It’s just a fob off. The ques- tion on everyone’s lips is why is it taking so long to implement. Prior to the last general election, voters were told that this project was ‘shovel ready’ with everything ready to proceed. All that was missing was the money. We were told that planning and tendering were secured. Now that the money, the main stumbling block is available, why the delay? What will happen to this money should the country fall back into recession in the next five years? This year, the County Leader is celebrating its 21st year in being the number one news delivery media in the North County. In that time, rail to Swords or Metro North has been the primary promise, particu- larly at election time of every political party seeking to win seats in this constituency. Lest anyone think that this is aimed solely at Fine Gael and Labour, the fact is that Fianna Fail are more culpable than any other party, given that they were in power longer than anyone else during that period. Successive Fianna Fail governments have promised to deliver the hot potato that has become Metro North. Now fast forward to the last election, when the Fine Gael/Labour coalition promised to finally deliver the much anticipated rail project, and surprise surprise, the electorate feel conned once again. Strong political leadership is needed in the North County to make sure that projects are delivered here. Southside representatives have proven their strength in ensuring that their area has been well served by two Luas systems, a third one in the process of being built and DART that goes as far as Greystones. Imagine if Ireland's main interna- tional airport was located on the southside, would they be waiting until 2027 for a metro to be delivered there. Our readers think not.! Now that an election is in the air, it appears that the present coali- tion of Fine Gael and Labour have struck again. While the present government may well be re-elected this time, bookies would give long odds on them forming a third successive government, given that it has never happened before for these parties. Some even suggest that the delay is due to the fact that the project cannot be delivered and that the poisoned chalice of Metro North is being long- fingered to present to whichever party, or parties take power then. This view was echoed by local TD, Clare Daly (Ind), who has doubts that Metro will ever be delivered. She told the County Leader, “When the govern- ment came into office, Metro North was planned and the Council were collecting levies for it for years amounting to 19 million. This govern- ment axed it and now, on the eve of an elec- tion, they announce Metro Lite, to be opera- tional in 2027. What a sick joke and insult to the people of Swords. Dublin Airport Wins National Award

Skerries RNLI towed a fishing boatwith four men on board to safety onSunday week last, 27th September,after a passing yacht alerted thelifeboat that the vessel was in diffi-culty. While out on routine Sundaymorning training, helm Eoin Grimesand crew members, Peter Kennedyand AJ Hughes were called intoaction. The lifeboat was two miles north east of Skerries at the time. They wereapproaching a yacht to ask the skipper for permission to do some trainingcoming alongside a boat under sail. However the skipper of the yacht informedthem that the fishing boat nearby had suffered engine failure.The fishing boat, which had four men on board, was taken under tow by thelifeboat and towed to the safety of Balbriggan harbour, where they had set outfrom. Conditions at the time were calm with a force one to two southerly wind.Speaking after the call out, Gerry Canning, Lifeboat Press Officer for SkerriesRNLI said: ‘We would urge anyone going to sea to ensure that they haveadequate safety equipment on board and a means of contacting the shoreshould they experience any difficulty.’

Skerries RNLI To The Rescue

Balbriggan’s St. Patrick’s Brass andReed Band is holding its annualconcert on Sunday the 11th of Octoberat 7.30pm. The charity event will takeplace in the Bracken Court Hotel andaims to raise funds for local seniorcitizens. This year’s programme willcover songs from the 40s, 50s, 60sand 70s, as well as contemporarypop-songs. The band welcomes their

guest band Blanchardstown BrassBand with whom they will join to playanother selection of tunes. Originallyset up in 1888, St. Patrick’s Brass andReed Band were reformed in theircurrent formation in 1975 and areperforming together ever since. The admission fee will be €5 and allthe proceeds will go towards theBalbriggan senior citizens.

Malahide StudentsWalk For SyrianRefugeesFirst year students of Malahide CommunitySchool took part in a fundraising sponsored walkfor GOAL last week, in an effort to ease the plightof migrants from Syria.The walk was a seven kilometres long. Teacher,Kevin Manning organised the walk and he spoketo the County Leader about how the initiativecame about. He said, “We did two walks in thelast couple of years, one for the tsunami in 2004,when we raised about €12,000. The second onewas for victims of the Haiti earthquake, whichwas a much bigger one where we raised about €30,000,which is an astonishing amount of money,” he said.“Due to a reaction from students and staff about the refugeecrisis, it was decided that we should do something. Wedecided on a ‘wear a jersey’ day as a fundraiser for the wholeschool, with the first years deciding to do a sponsored walk.

We’re hoping that people will contribute to this great causein the next few weeks,” he said.Ciara Smullen from GOAL was present at the school and shesaid, “We are hugely appreciative of the efforts of everyonehere at the school. It is a wonderful gesture that is muchappreciated.”

New ScoutCentre OpensIn PortmarnockSaturday 26th September last wasa day to remember in Portmarnock,as local guides and scouts cele-brated the opening of their newcentre.Minister for Children and YouthAffairs, Dr James Reilly TD, alongwith former Chief Commissioner ofthe Irish Girl Guides, Senator JillianVan Turnhout opened the newScout and Guide Centre inPortmarnock. The opening of thenew facility was attended by newlyelected Chief Scout of ScoutingIreland, Portrane man ChristyMcCann and Chief Commissioner ofthe Irish Girl Guides, HelenConcannon, County Mayor, CllrDavid O’Connor and CEO of Fingal

County Council, Paul Reid, togetherwith local politicians.Led by the local Guide and Scoutleaders, Mary McHale and PeterO’Kelly, the ceremony took place inthe grounds of the new centre on abeautiful sunny afternoon.Proceedings opened with a flagraising ceremony where flags fromboth organisations, together withthe national flag were raised whileuniformed members renderedhonours.Minister Reilly and Senator VanTurnhout cut the ribbons toformally open the centre. Everyonethen adjourned into the centre toenjoy the refreshments provided.The new Scout and Guide Centre islocated on the same site asPortmarnock Sport & Leisure Cluband has been a dream of both theScouts and Guides in thePortmarnock area for over tenyears.

Bumper Recycling Day For St Margaret’s GAASt Margaret’s GAA Clubrecently held a uniquefundraiser for the club,when they held theirinaugural RecyclingDay. The club groundswere transformed into aone-stop recyclingfacility for house-holders to dispose oftheir waste.The funds raiseddirectly from theRecycling Day will gotowards the refurbish-ment of showers andtoilet facilities at theclub. St Margaret’s GAAClub chairman, MichaelKennedy said, “Thecommittee at StMargaret’s would liketo thank the RatcliffeGroup for their exper-tise in planning andmanaging all elementsof the Recycling Day,and we would alsoextend our thanks tothe local communities

and householders fortheir great support onthe day,” he said.The Recycling Day was

managed and organisedby Tanya and TrevorRatcliffe , directors ofThe Ratcliffe Group andlocal community cham-pions living in St.Margaret’s.

this week. Figures fromthe Central StatisticsOffice (CSO) show a totalof 518 burglariesrecorded in the second

quarter of 2015 inDublin’s Northern GardaDivision - a drop of27 on the total of545 in the sameperiod of 2014.H o w e v e r ,Swords hasseen a rise froman average of 25 cases amonth last year, to 28cases to date in 2015.There have been nineburglaries a month onaverage in Lusk so farthis year, up from sevencases a month in 2014.

Similarly in Balbriggan,there were 14 monthly

cases so far this year –up from 12 in 2014.

Clifford-Lee Demands NewFamily Court FacilityNewly selected Fianna Fáil candidate and family law solic-itor, Lorraine Clifford-Lee has called on the Government toset out a clear timeframe for the construction of an essen-tial new family law courthouse in Dublin. Clifford-Lee, whowas controversially added to the Fianna Fail ticket forDublin Fingal, has expressed concern over the lack ofdetail on the project in the Capital Expenditure Plan. “It isextremely disappointing that the Capital Expenditure Planincludes only a vague one line reference to building a newFamily Law and Children’s Court complex at some stage inthe future. There is no further detail on timing, invest-ment, planning or delivery,” she said. “This facility isdesperately needed. The current courts at DolphinHouse are totally inappropriate and are reaching the pointof being unusable. Families and children going throughextremely distressing legal proceedings are currentlybeing packed into small, run down court facilities.“I am calling on the Minister for Justice Frances Fitzgeraldand the Minister for Children James Reilly to clarify theplans in relation to this essential new facility. When willthe project commence? What is the investment? What stage of planning are we at now? And when will it be delivered?”

feature, we salutethese communityheroes. In the process, theyhave brought honourto the North County.Each year they raisethe bar to new heightsand you get the feeling

that they can't go anyhigher, but lo and

behold, our towns andvillages came up

trumps once again.One is alwaysimpressed by the ambi-tion and enthusiasm ofall those involved inthe Tidy Towns effort.These people volunteertheir time, effort andexpertise, year on year,to help make their

communities betterplaces to live and workin. The results of theirefforts are obvious inthe attractive, wellcared-for towns andvillages we see all overthe North County. It isclear that workingtogether, getting toknow your neighbours,and getting thingsdone increasespeople’s pride in wherethey live and helps tobuild vibrant communi-ties.The results ceremonywas held at the HelixTheatre on Monday28th September lastand hopes were highamongst all contes-tants that the greatwork done over theSummer, would resultin success for theirtowns and villages. Asis usual, the standardreached was incrediblyhigh, as were expecta-tions. It resulted in all

of our towns andvillages returningincreased points onlast year, quite anachievement by anystandard.A new regional formatsaw Dublin as onearea, as opposed tofour local authorityareas. Dublin wasincluded in theMidlands and Eastregion, which meansthat there are now only

four regions, instead ofthe usual sevenregions. Regardless ofthis new system, ourNorth County townscontinue to excel, andthis was evident intheir scores.All of our towns andvillages surpassed thetotals they reached lastyear, which exemplifiesthe great effort put inby all. While all of ourtowns excelled, special

This highlycompetitive regionincluded outstandingformer winners of thecompetition, Moynaltyand Tallanstown. Towin this regional awardand gold medal wastruly exceptional, and inthe process, comingwithin two points of

overall winners,Letterkenny. We are allhopeful that they canreach the summit nextyear.The performance ofLusk deserves specialmention, as theyincreased their pointstotal by six, to 293 andin the process, theywere awarded a bronzemedal. This is the firsttime the village hasbeen honoured in thisway. Malahide can alsobe very proud of theirperformance in main-taining their gold medalstatus, and increasingtheir points by three to303 points, which is adifficult thing to do in avery competitive envi-ronment.This year saw threelocal villages enteringthe competition aftermany years. Donabate,Portmarnock and

Balrothery all enteredthis year and all threesecured excellentpoints. Donabateachieved 259 points,while Balrothery with223 points andPortmarnock on 207points, all drewfavourable commentsfrom the adjudicators.The two pretty villagesof Ballyboughal andBalscadden also scoredwell in the competition,with Balscaddenscoring a hugelyimpressive 276 points,which is an increase ofsix points on last year.Ballyboughal increasedtheir score by fivepoints, scoring animpressive 266 pointsin the process. Thelovely rural settingsand the efforts of thecommittees here hadthe judges veryimpressed.Rush, Balbriggan andSwords are other areasthat impressed thejudges, who acknowl-edged and praised theefforts of groups herein achieving higherpoints this year.Swords increased theirtally by seven, bringtheir score to 282points, as they inchever closer to themagical figure of 300.The beautiful floralarrangements in thetown and the colourfulshopfronts allcontributed toachieving this impres-sive score. Similarly,Rush made the highestpoints gain of any townin the North County,with an impressivetotal of 261, a massiveincrease of eight pointson last year’s perfor-mance. This is due, inthe main, to the lovelyhanging baskets thatadorned the town andthe brightly colouredshops.Balbriggan climbed byfive points to achieve atotal of 267 points,

which is a wonderfulachievement for thehard workingcommittee and volun-teers. The judges were

impressed with manyaspects of the town,including BalbrigganPark and the commu-nity garden and the

very nice memorial bedfor the Balbriggan man,Harry Reynolds. Welldone to the groups thathave taken charge of

their upkeep. Overallthey felt the standardwas good with the basicupkeep requirementsbeing adhered to.

“Balbriggan has continued to gainadditional marks in the 2015national Tidy Towns competition.This continuing gain in marksawarded could not have beenachieved without the help of oursupporters and the hard work of thededicated volunteers, who are out

throughout the year to clean and improve the town.Thanks also to the local County Council staff whoalso work hard to keep the town clean and tidy andprovide support to the volunteers.Balbriggan Tidy Towns launched an Adopt a Patchscheme in June, which was probably too late to haveany impact on this year's marks. Even at this earlystage we now have almost 40 patches adopted byeither individuals or community groups. Balbriggan needs everyone to get involved to make ita better place to live and this scheme gives everyone

the opportunity to get involved with the town and dolight works on terms that suit their work and familycommitments. The work is light, can suit your capa-bilities and be local to where you live - and there areno long term or onerous commitments. The TidyTowns people will provide support and guidance andat the end of the day, you will get personal satisfac-tion from improving your town and areas where youand your family live.We would encourage more Balbriggan residents toget involved with either Tidy Towns or the Adopt aPatch scheme. “We hope to concentrate on thePortrane area soon and hopefullywe can get some new membersfrom this area. We operate a smallgroup presently, so anyone thinkingthey might like to get involvedplease follow our activities onFacebook. You will be very welcome.

We are delighted to be back in the national competi-tion after a break for a few years. Our small but dedi-cated group of volunteers worked hard over the past12 months. We awaited the results with great excite-ment and are very pleased with our results. A lot ofhard work was done throughout the year by all ourmembers, so the recognition nationally is reallyvalued by us all. The standards are very highthroughout as evidenced by the overall winner beinginvolved for 50 years before reaching the top. We must thank our traditional sponsors, Supervaluand the Progressive Credit Union for their generoussupport. It is very much appreciated. Fingal CountyCouncil have liaised with us and the benches theyinstalled and the many beautiful roses they plantedlook great. We know our residents appreciate themand wish to pass on the many great compliments wehave received.As we begin our plans for the year ahead, we aim toimprove on the great start made this year. Wewould love to get some new members and to enjoythe whole experience half as much again.”

"We are delighted to haveincreased our points total, which isdown to the tremendous work ofour wonderful volunteers, who goout in all weathers. Great thanks isalso due to our CE workers whoplayed a big part in keeping thebeaches tidy and taking care of

litter. The Operations Department of the CountyCouncil, who have been great in helping us to getprojects completed. The new running track throughKenure Woods has been a huge success, with peopleusing it every day."The massive amount of bulbs that were planted inSpring made for a great splash of colour early in theyear. A special thanks goes to the sponsors of ourlovely hanging baskets, which were commentedupon by many locals and visitors to the town. Shopowners and business owners in Rush did a wonderfuljob in keeping their premises in pristine conditionand thanks is also due to them. As always, we needas many people to come forward to volunteer theirtime and hopefully we can go even further nextyear."

Scales of TTIPThe resistance to the adoption of the EUconcluding a trade agreement with boththe US (TTIP) and Canada (CETA) isreflected in the European Citizens’Initiative (ECI). For the EU to recog-nise an ECI, it must be signed by aminimum number in at least sevenmember states. This ECI hassurpassed that ‘Country Quorum’in 21 states. ‘Stop TTIP’ represents a 500 memberorganisation and is the driving force incollecting these signatures which hasmade this ECI the largest of its kind to date. The organisers intended that activists gather

around a giant pair of scales at theBerlaymount building in Brussels, as they handover the ECI to the Commission. The Scaleswere weighted on one side by sandbagssymbolising corporate interests, while activists

added to the other side’s signaturesuntil the citizens voices are greater

than the corporate interests whomthe sandbags represent. The Irish Cancer Society featuresin a billboard campaign raisingconcerns with TTIP. Other

sectoral interests maintain thatsuch an agreement will have a

positive effect on our economy.These agreements have far reaching

consequences and careful considerationmust be given to every aspect of them.

Green Flag Raised In MalahideA ceremony was held in Malahide Demesne on Friday last for the raising of the Green Flag, whichwas one of two prestigious Green Flags awarded to Fingal County Council parks. The purpose of theGreen Flag Award Scheme is to recognise and reward the best green spaces in the country.The scheme is overseen in the Republic of Ireland by An Taisce and was piloted in this countryduring 2015. Fingal County Council applied for and was awarded Green Flags for two of its mosticonic parks, Millennium Park, Blanchardstown and Malahide Demesne.County Mayor, Cllr David O’Connor said “I am very proud to see Malahide Demesne achieve thisinternationally recognised standard of excellence for Parks and Green Spaces. The Fingal Old IRA held theirannual commemoration of theBattle of Ashbourne. TheCeremonies were held in thechurch in Ballymadun lastSunday week. A parade, headed by the SaintLaurence’s Band from Howth,led The Colours which were supported by reenactors representing the1916 volunteers.The design of the Monumentwas inspired by a poem byThomas Ashe, the brigade’sCommandant,who went on tobe elected President of the Irish RepublicanBrotherhood. He died onhunger strike in Mountjoyprison in September 1917.

Following his death, ThomasAshe Clubs sprung up aroundthe country. IRA Brigadesmarched behind speciallycommissioned Ashe Banners.

One such banner dating from1917 was on display during theceremonies. This came all theway from Cork courtesy oflocal Senator Darragh O’Brien.

Huge Success ForHome RenovationIncentive SchemeLocal TD Alan Farrell (FG) has said that the extension of the Home Renovation IncentiveScheme has been good for the local economy. It isimproving peoples homes and creating jobs in theNorth County. He told the County Leader: “Since the Scheme wasintroduced in October 2013, 2,608 works have beenregistered with the Scheme within the boundariesof the County Council. This figure is inclusive ofworks which have begun but have not yet beencompleted and of works which are still to beconfirmed,” Farrell said. He said, that the HomeRenovation Incentive Scheme provides a boost tothe local economy considering the jobs that havebeen created and the investment that was made inthe renovation works. “There is also a considerablebenefit for the participants in the Scheme as theyincrease the value of their homes following thecompletion of the works,” Farrell added.The Home Renovation Incentive Scheme does notonly boost the economy, it also has a positive knockon effect on small businesses in the local commu-nity. “While this is positive for communitiesthroughout the North County, much remains to bedone to ensure that every household in the areaand beyond benefits from our economic recovery,”Farrell concluded.

Fingal FolkClub Returns The Fingal Folk Club returned for theautumn season with many themednights planned in the programme up toChristmas. Concerts take place in StPatrick’s Hall, Ballyboughal from 8pm to10pm on the first and last Friday of the

month. The Club will put on a HalloweenScary Songs night on Friday, 30thOctober, a Country and Gospel Night onFriday, 6th November and on Friday,27th November, a Songs from the 1960’snight. Show starts at 8pm and newperformers can contact the group bycalling 085-1743748. Admission foradults is €5. Children are free, but mustbe accompanied, light refreshments willbe served at no charge.

New Season For Lusk Bridge Club The new season has started for the Lusk Bridge Club, where the popular game isplayed in the Parish Centre in Lusk on Mondays at 7.30pm and Thursday morn-ings at 10.30am. New members are welcome. A new beginner’s class isproposed on Thursday mornings and also for Friday nights.

Plans for a metro in Dublin have been consistentlypushed back by government after government over the past 20years, with ¤150 million spent on this project to date. It isextremely disappointing to hear that building will not commenceuntil 2020/21 – a full term after the lifetime of this government -with 2027 the projected completion date. Sinn Féin has majorconcerns regarding further delays,” he said.Fianna Fail senator, Darragh O'Brien said, "The people of Dublinwill be extremely sceptical about this plan. Yet again on the eveof an election, we have Fine Gael and Labour promising to deliverMetro North after taking absolutely no action over the pastnearly five years to deliver on shovel-ready plans for the project."

"Now they are announcing a scaled back version with no busi-ness case analysis and that has yet to go through the planningprocess. This is despite the fact that the original Metro Northplan had a comprehensive business analysis, planning permis-sion and a railway order. It is difficult not to see this as yetanother empty election promise. For the miserable sum, in theoverall scheme of things, of €400 million over five years (€80million per year), we could have had the full Metro North, withmore stations and greater capacity. Now we have to get a newrailway order, new tendering and new planning permission. Theoriginal Metro North was 'shovel ready' five years ago, now we'reback to square one, waiting five years for a scaled down version,

with 60 per cent less capacity than the originalone," he said. Local councillor, Darragh Butler (FF) also thinkswe will never see Metro in this area. "They'vemade this promise before only to cancel Metrothe minute they got into Government. I said onthe record back then that they'd resurrect MetroNorth again in 2015 as an election promise andthat's exactly what they've done," he said.CEO of Fingal Dublin Chamber, Tony Lambertgave the metro project a guarded welcome. He

said, "The chamber very much welcomes this announcement. Weare particularly pleased that the original route, which wesupported strongly at the time, has been accepted, with someacceptable modifications." "However, the one major flaw in this plan is the timeframe. It'ssimply not acceptable to put forward a plan that cannot becompleted until 2027. Planning that far ahead for such an impor-tant infrastructural project is not credible and cannot nebelieved," he said.

Set UpThe setting up of anew working group todevelop a code ofpractice for foodmarketing, promotionand sponsorship isvery welcome newsfor people in theNorth County. The World HealthOrganisation recentlypredicted that Irelandwould be the fattestnation in Europe by2030. This warningmeans that people inthe country, includingthose of the NorthCounty, need urgentaction in this area. Asfood marketing hasgreat influence onwhat we eat, this isan area that needs tobe closely regulated.More people need tobe encouraged tomake healthy foodchoices. The new workinggroup aims todevelop a code ofpractice for a numberof areas, includingfood advertising andmarketing, sponsor-ship by the foodindustry and food andbeverage productplacement in theretail sector. The group will alsoconsider optionsrelating to the gover-nance of a code andwill report within oneyear. Minister forHealth Leo Varadkarhas announced thatProfessor Alan Reillywill chair the workinggroup. ProfessorReilly has consider-able experience inthis field as theformer ChiefExecutive of the FoodSafety Authority ofIreland and is theChairman of theScientific AdvisoryBoard of theEuropean FoodInformation Council.

The Dyslexia Assosiation Ireland (DAI)has released the findings of its firstresearch survey which was carried outas part of the week-long publicawareness campaign focused onWorld Dyslexia Day on Thurthsay the8th of October. The findings of thesurvey will be of great interest tomany people here in the NorthCounty, whose children may beaffected by this condition. It repre-sents the opinions from 797 respon-dents including students, teachersand adults living with Dyslexia.Seventy-six per cent of parents feelthat earlier identification would helptheir child with Dyslexia.“Families in Ireland are forced to seek

private assessments and supports asthe education system is simply notmeeting their needs. Research haslong shown the benefits of early iden-tification and targeted intervention.Our education system must be builton principles of fairness and equitableaccess,” said Rosie Bissett, CEO ofDAI. The survey has further shown,that only 30 per cent of teachersreported receiving any pre-servicetraining on Dyslexia or any otherlearning difficulties. According to Donald Ewing, Head ofPsychological and EducationalServices of DAI, every class teacherneeds some knowledge on dyslexiaidentification and support strategies.“Specialist teachers need advancedtraining to enable them to assessdyslexia and to support the school-wide provision of evidence-basedteaching interventions,” he said.
