FISHERIES UPDATEThe State Government has announced that it will proceed with the closure of Cronulla Fisheries, ignoring the recommendation of the NSW parliamentary inquiry that the facility should be retained.

NSW Deputy Premier Andrew Stoner has given a commitment that the Fisheries site will remain in public ownership and has said public access will be increased.

An independent consultant contracted by the NSW Department of Primary Industries has made 25 recommendations about the future uses of the site in a separate report which will be considered the the government.

COUNCIL’S DRAFT LOCAL ENVIRONMENT PLANThe Sutherland Shire Draft Local Environment Plan 2013 has been endorsed by council and has been referred to the NSW Department of Planning for permission to advertise and seek community comment.

Local Environment Plans are prepared by councils to guide planning decisions and establish the requirements for the use and development of land.

The process of developing a Local Environment Plan is set by the State Government. Council has sought determination from the State Government to ensure that the content of the plan is consistent with government initiatives and is ultimately likely to be supported by the NSW Minister for Planning & Infrastructure.

The new Draft Local Environment Plan must be consistent with the State Government’s Metropolitan Strategy: Towards 2036 and the Draft South Subregional Strategy (2007).

These strategies dictate that the Draft Local Environment Plan must meet the State Government’s housing target of 10,100 new dwellings and 8,000 new jobs in the Shire by 2031.

For more information on the Draft Local Environment Plan and Housing Strategy, visit council’s website www.sutherlandshire.nsw.gov.au.

SUTHERLAND SHIRE CITIZEN, YOUNG CITIZEN, COMMUNITY GROUP OF THE YEAREach year council’s annual community awards program recognises the unsung heroes and organisations who give generously of their time and expertise to help others.

Sutherland Shire Mayor Kent Johns presented awards to the Citizen of the Year, Young Citizen of the Year and Community Group of the Year, who were nominated by their peers and will be recognised on Australia Day 2013.

Citizen of the Year is mother-of-four Gaye Doran who is the coordinator of an ‘English as a Second Language’ (ESL) group at St Philips Anglican Church in Caringbah. She established the service in 2000 and continues to voluntarily run the service which now provides hundreds of new residents with a recognised program of English education.

Young Citizen of the Year is Glenn Harvey, a 24-year-old Miranda man who

is committed to social justice and during the past five years has volunteered to raise awareness and engage Australian students in combating global poverty.

The Rotary Club of Engadine is one of two joint winners of the 2013 Community Group of the Year award. The other winner of the strongly contested awards is the Sutherland Early Support Service which assists children aged 0 to 3 years and their families living in the Sutherland Shire who have been recognised as needing extra support.

All of those nominated for the awards reflect the large number of hardworking, community-minded people who live in the Shire. The awards are a way to acknowledge, recognise and thank them for giving of their time, skills, energy and commitment.

REDISCOVER THE SHIREThe Shire’s official Visitors Guide is available in time for the busy summer season and features more than 100 things to see and do right here in the Shire. It has a suburb-by-suburb guide with places to eat and stay and an entertainment and nightlife section.

This makes it a great resource for visitors and locals alike, and is particularly useful for Shire residents who have friends and relatives visiting and looking for things to do during their stay.

Visitor guides go to Sydney’s major hotels, motels and accommodation facilities through a brochure distribution service, ‘The Informed Tourist’ and are also available at the Sydney Visitor Information Centre. They feature in welcome packs in local hotel and motel rooms, in reception areas and information compendiums located at Sutherland Shire accommodation.

Get your copy from the Cronulla Visitor Information Centre, from council or by ordering from www.visittheshire.com.au.

ANIMAL SHELTER OPEN DAY SUCCESSThe 2012 Animal Shelter Open Day last November was a success with a dog, two cats, a guinea pig, two rabbits and even a goat all finding ‘forever’ homes.

However, there are still plenty of animals looking for loving families. If you have space in your home and your heart, you can meet the animals at 8 Production Road, Taren Point or check them out at www.sutherlandshire.nsw.gov.au/animalshelter.

“My name is Frankie and I’m 8-months-old. I need a family who will spend lots of time with me, especially in the beginning as I’m a little frightened. With a lot of love and attention I will come out of my shell.”Frankie has been at the animal shelter since 24/3/12.

From left to right, Gaye Doran, Glen Beauchamp from the Rotary Club of Engadine, Lina Willmott from Sutherland Early Support Service and Glenn Harvey.

Jenny-Lee Stefas, council’s Tourism Manager and NSW Tourism Award Winner

Ms Stefas are Sydney Coast Walks who were finalists in three categories, winning Bronze in EcoTourism and Cronulla & National Park Ferries who were finalists in the Heritage and Cultural Tourism category.

The Awards highlight the growth and development of tourism products in the region and celebrate this industry working together to produce great results.

Discovery of a link to the Shire’s early bathing history inspired the design of the new seawall at the southern end of Cronulla Beach.

During a heritage study commissioned by council, the Australian Museum uncovered evidence of the original ladies’ dressing pavilion which stood at the south end of Cronulla beach from 1914, before being demolished in approximately 1940.

To both respect and represent the historical importance of the ladies’ dressing pavilion, council has incorporated a timber deck into the new seawall which corresponds to the footprint of the 1914 pavilion. The area is now open to the public and offers space to enjoy the waterside location and includes contemporary design features like new seating and six sun lounges which have been cast in concrete and topped with the same timber as the deck. The popular grassed seating area has also been preserved.

The project is expected to begin again in May 2013 to coincide with the end of the Nippers season in late April as well as the conclusion of the peak trading period for local businesses to minimise disruption where possible.

When work recommences, interpretative signage will be installed to provide a visual link to the historical uses of the beachside area as well as a visual representation of the original 1920s seawall on the new seawall. Showers will be installed at the northern end of the wall as well as bike racks, lighting, additional seating and beach signage.

Council is seeking input from the community through a memories workshop, scheduled for Friday 1 February from 1.45pm at Cronulla Library. If you would like to share your own memories, stories and experiences about how you use the area, please register by 30 January on 9710 0684. The information gathered will be used in the design of further stages of the seawall and Esplanade upgrade.

COUNCIL PROJECTS

The new timber deck corresponds to the footprint of the ladies’ dressing pavilion.

RECYCLING SAVES MONEYStage one of the $6.8 million upgrade of Captain Cook Drive is almost complete. The northern side has been widened to two lanes and a bicycle/breakdown lane has been built. The 150 metre section linking it to Woolooware Road will also be widened before work commences on the southern side.

Council opted for the Ecoflex E Pave System which provides a flexible pavement design suitable for heavy traffic. Council has saved more than 20% by using this system rather than traditional construction methods. However, it is not only more cost effective, it is environmentally friendly. So far, more than 20,000 tyres have been saved from land fill. The tyres have also been filled with recycled crushed concrete to lock the system together and double up as filtration system for any run off.

It is expected the total number of tyres recycled will more than double by project completion, which is scheduled for late 2013.

More information about council works and projects is available under building and development at www.sutherlandshire.nsw.gov.au.

PROJECT DELIVERY Each year council undertakes a diverse range of capital works, from large multi-million dollar highly strategic projects to smaller scale projects that require a high degree of planning and risk management. Every project presents its own set of opportunities and challenges.

Council is committed to delivering quality projects that provide a more sustainable environment for our community. In order to achieve this, council has established a new Project Delivery Division (PDD). Led by Peter Hazeldine, PDD brings together a wealth of experience and corporate knowledge. By leveraging this skill base more effectively and efficiently, council will improve planning and delivery cohesion across the capital works programs.

The vision for the new division is to establish a best practice project delivery model to ensure council delivers on its promises to stakeholders. The scope and progress of projects will be updated regularly on council’s website under Building & Development. You can also provide feedback and suggestions on council’s Facebook page; search for Sutherland Shire Council.

JOSEPH BANKS NATIVE PLANTS RESERVE MASTERPLANIn June last year, council invited comments on the draft Masterplan for Joseph Banks Reserve. Around 30 submissions were received and the comments were considered in the preparation of the final Masterplan, which will go to council for endorsement in February 2013. Following endorsement, construction of the first stage will commence in autumn 2013.

LUGANO AVENUE WHARF CLOSED AT BURRANEER Lugano Avenue Wharf at Burraneer has been closed to the public after council engineers deemed that it had become structurally unsound and posed a risk to public safety.

The Burraneer timber wharf, believed to be almost 60 years old, is suffering from a structural failure in its supporting piles as well as damage to the handrails and is missing planks from the decking.

Council is undertaking a detailed structural assessment to find out how much work would be needed to fix it but early indications are that it may not be able to be fixed and it may be better to replace or remove the structure. The wharf is not heavily used however public comment will be sought before the wharf is removed if this is what is considered necessary.

GYMEA BAY BATHS OPENThe $250,000 upgrade of the Gymea Bay Baths included the demolition and replacement of the southern deck and walkway including the piles, decking and handrail. A new northern perimeter beam was also constructed and the baths’ netting reinstalled.

The baths are a prominent feature of Gymea Bay and were constructed in the early 1950’s. They retain local heritage value and it was vital the upgrade works essentially renewed the existing structure in accordance with the original construction.

Council used matching hardwood materials and design details that integrated the new works into the existing structure to maintain the heritage character of the baths.

The Gymea Bay Baths are located at the head of Gymea Bay. In 2008, council constructed a new footbridge linking the baths to the walking track in Coonong Creek Reserve on the northern shore of the Bay enabling residents and visitors to walk across Coonong Creek.

SILVER BEACH UPGRADE, KURNELLUpgrade work has been completed at the eastern end of Silver Beach, Kurnell. Plans are now underway for stage five which includes an open viewing deck area with seating and timber stairs opposite Dampier Street, adjacent to the Sydney Water inspection pit. Community consultation has been carried out and construction is scheduled to commence in autumn 2013.

STAgE 7 wORkConcept plans for stage seven are being prepared for the purpose of community consultation for work to be carried out at the western end of Silver Beach, from Ward Street to Balboa Street. The upgrade will include dune protection works and dune planting, installation of a 2.5 metre wide shared pathway and formalisation of beach access tracks.

ENVIRONmENT

WORKING BEEOn Sunday 18 November last year more than 320 trees were planted and 20 square metres of graffiti removed at two hotspot locations in Barden Ridge. Volunteers from Illawong Baseball and Bangor AFL Clubs, local residents and staff from Tradies came together to transform these spaces into areas that are clean, tidy and ready for everybody to use and enjoy.

The working bee gave council staff an opportunity to let volunteers know what they should do if they see graffiti in the community, and how they can protect their property and community facilities from being graffitied in the future.

The working bee, sponsored by Tradies, is an initiative of council’s strategy to keep the Shire’s local parks, playing fields and community facilities attractive and graffiti free.

If you see graffiti on council property, don’t ignore it, report it. Council has developed a new free mobile phone app ‘The Shire – Report It’, available from the iOS App store and Android Play. Alternatively, you can report it on the homepage of council’s website or by calling 9710 0333. For graffiti on non-council property phone the NSW Graffiti Hotline on 1800 707 125.

TREE PLANTING FOR THE FUTURE Residents will notice 40 new trees planted along the Kingsway in Gymea, just outside Tradies. Members of the Sylvanvale Foundation, a local charity supporting children and adults with a disability, planted a range of local tree species with assistance from Tradies and council staff.

The tree planting project was organised by council as part of its Greenstreets program and funded by Tradies through its iPromise sustainability campaign which engages the community in projects that help protect the local environment.

Council plans to showcase the Shire’s unique native trees by replenishing and extending existing vegetation along the Kingsway, creating a green boulevard style roadway welcoming residents and visitors.

For more information on how you can get involved in the Greenstreets program, please contact council’s Environmental Science and Policy Unit on 9710 0163.

BUSHCARE FOR HEATHCOTE EAST Question: what does an old quarry, a state and federally protected vegetative community and residents of Heathcote East have in common?

Answer: A new Bushcare group!

Council’s Bushland Unit would like to formally welcome the Sesquicentenary Park Bushcare Group. This group meets on the first Thursday and first Saturday of the month, so if you are keen to help save the Sydney Turpentine-Ironbark Forest in the Heathcote area, please call Bushcare.

FUNDING BOOST FOR THE KURNELL PENINSULAThe Hawkesbury-Nepean Catchment Management Authority has allocated $50,000 to help protect the bushland corridors of the Kurnell Peninsula. This is in support of the work that council’s Pest Species Unit is undertaking on this regionally significant area.

Works to be undertaken as a part of this project are noxious and environmental weed control, bushland restoration and vertebrate pest management. Contact Bushcare to find out more.

PROBUS JOINS THE FIGHT Engadine PROBUS Group and Bushcare have joined forces to protect the remnant bushland of Engadine. Once a small group with a common interest in gardening, it is now a bush regeneration weeding machine with two bushland sites currently being restored and growing fast.

Are you a community, social, sporting or corporate group and want to give back a little to the environment? Volunteering with Bushcare takes only four hours of your time each month, it is great exercise and a fantastic way to learn about the native plants and animals that reside in urban areas. All volunteer groups are fully supported by council’s Bushcare program with free training, as well as all tools, gloves and a morning or afternoon tea.

Contact Bushcare for further information.

WEEDS TO LOOK OUT FOR: PAMPAS GRASS A former garden plant also used as a windbreak in agriculture, Pampas Grass escaped to become a serious and widespread noxious weed in urban bushland. Over recent years, a lot of work has been done in the control of this aggressive weed species in the Sutherland Shire area, but some plants still remain. To control Pampas Grass, cut off the seed heads and seal in a plastic bag for disposal. Small plants can be dug out or treated with herbicide.

For more information or to report locations of Pampas Grass, call council on 9524 5672.

Please note that bookings are essential for all activities. Phone Bushcare on 9524 5672.

Did you know that between 80 and 90 people drown every year along our coastline?Did you know what a rip is and how it works?would you know how to get out of a rip?Did you know that rip currents do not pull people under water causing them to drown?Did you know that calm water is not always ‘safe’ water?Dr Rob Brander, Australia’s best known surf scientist (aka ‘Dr Rip’), will give you the answers to these questions and more in a presentation at North Cronulla Surf Club. This will be followed at 12.15pm by a dye release into the surf at North Cronulla Beach (conditions permitting) to demonstrate how a rip actually works.

Space at the presentation is limited and attendance is by pre registration only. Call 9710 0163 or email [email protected] to reserve your place call.

SUTHERLAND ENTERTAINMENT CENTRE PRESENTS:

AUSTRALIA’S SILENT FILM FESTIVALSaturday 23 February, matinee 11am, Evening 7.30pm

Sutherland Entertainment Centre and Australia’s Silent Film Festival are proud to host a series of restored silent film classics.

The Festival’s Matinee session will feature Charley Chase’s What Price Goofy and Buster Keaton’s The Goat and College. These short comedies are fast-paced and pack a punch – right on the funny bone.

MOVIE DAYS

Exciting renovations are taking place at the Sutherland Entertainment Centre which means the regular monthly movie day will not be held in January and February but will resume Wednesday 27 March with the Shire International Short Film Festival.

Until then, Sutherland Entertainment Centre will be featuring two special film occasions, the Sydney Festival’s Kashmere Stage Band and documentary film Thunder Soul in January and the screening of Australia’s Silent Film Festival in February.

Please note that these renovations will not interfere with published stage productions during this period.

SUTHERLAND SHIRE BRASS PRESENTS:

ACADEMY AWARDS: A BRASSY AFFAIRSunday 10 march 2pm

No awards for actors! Rather a tribute to those talented composers who skilfully produce wonderful, evocative music scores. Which will be your favourite movie tune? How many classics are played in modern films? Listen carefully.

General admission $23, concession $18, under 12 years free.

DOWNUNDER PROMOTIONS PRESENTS:

FOREVER RODFriday 22 February 8pm

For over 15 years, Dave Battah has thrilled audiences in Las Vegas, London, the Middle East and even the North Pole with his stunning recreation of the unmistakable gritty vocals and energetic stage persona of music legend, Rod Stewart.

In his spectacular two hour show, he effortlessly glides through all of Rod’s big hits, from rowdy tunes such as Hot Legs and Do Ya’ Think I’m Sexy, to romantic ballads such as Have I Told You Lately, Sailing and Maggie May as well as favourites from Rods “Great American Songbook”

Joining Dave on stage will be Ashleigh Toole, Australian Idol Finalist, who will ‘turn back time’ with her tribute to her favourite artist, Cher.

STAY SAFE ON YOUR BIKEWhether you’re an experienced rider or learning to ride a bike you received for Christmas, this is an important reminder to make sure you stay safe on your bike.

1. Wear a helmet. It is the law. Head injuries cause up to 85% of all cycling fatalities.

2. Be seen at night or in low light conditions. You must display a steady or flashing light on the front of your bike and a red flashing light from the rear of your bike. Your bike must also have a red rear reflector. Wear bright clothing during the day and reflective clothing at night.

3. Let other cyclists, motor vehicle drivers and pedestrians know what you are doing. Use the correct hand signals before turning left or right, changing lanes or stopping.

4. Every bike must have a working bell. Warn pedestrians that you are approaching and give them plenty of room.

5. Don’t speed. Remember that shared pathways are used by children, the elderly and the disabled.

6. Keep left, except when overtaking slower traffic.

7. When riding on the road, cyclists need to obey the same road rules as motorists. For more information on traffic regulations contact the Roads and Maritime Services (RMS) on 13 22 13 or go to www.rms.nsw.gov.au.

THE RIDGE BMX AND OFF ROAD BIKE PARKCouncil is working on a Masterplan for the BMX and off road bike park planned for The Ridge Sporting Complex at Lucas Heights. The facility will include a competition BMX track, a pocket park for recreation BMX and mountain bike use and ancillary amenities. The project will also include the establishment of a Sutherland Shire BMX club.
