The longer periods of darkness in the mornings and evenings, as well as poorer weather conditions, mean the risks of being involved in a road traffic collision are heightened. In 2014, 200 people died on Scotland's roads, which is roughly three times the homicide rate. A further 1694 people were seriously injured. Sergeant Jon Barron, from the Aberdeen Road Policing Unit said: "We'll be focusing our patrols on areas with a collision history and where local communities have raised concerns. Additionally, we'll be doing roadside checks to ensure vehicles are roadworthy for the winter months ahead so I would encourage motorists to give their vehicles a once over and make sure tyres have sufficient tread, all lights work properly and that you have washer fluid topped up to keep your windscreen clear." Chief Inspector Louise Blakelock said: "We are now entering the time of year where road safety can be affected by poor weather conditions and longer periods of darkness in the mornings and evenings. Road safety is a local priority for us in Aberdeen and as part of our commitment to improving road safety and in order to prevent further tragedies on our roads, we are urging all road users to share in the collective responsibility to keep our roads safe. Drivers should check their vehicle is safe to be on the road and is in working order, particularly in the changeable conditions that we can expect over the coming months. "Check that all lights are working properly and kept clean; that the windscreen and windows are kept clear and washer fluid is topped up. Additionally, make sure tyres have sufficient tread and are inflated to the correct pressure. Pedestrians and cyclists should ensure that they have suitable high visibility clothing and lights so they are visible to other road users. Cyclists are reminded that they must have a working white front light and a red rear light on their bikes. Everyone should be safe, be bright, be seen. We all have a part to play in road safety and in keeping each other safe. Please take care."

Scottish SPCA fireworks warning
As Bonfire Night approaches, the Scottish SPCA is issuing its annual warning that fireworks can have a serious impact on the welfare of animals. The charity is reminding people to bear in mind that fireworks season can be a very stressful time of year for pet owners who are trying to protect their animals from the fear and distress they can cause. Chief Superintendent Mike Flynn said, "We have been made aware of numerous incidents over the years where animals have come to serious harm and even death as a result of fireworks being set off near them. "Animals have heightened senses and their hearing is much stronger than ours. "The bang from a firework is terrifying to an animal and some will panic and flee at the sound, which can result in road traffic accidents. We have even received reports of swans flying into electrici-ty pylons and horses being badly injured after running through barbed wire fences." In 2013 Scottish SPCA released figures which showed 90% of vets support the charity's call for tighter re-strictions regarding the sale and public use of fireworks. Chief Supt. Flynn added, "It's not surprising that vets are supportive of our calls for tighter restrictions given the sheer volume of animals they are treating for fireworks related fear. "The legislation should reflect the serious impact that fireworks can have on the welfare of domestic, farm and wild animals. "Current regulations are so relaxed that fireworks can be set off on any given day and for weeks and months on end rather than being limited to the major festival peri-ods. This leaves pet owners and farmers unable to make adequate provisions for their animals." The Scottish SPCA has also issued a warning to those planning a bonfire. Chief Supt. Flynn said, "We recently rescued a hedgehog who was suffering from burned spines and we believe it may have been injured in a bonfire. This is why we would urge people to check bonfires before they are lit for hibernating animals such as hedgehogs, frogs and toads." The Scottish SPCA is reiterating its call for fireworks sales to be restricted to the week preceding 5 November and not at all afterwards, with the current rules pertaining to New Year's Eve, Chinese New Year and Diwali remaining unchanged. Scotland's animal welfare charity is al-so calling for the unlicensed use of fireworks by members of the public to be limited to defined festival periods rather than all year round. NFU Scotland President Allan Bowie has used his first ‘state of the Union’ address to NFU Scotland’s Council to call on Scottish Government to urgently reveal CAP payment details to the industry. Mr Bowie, who was elected President in February, was addressing the Union’s council meeting, staged in the Alona Hotel, Strathclyde park last week. The Union has been crystal clear in recent weeks that it does not believe payments under the new CAP systems will arrive in December as promised and it has called once again for the Scottish Government to inform farmers and crofters when they can realistically expect payments and what the value of those payments will be. That would not only give farming families the opportunity to plan ahead but would allow them to engage with the wider supply trade and their banking providers to make sensible business decisions. While recognising the huge pressures currently faced by all farming sectors, the President also used his address to outline his confidence in the future prospects for farming. Stressing his willingness to engage in the Scottish Government’s current discussion on the vision for the industry, Mr Bowie said that the document’s primary focus must change to ensuring a profitable sector first and foremost, from which the desired benefits around innovation and the environment would flow. Speaking to Council, Mr Bowie said: “In the current turmoil, the primary questions for our membership remain - when will CAP support payments be delivered by Scottish Government and what value will be attached to those payments? But let’s clear up a few point first. Yes, the Union called for a three region model, phased transition and coupled support. These were essential if we were to see Scotland’s limited budget being spent fairly and wisely and supported by the majority of our members. “Yes, we knew and were told that more complexity would increase the risk of payments coming later. That was a risk we judged was worth taking and yes – we did tell Sottish Government that they, we and others must be frank with the industry about this risk. And NFUS has delivered that message to members over the past year and a half. “However, the reality is that Scotland made its policy decisions in June 2014 - almost 17 months ago - and Scottish Government has spent £178 million to date putting a system in place to deliver it. At our AGM in February, we heard from the Cabinet Secretary that everything was on track for payments to be made in the normal early December window. Ever since the Highland Show, the Scot-tish Government has changed its line to payments being made in late December. I would be the first to congratulate them if they met that timetable, but it’s blatant-ly obvious to NFUS that they won’t, and I don’t understand why they won’t say as much. “Farmers, crofters and the entire supply chain that depends on them, need clarity – and we need it now! With clarity, we can plan and we can tighten our belts accordingly. With the current uncertainty, all we can do is worry and speculate. “The Union is taking its responsibilities seriously and we are already engaged with the agricultural supply trade and tomorrow we will meet with the main clearing banks. My message to the Cabinet Secretary is clear – the ball is in your court. Tell the farming industry when payments will be delivered and tell them the value…and for goodness sake please do it immediately! “When speaking on CAP, it is essential that we once again raise our concerns over Scotland’s greening measures. How can one of the greenest agricultural systems in Europe be lumbered with such a set of ill thought through and gold plated rules? It baffles me, and moreover, it disappoints me that Scottish Govern-ment has repeatedly disregarded our advice and recommendations and left our growers disadvantaged when compared to fellow growers south of the Border.” Looking to the future, Mr Bowie was keen to ensure all Governments and the supply chain play their role in getting the agricultural sector through this current storm and that a profitable and stable industry emerges on the other side. Mr Bowie said: “Speaking to farmers and crofters up and down the country, I am absolutely clear on how difficult things are at the moment. We have a perfect storm of poor product prices, spiralling input costs, a dysfunctional supply chain, the insidious creep of regulation and support payment concerns. And to compound it all, the Euro is now worth 12.5% less against the Pound than it was just two years ago! “Scottish agriculture delivers a huge amount for the consumer, society and the environment. It is essential that all Governments, the supply chain and consumers realise that every penny invested in Scottish agriculture, every muscle strained to help it at this difficult time, is an investment that will pay back with interest in the long term. “When I was standing for election in February, I made it clear that I want-ed the Union, and Scottish agricul-ture, to look more to the market to help build a stable and profitable future “The Scottish Government is consulting on where we all want our industry to go in the coming years and decades. I like what they’ve put out as a discussion document but we all know that you can’t be green if you’re in the red. This Scottish Government vision needs to put a profitable industry as its primary objective, and I am confident that if it does, then we will all be willing and able to invest in innovation and deliver more for the environment.

Mysterious 'case' of hitchhiking lizard The Scottish SPCA is caring for a lizard who hitched a ride from Florida to Aberdeen in a suitcase. Scotland's animal welfare charity was alerted on Sunday (25 October) when Siouxsie (pronounced Suzy) Mackenzie and family discovered thebrown anole lizard in their Fer-ryhill home and nicknamed him Flo Rida. The lizard is currently being cared for at the Scottish SPCA's Aberdeenshire Animal Rescue and Rehoming Cen-tre in Drumoak and has been offered a new home by Nick Martin, who has an exotic animal rescue charity in Inverness. Siouxsie said, "I recently got back from Florida with my partner and eight year old daughter so the lizard must have jumped in one of our suitcases as we were packing. I was emptying the cases and preparing to do a washing when I spotted him sitting on the bathroom floor. He is quite cute looking and didn't scare us. My daughter was even quite keen for us to keep him but we understand this isn't possi-ble as he is a wild animal and we are glad he has found a home with someone who knows how to look after him." Kyle McWhirr, animal care assistant at the Scottish SPCA's rescue centre in Drumoak, said, "Flo Rida is a small lizard around two to three centimetres long. He seems to be live-ly enough, although he is quite underweight. We're very pleased Nick has offered him a new home as we know he has the knowledge and experience to provide Flo Rida with
proper care and a suitable environment."

Remember, remember...RoSPA’s Bonfire Night and Diwali safety advice It’s the time of year that families across the country will be heading out to brave the cold to view spectacular
firework displays for Bonfire Night or Diwali celebrations – while A&E departments will be bracing
themselves to deal with horrific burns injuries.
Unfortunately, too many family trips over this period end in tragedy, with around 1,000 people ending up in
hospital with injuries from fireworks, in the four week period around November 5.
In all cases these injuries would have been avoidable, so the Royal Society for the Prevention of Accidents
(RoSPA) is asking everyone to “remember, remember” its simple safety advice to ensure a happy and safe
Bonfire Night or Diwali.
Elizabeth Lumsden, community safety manager for RoSPA Scotland, said: “Burns injuries are absolutely
devastating, not just for those injured but also for their family, particularly when children are involved, as they
leave terrible physical and mental scars that will last a lifetime.
“Equally devastating is the fact that they are completely avoidable when fireworks are involved. People only
need follow our simple safety advice, to ensure they and their family avoid a tragedy.”
The safest way to enjoy fireworks is always at an organised display, where people are at a safe distance. Only
adults should deal with fireworks, and should take care to safely dispose of them when they have been used.
Never keep fireworks in your pocket, never throw fireworks, and make sure to always buy them from a
reputable retailer.
If you are organising a display:
Keep fireworks in a closed box and use them one at a time
Read and follow the instructions on each firework, using a torch if necessary
Light the firework at arm's length with a taper and stand well back
Keep naked flames, including cigarettes, away from fireworks
Never return to a firework once it has been lit
Don't put fireworks in pockets and never throw them
Direct any rocket fireworks well away from spectators
Never use paraffin or petrol on a bonfire
Make sure that the fire is out and surroundings are made safe before leaving.
Sparklers can be a great way for children to enjoy their
evening, but can be extremely dangerous as they burn
at fierce temperatures – the heat from a sparkler can be
equivalent to a welding torch for a child, so never give
them to under fives.
Make sure to:
Always wear gloves with sparklers, preferably
leather ones
Hold it at arm’s length while an adult lights it
Use it in a clear space, away from others
Never hold a baby in your arms when you are hold-
ing a sparkler
When the sparkler has finished, put it into a bucket
of cold water straight away and leave it there.
As Diwali is the festival of lights, many candles and oil
lamps will be used in homes. Families should extin-
guish candles and oil lamps before going to bed, and to
never leave them burning unattended, in a draught or
anywhere near curtains or under shelves, which could
ignite.

Companies Seeking to Complete Transaction by End of Year OSLO — 30 October, 2015 — GE Oil & Gas (NYSE: GE) has agreed to acquire Advantec, a leading provider of subsea intervention equipment and services, to boost the company’s capabilities to offer cost-efficient products and services to customers worldwide. The purchase is part of GE Oil & Gas’ efforts to address the challenges faced by its customers operating the growing number of mature subsea fields, and the company’s broader strategy to expand its position as a leading provider of subsea production equipment and services solutions for full life-of-field management. Advantec will operate under the existing name and management team as part of GE Oil & Gas’ Subsea Services & Offshore division. As such, it will continue to supply products and services directly to existing and new clients. Financial terms of the agreement to acquire the company, headquartered in Stord on the west coast of Norway, were not disclosed. The two companies are targeting to complete the transaction by year-end 2015, subject to customary regulatory approvals. GE Oil & Gas is currently one of Advantec’s largest customers, utilizing its core capabilities in electro-hydraulic subsea controls equipment, system integration as well as engineering and fabrication to support GE’s services, offshore portfolio and installed base of subsea equipment.
