14:30 – 15:25 Executive Round Table Forging Ties – Fostering Relations and creating Models for Success What do the NOC/IOC/IPP of today look like? IOCs and IPPs �nd themselves in new and complex relationships with their government-owned counterparts. They also compete with entrepreneurial NOCs that have been partly privatized and being run like commercial entities, having joined the global search for reserves and other assets.

This session will seek to discuss what lies ahead in the future where all parties will collaborate and compete with each other on two fronts: The �rst is the international market, where NOCs can be competitors and sometimes collaborators with IOC/IPP. The second is the country-speci�c markets, where NOCs represent the state and where IOC/IPP act more than before as contractors and partners and less as resource owners in developing host-country resources.

09:00 – 09:55 Panel Session - Re�ning, Transportation and Petrochemicals Forum Theme: Imperatives of local crude oil re�ning PERENNIAL scarcity of products and the shortfall in the foreign exchange needed for sustained imports in sufficient quantities have combined to present Nigeria with a compelling reason to review her policy of importing re�ned petroleum products. To solve the problem, Nigeria needs to restrategise and embrace pragmatic options that will not only guarantee re�ning for local demand, but also ensure her emergence as an exporter of re�ned products.

However, before then, Nigeria has to follow the trend in countries such as Britain, and many of the Middle Eastern countries that combine both conventional and modular re�neries to boost their re�ning capacity.
