with habitation visits schedules are issued and communicated to the

field staff

19. The Project Officer ITDA shall ensure quality training programs for the mandal

level and village level teams are completed as per the schedule. Further the

Project Officer ITDA shall take all measures to ensure that the planning

exercise is conducted smoothly including ensuring

Availability of basic data such as land inventory, Cadastral Maps,

Adangal/Pahani, RoR 1B register, new job cards formats, input data sheets

etc., shall be kept ready in advance for commencement of planning process

Necessary logistic arrangements for conducting training programs and visit

of planning teams.

Mandal level special officers are to be designated for monitoring the

planning progress on daily basis.

Reporting of progress to the Commissioner, Tribal Welfare on daily basis.

Timely completion of all aspects of planning including submission of mandal

plans are submitted to for District Program Coordinator (DPC) approval.

Role of Project Director DWMA

20. The Project Director DWMA is jointly responsible for conduct of the planning

process and shall take corrective measures if the processes and schedules are

not being adhered to. The Project Director DWMA shall attend the training

program and also visit the field to ensure that the quality of the process is

proper.

21. The PD shall monitor the progress and also see that software and data

uploading issues are sorted out. The Project Director DWMA shall obtain DPC

approval for the mandal plans received from ITDA Mandals.

Training programs

22. One day training program shall be organized to all Mandal Level team members

at ITDA level by the Project Officer, ITDA and PD DWMA. The one day training

program for the village level teams shall be organized by MPDOs at mandal

level under the supervision of PO ITDA/PD DWMA at the respective mandal

headquarters. The Power Point Presentation and schedule for training provided

by Commissioner Tribal Welfare shall be used for training.

Priority of works 23. Keeping in view of the success of horticulture plantations in ITDA areas, thrust

of Hon Chief Minister on providing 2.5 acres to horticulture plantation to each

ST farmer and development of ROFR lands , horticulture plantation shall be the

major thrust for MGNREGS works in tribal areas for the year 2013 14.The order

of priority for NREGS works shall be as follows :

Horticulture plantations (individual farmer)

Block plantations in ROFR Community rights and common lands with linkage

for ST landless

Individual sanitary latrines (ISL).

Rejuvenation of existing horticulture plantations,

Harivillu (institutional plantations in Ashram schools)

Community works as per needs and NREGS guidelines.

24. Horticulture plantation: Horticulture shall be taken up in saturation mode,

with an aim that every tribal farmer shall hold 2.5 acres of horticulture. The

habitations selected shall be saturated completely. Remaining habitations can

be covered during next year. ITDA specific action plan shall be worked out for

horticulture basing on the interest of the farmer.

25. LDP shall be sanctioned only if horticulture is taken up immediately in the

same year. Work specification, quantities shall be in realistic terms keeping

in view of the terrain of the area.

26. Block plantation :Land less poor having job card holder shall be tied up with

community lands like RoFR community lands, VSS and other common lands for

raising the block plantation and matching the wage employment.

27. Rejuvenation of old plantation: Rejuvenation of old plantation with age above

12 years for cashew and mango can be taken based on the recommendation of

PHO in order to improve the productivity.

28. Bund plantation: Bund plantation shall be taken up where the farmers are

willing and depending on the suitability of land conditions.

29. Community need based works: In the gram sabha, the immediate needs of the

village shall be identified and if such works are permitted under NREGS, the

identified works be included in the shelf.

Generation of estimates & technical approvals

30. Estimates shall be generated in MCC using RAAGA software, as and when the

planning in a Gram Panchayat (GP) is completed. Technical approvals shall be

given by the designated Technical approval authority, through MCC login. For

each of the Technical approval authority, separate login will be provided.

31. The system (Computer) will have a check on the limit of 40% material

component on the total cost of the estimates generated. The system will reject

the technical approvals to such estimates which leads to excess material

component at GP level.

Gram Sabha

32. Grama sabha shall be conducted as per the PESA Act for a cluster of habitations

(3-4) basing on the population, proximity, contiguity etc., as more people can

access the information and benefits. Advance intimation shall be given to

village community and public representative about the grama sabha.

33. Labour budget for the year 2013-14, shelf of works prepared for the year 2013-

14 and labour demand month wise shall be explained and approved in the gram

sabha. Photograph of the grama sabha shall be taken and uploaded.

Preparation of mandal plans

34. The MPDO shall consolidate the habitation plans and prepare GP plans and

mandal development plan. The mandal development plan shall got approved by

the Mandal Praja Parishad. The MPDO shall upload the mandal plan to the DPC

and submit a signed copy of the mandal plan to DPC.

Time schedule for planning

35. The schedule for MGNREGS planning is as follows:

Monitoring and reporting

36. The PO, ITDA, PD, DWMA and nodal officers shall visit habitations during

planning and gram sabhas.

37. The MPDOs shall submit daily report by SMS and e-mail to PO, ITDA and PD,

DWMA. The PO, ITDA shall submit daily progress report in prescribed format to

Commissioner Rural Development and Commissioner, Tribal Welfare by SMS and

e-mail.

SMS Format

38. MPDOs shall send daily SMS to POITDA designated format (Mandal. total no. of

habitations. no. of habitations covered today. cumulative habitations

covered).

39. Similarly Project Officers shall send daily SMS to Commissioner Tribal Welfare

as RCV.660.21.250 where RCV represents ITDA RC Varam, 660 represents total

no. of habitation, 21 represents habitations covered on the day and 250 is

cumulative coverage.

Email Report

40. In addition to coverage of habitation, the daily email reports on visit of teams

by teams and report of job card application shall also be sent.

Understand the Forms and Your Role

2. Please collect the following Forms from the MPDO/APO on the day of training

Printed NREGS Forms 1 to 4 @ for the habitations allotted – 3 copies

Job card applications – 25 x No.of habitations.

3. Please go through each Form one by one, understand and learn how to fill it.Please

note certain columns are pre-printedand you have to check their correctness.

4. Certain columns areblank;please find out details and fill it correctly. For certain

questions, you have to “use code “whichis given at the end of this guideline.

Training

5. During training, please sit down with your GP team members and listen carefully.

Divide yourself into two groups - one group should work as villagers and other as GP

Habitation meeting

7. Please meet in the habitation as per fixed schedule with other members of the GP

team. Please explain that the purpose of GP Team visit is to prepare a draft plan for

NREGS 2013 14 with involvement of the local people with focus creation of durable

assets like plantations.

Job Card Applications

8. Please find out if there is HHs which don’t have job cards and help them to apply.

Please verify the applications for job cards. For eligible HHs, even if ration card is not

there, recommend to the MPDO for issue of job cards based on any other documents or

a certificate issued by VAO/GP Secretary. Please write details of job cards applications

in Form 2.

Card Holder Wise Planning

9. Please sit down with the cardholders and read out the details of the card holders

one by one as given in Form 1, check correctness of information, fill in blanks like sub-

caste, need for card split, need for ISL, horticulture etc. and note down correct details

neatly.

Village Walk

10. Please go for a walk in the habitation along with villagers, look at the works done

earlier and take the opinion of the villagers on plantations and community works as

well type, extent / quantity , locations etc.

11. Please get a rough map of the habitation prepared and mark details like roads,

houses, school, land etc. Please list the works, mark them on the map and record as

many details in Form No.3 for the proposed works.

plantation, bund plantation, rejuvenation etc from Form 1 and fill in From 3.

13. Please visit the proposed work sites with villagers again after the list is finalized,

discuss with them, collect more details and confirm that those works are needed.

14. Please take the works one by one, discuss with the villagers, and find out which

months they would work and for how many days and record with demand in Form 4.

General points

15. Please keep the following general points in mind in the NREGS planning process:

Please involve the wage seekers, SHGs and VOs in review, discussion and

planning. Motivate them to go for durable assets like plantation to get regular

income.

Fill one set of forms correctly and neatly, mark in the works proposed and keep

all details ready for mandal team visit

Please inform time, date and venue of visit of mandal team to the villagers,

SHGs and VOs and ensure their full participation in the planning exercise.

Assist the mandal team to finalize the plan, get approval of Gram Sabha and get

the 2 sets of fair copy of Forms 1 to 4 ready for data entry.

Guidelines for Mandal Teams: NREGS Plan 2013 14

Congratulations!

1. You have been selected for preparation of NREGS Plan 201314 which has the

potential to change lives of tribals. You can actually help to ensure that

Every eligible tribal household (HH) gets a NREGS job card.

Every tribal HH gets 2.5 acres of horticulture which can give sustainable

income for decades.

Improve quality of life of tribals through provision of necessary community

works.

Your Role

2. Please attend training organized by PO, ITDA, sit with your team members, listen

carefully understand your role and clarify doubts if any.

3. Please collect a copy of the following :

NREGS Plan guidelines

NREGS forms (1to 5)

NREGS Annexure

Input data sheets

GP team guidelines

Mandal team guidelines

NREGS Reports

4. Please read the guidelines and formats along with your team, understand the roles and

responsibilities of the members.

5. Look at the schedule for visit to habitations and clarify issues if any with the PO

ITDA/ MPDO.

6. Please make note of phone numbers of your team members for better coordination.

7. Please keep in touch with your GP teams on regular basis. Please ensure that the GP

teams have collected data and filled in Form 1 to 4. Also ensure that they have

informed villagers, wage seekers, SHGs, VOs and others about the visit of mandal

team and mobilized them for planning meeting NREGS plan 2013 14.

Habitation visit & planning

8. Please reach the habitation other members of the mandal team in time. Please meet

with the GP team, review their work, and look at the filled in Form1, Form2, Form 3,

Form 4 and map.

9. Please visit the proposed plantation and work sites with the GP team members and the

villagers who have assembled. Also arrange to mobilize villagers for meeting on

planning.

10. After visit to the sites, please reassemble at the meeting place. By then more villagers

would have assembled. So take up the planning process item by item.

11. Start with the HHs which applied for new job cards. Read out details as filled in Form

2. Ask the villagers about the applications, whether genuine, reasons for new cards

etc. Also check whether there are any more cases of new job cards. Please send one

member of the mandal along with VAO/GP secretary to enquire into the applications.

Please finalize the list and also prepare a recommendation for MPDOs to issue job

cards. Remember that if otherwise eligible no tribals shall be left out without a

job card just because no ration card is there.

12. Explain the importance of durable assets and plantations in NREGS plan 2013 14.

Read details of the each card holder one by one from filled in Form 1. Please focus on

the correctness of the preprinted data and filled in information by the GP team like

sub caste, reasons for 30 days work, split card, ISL, land details, horticulture etc.

13. Please explain the kind of works that are allowed under NREGS and discuss Form 3

work after work. Finalize the list of works and also collect full details of works

proposed in Form 3.

14. Once the works are finalized, the technical person/s in mandal team along with some

villagers and GP team members can visit the sites and collect the requisite data for

preparation of estimates in the input data sheets.

15. Please take the works one by one, discuss with the villagers, and find out which

months they would work and for how many days and record with demand in Form 4.

16. The mandal team can split in 2 sub teams and work in parallel to optimal utilization of

resources and timely completion of planning.

17. Please get fair copies of Form1,2,3,4 made Input data sheet. Please fill in input data

sheets for preparation of estimates for the finalized works in the format.

NREGS Forms

18. After all habitations in a GP are completed, please fill in Form5.

Data Entry

19. Please ensure that one fair copy of NREGS Forms1 to 4 are sent to MPDO/ APO for

data entry.

Report

20. Please report daily progress of NREGS plan 201314 through SMS / phone call and

writing/ email in NREGS Report 3.
