Till then 33 States/ UTs had attained the level of leprosy elimination.542 districts (82.5%) out of total 657 districts also achieved elimination by March 2014. A total of 209 high endemic districts were identified for special actions during 2012-13. After thorough analysis 1792 blocks &150 urban areas were identified for special activity. During the year 2014-15 also, Special activities with house to house survey was the main strategy along with IEC and capacity building of the workers and volunteers. These activities were carried out in the high endemic blocks of low endemic districts along with the blocks of high endemic districts . During 2014-15, two things happened. The States of Telangana was formed and 12 new districts were carved out in the states of Gujarat (7) Maharashtra (1) and Tripura (4) Total no. States/UTs are now 36 and number of districts 669. Based on the reports received from all the States and UTs for the year of 2014 -15 (Annexure –I), current leprosy situation in the country is as below: 1. A total of 125785 new cases were detected during the year 2014-15, which gives Annual New Case Detection Rate (ANCDR) of 9.73 per 100,000 population, as against 126913 cases in 2013-14 This shows decrease in ANCDR by 2.5% from 2013-14 (9.98). 2. A total of 5794 Gr. II disability detected amongst the New Leprosy Cases during 2014-15, indicating the Gr. II Disability Rate of 4.48 / million population (Annexure-II).

I. EPIDEMIOLOGICAL STATUS
Status in the Country
The year 2014-15 started with 0.86 lakh leprosy cases on record as on 1st April 2014, with
PR 0.68/10,000. Till then 33 States/ UTs had attained the level of leprosy elimination.542 districts
(82.5%) out of total 657 districts also achieved elimination by March 2014.
A total of 209 high endemic districts were identified for special actions during 2012-13.

cases in 2013-14 This shows decrease in ANCDR by 2.5% from 2013-14 (9.98).
2. A total of 88833 lakh cases are on record as on 1st April 2015, giving a Prevalence Rate
(PR) of 0.69 per 10,000 population, as against 86147 cases in 1st April 2014. This shows
increase in PR by 1.5% from 2013-14 (0.68).
3. Detailed information on new leprosy cases detected during 2013-14 indicates the
proportion of MB (52.82%), Female (36.81%), Child (9.04%), Grade II Deformity (4.61%),
ST cases (17.88%) and SC cases (18.00%).
4. A total of 5794 Gr. II disability detected amongst the New Leprosy Cases during 2014-15,
indicating the Gr. II Disability Rate of 4.48 / million population (Annexure-II).

5. A total of 11365 child cases were recorded, indicating the Child Case rate of 0.88/100,000
population (Annexure-III). This shows reduction in child case rate from the year 2013-14
(0.95) by 7.4%
6. Trend of leprosy Prevalence (PR) and Annual New Case Detection (ANCDR) are indicated
in the graph below:
Note: The increase in new cases and prevalence during 2012-13 was attributable to the
NLEP strategy to carry out extensive house to house survey for new case detection and to
treat them with MDT to cut down the transmission potential in the future.In 2014-15,
ANCDR have shown decreasing trend inspite of the extensive surveys carried out ,
covering both high and low endemic districts.
Status in the States/UTs
Further analysis of information received from the States / UTs (Annexure – IV) has shown
the following situation.
1. 34 States/ UTs had already achieved the level of elimination i.e. PR less than 1 case per

A total of 532districts (79..52%), out of total 669 districts have PR<1/10,000 population.
The number of districts with PR between 1 to 2/10,000, have gone up from 74 to 97. Number of
districts with PR>2/10,000 have decreased from 41 to 40.
As on March 2015,only 40 districts in 9 States/UTs are having PR > 2/10,000. These states are Bihar (3), Odisha (6),Chhattisgarh (9) Gujarat (7), Jharkhand (1), Maharashtra (6),West Bengal (4), D&N Haveli (1) and Delhi (3)
3. Position of districts as per grade II disability status has been given at (Annexure – VII )Gr.
II disability rate >2/million population has been reported in 351 districts(52.47%).
4. Out of the total 1.25 lakh New Cases deleted from record, a total of 1.16 lakh (93.1%)
completed their treatment within the specified period and were released from treatment
(RFT) as cured during 2014-15(Annexure – VIII).Poor performing states are Nagaland
(46.7%), Tripura (60.6%), and Rajasthan (25.00%).
5. Out of the total 9327 “Others Cases” deleted from record during 2014-15, a total of
7281(78.6%) completed their treatment on time and were released from treatment (RFT)
as cured. (Annexure – IX ).
6. Total number of cases released as cured during 2014-15, comes to 123507 (92.1%) as
against total deletion of 1,34,114. This brings the total number of persons affected by
Leprosy, cured of the disease, with MDT in the country, from the beginning till date to
130.54 lakh (13.05 million)
7. Blocks with ANCDR < 10 /100,000 population are 4428 (67.4%) , out of total 6566 blocks
reported by state/UTs as against total of approx. 6640 Community Development Blocks in
the country.
8. Urban areas with ANCDR < 10/100,000 population are 466 (78.9%), out of 590 urban
areas reported.
Other Programme aspects
A. DPMR Services
Information pertaining to the Disability Prevention and Medical Rehabilitation (DPMR)
as received from the States/UTs is given at (Annexure – X).
1. Total 114 (Govt.-61and NGO- 53) Institutions have been recognized for conducting Reconstructive Surgery to correct the disability in Leprosy Affected Persons.
2. During the year 2014-15 a total of 2883 RCS (Govt. – 1297 and NGO – 1586) were conducted.

3. A total of 13351 Reaction/Neuritis episodes were recorded and treated at PHCs and in Secondary level Institutions.
4. A total of 351Relapse cases were confirmed and treated at District Hospitals.
5. MCR footwear were provided to 64890 Leprosy Affected Persons.
6. Self Care Kits were provided to 51029 Leprosy Affected Persons.
B. ASHA Involvement
ASHAs under the NRHM were involved in Leprosy programme for last 7years. However
during 2014-15, their participation has substantially improved. Out of the total 125785 new cases
detected cases brought by ASHA were 25065 (19.93%). ASHAs also helped in completion of
treatment in 22891 cases. Incentive were paid during the year to 16011 ASHAs. State/UT wise
details are at (Annexure – XI)
C. Active case detection
Search activities for early detection of New Leprosy cases were carried out during the year
2014-15 as below.
(i) Block Leprosy Control Campaign (BLCC) was carried out at in all the high endemic
Block , during the month from 30th January 2015 to 28th February 2015. In addition
to IEC and Training of GHC staff, house to house search for new cases were
conducted. A total of 1923 Blocks were covered. A total of 11532 .New cases were
detected during the search. State wise results of search are given at (Annexure
XII).
(ii) Active search through house to house visit were also carried out in low endemic
areas during the Anti leprosy fortnight from 30th January to 13th February 2015. A
total of 4343 new Leprosy cases were detected during these search in 3485 blocks
State/UT wise details are at (Annexure XIII) .
Thus, a total of 15875 New cases were detected through active search in the year 2014-
15, which is 12.6% of the total new cases. Amongst these cases MB 7096 (44.7%), Child 1441
(9.1%), Gr I disability 665 ( 4.2%) and Gr. II disability 532 (3.4%) were detected, during 2014-
15.

D. Contact Examination
As per the programme directive, contact examination against M.B. and child cases
were carried out by the States/UTs . (Annexure – XI). A total of 11,99,500 contacts
were examined out of which 5924 new cases detected and treated. Percentage of
contacts found positive for leprosy were 0.49%.
E. Child cases with Grade II disability
To give focus on the policy of No. child cases with disability, information on the cases of
Gr. II disability in children was collected and compiled at the central level. Out of the
total 11365 New child cases detected during 2014-15, the number of child cases with
Gr. II disability were 245 showing child disability rate of 0.019 /100,000 pop. Statetwise
details are at ( Annexure – III)
F. Training
(i) There are number of training on Leprosy held across India for enhancing
efficiency of manpower. As per the report submitted by states on training
activities conducted during 2014-15. Number trained are Medical officer –
