Now, on to better news.

First we have the honor doubled of thegreat joy to welcome this week thePresident of Rotary International RayKlinginsmith and Judy. Without a doubtthe dinner hosted by our two Districts9210, 9220 has been a big moment likewill be this 1st MultiDistricts PETSorganized to welcome among many otherPresident elected of Pacific Iislands.

Then I have to heart to keep you informedof the progress of our projects for thecreation of two Rotary Clubs E-9920.The Rotary Club E-9920 French speakingis going well. Currently more than twodozen potential candidates have alreadyemerged from the Mauritius, ReunionIsland, Kingdom of Tonga, France,Canada, Congo Kinshasa, CongoBrazzaville, French Polynesia, Sweden,Switzerland.

I decided to get involved personally in thecreation of this club by takingresponsibility for compiling its creation filewhich will be the 50th of our District. Youcan visit the temporary website at:www.rotary-eclub9920francophone.org/

A blog is from now running and those whowish improve their French can alreadychat. This blog ought to facilitateexchange between interested people andalso future members already registered.

The schedule is as follows:

- March 15: Formalizing the Rotary E-Club 9920 French speaking provisional(Rotary E-Club Constitution & Bylaws,Board, )- March 30: Sending the dossier toParamatta SPPO creation of individualforms and applications;- April 30: Official presentation of theCharter of Rotary E-Club 9920francophone at the district conference.

Taking advantage of the experiencegained during the establishment of thisnew club, the creative process of RotaryE-Club 9920 EN (English speaking) willbe launched in early March in order toachieve its charter back to the club at thechangeover ceremony July 4, 2011 inAuckland.Since we are in terms of creation of clubs,Rotary clubs are studying several suchopportunities in the months to comeespecially for programs such as Rotaractor Interact club or Rotary New Generations.

I was also pleasantly surprised to beapproached by a very young girl, aged just12 years who outlined a plan to create aclub in her college. I was really amazed bythe determination of this young teenagerwho has already considered all aspects ofthis project she wants to drive with herfriend (s) of college. Some might say: "12years is far too young and anyway we donot have facilities to accommodate suchyoung people." I reply: "That is not correct."

Indeed, the RI Board at its meeting inJanuary 2010 lowered the minimum agelimit of Interact clubs to 12 years if, however,the Districts want. The RI board gives eventhe possibility in a school that host alreadya Club Interact to welcome students underor over the age limits of 12 and 18. Thismeasure falls within the new policy veryrealistic RI to seize all opportunities toreinforce New Generations within Rotary.

Now to the District Conference.

The P.DG. Philippe Lamoise was confirmedas the Official Representative of thePresident Klinginsmith. We haveassembled a formidable team of speakerssparticularly regarding the New Generations.

The District conference website isoperational (http://www.districtconference2011.or g / ). At last you say! Registrations start but arrivetoo slowly for President of the OrganizingCommittee liking. Everything is now for thisDistrict Conference will be a greatconference. Make the effort to attend andso you will show committee members theirefforts are not made in vain.

The month of March is Literacy Month andof fight against illiteracy. It begs the questionof the reasons why Rotary has adoptedliteracy as one of its great cause. Read,write and count are for people who accessthis knowledge as a liberation. Theaccession to knowledge is the end ofobscurantism, openness to the world,progress, hope for a better life.I will cite only one example. I served inMorocco a quarter century ago. In thisMuslim country, with high fertility, familyplanning experienced the greatest difficultyin getting some results.Studying statistics, demographers havediscovered by chance that families wherethe mother was holder of the Moroccanbaccalaureate saw their birth rates declineconsiderably closer to that of Westerncountries. Moroccan Government decidedto increase education of girls and obtain soresults where family planning failed.

Dear Friends,

We all have a special thought for thecommunity of Christchurch so painfully struckby this terrible earthquake, the second in sixmonths. Obviously we think the Rotarians ofDistrict 9970 which fortunately does notappear that there is among them only someinjured victims. I will not talk about propertydamage that are unthinkable for them as forall other inhabitants of the region concerned:house partially or totally destroyed,businesses or shops ruined etc..

I have a special thought for the GovernorMargaret Reeves and Brian who have had ahorrible year with these two devastatingearthquakes and the Pike River mine disaster.

But equally if not more than these physical ormaterial damage, the psychologicalconsequences are appealling. See his housecompletely destroyed and lose often, yourfurniture, your family memories, all those littlethings that give a soul to a home that are thereferents of the story of a family, leads topsychological traüma of which is measuredpoorly the severity and impact on parents andmay be even more on children.

All Districts of New Zealand and even farther,some districts of Australia rallied around ahosting project for stricken families andchildren.

Thus, the entire District 9930 has mobilizedbehind Governor Peter Signal and Rebecca totry if possible to provide affected families intemporary roofs time to recoverpsychologically and reorganize. It is a similarapproach that I proposed to the Presidents ofRotary clubs in our District with particularemphasis on childcare for families who havelost their homes and who currently receiveemergency accommodation. There is in thisfield, us Rotarians, we can show for the bestour solidarity. Allowing stricken parents to bereassured about on the fate of their childrenliving in host families give them the serenityneeded to figure out how to reorganize theirfamily life or work. Let us know as soon aspossible your host offers either families, orchildren and we will arrange to relay theseoffers from District 9970. A coordinator to workwith other Districts will be established in orderto fit our response to requests made and tocentralize offers to host that you submit.

There are a thousand ways to promote literacyand to fight against illiteracy: the organization ofschool libraries, distribution of illustrateddictionaries, voluntary school support, schoolexchange, school trip supervised etc.. You'respoiled for choice but do something in thismatter!

Latest highlight for March, the Group StudyExchange with District 5790 of our friends inTexas from March 19. I know that as usual you'llgive the warmest welcome to therepresentatives of an American State dear to theheart of the President Klinginsmith. These youngpeople should therefore familiarize ourselvesfurther with the "cowboy logic" philosophybehind President Ray.

Good month of March to each of you and yourfamilies. All the more, do not forget themartyrdom of Christchurch community. Theywillneed both the care and friendship of each of usto heal their physical and moral wounds, regainhope and zest for life. They need us.

Chers Amis,

Nous avons tous une pensée touteparticulière pour la collectivité deChristchurch si douloureusement frappée parcet horrible tremblement de terre, ledeuxième en six mois. Bien évidemmentnous pensons aux Rotariens du District 9970dont fort heureusement, il ne semble pas qu'ily ait parmi eux d'autres victimes quequelques blessés. Je ne parlerai pas desdommages matériels qui sont énormes poureux comme pour tous les autres habitants dela région concernée : maison partiellementou totalement détruite, entreprises oucommerces anéantis etc.J'ai une pensée particulière pour laGouverneure Margaret Reeves et Brian quiauront connu une horrible année avec cesdeux tremblements de terre désastreux et lacatastrophe de Pike River Mine.Mais tout autant, sinon plus que cesdommages physiques ou matériels, lesconséquences psychologiques sontépouvantables. Voir sa maison entièrementdétruite et perdre ainsi souvent, sesmeubles, ses souvenirs de famille, tous cespetits riens qui donnent une âme à unemaison qui sont les référents de l'histoired'une famille, entraîne un traumatismepsychologique dont on mesure mal la gravitéet les conséquences sur les parents et peutêtre encore plus les enfants.

L'ensemble des Districts de Nouvelle-Zélande voire plus loin, certains districtsd'Australie se sont mobilisés autour d'unprojet d'accueil des familles ou enfantssinistrés.Ainsi, le district 9930 s'est mobilisé tout entierderrière le gouverneur Peter Signal etRebecca pour tenter si possible d'offrir auxfamilles sinistrées des toits provisoires letemps de récupérer moralement et de seréorganiser. C'est une démarche similaireque j'ai proposée aux Présidents des Rotaryclubs de notre District en insistantparticulièrement sur l'accueil des enfants desfamilles qui ont perdu leur maison et quiactuellement bénéficient d'hébergements desecours. C'est là, dans ce domaine, quenous autre Rotariens nous pouvonsmanifester le mieux notre solidarité.Permettre à des parents sinistrés d'êtrerassurés sur le sort de leurs enfantshébergés dans des familles d'accueil leurdonnera la sérénité nécessaire pour pouvoirimaginer comment réorganiser leur viefamiliale voire professionnelle.

Faites nous connaître le plus rapidementpossible vos offres d'accueil soit de familles,soit d'enfants et nous allons nous organiserpour relayer ces offres auprès du District9970. Un coordinateur chargé de travailleravec ceux des autres Districts va être mis enplace de façon à adapter notre réponse aux

demandes qui nous serons faites et decentraliser les offres d'accueil que vousnous adresserez.

Maintenant venons en à une actualité plusavenante. Tout d'abord nous avonsl'insigne honneur doublé de la grande joied'accueillir cette semaine le Président duRotary International Ray et JudyKlinginsmith. Sans aucun doute le dîner organisé àl'invitation de nos deux Districts 9210, 9220sera un grand moment tout comme ce 1erSéminaire de Formation des Présidentsélus MultiDistrict qui devrait accueillir denombreux présidents élus des îles.

Ensuite, j'ai à coeur de vous tenir aucourant de l'évolution de nos projets decréation des 2 Rotary E-Clubs 9920. LeRotary E-club 9920 francophone est bienparti. Actuellement plus d'une vingtaine decandidats potentiels se sont déjàmanifestés venant de l'Île Maurice, de l'Îlede la Réunion, du Royaume de Tonga, deFrance, du Canada, du Congo Kinshasa,du Congo Brazzaville, de Polynésiefrançaise, de Suède, de Suisse. J'ai décidéde m'impliquer personnellement dans lacréation de ce club en assumant laresponsabilité de la constitution du dossierde création de ce club qui sera le 50èmede notre District. Vous pouvez consulter le site webprovisoire sur :www.rotary-eclub9920francophone.org/. Un blog est déjà ouvert et ceux quisouhaitent améliorer leur Français peuventdéjà chatter. Ce blog devrait faciliter leséchanges avec les personnes intéresséeset également entre les futurs membresdéclarés.

Le calendrier prévisionnel est le suivant :

- 15 mars : Officialisation du Rotary E-Club9920 francophone provisoire

- 30 mars : envoi au SPPO Paramatta dudossier de création et des formulairesindividuels de candidatures ;

- 30 avril : Remise officielle de la Charte duRotary E-Club 9920 francophone àl'occasion de la conférence de District.

Profitant de l'expérience acquise lors de laconstitution de ce nouveau club, leprocessus de création du Rotary E-Club9920 EN (english speaking) sera lancéedébut mars en vue d'arriver à remettre sacharte à ce club à l'occasion de lacérémonie du changeover le 4 juillet 2011à Auckland.

Puisque nous en sommes au chapitre descréations de clubs, plusieurs Rotary clubsétudient de telles possibilités pour les moisà venir en particulier concernant desprogrammes tels que Rotaract ou Interact,voire Rotary club Nouvelles générations;J'ai eu aussi l'agréable surprise d'êtresollicitée par une très jeune personne, tout

juste âgée de 12 ans qui m'a exposé unprojet de création d'un club dans son collège.J'ai été réellement stupéfait par ladétermination de cette jeune adolescente quia déjà envisagé tous les aspects de ce projetqu'elle souhaite conduire avec ses ami(e)sde collège. Certains pourraient me dire : "12 ans, c'estbien trop jeunes et de toute façon nousn'avons pas de structures permettantd'accueilir de si jeunes gens". Je répondrai :"Ce n'est pas exact".En effet le Conseil d'administration du RI lorsde sa réunion de janvier 2010 a baissé lalimite d'âge inférieure des clubs Interact à 12ans si, toutefois, les Districts le souhaitent LeRI donne même la possibilité, dans unétablissement scolaire ayant déjà un ClubInteract, d'accueillir des élèves en deçà ouau-delà des limites d'âge de 12 et 18 ans.Cette mesure entre dans la nouvelle politiquetrès réaliste du RI de saisir toutes lesopportunités pour renforcer les Nouvellesgénérations au sein du Rotary.

Venons en maintenant à la Conférence deDistrict.

Tout est réuni maintenantpour que cette Conférence de District soitune belle conférence. Faites l'effort d'yparticiper et montrez ainsi aux membres ducomité que leurs efforts ne sont pas vains.

Le mois de mars est le mois del'Alphabétisation et de la lutte contrel'Illettrisme. On peut se poser la question desraisons qui ont poussé le Rotary a adopterl'alphabétisation comme une de ses GrandesCauses. Lire, écrire et compter constituentpour les populations qui accèdent à cesconnaissances une libération. L'accession ausavoir, c'est la fin de l'obscurantisme,l'ouverture sur le Monde, le Progrès, l'Espoird'une vie meilleure.Je vous citerai un seul exemple. J'ai servi auMaroc il y a plus d'un quart de siècle. Dansce pays musulman, à forte natalité, leplanning familial éprouvait les pires difficultésà obtenir quelques résultats. Analysant lesstatistiques, les démographes découvrirentpar hasard que les familles où les mèresétaient bachelières voyaient leur taux denaissance diminuer considérablement pourse rapprocher de celui des pays occidentaux.Le Gouvernement Marocain décidad'accélérer la scolarisation des filles et obtintainsi des résultats là où le planning familial avait échoué. Il y a mille manières de promouvoirl'alphabétisation et de lutter contre l'illettrisme: l'organisation de bibliothèques scolaires, la

distribution de dictionnaires illustrés,l'accompagnement scolaire bénévole, lessorties scolaires encadrées etc.. Vous avezl'embarras du choix mais faites quelque choseen la matière !

Derniers points forts de ce mois de mars,l'Echange de Groupes d'Etudes avec nos amisdu District 5790 du Texas à partir du 19 mars.Je sais que comme d'habitude vous saurezréserver le meilleur accueil à cesreprésentants d'un Etat Américain cher aucoeur du Président Ray Klinginsmith. Cesjeunes devraient donc nous familiariser encoredavantage avec la "logique du cow boy"philosophie qui inspire le président Ray.

Bon mois de Mars à chacun d'entre vous et àvos familles et, surtout, n'oubliez pas cettecommunauté martyre de Christchurch qui vatant avoir besoin de la sollicitude et de l'amitiéde chacun d'entre nous pour panser sesplaies, reprendre espoir et goût à la vie. Ils ontbesoin de nous.

In calling your attention last November on the need for all Rotary clubs in District 9920 to make a signifcant effort to raisefunds in support of The Rotary Foundation, I did not think four months later compelled to reiterate my point.

I know times are hard, they are even more so for those who need the money usually paid by the Foundation.I know that actions you drive to beneft your own community mobilize much of your resources.I know that many of you have already contributed extensively on the occasion of the frst earthquake in Christchurch lastSeptember and the Pike Mine River disaster.I know you are all deeply aware of the appealling new earthquake Christchurch and you have already sent money or you'reabout to do.

But I also know from reading the report by Roy Austin, District Rotary FoundationCommittee Chair, the picture is more mixed as one might think at first sight:

Donations for Polio Plus this year totaled current as of February 9, 2011 to $ 64,647.00(including $ 42.710 from the RC-Papeete Tahiti - A big thank you to this generous major donor).The year goal for Polio Plus will be likely reached.About the District 9920 contributions for TRF, Chairman Roy Austin believes that the ultimate

goal set for June 30 2011 could be achieved. I hope he’s right but I am not so optimistic because the pace of contributions forthis year is well below what it usually is.

I urge you all, despite the many stresses that you face in this dramatic period not to forget The Rotary Foundation, "Our "Foundation, without which, from one year to another, we would have had a lot of diffcult to fund some of our major projectsand particularly the exchange programs and scholarships.

Keep in mind that 50% of your annual gifts to The Rotary Foundation are reassigned to the nearest dollar three years after the District.

En appelant votre attention en novembre dernier sur la nécessité pour l'ensemble des Rotary clubs du District de faire un effortnotable pour lever des fonds au bénéfce de La Fondation Rotary, je ne pensais pas être contraint quatre mois plus tard deréitérer mon propos.

Je sais que les temps sont durs, ils le sont encore plus pour ceux qui ont besoin des fonds habituellement versés par laFondation.Je sais que les actions que vous conduisez au proft de votre propre communauté mobilisent beaucoup de vos ressources.Je sais également que beaucoup d'entre vous ont déjà abondamment contribué à l'occasion du 1er tremblement de terre deChristchurch en septembre dernier et de la catastrophe de Pike mine, River.Je sais que tous vous êtes profondément sensibilisés par l'effroyable nouveau tremblement de terre de Christchurch et vousavez déjà envoyé des fonds ou vous vous apprêtez à le faire.

Mais je sais également à la lecture du rapport de Roy Austin, District Rotary Fondation Committee Chair, le bilan est plusmitigé qu'on peut le croire à première vue.

Les dons actuels pour cette année pour Polio Plus s'établissent à la date du 9 février 2011, à $64,647.00 (dont $42,710 venantdu RC de Papeete-Tahiti – Un grand merci à notre généreux Donneur Majeur). L’objectif annuel pour Polio Plus seravraisemblablement atteint. concernant les contributions du District 9920 à La Fondation Rotary, le président Roy Austin penseque l'objectif final fixé pour le 30 juin 2011 pourrait être atteint. J’espère qu’il a raison mais je ne suis pas aussi optimiste carle rythme des contributions pour cette année est bien en dessous de ce qu'il est habituellement. Je vous incite donc tous,malgré les nombreux sollicitations auxquelles vous avez à faire face dans cette période dramatique à ne pas oublier Lafondation Rotary, "Nôtre" Fondation, sans laquelle, d'une année sur l'autre, nous aurions eu bien du mal à fnancer quelquesuns de nos grands projets et particulièrement les programmes d'échange et de bourses.

Gardez en mémoire que 50 % de vos dons annuels à La Fondation Rotary,sont rétrocédés au dollar près trois ans après au District.

February is World Understanding Month.

Carl –Wilhelm Stenhammar Chairman of The Rotary Foundation suggests in thismonth’s issue of RDU that it could be a good time to think of the international serviceprovided by Rotarians and goes on to say that there are many good projects beingimplemented by us in many places throughout the world.

Undoubtedly we can be proud of this achievement in over 100 years of service.But is it for us or for them?

PDG Stuart Batty who is also Administartor of Rotary NZ World Community ServicesLtd, in his accompanying piece challenges us to think of them….the people andcommunities we serve … Not only until we cry with them can we really knowWorld Understanding (sic)………….

The Rotary theme needs to be more relevant. “It’s not about us, it’s about them” is my choice. I despair viewing photographs in RDU. We are promoting “It’s not about them, it’s about us”.February 2011 edition is typical. Few photos reflect “it’s about them”. Sadly the majority reflect “it’sabout us.” February’s Rotary Calendar calls us to consider “them”. Not until we have visited “them”can we understand. I recall my first African visit, immersed in “them” projects.

Physically embracing leprosy sufferers, holding a baby succumbed to malaria, vomiting at the stenchof raw sewage, witnessing women carrying 10 gallons of water on their head, bare earth floorclassrooms cramped with 200 children, rainwater and slime flowing through. A child with no limbs.A hospital with no equipment or drugs. A ward filled with people dying of Aids. Not only until we crywith them can we really know World Understanding.

Février est le Mois de l'entente mondiale. Carl-Wilhelm Stenhammar, Président dela Fondation Rotary, propose dans ce numéro de RDU que cela pourrait être un bonmoment pour réfléchir au service international fourni par les Rotariens et poursuit endisant qu'il y a des beaucoup de bons projets mis en oeuvre par nous dans denombreux endroits à travers le monde.Sans doute, nous pouvons être fiers de ces réalisations en plus de 100 ans deservice.Mais est-ce pour nous ou pour eux ?PDG Stuart Batty, qui est aussi Administrateur de L'Action d'Intérêt Public Mondialepour le Rotary en Nouvelle Zélande (RNZWCS Ltd), nous incite ci-dessous à penserà eux …les gens et les collectivités que nous servons ... Le thème du Rotary doit être plus pertinent. "Il ne s'agit pas de nous, c'est à leur sujet", c'est monchoix. Je désespère en regardant les photos dans le RDU1. Nous faisons la promotion "Ce n'est pas, à leur sujet, il s'agit denous ". L'édition de février 2011 est typique. Quelques photos reflètent "C'est à leur sujet". Malheureusement, la majoritépense "il s'agit de nous."Le calendrier du Rotary pour Février nous appelle à songer à "Eux".Tant que nous ne les avons pas rencontrés, pouvons-nous comprendre ?Je me souviens de ma première visite en Afrique, immergé dans "leurs" projets. Embrassantphysiquement les lépreux, tenant un bébé mort de la malaria, vomissant à cause de la puanteur des eaux d'égout brutes,aidant les femmes portant 10 gallons d'eau sur leur tête, les classes nues sur un sol en terre battue à l'étroit avec 200 enfants,l'eau de pluie et la boue qui coule à travers. Un enfant qui n'a pas de membres. Un hôpital sans équipement ou demédicaments. Une salle remplie de gens qui meurent du sida. Non nous ne pouvons nous réaliser ce qu'est "l'Ententemondiale que lorsque nous les visitons"
