HSEQ NEWSLETTER PV DRILLING’s Dear all employees of PV Drilling Corporation, In 2019, there was a steady recovery in the oil and gas exploration and exploitation operations in Southeast Asia, resulting in an increase in drilling demand, creating a foundation for PV Drilling's recovery and growth. In addition to accomplshing the business objectives, it is worth to highlight that by the end of 2019, PV Drilling has successfully implemented the strategy of providing drilling service to foreign countries with 4 Jack-Up rigs currently working in Malaysia, facilitating the supply of more drilling-related services overseas. For safety performance, we are proud that the rig PV DRILLING I officially achieved 12 consecutive years of safe operation (Zero LTI) on March 10th, 2019, the PV DRILLING II and PV DRILLING III rigs achieved 10 consecutive years of Zero LTI respectively on September 15th, 2019 and on November 12th, 2019; PV DRILLING VI rig achieved 4 consecutive years of Zero LTI on February 28th, 2019. In addition to these encouraging achievements, we need to remember to always follow safe working rules, absolutely do not let pride become complacency, not to recur any accidents such as the LTI on PV DRILLING III rig on December 6th, 2019. The year 2020 has been forecast to be another challenging year for PV Drilling. In order to achieve the business goals, PV Drilling Corporation has proposed short -term and long-term solutions in accordance with the difficult situation of the market such as: Continuing to focus on improving the quality of services, maintaining operations safely and effectively in parallel with the implementation of the strategy of bringing services overseas; Restructuring the Corporation to enhance efficiency in PV Drilling’s business activities in the current difficult period; Completing the new construction of the Drilling Equipment Services (DES) on schedule and reactivate the PV DRILLING V rig most effectively, safely and economically. Many jobs on the offshore drilling rigs and onshore facilities of PV Drilling require the use of forklifts, so knowledge of safety when working with forklifts is very necessary to prevent and minimize the risks that may occur. In order to disseminate this topic in the Corporation, besides the usual content, an article about Safety When Working With Forklifts is also introduced in this Newsletter. Hopefully this useful information will provide you with a basic understanding of the safety when using forklifts in work as well as in everyday life. IN THIS ISSUE PV DRILLING II On December 02, 2019, at Sapura OMV’s HSSE Forum held in Ma- laysia, the Jack-up rig PV DRILLING II was honored to re- ceive the safety award from Sapu- ra OMV for her outstanding HSSE performance throughout the drilling campaign from March 06, 2019 to August 03, 2019. Ac- cordingly, the rig has recorded 5,303 PVD Observation Cards and achieved 191,796 safe man- hours without any incidents rec- orded including Near Miss, First Aid, Recordable Incident, Envi- ronmental Spill and LTI (Lost Time Incident). This absolute HSSE performance has greatly contributed to Sapura OMV’s achievement of HSSE objectives of the year 2019 as well. This is a clear evidence of the leadership's commitment to safety perfor- mance as well as safety culture of PV DRILLING II rig in par- ticular and PV Drilling Corpora- tion in general. After finishing the drilling cam- paign for Sapura OMV, PV DRILLING II returned to Vi- etnam and accomplished the 70- day drilling campaign for Japan Vietnam Petroleum Company (JVPC) with absolute HSE per- formance and very high operat- ing efficiency. Safety campaign of quarter 4 “Job Preparation”

dited by their customers to ensure the
HSEQ management system and quality of
services provided fully met customers’
strict requirements. Specifically, PVD Off-
shore was audited by its customers namely
Idemitsu, Biendong POC and Rosneft re-
spectively on 18/10/2019, 24/10/2019 and
02/12/2019. The audit results showed that
the company's HSEQ management system
is still being maintained effectively and ful-
ly met the requirements of the ISO 9001,
ISO 14001 and OHSAS 18001 standards.
The subcontractor and supplier evaluations
were also taken seriously by PV Drilling.
According to the plan, on 16/12/2019, PVD
Logging held an internal meeting to evalu-
ate and select suppliers and subcontractors
for 2020. Specifically, the Company evalu-
ated 137 suppliers and 20 subcontractors.
After reviewing and evaluating, PVD Log-
ging removed 2 suppliers from and added 5
new ones to the approved list.
OHS HYGIENE ACTIVITIES
On November 18th – 19th, 2019, the HSEQ
Division – PV Drilling organized an unan-

In the 4th quarter of 2019, besides TAD -
PV DRILLING V rig was still in Cold
Stacked, the PV DRILLING 11 was also
on standby in Algeria; PV DRILLING VI
rig continued drilling for Sapura Malaysia;
PV DRILLING I rig started drilling cam-
paign for Petronas Malaysia after finishing
the drilling contract for Hibiscus Malay-
sia; PV DRILLING III rig continued drill-
ing for Repsol Malaysia; PV DRILLING
II rig finished the drilling contract for
JVPC Vietnam and returned to Malaysia
to start the drilling campaign for Petronas
Malaysia in early November.
Periodically, the 4th quarter safety cam-
paign with the theme: "Job Preparation"
was widely deployed on all jack-up rigs of
PV Drilling. The subject of this quarter is
to ensure that all the work before starting
must be under good control, in compliance
with the relevant procedures, rules, man-
datory work permits (PTW, Sub Certifi-
cate) and job safety analysis (JSA).
In order to ensure the compliance with the
Drug and Alcohol Policy on PV Drilling’s
rigs, on 5/11/2019 and 6/11/2019 right on
board of the rig PV DRILLING II, the in-
spection team from HSEQ department of
the PVD Drilling Division conducted un-
expected inspection of the alcohol and
drug for crews before moving to Malaysia,
commencing drilling campaign for
Petronas. The test was carried out for all
crews on board of PV DRILLING II. The
results of all the test for alcohol and drug
were negative, in full compliance with the
requirements and regulations of PV Drill-
ing and customers.
HSEQ MANAGEMENT SYSTEM
The external audit for HSEQ MS of PV
Drilling Head Office and its subsidiaries
in compliance with the requirements of
ISO 9001: 2015, ISO 14001: 2015 and
OHSAS 18001: 2007 standards was im-
plemented by DNV GL in October 2019
as planned.
The objectives of this second periodical
audit were to assess the compliance of
HSEQ MS with the applied standards and
also to recognize opportunities for system
improvement.
DNV GL Experts showed their apprecia-
tion for the robust and continual improve-
ment of the PV Drilling HSEQ manage-
ment system in the closing meeting. This
also helps to prepare for the transition of
PV Drilling’s Occupational Health and
Safety management system from OHSAS
18001:2007 to ISO 45001:2018 standard,
which will be carried out in 2020 to bring
more added values to PV Drilling’s HSEQ
MS.
In the 4th quarter of 2019, besides the ex-
ternal audit conducted by DNV GL, the
subsidiaries of PV Drilling were also au-

nounced inspection of Health - Safety
- Environment (HSE) at the produc-
tion facilities and bases of Subsidiar-
ies, joint ventures of PV Drilling Cor-
poration in Phu My Industrial Park,
Dong Xuyen Industrial Park, Oil
Spill Response Base and PTSC Sup-
ply base in Ba Ria-Vung Tau Prov-
ince. This is the third unannounced
visit in 2019 conducted by HSEQ Di-
vision with the aim to objectively as-
sess the compliance with HSE regula-
tions at Subsidiaries. The inspection
results showed the efforts of most
Subsidiaries in maintaining and im-
proving HSE performance. Although
production activities were quite busy
in most manufacturing workshops at
the time of visit, the HSE inspection
and supervision at the Subsidiaries
have always been effectively main-
tained, thus ensuring workers’ com-
pliance with and raising their aware-
ness about occupational safety.
However, there are still some obser-
vations on: Workplace safety, Fire
prevention – Emergency Response
and PPE usage that need to be im-
proved.
On December 16th 2019, the HSEQ
Division – PV Drilling Corporation
organized the inspection of Occupa-
tional Health – Safety – Environment
(HSE Walkabout) at the bases as
well as production facilities of sub-
sidiaries, located in Phu My and
Dong Xuyen Industrial zones, Oil
Spill Response Base and PTSC Sup-
ply Base in Ba Ria – Vung Tau prov-
ince. This is one of the activities un-
der PV Drilling Corporation’s 2019
HSE Action Plan implemented by
the HSEQ Division, to inspect the
compliance with the Occupational
Health – Safety – Environment regu-
lations at the workshops. According
to the results, the HSE activities in
all inspected areas were confirmed to
be well implemented. The areas that
need to be improved were Fire pre-
vention – Emergency response in-
cluding First Aid, Equipment safety
and Electrical safety.
In 2019, in addition to the inspections
self-performed by subsidiaries, the
HSEQ Division – PV Drilling has
conducted 5 inspections of Occupa-
tional Health – Safety – Environment
at the bases as well as production fa-
cilities of subsidiaries including 3
HSE unannounced visits and 2 HSE
announced ones.
In order to create a green, clean and
beautiful working environment as
well as to prevent dengue spread, in
October 2019, PVD Invest cleaned
and cleared weeds around the work-
ing area at Vung Tau Base.
On December 31, 2019, the Board of
Directors of PVD Tech Company ap-
proved the program and action plan
of "Say no to plastic bags and dispos-
able plastic products". Accordingly,
through hanging banners / slogans,
the Company promoted propaganda
to remind people to gradually restrict
and abandon disposable plastic prod-
ucts. At the same time, the company
has also added some trash bins dedi-
cated to plastic bags, replaced dispos-
able water bottles with large water
jars in meeting rooms.
EMERGENCY RESPONSE
On 28th November, 2019, in collabo-
ration with the Management Board of
Sailing Tower, the subsidiaries of PV
Drilling Corporation having offices at
this building conducted fire drills and
emergency exits. This is an annual
exercise program conducted in ac-
cordance with the law. The subsidiar-
ies participating in the rehearsal in-
clude: PV Drilling Corporation's Of-
fice at Level 3, 4 and 14; PVD Drill-
ing Division Enterprise and PVD
Deepwater on 3rd floor; PVD Log-
ging and PVD - Baker Hughes on the
10th floor. Scenario preparation, as-
signing responsibilities to each mem-
ber of the intramural firefighting
force, medical staffs have been taken
seriously. During the rehearsal, the
members of the intramural fire-
fighting force and the medical staffs
quickly deployed at the standing po-
sitions. All officers and employees of
PV Drilling and Subsidiaries strictly
complied with the requirements of
the fire prevention, firefighting and
escape rehearsal plan which has been
announced before. After hearing the
fire alarm and notification of Sailing
Tower Management Board, all per-
sonnel quickly evacuated following
the staircase exit and concentrated at
Muster Point until the end of the ex-
ercise. Immediately after the end of
the exercise, the subsidiaries con-
ducted analysis, evaluation and
learned from experience to complete
the fire prevention and fighting plan

Environment – Quality.
On 26th December 2019, PVD Offshore
success-fully organized the Safety-Health-
Environment Conference with the partici-
pation of the Board of Directors, office
staff and representative of offshore person-
nel. The Conference praised and awarded
merit for departments and individuals with
outstanding HSE achievements. Speaking
at the Conference, Director of Company
highlighted great achievements that need to
be promoted and the remaining limitations
and difficulties to be overcome in the com-
ing time.
Internal training activities at PV Drilling
are implemented according to the individu-
al’s career development program, which
determines the training matrix depending
on the competence requirements of each
position to undertake the job. The usual
form of training is through direct instruc-
tion in the process of doing the work (on-
for the following years.
In the fourth quarter of 2019, the deploy-
ment of fire prevention and firefighting
drills was also conducted by other subsidi-
aries; PVD Offshore conducted fire drills
on 11th December 2019 at the Company’s
Head Office, on 13th December 2019 at the
Mechanical Workshop and on 24th Decem-
ber 2019 at the Oil Spill Response Base.
On October 28, 2019, PVD Invest Enter-
prise collaborated with Management
Board of The Manor 2 Building to organ-
ize the fire prevention and firefighting re-
hearsal, with the full participation of em-
ployees present at the Enterprise.
On 30th November 2019, PVD Tech Com-
pany coordinated with the subcontractor
QIS to organize a drill in response to the
incident of the loss of radioactive sources,
with the full participation of relevant em-
ployees. The drill helped members of
Emergency Response Steering Committee
of the subsidiary and all employees partic-
ipating in the drill to master the response
in a timely and effective manner when the
incident on radioactive sources occurred.
CONFERENCE AND TRAINING
On December 17th 2019, HSEQ Division –
PV Drilling Corporation organized the
second Internal Occupational Health –
Safety – Environment – Quality Seminar
in 2019 at the PVD Training’s meeting
room, Vung Tau City with the participa-
tion of HSEQ officials of subsidiaries and
the HSEQ Division. The contents for dis-
cussion at the seminar:

The presentations at the seminar were en-
thusiastically discussed by the participants
to clarify the issues. Thereby, the seminar
has brought useful information for the
participants, contributing to the improve-
ment of Occupational Health – Safety –

the-job training), according to the curriculum
and the requirements which have been ap-
proved in advance. In addition, to ensure com-
pliance with legal requirements, customer re-
quirements and other requirements, for some
mandatory safety courses, staff will be sent to
external training.
In five days, from November 4th to 8th, 2019 in
Vung Tau city and on November 11th, 2019 in
Ho Chi Minh city, the HSEQ Division – PV
Drilling Corporation organized a series of train-
ing courses on occupational safety and hygiene
as required by Decree 44/2016/ND-CP for em-
ployees of the Head-Office and all the subsidi-
aries and join-venture companies, belonging to
group No. 1, 2, 3, 4, 5 and 6 as prescribed in
the Decree 44/2016/ND-CP, with the participa-
tion of 1.803 people including managers and
staff. The lecturers were experts of the Center
of Industrial Safety Registration Zone II, under
the Ministry of Labor, War Invalids and Social
Affairs in the southern region. Through the
training course, lecturers explained in detail the
requirements of Decree 44/2016/ND-CP on the
roles and responsibilities of each employees
group. This is a mandatory training course as
legal requirements and is conducted periodical-
ly.
In addition to the mandatory training courses,
the HSEQ Division – PV Drilling Corporation
collaborated with the subsidiaries to organize
the internal training courses to supplement em-
ployees’ professional knowledge as well as im-
prove the culture of safety, specifically for
three days from November 11th to 13th, 2019,
the HSEQ Division – PV Drilling Corporation
conducted training in awareness for HSEQ man-
agement system for PVD Tubulars Manage-
ment’s employees in Phu My Industrial Park be-
fore the Company launched a new project of
providing the casing, tubing service to Idemitsu.
On November 26th, 2019, the Health team of the
HSEQ Division – PV Drilling Corporation orga-
nized First Aid training for all drivers of the
Head-Office and subsidiaries which have office
in Ho Chi Minh city. The training content in-
cludes the principles of first aid, how to treat-
ment with open wounds, trauma, wound dress-
ing techniques, first aid techniques for people
who suffocation, fainting, etc. The goal of the
training is to help participants master the First
Aid skills and be able to handle appropriately in
case of incidents occurring in the workplace as
well as in daily living.
In addition to the courses organized by the
HSEQ Division – PV Drilling Corporation, on
December 5th, 2019, PVD Tech successfully or-
ganized an internal training course about Safety
For Lifting Equipment for 24 employees work-
ing at Vung Tau Base with the theme "Manual
Handling".
On December 9th and 16th, 2019, PVD Well Ser-
vices coordinated with NDT Company to organ-
ize the calibration training of thermal measuring
equipment and pressure measuring equipment
for the staff doing professional work in order to
improve the ability to handle and solve fire and
explosion incidents for the Fire Fighting team,
on December 17th, 2019, PVD Well Services
coordinated with the Fire Prevention and
Fighting Police of Ba Ria-Vung Tau province to
organize a training course for the PVD WS’s

Fire Fighting team. Attending the training were
142 people from the Office in Ho Chi Minh
city and Vung Tau Base. Previously, from De-
cember 10th to 12th, 2019, PVD Invest also col-
laborated with the Fire Prevention and Fighting
Police in Ho Chi Minh city to organize a train-
ing course for the PVD Invest’s Fire Fighting
and Emergency Response team. At the end of
the training, the organizers conducted the ex-
amination and evaluation of results for all par-
ticipants to issue certificates in accordance
with the law.
