In total 52 councils in NSW have been named ‘fit’, leaving 87 on the ‘unfit’ list. According to the IPART ‘Assessment of Council Fit for the Future Proposals’, Councils assessed as ‘fit’ will have access to a range of benefits including a streamlined rate variation process, a State Government borrowing facility, priority for other government funding and grants, and eligibility for additional devolved planning powers. Councillor Carmelo Pesce was elected as Mayor, with Councillor Hassan Awada elected as Deputy Mayor. It is Councillor Pesce’s first term as Mayor, having served as Deputy Mayor in 2014/15. Cr Pesce is a self-employed local business owner who was elected to Council in September 2012 and represents D Ward. As a passionate lifelong Shire resident Mayor Pesce has said that it is an honour to now serve his community as Mayor. “As Mayor I will work with my fellow Councillors and Council staff to focus on supporting local businesses, protecting our beautiful local environment and continuing to deliver high quality services and facilities for ratepayers.” he said. The new Deputy Mayor, Councillor Hassan Awada was elected to Sutherland Shire Council in 2012. He represents C Ward and is the Managing Director of a family company that owns and operates early learning centres. FIT FOR THE FUTURESutherland Shire Council is among the top Councils in New South Wales named ‘Fit for the Future’ by the Independent Pricing and Regulatory Tribunal (IPART) in a report released by the NSW Government. DISASTER RESILIENCE AWARDCouncil's Sutherland Shire Disaster Resilience Project received a highly commended award in the National Resilience Australia Awards. The Department of Justice stated that "this award acknowledges the significant contribution this project has made in building a more resilient community".The project aimed to increase awareness and community preparedness for emergencies, in particular extreme weather events and natural disasters. This was achieved through a range of initiatives including workshops with organisations that work with vulnerable community members, a video with students of Bundeena Public School and to reinforce the need to prepare for emergencies. The project was strongly supported by local emergency services organisations, the Department of Education and Australian Red Cross.The project was funded by Emergency NSW’s Community Resilience Innovation Program.

STRENGTHENING LOCAL COMMUNITIES GRANTS

Sutherland Shire Council and Toyota Strengthening Local Communities Grants have provided $40,000 to local community organisations and groups to undertake new or innovative projects in 2015/16. Eight grants of $5,000 each were awarded for projects with a social, environmental, economic or cultural focus. Congratulations to recipients who will undertake a range of projects including an education program for sufferers of Multiple Sclerosis, rehabilitating a popular walking trail connecting Maianbar and Bundeena and the provision of driving skills for marginalised young people.

HOMELESSNESS IN THE SHIREIn August and September Council worked with the Partners in Recovery, Wesley Mission, Neami Natioanl, Mercy Foundation, Orana, St George Community Housing and National Parks staff to conduct a local Registry Week.

We surveyed the vulnerability of people who are rough sleeping in the area to gain an understanding of their circumstances, vulnerabilities and support needs, and establish a database to follow up support for them and advocate for resources.

With over 40 volunteers the Sutherland Shire Registry Week was able to identify a number of people who can now be connected to the homes and support they need to thrive.

2015 YOUTH MUSIC AWARDSIt was standing room only at the Sutherland School of Arts for the finals concert of the Sutherland and St George Youth Music Awards. The competition is open to young people between 13 and 18 years who live or go to school in the Sutherland Shire or the St George area. The topic for the composition competition this year was “The ANZAC story – 100 years since Gallipoli”. For a list of the winners email [email protected]

SHIRE RESTAURANTS JOIN SCORES ON DOORSShire restaurants and food businesses are being encouraged to join a new initiative launched by Council called Scores on Doors.Through the program diners can easily see how well local food businesses are complying with food hygiene and safety requirements. The Scores on Doors program is an initiative of the NSW Government and aims to improve food safety standards and reduce the instance of foodborne illness in the retail food industry.Scores on Doors offers businesses the opportunity to show customers that they see food hygiene as critically important. With around 800 food premises in the Shire and more than 1,700 inspections carried out by Council officers each year, this is a great way for diners to make an informed decision on which food premises they choose.Participating in Scores on Doors does not require any additional inspections or costs for food businesses.

LOCAL EMERGENCY RESOURCES ONLINE Did you know that since 1938 Sutherland Shire has experienced 17 bush fires, 50 earthquake recordings (the largest being 4.8 in 1999) and numerous major storms, the most recent of which was in April this year?

To assist Shire residents and visitors in preparing for emergencies, Council has created a local emergency management page on its website www.sutherlandshire.nsw.gov.au/emergency to bring local resources and contacts together in a central location.

The page offers information on how to prepare, respond and recover as well as explaining the role that Council plays in emergency management and response. There are also links and contacts for all of the relevant emergency services and government agencies.

When emergencies strike, Council works in collaboration with emergency service organisations to ensure the safety of the community and provide resources where possible when the need arises.

A range of online resources are available to help prepare and plan for emergencies, such as the Bush Fire Survival Plan on the RFS website, www.rfs.nsw.gov.au or the SES Home Emergency Plan at www.sesemergencyplan.com.au.

SHIRE SWIMMING POOLSCouncil administers the Swimming Pools Act and Regulations in the Shire. This means that council must ensure it is notified of all swimming pools in the Shire, investigate safety concerns and complaints, as well as have a swimming pool inspection program. Pool owners must register their pool and conduct a self-assessment of their pool. If you have not yet registered your pool, or are building a new pool that needs to be registered, please visit Council’s website.

BECOME A FAMILY DAY CARE EDUCATORDo you work in Early Education & Care? Council is looking for new educators to join its long-standing Family Day Care program.

This is a great opportunity to apply your early childhood knowledge and start your own business caring for and educating small groups of young children in your own home.

Our educators operate highly successful small businesses driven by the strong demand for local childcare places. They also enjoy the flexibility of choosing their own work days and hours.

Prospective educators must, as a minimum, be actively working towards or have completed a Certificate III in Children’s Services.

For almost 40 years Council’s Family Day Care program and educators have been overseen and supported by our specialist Coordination unit to ensure the highest standards of safety, compliance and governance. Our program is industry recognised – It was a recent state finalist in the Australian Family Early Education and Care Awards.

Our educators and the children in their care also enjoy group play sessions with others in Family Day Care, led by a trained Council facilitator.

UNBROKEN YELLOW EDGE LINES

Council is continuing to install yellow edge lines on the side of roads in the Shire to denote areas of kerb where a vehicle may not stop under Rule 169 of the NSW Road Rules 2008. These painted yellow lines are more durable, easier to maintain and have less impact on the visual appearance of an area than road signs.A continuous yellow edge line is a 'No Stopping' line. There is no requirement to have 'No Stopping' signs as well. Rule 169 states 'A driver must not stop at the side of a road marked with a continuous yellow edge line'.These areas need to be kept clear so that drivers and pedestrians have an unimpeded view of each other and road safety is maintained. Police and Council parking officers can enforce this road rule with or without any other road signs or indications required.You can check out Rule 169 of the Road Rules (No Stopping on a road with a yellow edge line), and other road rules on the Roads & Maritime Services website www.rms.nsw.gov.au/usingroads/roadrules.

NEW MENAI BUSH FIRE STATIONMenai can look forward to a new larger bush fire station in a better location offering faster response times, superior operational functions and amenities and greater storage.The new Menai Bush Fire Station at 128-130 Old Illawarra Road, Barden Ridge is a $1.3 million facility which will provide a larger, more modern facility for NSW Rural Fire Service personnel and its volunteers.The new location will ensure quicker response times to bush fire and other events and the extra space to house rural fire fighters during normal operations and major bush fire events.The new facility consists of a garage to house two fire tankers, support vehicle and an historic fire fighting vehicle, training/dining/function room, Captain's office, amenities, kitchen, accessible facilities, hose drying yard and pole, solar power generation, stormwater harvesting and carparking.This project is the latest in Council’s Rural Fire Station Upgrade Program which has seen Waterfall, Maianbar, Illawong, Loftus, Engadine, Kurnell, Heathcote, Woronora and Bundeena rural fire stations all significantly upgraded or rebuilt. There is more to come with Sandy Point Fire Station identified for upgrade as well as extending Grays Point station.

GREENHILLS SKATEPARKCouncil has negotiated early access for skateboarders to use the Greenhills Skatepark. The facility is one part of a 91 hectare sport and recreation precinct being developed by landowners Australand and Breen Holdings under a voluntary planning agreement with Sutherland Shire Council that provides the community with playing fields, a skatepark and other recreational facilities valued at $25 million.The design offers a skateable area of approximately 1600m² separated into very distinct active zones of a bowl area featuring a large vertical transition, street zones which have medium to large stair sets and a snake run/flow area that pays homage to the early days of skateboarding.The surrounding areas are still under construction as part of the larger ongoing Greenhills Parklands project so users are encouraged to adhere to signage and be mindful when accessing the skatepark. The developers will complete landscaping and amenities as part of Stage 1 in order for the transfer of land to Council.

BURNUM BURNUM BOAT RAMPThe Burrnum Burrnum boat ramp upgrade will be the first project as part of a $4.6 million recreational boating infrastructure program to be delivered in the Shire over the next three years. The proposal is to upgrade the boat ramp and install a new pontoon facility in line with the proposed improvements to the adjacent carpark, bioswale and wetland. This project was identified as a priority project that would benefit from grant funding support in response to feedback requested on the NSW Transport Regional Boating Plan: Botany Bay, Georges River and Port Hacking.Community consultation was held during September and October. This data is currently being reviewed to enable a concept plan to be developed.

FLYING-FOX DISPERSAL UPDATECouncil’s dispersal program for the Grey-headed flying-fox camp at Kareela has been deemed a success with no flying-foxes observed permanently roosting at the camp since 24 August 2015. Council, with approval from the Office of Environment and Heritage, has now moved into the "maintenance dispersal" phase which involves light, smoke and noise six days per week within the hour prior to sunrise to deter any migrating flying-foxes from roosting at the former Kareela camp. The dispersal activity is likely to continue until 31 December and could extend into 2016. Residents and schools in proximity to the camp have reported significant reductions in noise, odour and faecal drops, while the dispersal has had minimal impact on the flying foxes. With no decline in flying fox health observed. Council is seeking the community’s help to inform Council if they see flying-foxes roosting in new locations during the day. Daytime sightings of flying-foxes can be reported through Council’s website.

Students planting at Grays Point Public School

NATIONAL TREE WEEKCouncil's Greenweb program supported seven schools during this years National Tree Week period in July including Illawong, Grays Point, Jannali, Marton, Oyster Bay and Bundeena Public Schools as well as Cronulla High School. Council supplied the plants and assisted with the planting event on the day. Over 500 plants were planted.Schools can play a vital role in the creation of wildlife corridors and habitat by enhancing existing bushland or creating native garden beds in their grounds. Many schools participate in Council’s Greenweb, where the students create and plant native garden beds or assist with weeding and revegetating areas with native plants, as well as enjoying educational talks and walks through areas of bushland.These activities improve the Shire’s biodiversity and offer great educational benefits.For more information about Greenweb contact Council on 9710 0333 and ask to speak to the Greenweb Officer.

A MESSAGE FROM ANSTODid you know one in two Australians will need nuclear medicine during their lifetime?

Every day, nuclear medicines are used to diagnose and treat a wide range of illnesses including heart and kidney conditions, skeletal injuries and a range of cancers.

More than 85 per cent of Australia’s nuclear medicine is produced in The Shire, at the Australian Nuclear Science and Technology Organisation’s (ANSTO) Lucas Heights campus, on New Illawarra Road.

Since the late 1950s, ANSTO has produced millions of patient doses of this potentially lifesaving medicine, which is distributed to around 250 hospitals and nuclear medicine practices across Australia and the region.

Along with the incredible benefits of nuclear medicine comes a responsibility. Generations of nuclear medicine production has resulted in by-products including radioactive waste that must be safely managed.

Under international agreements made in the 1990s, Australia sent spent nuclear fuel rods which make the medicine possible to France for reprocessing. The French have extracted usable material for re-use in European power programs and the remaining by-products are classed as radioactive waste.

ANSTO is not the right place for this material to be permanently stored, but we do have the expertise to manage it temporarily while a National Radioactive Waste Management Facility is sited and built. That process is now underway.

The waste will return from France by the end of 2015, and will be kept at an interim waste store at ANSTO until the national facility is completed, then sent to that location.

BEACH PATROL TIMESShire beaches are patrolled by Council (blue and white uniform) lifeguards. Surf Lifesaving Volunteer Lifeguards (red and yellow uniform) work with Council lifeguards during the summer season to provide assistance on weekends and public holidays.Council lifeguards and Surf Life Saving Clubs are gearing up for the summer season on the four Bate Bay beaches – Wanda, Elouera, North Cronulla and Cronulla.During daylight savings Council lifeguard patrols will occur from 8am to 5.30pm daily. But always remember when enjoying our beaches: No Flags, No Swim!

At Surfhero.com.au, Sonny, Dr Rip, Max and Sally will help kids have fun at the beach but also make sure they are aware of the hidden dangers as well. This innovative, interactive website will not only entertain children but also educate them on beach awareness through a selection of games, downloadable colouring in poages and useful information. 30 YEARS OF SURF EDUCATIONThis summer Council’s Surf Education Program, conducted by the team of professional lifeguards who look after our beaches, is celebrating 30 years of helping kids learn about the surf. More than 100,000 Shire school kids have benefitted from the program since it began in 1985, with around 3,500 students participating in courses this year alone. The Surf Education Program offers surf awareness for primary school students, surf survival for high school students and surf safety education programs for students of all ages. Classes for students with special needs have been offered for almost 20 years, with special needs schools from the Shire and across Sydney attending classes weekly. All of the classes conducted by our Surf Education team are fun and interactive and provide students with knowledge and skills to enable them to enjoy their time at the beach. Lessons include information on how to identify potential dangers, how to recognise safe and unsafe swimming areas and how to identify rips and currents.Students learn about different wave types and how they are formed as well as important emergency response procedures. The course provides instruction on swimming and deep water flotation techniques and boarding paddling skills. In surf survival courses, students also learn valuable rescue techniques and CPR procedures.For more information on the Surf Education classes available to school students visit Council website.

PATTERNATION12 December 2015 - 7 February 2016Human behaviour indicates that we have an innate desire to find regularity and order in what might otherwise be an experience of disorder and chaos. Repetitions, rhythms, sequences, codes and systems assist us to navigate pathways and make sense of the world. While pattern in art is often thought of as decorative and ornamental, this exhibition considers conceptual nature of pattern and its affinity with art, science, language, music and movement. A WALK IN THE WILD WEST: LUCAS HEIGHTS CONSERVATION AREAWednesday 12 November 8.30am to 12.30pm Would you like to visit a rarely seen corner of the Sutherland Shire; where koalas, wallabies, kangaroos and an array of birdlife still thrive? This 5km loop trail walk will take you through a genuinely wild landscape, the Lucas Heights Conservation Area. The walk is graded medium, with a few steep inclines. Bring all your walking supplies: morning tea, and water.

LILLI PILLI POINT BUSHCAREThe Lilli Pilli Point Reserve supports one of the largest remnants of Littoral Rainforest remaining in the Sutherland Shire and is the largest patch on the Hacking River under the care of Sutherland Shire Council. Littoral Rainforest is a closed canopy forest growing beside the sea or on a shoreline and its limited distribution affords it protection status as an Endangered Ecological Community under the Threatened Species Conservation Act 1995.The Lilli Pilli remnant serves as a first port of call for many of the birds travelling from the larger rain-forested areas of the Royal National Park and therefore “birds doing what birds do” introductions of new rainforest species can occur via this dispersal method.Unfortunately, this dispersal method is also effective in the establishment of invasive species including the much maligned Asparagus Fern, Asparagus aethiopicus. The little red berries of Asparagus are the perfect meal for many fruit eaters.Thankfully, the Lilli Pilli Bushcare group has been toiling away for many years to regenerate areas degraded by weed invasion. INTRODUCTION TO BUSH REGENERATION COURSE(New One Day Course)Saturday 14 November 8.30am to 4pmThis new single day course consists of weed identification and bush regeneration techniques, perfect for anyone interested in Bushcare whether you volunteer or not. RECYCLING OVER THE FESTIVE SEASONThere are usually big piles of greeting cards, tags and wrapping left over after Christmas. Make sure your yellow top recycling bin is fed well as you are this festive season and dispose of your Christmas cards in your recycling bin.There are lots of other clever ways to avoid, reduce and re-use cards and wrap: • Get creative and turn your old greeting cards and

wrapping paper into new gift tags and cards. This is a great activity for the kids.

• Make sure you separate your cards and wrapping paper from plastic and foil wraps before putting them in your kerbside recycling bins.

• Donate your used cards and wrapping paper to a local childcare centre, school or nursing home for use as craft materials.

• Greeting cards and wrapping paper made entirely from paper and cardboard can go into your worm farm or compost bin and can be used as mulch.

HOLIDAY PERIOD WASTE COLLECTION TIMESOur On Call Clean Up Service collections cease on Friday 18 December and recommence on Monday 4 January 2016. All Domestic garbage, Recycling and Green waste collections continue as usual over the public holidays, except Christmas Day where collections start at 3am due to support services and landfill facilities being open for a shorter number of hours.

LEARN TO SWIM AT THREE SHIRE LOCATIONS Give your child extra water confidence at Splashers Swim School. We are Austswim and Swim Australia accredited and have been teaching Learn to Swim for over 25 years. Our instructors teach a balance of water safety and swimming skills in a friendly and safe environment, small class sizes, heated pools (indoor heated pool at Sutherland and outdoor heated pools at Engadine and Caringbah) and intensive holiday programs. Our Learn to Swim program is structured for two levels of water awareness and seven levels for learn-to-swim. Our nursery program starts from six months of age.

AUSTRALIA DAY IN THE SHIREAustralia Day is the Sutherland Shire’s largest free annual community event. Council will present the 2016 celebrations at Cronulla Beach and Blaxland Oval Illawong. The Cronulla event will feature outstanding performers including acclaimed Busby Marou, Dragon and Mark Vincent. The Illawong event has a family fun focus with amusement rides, stalls, and more great entertainment. Both events culminate in spectacular synchronized fireworks displays at 9pm.On Tuesday 26 January, 2016 leave the car at home and travel to Cronulla by train. There will be increased train services, with a train every 15 minutes, plus you will be met by music and activities as you make your way down to the beach. There will also be a free bus service to Illawong commencing at Bangor from 3pm.
