This notice will highlight some key changes that could affect the design of your project. The entire ordinance update related to the building codes will be available from the Village website. The Village is taking into consideration that projects may currently be in the design phase using the old version of the building code. A design using the previous version of the building codes will be accepted until September 30, 2020, excepting for new fire alarm systems. A designer must declare which version of the code they are using; the old code and new code may not be mixed. To provide additional clarification on the transition period, note that the new building code administrative portion of the Municipal Code will be applied to all new submittal applicants beginning March 1, 2020. Only the technical aspects of the old building code will be allowed to be used until September 30, 2020. Projects that were initially submitted prior to March 1 will be subject to the old administrative code section through completion of the project. CODE CHANGE HIGHLIGHTS Listed below are some key highlights of the old code versus the new code. A separate handout with more details is available for some key points and will be noted as being available with an asterisk (*). Beginning March 1, 2020 the Village will start enforcing updated building codes.* Roofing permits will no longer be required for roof coverings.* One- & two-family dwellings regulated by the ICC 2018 International Residential Code will continue to not be required to install fire sprinklers. One- & two-family dwellings that do not install fire sprinklers have additional requirements for protecting floor joists. Other than one- & two-family buildings that add an addition or involve a change or occupancy/use, will use the ICC 2018 International Building Code standard (un-amended) fire sprinkler threshold requirements. New construction will continue with being required to provide fire sprinklers at a zero square foot threshold. New fire alarm systems will be required to be supervised by Northwest Central Dispatch. New fire alarms will not be allowed to be designed under the old code after March 1. An architect s letter will no longer be required to schedule final inspections, or any time thereafter. In summary, the Village believes the code updates will be easier to find and understand, as well as eliminate many burdensome and costly amendments from the standard national code. As with any transition of this nature, there will be questions and the need to seek out clarifications. On March 1, 2020, the Village of Arlington Heights will begin using updated building codes. This notice will highlight some key changes that could affect the design of your project. The entire ordinance update related to the building codes will be available from the Village website.

The Village is taking into consideration that projects may currently be in the design phase using the old version of the building code. A design using the previous version of the building codes will be accepted until September 30, 2020, excepting for new fire alarm systems. A designer must declare which version of the code they are using; the old code and new code may not be mixed.

To provide additional clarification on the transition period, note that the new building code administrative portion of the Municipal Code will be applied to all new submittal applicants beginning March 1, 2020. Only the technical aspects of the old building code will be allowed to be used until September 30, 2020. • As of March 1, 2020, the Village does not require a permit to be obtained for roof covering installations. This pertains to roof coverings only. It does not pertain to roof framing.

• Even though a permit is not required, the Village does have standards for roof installations which must be followed. The Village has adopted the 2018 International Building Code and the 2018 International Residential Code. You may view these codes online for free- web search ‘ICC free codes online’. (As websites are subject to change, we do not provide specific web links.)

• Any other electrical, mechanical, or building work that may being done in conjunction with a roof covering job does require a permit. Some examples include installation of new roof curbs, re-piping of any plumbing, electrical, or gas lines, re-installation of roof guardrails, rebuilding of parapet walls, and similar.

• As part of your roofing project, roof drainage may not be altered to redirect water to different locations or to flow in different directions. If your roofing project will involve changes to the control of rain water, please contact the Village’s Engineering Division of Public Works for direction on how to proceed.

• The State of Illinois requires that roofing contractors are licensed. As part of the licensing there are associated rules and regulations. To look up licensed roofing contractors and for more information regarding licensing rules and regulations, do a web search for ‘Illinois Roofing License’.

• You may also find general guidelines for hiring a contractor on the State of Illinois Attorney General website--web search ‘Illinois Attorney General’.

Notice of Building Code Updates-Electrical Code Highlighted Changes

On March 1, 2020 the Village updated its building codes. As part of this update, the 2017 National Electrical Code (NEC) published by the National Fire Protection Association (NFPA) was adopted with local amendments. The previous adopted version was the 2005 NEC with local amendments.

The list below includes a selection of changes which will be encountered on many typical construction projects and is sorted in accordance with the NEC numbering system. The list is not a comprehensive list of every electrical code change. If uncertain about an electrical installation, please contact the Building & Life Safety Department.

Neutral Conductor Marking | NEC 200.4(B)When there are multiple neutrals (grounded conductors) in an enclosure, including standard 4x4 junction boxes, the neutral conductor must be marked in a way so that anyone looking in the enclosure knows which hot conductor(s) each neutral is associated with. This can be by taping a network together or adding numbered labels to the hot and neutral conductors.

Multiwire Branch Circuits | NEC 210.4(B)When branch circuits share a neutral conductor, all hot conductors must be arranged to disconnect simultaneously. A common way of doing this is to use a listed handle tie across single-pole circuit breakers.

Ground Fault Circuit Interrupter (GFCI) | NEC 210.8, 422.5(A), 424.45(E)The locations for GFCI protection has significantly increased from the 2005 NEC to the 2017 NEC. This includes both dwelling unit and other than dwelling unit locations as well as branch circuits, appliances, and fixed electric space-heating equipment.

Arc-Fault Circuit Interrupter (AFCI) | NEC 210.12The locations for AFCI protection has significantly increased from the 2005 NEC to the 2017 NEC. This includes both dwelling units and other than dwelling units as well as branch-circuit extensions and equipment.

Receptacle and Lighting Outlets | NEC 210.50, 210.70, 210.71The locations for receptacle and lighting outlets has increased from the 2005 NEC to the 2017 NEC. Some notable areas include garage receptacles, accessory buildings, basements, and commercial meeting rooms.

Tamper-Resistant Receptacles | NEC 406.12Tamper-resistant receptacles are a new requirement and are required in specific listed locations.

Fire Pump Surge Protection | NEC 695.15A listed surge protection device must be installed in or on the fire pump controller.

Garage Branch Circuit for Receptacles | NEC 210.11(C)A dwelling unit garage must have a 120-volt, 20-ampere branch circuit that supplies only the receptacle(s). Lighting in the garage must be fed from a separate circuit.
