Permits of the operatorsAny establishment or undertaking who collect or/and

transport or/and treat WEEE shall hold a valid permit granted from the Department

Applied technologies shall be carry out in a way to ensure achievement of targets

The permit shall include all conditions, necessary for compliance with technical requirements pursuant Annexes concerning technical standards

Collectors of WEEE and ATF need to be able to demonstrate these recycling rates are achieved

Treatment standars

• Separately collected WEEE undergoes proper treatment.

Proper treatment, other than preparing for re-use, and

recovery or recycling operations shall, as a minimum, include the removal of all fluids and a selective treatment in accordance with Annex VII.

Any establishment or undertaking shall carrying out collection or treatment of WEEE in compliance with the technical requirements set out in Annex VIII.

Treatment standards for a treatment sites

1. Sites for storage (including temporary storage) : impermeable surfaces for appropriate areas with the provision of

spillage collection facilities and, where appropriate, decanters and cleanser-degreasers,

storage area for different categories WEEE weatherproof covering for appropriate areas.

2. Sites for treatment of WEEE: scales to measure the weight of the treated waste, impermeable surfaces and waterproof covering for appropriate areas

with the provision of spillage collection facilities storage area for different categories WEEE appropriate storage for disassembled spare parts, appropriate containers for storage of batteries, PCBs/PCTs and

other hazardous waste such as radioactive waste, equipment for the treatment of water in compliance with health and

environmental regulations. 7

Recovery targets

The achievement of targets shall be calculated for:each category, by dividing the weight of the WEEE that

enters the recovery or recycling/preparing for re-use facility, after proper treatment by the weight of all separately collected WEEE for each category, expressed as a percentage.

For the purpose of calculating these targets, operators who carry out collection and treatment of WEEE keep records on the weight of each WEEE categories, its components, materials or substances when leaving (output) the collection facility, entering (input) and leaving (output) the treatment facilities and when entering (input) the recovery or recycling/ preparing for re-use facility.

Kept information for collected, stored and treated WEEE

The persons who carry out collection, transportation, storage and treatment of WEEE shall keep records for the date of delivery, quantity of accepted WEEE on the site, stored and treated quantity of different categories for each separate site.

The information shall be kept on a paper and in electronic form
